1864 elections went on during the Civil War – even though Lincoln thought it would be a disaster for himself and the Republican Party

The outlook was not promising in 1864 for President Abraham Lincoln’s reelection.

Hundreds of thousands of Americans had been killed, wounded or displaced in a civil war with no end in sight. Lincoln was unpopular.

Radical Republicans in his own party doubted his commitment to Black civil rights and condemned his friendliness to ex-rebels.

Momentum was building to replace him on the ballot with Treasury Secretary Salmon P. Chase.

A pamphlet went viral arguing that “Lincoln cannot be re-elected to the Presidency,” warning that “The people have lost all confidence in his ability to suppress the rebellion and restore the Union.” An embarrassed Chase offered Lincoln his resignation, which the president declined.

The fact remained that no president had won a second term since Andrew Jackson, 32 years and nine presidents earlier. And no country had held elections in the midst of civil war.

Arguments for postponing Some urged that the June Repub-

lican convention be postponed until September to give the Union one more shot at military victory. Other Republicans went further, arguing that the country should “postpone … a Presidential election for four years more … (until) the rebellion will not only be subdued, but the country will be tranquillized and restored to its normal condition.”

Holding the election during civil war would render “the vote … fraudulent,” argued the New York Sunday Mercury, in a widely reprinted article. The nation would “flame up in revolution, and the streets of our cities would run with blood.”

But Lincoln’s party renominated him. He was a canny political strategist who calculated that nominating Democratic Unionist and military Governor of Tennessee Andrew Johnson for vice president would attract disaffected Democrats and speed national reunification.

Johnson proved to be a disastrous choice for Black civil rights, but in 1864 his candidacy shrewdly balanced the ticket.

Yet a military victory that could also help Lincoln’s standing and prospects was elusive. General Ulysses S. Grant led the Overland Campaign against Confederates, led by General Robert E. Lee, across much of eastern Virginia that spring. After 55,000 Union casualties – about 45% of Grant’s army – Grant laid siege to Petersburg.

By the time Democrats met in August to nominate General George B. McClellan, there was still no end in sight to the war.

Lincoln had removed McLellan from command of the Union Army of the Potomac in 1862, but the general was still a commissioned officer. Yet McClellan’s party was in

disarray. He opposed a peace settlement with the Confederacy while the Democratic Party platform committed him to it.

Defeat ‘seems exceedingly probable’ Without scientific polling, Lincoln and his advisers predicted defeat.

At the end of August, Lincoln wrote to his Cabinet, “it seems exceedingly probable that this Administration will not be re-elected. Then it will be my duty to so co-operate with the President elect, as to save the Union between the election and the inauguration; as he will have secured his election on such ground that he can not possibly save it afterwards.”

Abraham Lincoln understood that the war for the Union was about the integrity of a constitutional republic, not the president or the party. It was about “a new birth of freedom” and not about him. And that meant his victory in the election was less important to him than the fate of the entire country.

Yet Lincoln also made contingency plans in the event he lost, asking

Frederick Douglass to help free enslaved people in rebel-held areas.

Soldiers vote absentee It was a bitter campaign. Lincoln’s opponents tarred him with racist and bestial characterizations.

Republicans fought back, charging Democrats with being treasonous.

But no slogan discrediting the opposition was as effective in building support for Lincoln as the September Union military victories at Mobile Bay and Atlanta.

General Grant made sure soldiers voting absentee sent their mail-in ballots. He furloughed others to go home to vote in person.

Even on the eve of the election, there were still calls to delay or cancel the vote.

Lincoln, who would go on to win, assured those critics, “We cannot have free government without elections; and if the rebellion could force us to forego, or postpone a national election it might fairly claim to have already conquered and ruined us.”

He also said that school re-openings should depend mainly upon the location and the infection rate in a given area.

Fauci also said a viable coronavirus vaccine is likely only a few months away.

“The fundamental principle is that we should try as best as we possibly can to get children back to school because we know the psychological aspect of that and the unintended consequences for mothers and fathers who may need to stop working, so we should try to get back to school,” Dr. Fauci said when asked about the impact of the pandemic on the upcoming school year.

“However, paramount needs to be the safety, health, and welfare of children, teachers, and families,” Dr. Fauci added.

“We live in a big country. Some places have low incidents and can open schools while some are high.

Some areas rate of infection is so high where it’s not prudent to open schools. You don’t want to endanger their health.”

A member of the White House Coronavirus Task Force, Fauci has at times found himself at odds with President Donald Trump.

“I still work closely with the World Health Organization,” said Dr. Fauci. “I’m on a weekly phone call with them, and I signed a memorandum of understanding.

We’re all in with the WHO.” During the interview, which included National Newspaper Publishers Association President and CEO, Dr. Benjamin F. Chavis, Jr., Dr. Fauci also demonstrated the proper way to wear a facemask.

“Early on, there was a shortage of masks because we didn’t want to take masks away from health providers who needed them,” Dr. Fauci remarked. “It’s easy to get a cloth mask now.”

Dr. Fauci explained further that, “when there are droplets when someone sneezes or coughs, you [are protected]. You can take it and wash it with soap and water or stick it in the washing machine.”

Addressing the disparities surrounding COVID-19 and other illnesses, Dr. Fauci pointed to many African Americans, Latinx, and Native Americans occupying essential jobs that provide employees with little — or no — protection.

“On the one hand, there’s a greater opportunity and risk of getting infected, but even as

important is that once you get infected, you have prevalence and incidence of co-morbidities that make it more likely you’ll get a severe outcome from the infection,” Dr. Fauci noted.

“Those co-morbidities are like diabetes, hypertension, heart disease, chronic kidney disease, and lung disease. It’s very clear that African Americans have a higher incidence, and the reality is that you suffer more.”

The hospitalization rates per 100,000 people are stunning when comparing African Americans and Caucasians, Dr. Fauci proclaimed.

“In many respects, it’s unacceptable that it should be that way,” he said, noting that the hospitalization rate per 100,000 African Americans stands at 247, compared to 53 per 100,000 whites.

“In other words, that’s almost five times the chance of getting hospitalized even though African Americans comprise just 13 percent of the [U.S.] population,” Dr. Fauci observed.

“That’s more than something we need to deal with.”

Dr. Fauci added that there are five fundamental things everyone could do to help stop the spread of the coronavirus. “Wear a mask, avoid crowds of more than 10, keep a distance of at least six feet, locations should seriously consider closing bars and getting people

who go to bars to stop or do it outside, and wash hands frequently either with soap and water or alcohol Purell.”

Clinical trials are vital, Dr. Fauci said.

“We hope that we will have an effective vaccine by the end of the year, which means that as we get into 2021, we want to distribute it for those who could benefit,” he added.

“We need to spend extra effort to protect African Americans, and the way you find out if the vaccine is effective is the enrollment in a vaccine trial. It would be a terrible shame if African Americans stayed away from clinical trials, and they didn’t provide for themselves the vaccine that could protect them.”

Dr. Fauci suggested that he wears a mask everywhere goes and demanded that doing so shouldn’t be about politics. “This is about protecting each other. We’re all in this together,” Dr. Fauci said. “I’m pleased to see that we now have the president talking about wearing a mask where he didn’t before, and the vice president wears a mask everywhere he goes. We’ve got to pull together.”

Whether reinfection of the coronavirus can occur remains somewhat of a mystery, Dr. Fauci explained. “When you get infected with any virus, generally, when you recover, your body has made a good immune response to recover,” Dr. Fauci noted.

“We know that happens in people who had COVID-19. We don’t know what the duration of that is.

There are varying levels of antibodies in people who recover, and what we’re following is how long they last.

Some people find that it doesn’t last very long.” He continued: “There are other types of immunity that go beyond, and they’re called T-cells or cellular immunity, which may also play a role in protecting people

EEOC Resumes Issuance Of Charge Closure Documents The U.S. Equal Employment Opportunity Commission (EEOC) recently announced that it will begin issuing charge closure documents that were suspended because of the COVID-19 pandemic. On March 21, 2020, in response to the COVID-19 pandemic, the EEOC temporarily suspended the issuance of charge closure documents unless a charging party requested them.

EEOC managers and supervisors have started reviewing charge resolution recommendations and the EEOC will begin issuing Notices of Right

to Sue (Notices) both for charges that were held in suspense, as well as for charge resolutions that occur on and after Monday, August 3, 2020. The Notices held in suspense will be issued over the course of the next six to eight weeks beginning with those that have been in suspense the longest.

All Notices will be issued by mail.

The Department of Justice, which issues Notices in investigations involving state and local governments, referred to them by the EEOC, is also now resuming the issuance of Notices.

Once a charging party receives a Notice, a lawsuit must be filed within 90 days of their receipt of that notice. This deadline is set by law and cannot be changed by the EEOC. A charging party must file a lawsuit within the established timeframe or may be prevented from going forward with the lawsuit. United States Postal Service files notice of a temporary price change The United States Postal Service has filed notice with the Postal Regulatory Commission (PRC) of a temporary price change to take effect on Oct. 18, 2020.

The planned temporary price adjustments are in response to increased expenses and heightened demand for online shopping package volume due to the coronavirus pandemic and expected holiday ecommerce, according to a news release.

As a result of these changing market conditions, the Postal Service is planning a time-limited price increase on all commercial domestic competitive package volume from Oct. 18 until Dec. 27, 2020.

Retail prices and international products will be unaffected. The planned price increase would go into effect at 12:00AM Central on Oct.18, 2020 and remain in place until 12:00AM Central Dec. 27, 2020.

The planned prices, approved by the Governors of the Postal Service on August 6, would raise prices on its commercial domestic competitive parcels – Priority Mail Express,

Camelot Illinois Announces Second Year of Grant Funding Camelot Illinois has announced a second year of funding for non-profit organizations through the Camelot Illinois Grant Program.

Over the past year, Camelot Illinois has supported the community with grants and donations totalling $241,800.

Funds provided by the Camelot Illinois Grant Program accounted for the majority of this total. Seven organizations received $196,800 in total grant funding to use for education and community programming.

“Camelot Illinois is committed to education equality, opportunity and inclusion,” said Camelot Illinois General Manager and General Counsel Keith Horton. “Over the past two years, we have looked beyond our walls to support education and development opportunities in ways that meet the needs of our community. The Camelot Illinois Grant Program is one way that we proudly show our support for worthy causes throughout the state.”

Non-profit organizations, including Chicago Latino Caucus Foundation, Lost Boyz Inc., Genesys Works, Step Up, The Black Star Project and Ladies of Virtue, received grants ranging from $10,000 to $25,000 to support educational development.

Additionally, the Children First Fund, the Chicago Public Schools Foundation, re-

ceived a grant of $96,500. This grant funded the expansion of the robotics program at Walter H. Dyett High School and the creation of the John A. Walsh Elementary School’s new computer science lab, Maker’s Space.

“Quality STEM programming has the ability to open a world of opportunities for our students and show them the endless power of learning,” said Chicago Public Schools (CPS) CEO Dr. Janice K. Jackson.

“Central to our vision at CPS is ensuring that every student has access to a high-quality holistic education that gives them the tools they need to lead our city into the future and we are grateful to Camelot’s generous grant that will expand access to state-of-the-art STEM resources.”

In support of emerging community needs during the year, Camelot also donated a total of $45,000 to Cradles to Crayons, the NAACP Legal Defense Fund, My Block My Hood My City and the Greater Chicago Food Depository.

“During this trying year, our company has had to pivot and evolve, just like the rest of the world,” said Horton. “In response to the pandemic and civil unrest, we adapted our original grant model to contribute $45,000 in donations toward areas of our commu-

nities that were experiencing more urgent need, including COVID-19 relief and social justice for racial disparities. We look forward to working with more local non-profits to benefit communities across Illinois in the second year of our Grant Program.”

During the 2021 fiscal year, Camelot Illinois will continue to support non-profit organizations that do good work in Illinois.

Grants are intended to fund programs that foster educational opportunities, support technology initiatives or promote community and neighborhood development.

To be eligible for the Camelot Illinois Grant Program, an entity must be a registered 501(c)(3) tax-exempt organization in the State of Illinois for at least five years, be in good standing with the State of Illinois and be in compliance with Illinois law.
