Behavioral Health Center For Youth Proposed For South Suburbs Continued from page 1

During a recent press conference, State Senator Michael Hastings joined Palos Behavioral Health Professionals, a south suburban behavioral health care practice, in announcing plans to create the MIRA Neuro-Behavioral Health Center for Children and Adolescents which, if approved, will be a 30-bed acute care psychiatric hospital for children and teens in Tinley Park.

Pending formal approval by the state’s Health Facilities and Services Review Board, the youth facility will be located in an existing building located on 6775 Prosperi Dr. following a major renovation. If all things go as planned, the facility will be operating at full capacity by January of 2021, according to

information provided by Senator Hastings.

“We are building a facility that some of the main hospitals in our area can refer patients to. This building is an amazing building for our purposes,” said Dr. Christopher Higgins, clinical director of Palos Behavioral Health Professionals. “Instead of us building a $20 million building, we are going to be able to do this at a fraction of the cost because we are rehabbing this building instead of building a new one.”

Repurposing the building at 6775 Prosperi Dr. in Tinley Park, will allow Palos Behavioral Health Professionals to move the adult day programs that they currently housed there into smaller community centers where clients will be able to receive more individualized attention, according to Higgins.

“Too many children are dealing with

painful mental and behavioral health challenges that ruin their quality of life. Too many family’s lives are torn apart and devastated because their children are facing overwhelming struggles. Too often, there is nowhere to turn,” Hastings said. “We are providing new hope that tomorrow will be better for children and families throughout the south suburbs and our region.”

The MIRA Neuro-Behavioral Health Center for Children and Adolescents was created to address a lack of access to care for youth facing mental illness crises in the south suburbs. The new facility will make specialized care accessible for young people who experience mental illness.

“The demand for this is incredibly high,” said Higgins. “Children and adolescents are not physically sick, they don’t get MRIs or IVs

so for them to go to an institution that is predominately based on doing physical treatment and mixing them into one little unit in a huge hospital it’s not a good place for them.”

As a stand-alone facility, MIRA Neuro-Behavioral Health Center for Children and Adolescents will focus on treating children and adolescents with mental health issues and there will be physicians on staff to prescribe medications if they are needed.

There will also be a wealth of educational resources and support for families for the young patients.

“If a child has depression, if a child has anxiety, or if a child all of a sudden can’t go to school, the parents get overwhelmed. We need a center that can help the parents as well as the child and having an acute care facility is a critical part of that,” said Higgins.

President Trump’s tweets calling on four Democratic congresswomen of color to “go back” to the “corrupt” countries they came from sparked the controversy he undoubtedly wanted, as did his subsequent attack on one, Representative Ilhan Omar, a Democrat from Minnesota.

The chant “Send her back,” a variation on the 2016 Trump supporters’ chant about Hillary Clinton, “Lock her up,” resounded through a recent political rally.

These slights reveal Trump’s fondness for a rhetorical device called synecdoche.

Difficult to pronounce but easy to define, synecdoche comes from the Greek synekdokhe, which means “an understanding one with another.” It substitutes a part for the whole, using that one part to represent the whole.

The title of the television series “Suits,” in which formal clothes represent scheming lawyers, nicely illustrates the idea. When people say “wheels” for cars, “boots on the ground” for occupying soldiers or “Ol’ Blue Eyes” for Frank Sinatra, they’re using synecdoche.

In the president’s case, he wants to make “The Squad” represent the Democratic Party. Trump thinks his chances for reelection will improve if people see these four women every time they hear the word “Democrat.”

feels familiar, that’s because synecdoche happens during every election. I notice these things, because I’m a scholar of political rhetoric.

Presidential candidates are themselves synecdoche. They represent their whole party. If they’re popular enough, they create what’s called a “coattail effect.” People vote for the entire party because of one person, its leader.

The reverse can be true as well: A poor candidate, like Republican Barry Goldwater in 1964, can drag down the entire party.

In 2018, Democrats sought to attach the president to every single Republican in a swing district, while Republicans demonized House Speaker Nancy Pelosi as a way to tarnish all Democrats.

Trump’s tweets twist the usual strategy by aiming his synecdoche at House members. This is rare for a president.

One prior example is Franklin

Roosevelt’s 1940 reelection campaign. Seeking an unprecedented third term as war raged in Europe and Asia, Roosevelt, a Democrat, faced a formidable opponent in businessman Wendell Willkie.

New to electoral politics and an outsider, Willkie exuded charisma.

He criticized Roosevelt’s economic record, but shared his concern for national defense. Unlike many Republicans of the era, Willkie was no isolationist.

Roosevelt did not want to attack Willkie; the president admired the Republican liberal. Instead, he found his Republican foils in the the crusty old House minority leader, Joseph Martin; in Bruce Barton, an advertising executive turned politician; and in Hamilton Fish III, a strident, conservative isolationist.

“Martin, Barton and Fish” – the chant became a staple at FDR’s campaign rallies, as he detailed their opposition to every New Deal reform and national defense measure. When FDR got away with that synecdoche, Willkie later said, “I knew I was licked.”

Democratic nominee becomes irrelevant Roosevelt could control the political narrative because, as president of the United States, he was the nation’s chief storyteller, the keeper of national myths.

That’s the power of the president.

perceptions of political reality. This is what Trump is attempting to do as he enters the 2020 presidential campaign.

He wants to define the Democratic Party to his advantage. And, as David Brooks recently wrote in The New York Times, the president has a “vested interest in keeping the progressives atop the Democratic Party.”

If these four women represent Democrats – much as a representative serves as a proxy in Congress – then Trump’s synecdoche suggests that the Democrats are only these progressive women of color. By identifying his opponents as the party of leftists, women and minorities, Trump thinks he can secure crucial white working-class votes.

If this strategy works, the Democratic nominee in the 2020 election becomes irrelevant. That leader, like Willkie, would no longer be the face of the party. The president’s personal lawyer, Rudolph Giuliani, explained this strategy after Trump’s attack on Maryland Democratic Congressman Elijah Cummings.

“Whenever the members of Congress like [Rashida] Tlaib or [Alexandra Ocasio-Cortez] or Cummings are the focus, that means the focus is not on [Kamala] Harris or Joe Biden. Every time people go crazy, it’s still cemented in some people’s minds that these people are maybe the modern Democratic Party,” Giuliani told the Washington Post.

As Richard Nixon did with his divisive “Southern Strategy” in 1968

that exploited white racial animus in the South, Trump’s “Squad Strategy” offers the promise of victory through polarization of the electorate. “They” are not like “us.”

Could it backfire?

Yet 2020 is not 1940 or 1968.

Heightening racial tensions with synecdoche is now a risky choice.

For one thing, the nation no longer looks like it did in 1968.

The white working-class part of the electorate has been shrinking. More people identify with the Squad than ever before.

By attacking representatives Ocasio Cortez, Omar, Pressley and Tlaib, Trump may encourage women, minorities and those who like this foursome to head to the polls.

As important, an incumbent president’s greatest advantage is, well, incumbency. Only 10 U.S. presidents have failed to win reelection, because the office itself and people’s respect for it is a significant electoral advantage.

But if President Trump squanders that respect through racially divisive strategies like his attacks on the Squad, Representative Cummings and Baltimore, it could cost him in 2020.

Americans may no longer see Trump as a part for the nation’s whole.

Black Male Educators Sound Alarm Regarding Lack of Diversity in P-12 Classrooms A diverse and inclusive education workforce can play a critical role in ensuring that students receive a robust, quality educational experience.

While students of color comprise more than half of P-12 classroom populations in the United States, overcoming the shortage of educators of color has been a decades-long dilemma for U.S. schools, according to a U.S. Department of Education report entitled The State of Racial Diversity In The Educator Workforce.

The shortage is especially alarming among Black male educators, who represent less than two percent of the total teaching population. The recruitment of these teachers continues to be a critical topic in educational reform, but studies on the factors contributing to the shortage remain scarce. As a result, there has been little improvement in attracting and retaining Black male educators.

To uncover factors affecting the shortage of Black male teachers, researchers from University of Phoenix (UOPX) Center for Workplace Diversity and Inclusion Research – in partnership with the National Network of State Teachers of the Year (NNSTOY) – examined the current status of Black male educators in our nation’s classrooms. This exploration highlighted insights of fellows of the 2018 cohort of NNSTOY Outstanding Black Male Educators. Their reflective quotes and personal narratives were published in a joint white paper, entitled, “Having Our Say: Examining Career Trajectories of Black Male Educators in P-12 Education.” Three

areas of focus were spotlighted as potential solutions to the shortage: improved recruitment efforts, greater representation in teacher preparation programs and enriched experiences in school settings.

“With limited insight into the factors affecting Black male educators in P-12 education, the voices of the NNSTOY fellows served as the ‘coal miner’s canary’ – calling attention to the challenges experienced within the career trajectory of many Black male educators at every phase,” said Dr. Kimberly Underwood, University of Phoenix research chair and lead author of the paper. “While this paper will help identify potential solutions, we must continue to champion efforts to create sustainable actions to diversify the teaching profession and improve recruitment and retention efforts.”

team will build off the voices of these dynamic fellows and conduct research to examine socialization experiences of Black male educators, including the root cause of the attrition. Their findings will be shared in future papers and conference presentations. Once identified, University of Phoenix will seek to implement solutions to recruit and teach the next generation of Black male educators.

This is an important initiative for the University, as its faculty and student bodies represent more than double the national average of representations of African American faculty and students.

As of 2019, nearly a third (31 percent) of College of Education faculty identify as African American and 34 percent of University of Phoenix students identify as African American. As a part of its collective diversity, the University is committed to championing for the diversification of the nation’s workforces, in every community of practice, according to a press release.

Following last year’s inaugural event, CSIFF organizers have announced that this year’s Short Film Competition has received four times the number of submissions as received last year.

Entries represent more than 18 countries and include films from high school, college, and professional filmmakers. Additionally, the festival will include California-based director

Roberta Grossman’s documentary “Who Will Write Our History” produced by Nancy Spielberg and GSU professor Sanghoon Lee’s directorial debut feature “Banana Season.”

Feature films will be screened on Sunday, September 8, 2019, along with Q&A sessions with directors Grossman and Lee. On Friday and Saturday, September 6 and 7, international short films will be screened.

Living Organ Donors Are Protected from Workplace, Insurance Retaliation Under New Law Governor JB Pritzker signed a new recently that protects living organ donors from various types of retaliation based on their donor status.

“There’s no more generous or selfless act than donating an organ to a person in need, and we must ensure that living donors have basic protections to maintain stability in their own lives,” said Governor JB Pritzker. “I’m proud that this legislation will allow people to make this deeply personal decision without risking discrimination from their employers and health insurance companies.”

The new law prohibits employers from retaliating against an employee for requesting or obtaining a leave of absence to undergo an organ donation and prohibits insurance companies from denying coverage or increasing premiums or rates for living donors for disability, life and long-term care insurance. It also tasks the Secretary of State with creating and maintaining an opt-in organ and tissue donor registry.

House Bill 2847 takes effect January 1, 2020.

“I know first-hand that when someone decides to be a living donor, they aren’t just saving one life; they’re saving the lives of everyone who loves the person receiving the organ donation,” said Rep. Deb Conroy (D-Villa Park). “Now that HB 2878 is law, living donors won’t have to worry about whether they will be discriminated against in the workplace or whether their insurance premiums will go up.

They can rest easy knowing they are protected, and they can focus on their recovery and the recovery of their loved ones. With thousands of people waiting on organ donations in Illinois, this bill makes it easier for people to make the decision to be a living donor.”

“Across Illinois, thousands of residents are awaiting a kidney transplant. Sadly, less than a quarter of patients who were on the organ donation waiting list last year actually received an organ transplant,” said Sen. Julie Morrison (D-Deerfield). “We must do more to incentivize individuals willing to give so much of themselves for the health of another.”

Officials Team Up To Highlight The Dangers of Children Dying in Hot Cars In light of recent tragedies locally and nationally, and as part of an effort to raise awareness for National Heatstroke Prevention Day which was recognized on July 31, government representatives, first responders, health professionals, safety advocates and other partners joined together recently at the Edgewood Fire Station to raise awareness and discuss ways to prevent child deaths and injuries in hot vehicles. Congresswoman Jan Schakowsky recently introduced the HOT CARS Act, H.R. 3593, along with Congressmen Tim Ryan (D-OH) and Peter King (RNY). The bill would require new vehicles to be equipped with an alarm system to alert the driver if a child or a pet might be in the backseat.
