Research on voting by mail says it’s safe – from fraud and disease SOME CRITICS – INCLUDING PRESIDENT DONALD TRUMP – HAVE CAST DOUBT ON THE INTEGRITY OF MAIL-IN VOTING, EVEN THOUGH SOME OF THEM HAVE VOTED BY MAIL IN THE PAST.

As millions of Americans prepare to vote in November – and in many cases, primaries and state and local elections through the summer as well – lots of people are talking about voting by mail. It is a way to protect the integrity of the country’s voting system and to limit potential exposure to the coronavirus, which continues to spread widely in the U.S. I am a political scientist and part of a National Academy of Public Administration working group offering recommendations to ensure voter participation as well as public confidence in the election process and the outcome during this coronavirus pandemic. To meet that goal, our work has found that state and local governments will need to make significant adjustments to their voting systems this year – changes that will likely require new federal funding.

Our recommendations – which include ways to reduce health risks from in-person voting as well as to expand access to, and ease the process of, mail-in voting – are based on a thorough review of the evidence.

Some critics – including President Donald Trump – have cast doubt on the integrity of mail-in voting, even though some of them have voted by mail in the past.

Conservative groups are suing to limit mail-in voting, and some federal judges seem reluctant to defend voters’ rights if it means intervening in state-level decisions.

The president’s reelection campaign is suing to block mail-in voting at the same time it pushes his backers to be ready to vote by mail.

The evidence we reviewed finds that voting by mail is rarely subject to fraud, does not give an advantage

Voter fraud is rare overall, and rarer by mail When fraud does occur, election administrators identify it and take action, correcting election returns and prosecuting those responsible.

That’s what happened in North Carolina in 2018, when a Republican political activist paid others to collect incomplete absentee ballots so they could be filled out to vote for the Republican candidate. The activist was arrested, charged and convicted – and the entire election was invalidated and run again.

But overall election fraud is rare.

A database of election fraud reports maintained by the conservative Heritage Foundation reports approximately 1,200 allegations of voter fraud – for which there were 1,100 criminal convictions – for voter fraud since 2000.

Of those, only 204 allegations, and 143 convictions, involved mailin ballots. That is a tiny fraction of the roughly 250 million mail-in ballots cast over those two decades.

That’s the finding from several recent studies, which confirm what earlier research had found.

As far back as 2001, Oregon’s vote-by-mail system was found not to disproportionately mobilize or discourage voting by Democrats or Republicans. In 2008, a study found little difference between Democratic and Republican voters in Los Angeles County, in terms of who voted by absentee ballot or whose ballots were disqualified.

A recent survey has found that people of all political stripes who are concerned about the coronavirus pandemic support letting everyone vote by mail.

The public can learn to trust mail-in voting There is one problem with mail-in voting, but it’s a problem with voting overall: A 2019 Gallup poll found that 59% of Americans lack confidence in the honesty of elections for a range of reasons, including concerns about interference from foreign powers or domestic political elites, security worries and general frustration.

Americans’ confidence is lower than that reported in almost every other democratic country.

With voting by mail, research has found people to be more concerned that their vote will not be counted correctly, as compared with voting in person. One 2008 study found that white absentee voters were less confident their ballots would be counted correctly than white in-person voters.

A 2008 telephone survey found that about half of respondents were concerned that mail-in voting might lead to increased fraud, though the report on survey results didn’t describe specific types of fraud the respondents feared.

Research from 2015 mostly confirmed those findings, revealing that people in states with more absentee voting tend to believe that various types of voter fraud are more common. That same study also found that absentee voters are less confident their vote will count than people who voted in person either before Election Day or on the day itself.

Some concerns about mailed-in ballots not being counted may be legitimate: A 2018 study in Florida found that mailed-in ballots from younger voters and voters who needed assistance marking their ballots were rejected more often than others. That indicates standards for rejecting mailed-in ballots may not be uniform, or that some voters’ signatures change over time in ways election officials may not expect or accept.

However, research from California in 2011 found that frequent

public communication from election officials can increase voters’ faith in voting by mail.

Mail-in voting is safe, reliable and trustworthy All this evidence leads to some clear conclusions: Voting by mail is – or, with training of election officials and the use of common standards, can be made – just as honest as in-person voting. Officials can help ensure public confidence by being transparent and communicating their plans and preparations.

People are more interested in voting by mail than ever before, because of the pandemic.

Epidemiology indicates that voting from home is safer than going to a crowded public building to vote.

November’s election will likely involve far more mail-in voting than in the past. To retain voters’ confidence in its integrity, our review indicates that local election offices and the U.S. Postal Service will need to make substantial additional preparations to provide mail-in ballots and to handle the increased volume of mailed-in ballots.

And the public needs to understand that the results of the vote may not be clear for days after Election Day. It takes longer for election workers to open, verify signatures, and count mail ballots than it does to run voting machines, and some states – such as Michigan – do not permit mail ballots to be opened until Election Day. But when the tallies are announced, if large numbers of Americans have voted by mail, the public can feel confident that the process was fair and the results are accurate.

National College Fed Challenge to be held in a virtual format in 2020 The Federal Reserve Board, along with co-sponsoring Federal Reserve Banks and other regional partners recently announced that the National College Fed Challenge will be held in a virtual format in 2020. The new format will include a video submission, a virtual judged question and answer session,

and a virtual event announcing the winners in November. The new format will allow schools outside current Fed Challenge districts to compete in a newly created at-large region.

Interested colleges and universities should see “College Fed Challenge 2020 Rules and

Steps” on the Board’s website for details on how to enter the 2020 competition. The deadline to register for the competition is September 30, 2020.

Illinois Workers’ Compensation Commission Announces Launch of New E-filing and Case Management System The Illinois Workers’ Compensation Commission (IWCC) is rolling out a new, cloud-based electronic filing and case management system.

The system, called CompFile, will allow for paperless filing and processing of court documents for workers’ compensation cases in Illinois.

Upon his appointment to lead the IWCC in March 2019, Chairman Michael J. Brennan made it a priority to modernize the IWCC’s operations.

Over the past year, the IWCC has been working to create a fully paperless electronic filing system, bringing consulting firm WorkComp Strategies and technical resources from Microsoft Consulting Services on board to design and implement the system.

CompFile is scheduled to roll out in three phases. The first phase, which launched on Feb. 10, 2020, involved registration of law firms and

account setup. The second phase, which began on July 22, 2020, includes the drafting, signing and approval of settlement contracts. The third phase, planned for the late fall of 2020, will incorporate applications, motions, decisions and reviews.

The first phase was successful, with 1,000 registered users in the first week alone. The IWCC provides multiple ways to learn how to navigate the new system on the CompFile Implementation webpage, www.iwcc.il.gov/compfile In light of the ongoing COVID-19 pandemic, the importance of leveraging technology to support remote work and ensure business continuity is more evident than ever.

The IWCC processes approximately 40,000 applications, 35,000 settlements, thousands of hearings and tens of thousands of motions and

other filings every year.

The new e-filling system will allow for faster processing and immediate, around-the-clock access to critical information for attorneys and their firms, as well as self-represented litigants.

CompFile will benefit the IWCC right away in the form of reduced printing, delivery and storage costs.

It will also provide the workers’ compensation community with greater transparency, a more efficient adjudication system and improved data management and recordkeeping.

As the IWCC’s CompFile team continues to work towards the third phase of CompFile, progress is underway, and improvements are ongoing.

Students Emerge as Leaders During COVID-19 Through Service Learning StatePoint - As learning has gone virtual to curb the impact of the COVID-19 pandemic, educators and parents have been left with a pressing concern: how will this experience impact social and emotional development?

“The pandemic is having profound effects on children’s mental well-being, their social development, their safety, their privacy, their economic security and beyond,” a policy brief by the United Nations stated. “While children are not the face of this pandemic, its broader impacts on children risk being catastrophic and amongst the most lasting consequences for societies as a whole.”

While maintaining progress in core subject areas is imperative, a curriculum that develops leadership skills is equally essential to ensure that emotional development continues virtually.

An independent research study commissioned by Lead4Change found that students who completed the Lead4Change Student Leadership Program experienced tangible emotional growth. The program involves lessons in leadership, as well as creating and implementing team projects to meet a need in the community. Those that completed the program experienced significant changes in leadership skills (60 percent of students improved), respect for others (54 percent) and ambition and innovation (53 percent). Programs of this nature can be completed virtually by adapting projects to address current concerns, and they can not only succeed without physical contact, but offer unique challenges that help students to grow as leaders.

Students at Mohave High School in Bullhead City, Ariz. reconsidered their project when quarantine began, creating a read-aloud library of developmentally appropriate books for preschoolers. With high schoolers reading preschoolers books and teaching them literacy and social development skills, this resource allowed an early childhood program to continue virtually.

“The students developed a ‘can do attitude’ while working collaboratively to adapt to their new normal,” said teacher, Michele Leyendecker. “With so much uncertainty, this project truly gave them purpose.” The “T-Bird Readers” team was awarded Lead4Change’s grand prize, a $10,000 grant for a nonprofit of their choice.

In Garner, N.C., students participated in service learning and emerged as community leaders by directly addressing the local impact of the pandemic. The “Corona Relief Crew” collaborated with volunteers and vendors to create and distribute kits with essential food and supplies for the homeless and those in nursing homes who have been severely impacted by the pandemic.

“Being an adult leader for the Corona Relief Crew has caused a paradigm shift in how I view youth strength and their ability to lead,” educator Dr. Cleopatra Lacewell shared. “This experience has taught me when students have well-organized plans, identified goals and established team structures, they can then perform as stellar leaders with minimum support.”

State unveils six-year road, bridge improvement plan without COVID-19 adjustments

Springfield — Gov. JB Pritzker joined Illinois Department of Transportation officials recently to unveil a six-year, $21.3 billion statewide road and bridge improvement plan that is an extension of the Rebuild Illinois infrastructure package passed last year by the General Assembly.

IDOT is tasked with unveiling a multiyear plan each year to detail how it will spend transportation dollars on state and local highway transportation systems. For the current fiscal year, the investment in road and bridge infrastructure totals $3.15 billion, according to the governor’s office.

Current funding levels would allow the multi-year plan to include 3,356 miles of road improvements and 8.4 million square feet of bridge deck in total over the next six years.

The infrastructure spending largely relies on revenue from the motor fuel tax — which was increased on July 1, as it will every year forthcoming under the new state law — among other driving-related fees.

According to an overview of the multiyear plan on the IDOT website, howev-

er, revenue estimates were not adjusted to account for economic impacts of the COVID-19 pandemic and associated stayat-home orders.

“Due to the unprecedented COVID-19 pandemic and national stay-at-home guidance, the reduced consumption of gas is expected to cause a decrease in motor fuel tax revenue that would be deposited into the state’s road and state construction fund,” according to IDOT’s summary of the plan.

“It is not yet known what the actual decrease will be. Therefore, no adjustments were made to the (multi-year plan).”

“The department will continue to monitor the data and make any adjustments deemed necessary as actual revenue impacts become known,” the summary continued.

While the attendees of a news conference unveiling the plan touted the Rebuild Illinois package, which passed in 2019, acting IDOT Secretary Omer Osman said the COVID-19 pandemic presented some unforeseen challenges.

“The multi-year plan keeps us on track during these uncertain times,” Osman said at an event in Collinsville. “While we are not cutting or delaying projects at this time, we will continue monitoring the impact on future revenue to ensure we are investing tax-

payer resources wisely. Clearly, COVID-19 is not going to be something that lasts for a few months, but likely impact our decision making for years to come.”

Despite the pandemic, Osman said, Pritzker allowed road work to continue by deeming construction workers essential in his executive orders.

That allowed year one of work on the Rebuild Illinois plan to continue despite state stay-at-home orders, so the first year of the plan saw $2.77 billion in improvements, with $2.15 billion to the state system and $616 million in the local system.

Included was 1,385 miles of road improvements in the state system — comprising 61 bridges and 157 safety improvements — as well as 321 miles of road improvements in the local system, including 67 bridges and 71 safety improvements.

Pritzker noted IDOT had developed a plan consistent with the Federal Highway Administration’s Transportation Asset Management Plan standards.

“That standard puts an end to the practice of letting roads and bridges in Illinois deteriorate until they’re in just terrible shape,” the governor said. “Instead we’re investing on the front end saving money for taxpayers.”

Among other projects, the first year of the plan included design work on an Interstate 80 bridge over the Des Plaines River that was deemed structurally deficient, resurfacing on state Route 251, widening and reconstruction on state Route 47, reconstruction on the Murray Baker Bridge in Peoria, construction and bridge repairs on Interstate 74, resurfacing on Interstate 55 and U.S. Highway 51, resurfacing and bridge repairs on Interstate 255, and completion of design for added lanes and bridge replacement on Interstate 57 in southern Illinois.

Pritzker touted the plan as one that would create jobs in a difficult economic climate in Illinois and across the U.S. “Even in a pandemic — especially in a pandemic — our transportation systems connect the lives of our residents and our communities,” Pritzker said. “…The MultiYear Plan we’re announcing today provides funding to reconstruct over 3,300 miles of roads and over 8 million square feet of bridges — and, more importantly, create and support hundreds of thousands of jobs over the next 6 years for hardworking Illinoisans across our state.”

Projects for the plan are selected by safety criteria such as crash history, pavement conditions and traffic volumes.
