As an added bonus, Elliott said many of the most effective ways to help children learn to navigate their feelings work just as well with adults. Consider these three tips to help your children (and yourself) manage emotions during the transition back to school.

Plan ahead The fear of the unknown can be stressful.

Children who aren’t able to clearly articulate their feelings likely won’t be able to make the connection between new, uncertain situations – like going to school and being around other people – and their feelings. Instead they may become overwhelmed by emotions, which might look like more meltdowns, clinginess

or a variety of other behaviors. Talk with your children about how they feel about going back to school ahead of the first day of class. Ask questions to help them determine why they feel particular feelings when they think about school then work together to solve potential issues. That could mean finding a way to meet your children’s teachers ahead of time, whether virtually or in-person, or practicing introducing themselves to classmates.

Build a consistent routine Routines can give children (and adults) a sense of security and structure, which in turn make it easier to cope with big emotions like stress and anxiety. Try to stay consistent, and if you need to make adjustments, talk them through with your children. Be sure to mention key milestones instead of times,

particularly if they can’t tell time yet. Make sure your children have opportunities to ask questions about any changes to routines. They may need reassurance before they’re ready to face something new.

Create special family moments As important as routine is, it’s just as important to prioritize quality time together.

That could mean a vacation or something as simple as Saturday bike rides or Sunday morning pancakes. Plan a family outing or special time together to celebrate completing the first week of school. Family rituals and celebrations can give children and adults something to look forward to. Quality time together also helps families build resiliency.

Kelly Announces Economic Development Community Project Included in Appropriations Bill Congresswoman Kelly’s Request for $200,000 for Chicago Southland Economic Development Corporation Included in FY 2022 Appropriations Bill Washington, DC – Today Congresswoman Robin Kelly (IL-02) announced her request of $200,000 for Chicago Southland Economic Development Corporation (CSEDC) has been included in the text of the FY 2022 Appropriations bill, which will be considered by the House in the coming weeks.

CSEDC requested this funding for their project, the 4343 Ascending House, the Chicago Southland Tech Incubator.

The Chicago Southland Economic Development Corporation (CSEDC) is collaborating with partners to create 4343 Ascending House, the Chicago Southland Tech Incubator. The group sought $200,000 to support its incubator pilot programs, including creating a video conference center, a podcast studio, and an advanced printing lab. These resources will support the E-Commerce Entrepreneurs training program which operates InternMatch Illinois, a match-making platform for small businesses to find the right interns.

The 4343 Ascending House will support start-ups by providing the necessary software, tools and connections to interns and new employees that start-ups otherwise may not be able to access due to high costs and the challenges of starting a new business.

Under guidelines issued by the Appropriations Committee, each Member of Congress may request funding for up to 10 projects in their community for fiscal year 2022 – although only a handful may actually be funded. Projects are restricted to a limited number of federal funding streams, and only state and local governments and eligible non-profit entities are permitted to receive funding.

Congresswoman Kelly is awaiting notification on her nine other Community Project Funding requests.

State to pick overdue marijuana dispensary winners by Aug. 19 More than 200 other craft growing, infusion, transportation licenses awarded

More than a year after new marijuana dispensary licenses were scheduled to be distributed per the state’s 2019 adult-use legalization law, the governor’s office announced the initial lottery and two new ones will happen by the end of August.

The state also announced the award of more than 200 other licenses for craft growing and infusing operations as well as distribution, and the governor signed into law the measure that will allow for the two new lotteries.

“In addition to signing that legislation, we’re actually issuing 200 craft grower (and other) licenses across the state and about 67 percent of those are going to people of color,” Pritzker said at a Thursday morning Chicago news conference on criminal justice reform.

“And so there will be people getting into business in the cannabis industry, nearly right away, and I’m very pleased about that.”

The newly signed bill, House Bill 1443, was an effort to jumpstart the equity measures in the 2019 law that aimed to diversify the largely white, male-dominated legal marijuana industry.

Per the initial law, 75 dispensary licenses were to have been distributed over one year

ago, but of the 900-plus applicants for those licenses, only 21 achieved the perfect score necessary to be entered into the final lottery. That caused the governor’s office to pause the final lottery amid backlash from equity advocates.

That lottery will now be held Aug. 19 with all 21 finalists eligible to win licenses.

While the initial lottery allowed only applicants that were tied for the highest score to reach the lottery, the new lotteries will instead apply to those who received 85 percent or more on their 250-point application.

The first new lottery for 55 licenses includes any firm that scored at least an 85 percent on its initial application that has not hit a 10-license limit. That lottery will be held July 29.

The second new batch of 55 licenses would be available to firms that scored 85 percent or higher that also have at least 51 percent ownership meeting social equity requirements, including living in an area impacted by the war on drugs for at least 10 years, having been arrested or convicted of a marijuana crime eligible for expungement, or being a member of a family impacted by the war on drugs.

That lottery is scheduled for Aug. 5.

“Almost all states that have legalized cannabis have done so in a way that produced a multi-billion-dollar industry dominated by

a handful of corporations and individuals that lack diversity. But Illinois is attempting to produce a cannabis industry that actually looks like Illinois,” Toi Hutchinson, Pritzker’s marijuana advisor, said in a news release.

“What we’re attempting to accomplish is hard to do and takes time to accomplish, but we have an obligation to ensure that it gets as strong a start as possible.”

The lotteries for all marijuana-related licenses will be managed by the Illinois Lottery and drawn by a randomized computer process.

The governor’s office also announced Thursday that the Illinois Department of Agriculture has reached out to 213 winners of other marijuana-related licenses. Those include 40 craft grow licenses – a grow operation with a smaller footprint than the massive cultivation centers – as well as 32 licenses for infusing other products such as foods or oils with marijuana and another 141 licenses to transport marijuana products.

While applicants for those licenses were not required to report their gender or race information to the state, the governor’s office said 80 percent of the applicants “self-reported” their demographic information, and 98 applicants reported being Black-owned, 19

Latino and 34 Black woman-owned.

Upon acceptance of the licenses and payment of fees, the winners will be made public.

The original legalization law also allowed up to eight community colleges in the state to receive licenses to develop a curriculum to train students in marijuana related fields. The new law signed Thursday removes that cap.

The state announced Kishwaukee College, Oakton College, Olive-Harvey College, Shawnee Community College, Southwestern Illinois College, Triton College and Wilbur Wright College will receive the initial licenses, but more will eventually be announced.

The state’s Department of Commerce and Economic Opportunity also has partnered with two private lenders to create a loan program for social equity applicants that makes available up to $100,000 for a transporter license applicant, $500,000 for a dispensing organization or infuser and $1 million for a cultivator. An opening reception and private auction kicked off the event, followed by a day of golfing at the world-renowned public golf course. Curry golfed alongside student-athletes as they completed the 18-hole course. A closing reception was held to celebrate the outcome of the fundraising event and recognize the top five golfers. Over $3 million were raised as a result of event sponsorships, the private auction and participation in the event.

Thousands Of Dollars Awarded To Black Males For Achieving Academic Excellence Chicago Organization Awards Scholarships To Twenty-Two Black Males Impacted By Gun Violence The Ezekiel Taylor Scholarship Foundation (ETSF) is awarding scholarships to 22 African-American young men, Sunday, July 25, 2021. The ‘Yet, Still We Rise’ Scholarship Fundraiser, Gala and Silent Auction will highlight the academic achievements and success of young black males in the Chicago area.

The event honors the legacy of Ezekiel Taylor who was robbed, and killed on Chicago’s Southside in the early 80s. The gala, usually an in-person affair, is virtual again due to the Covid pandemic. “The pandemic has forced our students to survive, thrive and think outside of the box, and it has also caused our foundation to become more innovative and creative,” says Tenisha Taylor, daughter of Ezekiel Taylor and ETSF CEO. “These young men have survived a tumultuous year. From the public health crisis, to the cloud of Black

on Black crime, to the Black Lives Matter movement, young Black men are traumatized on every level. Despite the negative news and societal constraints, we are celebrating the achievements and academic success of young men who are making positive life choices”, adds the former CNN Executive Producer.

COVID ‘Surge Teams’ May Be Coming To Your Town Black PR Wire - The White House is readying COVID-19 “surge teams” to send to communities with low vaccination rates to help combat the rapidly spreading Delta variant of the coronavirus, officials announced Thursday. The teams will work with local public health authorities to conduct contact tracing and will distribute supplies as needed or requested by states, such as therapeutics and additional tests. The teams will also help augment staffing at local vaccination sites.

The Biden administration plans to deploy “surge response” teams to some states, including Missouri, in response to rising COVID-19 cases across various parts of the country.

Nevada and Missouri have had the highest rates of COVID-19 infection in recent weeks, and there have been recent outbreaks in Utah, Nebraska, and Wyoming, as well.

According to the Kansas City

Star and multiple media reports, Missouri has requested aid from the White House, which announced the newly-formed federal “surge response” teams on Thursday.

Teams will be deployed to several states where the COVID-19 Delta variant presents risks to unvaccinated Americans. In a recent report, the CDC says the highest proportion of Delta variant was

detected in southwest Missouri, which accounted for nearly two-thirds of all Delta variants identified in the state.

The teams are designed to “surge additional testing into com-

munities to expand detection of the virus and allow public health authorities to do contact tracing to help contain outbreaks,” according to an announcement from the White House.

State data shows that 44.6% of residents have received at least one shot, far short of the 54.7% rate nationally. In more than 60 Missouri counties, less than 30% of the population had received their first shot, according to state data.

Arkansas has less than 35% of residents fully vaccinated as of Sunday, and the state averaged 16 new cases per 100,000 residents every day over the past week, according to Johns Hopkins. That’s about five times the nationwide rate of new cases.

The surge teams will work with public health department officials to conduct contact tracing. They will also distribute supplies such as therapeutics or COVID-19 tests and bolster staffing levels at vaccination sites.

ComEd Goats Take Break from Managing Vegetation to Cruise on the Chicago River ComEd uses goats to clear grass and brush under power lines – a safer and greener way to help keep energy reliable ComEd’s four-legged employees took a break from eating vegetation under power lines in Pekin, Ill., for a boat cruise on the Chicago River.

Twenty goats joined ComEd employees this week to take in downtown views from the river and educate customers about ComEd’s goat vegetation management program.

“ComEd was excited to bring the goats to Chicago this year to show one of our innovative and sustainable solutions to ensure reliable power for families and businesses,”

said Michelle Blaise, senior vice president of technical services at ComEd. “The goats work hard to clear vegetation in hard-to-reach places, helping us to prevent power outages in an environmentally-friendly way. If anyone deserves a break, it’s them.”

The ComEd goats cruised the Chicago River between the DuSable Bridge and LaSalle Street Bridge on Wednesday, July 7, from 10 a.m. until 3 p.m.

Since 2019, ComEd has enlisted the support of more than 200 goats to help clear vegeta-

tion in Pekin, Ill., in terrain that is difficult to access. The goats’ “work” helps ComEd avoid power outages and service disruptions often caused by overgrown vegetation near power lines. Using goats cuts the cost and time required to clear the vegetation by more than half, reduces safety risks to workers and is an ecofriendly alternative.

The goats are on loan to ComEd from goat grazing company Goats on the Go. After clearing 13 acres of land last year, ComEd’s goats are continuing the hard work this summer through the month of July.

Department of Education Approves Borrower Defense Claims Related to Three Additional Institutions The U.S. Department of Education (Department) announced today the approval of over 1,800 borrower defense to repayment (borrower defense) claims for borrowers who attended three institutions: Westwood College, Marinello Schools of Beauty and the Court Reporting Institute. This is the first time the Department has announced approved borrower defense claims for students who attended institutions besides Corinthian Colleges, ITT Technical Institute, and American Career Institute since 2017.

These borrowers will receive 100 percent loan discharges, resulting in approximately $55.6 million in relief. This brings total loan cancellation based on borrower defense by the Biden Administration to over $1.5 billion for nearly 92,000 borrowers.

“Today’s announcement continues the U.S. Department of Education’s commitment to standing up for students whose colleges took advantage of them,” said U.S. Secretary of Education Miguel Cardona. “The Department will continue doing its part to review and approve borrower defense claims quickly and fairly so that borrowers receive the relief that they need and deserve. We also hope these approvals serve as a warning to any institution engaging in similar conduct that this type of misrepresentation is unacceptable.”

Westwood College The Department is approving two

types of claims related to Westwood College (Westwood). First, the Department found that, from 2002 through its 2015 closure, all of Westwood’s campuses across the country engaged in widespread misrepresentations about the ability of students to transfer credits. Despite claims by Westwood, students were generally unable to transfer their credits to other institutions.

The inability of Westwood students to transfer their credits meant that they had to—or would have to— restart their education at a different school.

Second, the Department found that, from 2004 until its closure in 2015, Westwood made widespread, substantial misrepresentations to students that its criminal justice program would lead to careers as police officers in Illinois, particularly in the Chicago area. The institution told students they would be able to find employment with the Chicago Police Department and other law enforcement agencies when, in fact, these agencies would not accept Westwood credits in their hiring processes. Borrowers said that instead of obtaining employment as a police officer after graduation from Westwood, they often had to accept minimum wage jobs or jobs that required no degree at all. The result was that students were worse off after attending Westwood. The Department has approved over 1,600 claims, representing approximately $53 million in relief for former Westwood students.

Westwood College was owned by Alta College, Inc. (Alta), which was located in Colorado. Major executives at Alta included co-founder Kirk Riedinger and George Burnett.

In 2002, Alta was acquired by Housatonic Partners, a private equity firm located in California and Massachusetts.

ings, Marinello was owned by B&H Education Inc. (B&H), which was a Delaware corporation. The leaders of B&H included Rashad Elyas, Nagui Elyas, Mike Benvenuti, and Michael Flecker in 2013 when it was sued under the False Claims Act in a lawsuit that resulted in an $8.6 million settlement in 2016.

Marinello Schools of Beauty The Department found that Marinello Schools of Beauty (Marinello) made widespread, substantial misrepresentations about the instruction that would be offered at its campuses across the country.

These misrepresentations occurred from 2009 until the schools closed in 2016 after the Department denied Marinello’s application for continued participation in federal student aid programs. Borrowers regularly asserted that the schools failed to train them about key elements of a cosmetology program, such as how to cut hair. The Department found that Marinello left students without instructors for weeks or months at a time as part of a pattern of failing to provide the education it promised. As a result, students found it extremely difficult to pass necessary state licensing tests and receive any return on their educational investment. As of today, the Department has approved over 200 claims, representing approximately $2.2 million in relief for former Marinello students.

Court Reporting Institute The Department found that from 1998 through its 2006 closure, the Court Reporting Institute (CRI) made widespread, substantial misrepresentations about the time it would take to complete its court reporting program. The majority of CRI students were never able to complete the court reporting program and, therefore, could not become court reporters. In fact, data reviewed by the Department showed that just two to six percent of students graduated and those who did finish the program took much longer to do so than the institution claimed. These findings cover each of the institution’s locations, which were in Washington, California, and Idaho. As of today, the Department has approved 18 claims, representing approximately $340,000 in relief for former CRI students.

During the findings period and at the time of its closure, CRI was owned by Alen Janisch.

The findings regarding Westwood and CRI were made possible by evidence provided by law enforcement partners at the offices of the

Washington, Colorado, and Illinois attorneys general. The Department will continue working with these law enforcement partners and others to identify institutional misconduct that harms federal student loan borrowers.

Today’s action continues efforts by the Biden Administration to ensure borrower defense and other targeted loan cancellation, forgiveness, and discharge programs deliver relief to students and borrowers.

In March, the agency announced that it would grant $1 billion in relief to 72,000 borrowers with approved borrower defense claims related to Corinthian Colleges and ITT Technical Institute (ITT).

Subsequently, the Department announced an additional $500 million in relief for 18,000 borrowers with approved borrower defense claims related to ITT. The Department also suspended requests for earnings documentation from borrowers who had received a total and permanent disability discharge; this action reinstated discharges for 41,000 borrowers and will help protect another 190,000 borrowers from the risk of losing their discharges for this reason.

The Department is considering a future rulemaking on borrower defense and held public hearings to receive stakeholder feedback in late June.
