For close to a month, homes in the Village of University Park have been under a do-not-consume water advisory due to elevated lead levels in their drinking water.

Aqua Illinois, a water utility company, is working to resolve the issue but in the meantime, affected residents are being provided with bottled water for drinking and cooking.

The increased lead levels are due to lead solder that was used to join together copper pipes in homes’ plumbing systems prior to being banned in 1986 by the Environmental Protection Agency. The lead is not coming from University Park’s water source, the Kankakee River, the water treatment plant,

or public water lines, according to Aqua Illinois.

“We were surprised to find high levels of lead,” said Craig Blanchette, president of Aqua Illinois. “As an extreme precaution, we issued the do-not-consume advisory for the entire water system which includes all of University Park, Green Gardens, and Monee Township. Since then we have done intensive and rigorous testing of our system and the properties throughout the community.”

Since the initial do-not-consume advisory was issued on June 14, several homes have been tested and cleared of their risk for lead exposure and homes that were built after 1986, when the lead solder was banned, are likely safe, according to Aqua Illinois.

“We have discovered that our water treatment process, over time, has impacted the

protective layer that existed inside the pipes in customers homes which has allowed the lead to dissolve into the water. Most of the properties already removed from the donot-consume order are properties that were constructed after 1986,” said Blanchette.

Aqua Illinois is providing resources for residents at the Aqua Illinois Information Center, 90 Towncenter Dr., in University Park. The hours are Monday through Friday from 7 a.m. to 10 a.m. and 4 p.m. to 7 p.m. and 12 p.m. to 4 p.m. on Saturdays and Sundays. Resources at the information center include water sampling kits, bottled water, water filter pitchers, and faucet filters.

While many residents in University Park are still under the do-not-consume advisory, Aqua Illinois has advised that it is safe to bathe in the water because lead in the water

will not absorb into the skin.

“Lead does not have high dermal absorption and will not penetrate the skin so washing clothes and dishes with the water or bathing in the water is not a health concern, it’s drinking it. Don’t use it in baby formula, don’t make ice cubes with it, and don’t cook with it,” said J. Keith Tolson, Ph.D., a toxicologist with Geosyntec Consultants.

Several homes have been removed from the do-not-consume list but Aqua Illinois advised that it is possible for a property to still be under the advisory even if a property next door or across the street is not.

Concerned residents can visit the Aqua Illinois information center or call 217-8061396 to determine if their property has been lifted from the do-not-consume advisory.

After Supreme Court decision, gerrymandering fix is up to voters

In a 5-4 decision the Supreme Court has ruled that partisan gerrymandering is not unconstitutional.

The majority ruled that gerrymandering is outside the scope and power of the federal courts to adjudicate.

The issue is a political one, according to the court, not a legal one.

“Excessive partisanship in districting leads to results that reasonably seem unjust,” wrote Chief Justice John Roberts in the majority decision. “But the fact that such gerrymandering is incompatible with democratic principles does not mean that the solution lies with the federal judiciary.”

So for now, partisan gerrymandering, in which politicians get to choose their voters rather than voters choose their representatives, will remain a fact of American political life.

What is the background to this decision? And what does the decision mean for democracy in the U.S.?

Cracking and packing State legislatures have the constitutional responsibility to draw up the boundaries of congressional seats after the results of the census, which is conducted every 10 years.

In many states, if one party is in the majority at that time, they can use their power to manipulate the boundaries to their advantage.

That’s called partisan gerrymandering, and it involves what’s referred to as “cracking and packing.”

Cracking spreads opposition voters thinly across many districts to dilute their power. Packing concentrates opposition voters in fewer districts to reduce the number of seats they can win.

Just one example: In 2012, Republicans in Ohio drew up congressional boundaries that packed most Democratic voters into just four of the 16 congressional districts. The 9th District was referred to as the “snake on the lake” as it slithered along the edge of Lake Erie from Cleveland to Toledo to pack in as many Democratic voters as possible.

It worked. In the 2018 election, Ohio Republicans won just 52% of the votes but picked up 12 of 16 of the congressional seats.

I have researched the U.S. voting system, analyzed Supreme Court

rulings and shown why gerrymandering is now more prevalent since the 1990s. Sophisticated computer programs and ever more detailed information on voters’ location and preferences now allow politicians to crack and pack with surgical precision.

In 2004, the Supreme Court effectively sanctioned gerrymandering. In Vieth v. Jubelirer, the court ruled 5-4 not to intervene in a case brought by Democrats in Pennsylvania over a redistricting plan they claimed was unconstitutionally gerrymandered.

After the ruling, partisan gerrymandering increased, especially in the redistricting round after the 2010 census.

In 2017, and again in 2018, the Supreme Court passed up opportunities to decide upon the constitutional legality of gerrymandering by effectively punting on the cases.

In other cases, the court actively intervened.

Republican-controlled Shelby County, Alabama filed a case against the constitutionality of the 1965 Voting Rights Act. The act had protected minority voters’ rights in the South from being diluted by gerrymandering and other methods. In the 2013 case Shelby v. Holder, the court overturned key elements of the act, in a 5-4 ruling. The ruling encouraged partisan gerrymandering in the states – Alabama, Georgia, Louisiwww.thechicagocitizen.com

ana, Mississippi, South Carolina and Virginia – previously under federal scrutiny for their legacy of discriminatory voting practices.

Mounting legal challenges There have been other legal challenges to partisan gerrymandering.

In Virginia a Republican map drawn up in 2011 that packed many African American voters into just 11 of the state’s 100 House of Delegates districts was challenged.

A federal judge saw racial gerrymandering at work and ordered a new map. A Republican challenge to that ruling came before the Supreme Court. The Republican challenge was dismissed on June 17, 2019.

The court’s decision in the Virginia case was not about whether the gerrymandering was unconstitutional. Instead, a 5-4 majority of the court ruled that the Virginia Republicans had no legal standing to mount the appeal when the state senate and the state attorney general had decided against appealing. The new map stood.

In Ohio, a three-judge federal panel ruled that the Republicans attempted to cement a Republican majority of congressional seats when they drew up new districts. The state legislature was ordered by the court to draw a new map for the 2020 election.

And in Michigan a panel of federal judges ruled that many of the state’s legislature districts were un-

constitutional, drawn up to ensure a partisan advantage. No more snake on the lake.

The Supreme Court set aside these last two lower court rulings on May 24, 2019 in preparation for this recent decision. The two cases are now sent back to lower courts for dismissal. The snake on the lake lives on for another election cycle.

Maryland and North Carolina Gerrymandering is especially rampant in Maryland and North Carolina. In both states powerful politicians admitted that their plan was to solidify their party’s control.

Republicans in North Carolina drew a map in 2016 to ensure control of 10 of the state’s 13 congressional districts. Democratic voters were overwhelmingly packed into three districts with the remainder cracked across the remaining 10.

Democrats in Maryland drew a map with gyrating boundaries in order to cement their 7-1 advantage in congressional seats.

When lower federal courts struck down these gerrymandered congressional district maps, politicians in both states appealed to the Supreme Court.

Arguments were heard on these cases in March 2019. From the questioning, it appeared that the liberal justices – Breyer, Ginsburg, Kagan and Sotomayor – would rule against Continued on page 3

Governors State Celebrates 50 years with Birthday Bash Governors State University (GSU) is celebrating 50 years of education and excellence on July 17 with a day of community and family fun on campus, followed by a free concert in Park Forest.

The Governors State community—including students and alumni, current and retired faculty and staff, and community members— will join in the fun for an aerial photo to commemorate the anniversary on the soccer fields (near Prairie Place), then stay for a free reunion-style picnic, games, and food.

Elected Officials will attend with proclamations to mark the day the university first opened 50 years ago.

At 6:30 p.m., the celebration will continue at Park Forest’s free Main Street Nights with food trucks, a kid’s zone, VIP tent, and special live performances from band Maggie Speaks and house music by DJ Xavier Joshua.

On July 17, 1969, GSU opened through a bold initiative—an upper division university without walls that would serve as a new model for transforming lives through education. It was the late ‘60s, and Apollo 11 had just landed, signaling unlimited possibilities.

The university’s founders were inspired and

envisioned the triad in the university’s logo to reflect the trajectory of the era, reminiscent of Neil Armstrong’s rocket.

GSU President Elaine P. Maimon said the July 17 birthday celebration will pay tribute to the historic past and welcome the promising future.

“As we celebrate the 50th anniversary of Governors State University, we honor the visionaries who imagined GSU as a university ahead of its time. Fifty years ago, GSU was a university without walls. Today, GSU’s creative use of the internet removes walls and other barriers. Now what?

Partisan gerrymandering will continue. But so will resistance against it, I believe. There is a way for states to avoid gerrymandering. Newly formed, nonpar-

tisan redistricting commissions, working outside the influence of the legislature to draw legislative district lines, already exist in Alaska, Arizona, California, Colorado, Idaho, Michigan, Montana and Washington.

These commissions resulted from citizen initiatives to reform the process. But most states east of the Mississippi, for instance, do not have a ballot initiative process that would allow voters to initiate reform.

Gerrymandering has a pernicious impact on the electoral system and on the wider democratic process. It encourages long-term incumbency and a consequent polarization of political discourse.

But now the Supreme Court has made it clear that the solution does not lie with federal judges.

It is up to the voters.

Communities in the 18th Senate District and across the state will see new investment in their public infrastructure thanks to a new statewide construction plan approved by the General Assembly this spring and signed into law by the Gov. JB Pritzker recently.

The package will release over $45 billion in funding to improve Illinois’ roads, bridges, schools, hospitals and other public infrastructure.

“We’re committing ourselves to making Illinois’ public infrastructure system one of the best in the country,” said State Senator Bill Cunningham, a Democrat who represents portions of Chicago and the southwest suburbs. “We’ve been kicking the can down the road on this issue for far too long and it’s time to step up and make a serious investment to better the lives of Illinois residents.”

The construction plan is the state’s first in a decade, and since the last major infusion of infrastructure funding in 2009, ratings groups have increasingly

raised red flags about the state of Illinois’ infrastructure.

“We’ve seen firsthand how severe our infrastructure problems have gotten right here in the Chicago area area with the recent closure of the Lakeshore Drive bridge, which delayed thousands of commuters for hours,” Cunningham said. “This new funding is long overdue and I’m glad to see that we’re making a serious commitment to investing in our infrastructure.”

The construction plan also includes the creation of the Illinois Works Task Force, which will help recruit and train individuals to work on the newly funded construction projects. The program is expected to bring thousands of new jobs to the state.

“We’re not just rebuilding our state, we’re putting Illinoisans to work doing it,” Cunningham said. “This package represents an investment in both our infrastructure and the people of our state.”

In the majority opinion, combining the Maryland and North Carolina cases into one decision, the court’s conservative majority noted that existing measures of gerrymandering do not provide precise and judicially discernible standards. The opinion was authored by Chief Justice Roberts, who has long held the opinion that it is impossible to measure, let alone overcome, partisan gerrymandering.

Responding for the liberal minority, Justice Kagan read her dissent in open court – a sign of her intense disagreement with what she saw as the court’s unwillingness to uphold fair and free elections. She wrote that the decision “debased and dishonored our democracy.”

Northwestern Medicine Launches Hispanic Brain and Spine Tumor Program Northwestern Memorial Hospital recently launched the Northwestern Medicine Hispanic Brain and Spine Tumor Program in Chicago to make life-saving neurological care more accessible for the Hispanic and Latino population by removing cultural, linguistic barriers to patients who speak Spanish. Led by neurosurgeon and Mexico City native Dr. Adam Sonabend, the program aims to provide patients with brain and spinal tumors and their family members personalized care in Spanish from diagnosis to treatment.

Peak Summer: More than One in Six People Likely to Get Food Poisoning An estimated 48 million Americans, or one in six, get sick from food poisoning each year, many suffering from violent vomiting, diarrhea or even death in rare cases according to the Centers for Disease Control And Prevention.

“Fresh produce is catching up with poultry as a leading cause of infections, but undercooked chicken is still the most common cause of death from food poisoning,” says Colin Zhu, DO, a board-certified family and lifestyle medicine physician who has additional training as a chef and health coach. “While produce will show no signs of infection, meats that appear undercooked should be avoided,” he said.

According to an American Osteopathic Association (AOA) press release, consulting a food thermometer will ensure foods reach appropriate internal temperatures high enough to kill bacteria. The AOA also advises refrigerating leftovers within 2 hours of cooking or within 1 hour if the food was served in temperatures reaching 90°F.

go away causing him to become nauseous. Concerned with the headache, Muñoz decided to call Northwestern Memorial. An avid marathon runner who follows a vegan diet, Muñoz wasn’t sure why he was feeling sick especially since he hadn’t experienced a headache of this magnitude before.

Muñoz called Northwestern Memorial where he was advised to get MRI scans which showed a plum sized tumor in the back of his brain which was compressed on his brainstem and needed to be removed.

These images alerted doctors to send Muñoz to the emergency room right away for more testing.

Less than 24 hours later, on Christmas Day, Muñoz had to cancel his plans to fly to Chile to visit his family for the holidays and instead was wheeled into the operating room where Dr. Sonabend spent hours removing the tumor from Muñoz’s brain.

After surgery, Muñoz spent the next two weeks in the hospital recovering and then was transferred to Shirley Ryan AbilityLab, a few blocks from Northwestern Memorial, where he began the process of recovering.

“I count my lucky stars that I was

under the care of Dr. Sonabend and I was able to communicate to him in Spanish,” said Muñoz. “This allowed me to be able to connect with him under his care and I was able to learn the proper medical terminology for my condition so that I could accurately share the information with my family in the U.S. and Chile.”

The program also provides oneon-one support with a care team member who will help assist in travel plans, airfare, hotel accommodations, banking services and connecting the patient and family with places of worship, if desired.

More Women and Minorities Needed for Financial Planning Jobs StatePoint - Americans’ need for competent and ethical financial advice continues to grow, but the population of professionals who can provide such advice is shrinking.

At the same time, the demographics of wealth in the U.S. are shifting. The average net worth of African American families increased by 30 percent from 2013 to 2016, according to the Federal Reserve. Women now control more than one-third of wealth in the country, according to The Boston Consulting Group. And an “InvestmentNews” report found the top-fifth of Latinos, or more than 2.1 million households, have an average wealth of more than $400,000.

Not reflecting these changes, however, are the demographics of today’s financial planning workforce. Less than onefourth of the more than 84,000 Certified Financial Planner (CFP) professionals are women, and only 3.6 percent are Black or Latino.

The gap between the current state of the financial planning profession and what is needed in this shifting landscape presents big career opportunities for aspiring CFP professionals, particularly female and minority candidates.

“We need more financial planners,” says Brittney Castro, a Los Angeles-based Latina CFP professional. “It’s such a great career. You’re helping people with their money, you make good money, and you have ultimate freedom over your time. That’s a

win-win-win.”

Financial planners earn a median pay of $89,000, according to the Bureau of Labor Statistics, which also projects that job opportunities within the financial advisory industry are expected to grow by 15 percent between 2016 and 2026. This means CFP professionals can enjoy lucrative careers with long-term opportunity and room for growth, all while helping others.

The ways in which diverse financial professionals benefit their communities is multifaceted, according to Justin Sullivan, CFP, an African American investment advisor for a wealth management company in Atlanta. Giving back is a central part of the work, he says, whether through formal financial planning services or simple conversations with people in the community. “I think we take for granted what people know, especially when you talk about groups that have not historically been exposed to wealth.”
