A short history of black women and police violence

Just after midnight on March 13, 2020, Breonna Taylor, an EMT in Louisville, Kentucky, was shot and killed by police officers who raided her home.

The officers had entered her home without warning as part of a drug raid. The suspect they were seeking was not a resident of the home – and no drugs were ever found.

But when they came through the door unexpectedly, and in plain clothes, police officers were met with gunfire from Taylor’s boyfriend, who was startled by the presence of intruders. In only a matter of minutes, Taylor was dead – shot eight times by police officers.

Although the majority of black people killed by police in the United States are young men, black women and girls are also vulnerable to state-sanctioned violence.

The #SayHerName campaign has worked to bring greater awareness to this issue.

Police violence against black women is marginalized in the public’s understanding of American policing. There is a perception among many Americans that black women are somehow shielded from the threat of police violence.

This perception could not further from the truth.

Breonna Taylor’s story is reminiscent of countless others, and reflects a long-standing pattern: For decades, black women have been targets of police violence and brutality.

And for decades, their stories have been sidelined in public discussions about policing. Many scholars point to misogyny to explain the continued marginalization of black women in mainstream narratives on police violence. As

Andrea Ritchie, one of the authors of the groundbreaking #SayHerName report, explains, “Women’s experiences of policing and criminalization and resistance [have] become unworthy of historical study or mention, particularly when those writing our histories are also men.”

Despite, or perhaps because of, their own vulnerability to state-sanctioned violence, black women have been key voices in the struggle to end it.

Fannie Lou Hamer confronts police violence Civil rights leader Fannie Lou Hamer was one of the most vocal activists against state-sanctioned violence.

Born in Ruleville, Mississippi, in 1917, Hamer was a sharecropper who joined the civil rights movement during the early 1960s.

After learning that she had the right to vote under the U.S. Constitution, Hamer became active in the Student Nonviolent Coordinating Committee, an interracial civil rights organization. The organization worked on the grassroots level to help black residents in Mississippi register to vote at a time when only 5% of the state’s 450,000 black

residents were registered.

In 1963, Hamer and a group of other activists were traveling back home after attending a voter’s workshop in Charleston, South Carolina. They stopped at a restaurant in Winona, Mississippi, to grab a bite to eat.

The restaurant owners made it clear that black people were not welcome. Hamer returned to the bus, but then reemerged when she noticed officers shoving her friends into police cars. An officer immediately seized Hamer and began kicking her.

Later at the police station, white officers continued to beat Hamer.

As she later recalled, “They beat me till my body was hard, till I couldn’t bend my fingers or get up when they told me to. That’s how I got this blood clot in my left eye – the sight’s nearly gone now. And my kidney was injured from the blows they gave me in the back.”

Despite the fear of reprisals, Hamer told this story often. In 1964, at the Democratic National Convention in Atlantic City, she recounted her story before a live, televised audience of millions.

In doing so, Hamer brought attention to the problem of police violence. Her efforts would pave the way for many other black women activists who boldly confronted police violence and brutality by telling their stories – and the stories of their loved ones.

From lynch mob to violent police During the 1980s, Mary Bumpurs and Veronica Perry led a grassroots initiative in New York City to combat police violence in black communities.

In 1984, Mary Bumper’s 66-yearold mother, Eleanor Bumpurs, was shot and killed by New York City police while resisting eviction from her Bronx apartment. A year

later, in June 1985, Veronica Perry’s 17-year-old son, Edmund Perry, was shot and killed by a plainclothes police officer.

Both cases drew widespread media coverage and public outcry from black leaders, who demanded tangible changes in policing.

United by their similar experiences, Mary Bumpers and Veronica Perry joined forces to combat police brutality in New York City – an epicenter of police violence and anti-brutality organizing. Transforming their grief into political action, both women politicized their roles as mothers and daughters to challenge police violence.

They organized local demonstrations and pushed for legislation that would help to curb police violence in the city.

On Sept. 24, 1985, they were keynote speakers at the Memorial Baptist Church in Harlem. Both women delivered rousing speeches before an audience of community members and religious leaders.

“We will not stand for the KKK in blue uniforms … we will not stand for it,” Veronica Perry insisted.

Her comments emphasized black activists’ recognition that the fight for black rights was interconnected with the struggle against racist violence – whether at the hands of a lynch mob of ordinary citizens or at the hands of a police officer.

The struggle continues In October 1986, Mary Bumpurs and Veronica Perry appeared together at a memorial service at the House of the Lord Church in Brooklyn. They were joined by several other black women, including Carrie Stewart, the mother of graffiti artist Michael Stewart, who died in police custody in 1983.

Also joining them was Annie Brannon, whose 15-year-old son

Randolph Evans was killed by New York police in 1976.

At the service, they lit candles in memory of their loved ones and called on community members to take seriously the escalating police violence in the city and across the nation. “We as a people have to stand together,” Mary Bumpurs explained. “It takes each of us banding together,” Veronica Perry added.

Today, many remember the Eleanor Bumpurs and Edmund Perry cases. Fewer might recall these two women’s grassroots organizing during the 1980s.

Their efforts, and the earlier work of Fannie Lou Hamer in Mississippi, offer a glimpse of the significant role black women play in challenging police violence.

These women’s political work continues today through the “Mothers of the Movement,” a group of black mothers whose sons and daughters have been killed while in police custody.

This group, which includes Sybrina Fulton, the mother of Trayvon Martin, and Gwen Carr, the mother of Eric Garner, are working tirelessly to push for legislation that would fundamentally change American policing.

In recent years, Fulton, along with Democratic Georgia Congresswoman Lucy McBath, the mother of Jordan Davis, and Lesley McSpadden, the mother of Michael Brown, have run for public office. In the wake of recent protests, these women are calling for greater police accountability and joining the chorus of voices demanding the end of police killings of black people in the United States.

Small businesses are the bedrock of the

U.S. economic ecosystem, and are often the entry point for immigrants building new lives.

The COVID-19 pandemic and recent civil unrest in America have dealt crippling blows to many small businesses, with minority communities bearing a disproportionate share of the impact.

Each organization will facilitate the distribution of $800,000 beginning in July, with applications open from June 22. In addition to capital, the initiative will also provide access

to information, educational content and other assets to help safeguard continuity during and after the COVID-19 crisis.

“AABDC has long supported the spirit of entrepreneurism and business excellence in the Asian American community,” said John Wang, founder and president of AABDC. “We have also championed the value of cross-cultural collaboration, and believe in actions that support other communities so that we can all progress together. In these difficult days, it’s

more important than ever to promote unity, and Hennessy’s Unfinished Business aptly describes the hard work ahead for society to support each other and to move past differences and divisions.”

NEWS Attorney General Raoul Issues Statement On U.s. Supreme Court’s Ruling Preserving Daca And Protecting Dreamers The U.S. Supreme Court recently ruled in favor of Illinois and a coalition of 15 other attorneys general along with several other plaintiffs against federal attempts to end Deferred Action for Childhood Arrivals (DACA).

In the Supreme Court, Raoul and the coalition argued in a September 2019 brief that the administration’s decision to scrap DACA was based on critical errors. These included erroneous assumptions about how DACA works, reliance on unhelpful case law, and omission of essential factors – including a failure to explain the administration’s abrupt change in position

on DACA’s legality or considering the interests of those affected. The Supreme Court recently sided with Raoul and the coalition alongside many plaintiffs from across the nation challenging the administration’s actions.

In a statement, Raoul said, “I applaud the Supreme Court for today’s decision in our case and others that protects thousands of young people and their rights to live and work in the only country they have ever known as home. I will continue to fight any discriminatory actions that cause uncertainty and fear in immigrant communities in Illinois and throughout the country.”

2020 HBCU Competitiveness Scholars Announced AARP Foundation is providing free online tax prep assistance through its Tax-Aide program.

AARP Foundation Tax-Aide Now Offering Free Virtual Tax Services Amid COVID-19 Crisis AARP Foundation is providing free online tax prep assistance through its Tax-Aide program now through July 15. The virtual method serves as an alternative option to the program’s traditional in-person services – services that were suspended at the start of the coronavirus pandemic and that remain on hold in most locations.

Although Tax-Aide provides free tax preparation and filing services to all taxpayers, many of its clients are over 65 — a group considered by health experts to be at higher risk of developing complications from COVID-19.

Tax-Aide will also provide modified in-person service at a limited number of sites by appointment only and with protective measures in place, making it safer for taxpayers and volunteers to participate. Availability of this service is dependent on states and counties’ health data showing downward trends in coronavirus infection rates, host site restrictions, and the number of volunteers who are able to staff the site.

“The coronavirus pandemic has had a devastating effect on older adults’ finances, especially those with low income,” said Lynnette Lee-Villanueva, vice president of the AARP Foundation Tax-Aide program. “For more than 50 years, we’ve helped lower-income

taxpayers file their taxes through TaxAide, and in that time, we’ve seen how even modest refunds can be a lifeline for older adults struggling to make ends meet.”

As the coronavirus pandemic evolves, AARP Foundation and its community partners continue to assess changes in Tax-Aide site status for the remainder of the tax season, which has been extended to July 15. The health and safety of program volunteers and taxpayers remains AARP Foundation’s top priority, and any decisions about re-opening will be made with that in mind.

AARP Foundation Tax-Aide is the nation’s largest volunteer-based, free tax preparation service. The program is offered in conjunction with the IRS, and AARP membership is not required.

Volunteers are trained and IRS-certified every year to ensure they understand the latest changes to the U.S. Tax Code. Taxpayers who used Tax-Aide in 2019 received $1.4 billion in income tax refunds and more than $200 million in earned income tax credits (EITCs).

They also avoided any tax preparation fees and pitches for high-interest tax credit or refund loans.

The White House Initiative on Historically Black Colleges and Universities (Initiative) recently announced the names of 44 students from 33 historically black colleges and universities (HBCU) selected as 2020 HBCU Competitiveness Scholars – the Initiative’s highest student recognition.

Scholars are chosen based on their academic achievements, campus and civic involvement and entrepreneurial ethos or “go-getter” spirits.

Comprised of undergraduate, graduate, professional students, and international students from various academic backgrounds, the 2020 scholars were selected from among several

highly distinguished HBCU students. In addition, each recognized scholar was nominated and endorsed by their institution president, which itself is a prestigious acknowledgement.

“I am simply thrilled to recognize the 2020 HBCU Competitiveness Scholars,” said Johnathan Holifield, executive director of the Initiative. “These students are fine examples of the talent and boundless vitality found at America’s HBCUs. This recognition heightens expectations for scholars to continue making meaningful contributions to our nation. I am confident they will deliver.”

Lung Transplant Performed on a COVID-19 Patient at Northwestern Medicine For the first time, surgeons at Northwestern Medicine performed a double-lung transplant on a patient whose lungs were damaged by COVID-19. The patient, a Hispanic woman in her 20s, spent six weeks in the COVID ICU on a ventilator and extracorporeal membrane oxygenation (ECMO), a life support machine that does the work of the heart and lungs. By early June, the patient’s lungs showed irreversible damage. The lung transplant team listed her for a double-lung transplant, and 48 hours later, performed the life-saving procedure at Northwestern Memorial Hospital.

“How did a healthy woman in her 20s get to this point?

There’s still so much we have yet to learn about COVID-19.

Why are some cases worse than others? The multidisciplinary research team at Northwestern Medicine is trying to find out,” says Rade Tomic, MD, a pulmonologist and medical director of the Lung Transplant Program.

Northwestern Medicine has one of the shortest waittimes in the United States for new lungs, according to Dr. Tomic. Once a patient’s name is added to the transplant waiting list, it typically takes 30 days to find a match – much shorter than the national average of three months.

Ten emerging sports photographers chosen from a competitive field during the DPPF’s inaugural call for portfolios The Doug Pensinger Photography Fund (DPPF) recently announced the recipients of its inaugural series of grants and mentorships.

Founded in memory of photographer Doug Pensinger and established in 2019, the DPPF is unique in its nonprofit focus on supporting and mentoring emerging sports photographers.

Pensinger was a respected photojournalist whose credits included multiple Olympic

Games, World Championships, Tours de France, World Cups, World Series and Super Bowls. He was an important resource to his colleagues, and he often advised and mentored young photogra-

phers. The DPPF was created to continue these efforts on his behalf.

DPPF President of the Board Bettyann Heppler was also encouraged by the response to this first call for entries, stating, “The robust response confirms that we are filling a unique niche as a nonprofit that supports emerging sports photographers.”

Puerto Rico Announces It Will Be Open For Travelers On July 15th The beginning of the 3rd phase of economic reopening for Puerto Rico, with recreation and tourism at its forefront, was recently announced by Wanda Vázquez Garced, governor of Puerto Rico.

The announcement highlights that local residents are invited to enjoy the island’s ample natural and cultural resources effective immediately, while the industry gets ready to welcome travelers once again as of July 15th with a strict set of health and safety standards in place to control the spread of COVID-19.

Currently, the destination’s popular attractions and tourist locations are open for Island residents, who can enjoy the natural beauty and the hospitality of the travel industry with certain restrictions.

Hotels all around Puerto Rico have remained open throughout, and with this recent update, common and commercial spaces, such as pools, bars, restaurants and shops within hotels are able to operate at 50% capacity in order to promote social distancing.

Tourist attractions and popular sites are also open during this phase. Tour operators and businesses that rent equipment used for activities related to tourist experiences are also authorized to resume their operations.

The journey to tourism recovery began 90 days ago, when in mid-March, the Governor’s Executive Order enforced an island-wide lockdown.

Puerto Rico was the first jurisdiction in the United States to implement a curfew to manage the COVID-19 pandemic and avert the collapse of the island’s health system.

The efforts of the Government of Puerto Rico have been widely recognized as one of the most aggressive responses in the United States and the COVID-19 rates of infection and mortality on the island have remained as among the lowest in the nation, according to a press release.

The Puerto Rico Tourism Company (PRTC), the government’s Tourism Ministry, designed and implemented rigorous standards that all tourism businesses must comply with before restarting their operations. With the Tourism Health and Safety Program released

on May 5th, Puerto Rico became one of the first travel destinations to issue guidelines specifically designed to safeguard the highest health and safety standards at all tourism businesses, the press release stated.

“We mean it when we say we want to aim for a gold standard in health and safety. All tourism-related businesses must comply and practice the guidelines included in this comprehensive program. The PRTC will also inspect and certify over 350 hotels and operators over the next four months that must comply with these standards. We are certain that the assurances and security these measures provide, coupled with the experiences that make Puerto Rico such an attractive destination, will play a vital role in the short-term recovery of the travel industry of the island,” said the executive director of the PRTC, Carla Campos.

The safe experience begins at the arrival process. The Luis Muñoz Marín International Airport (SJU/LMM), the island’s main airport, in collaboration with the Puerto Rico National Guard, is using advanced technology to automatically gage incoming travelers’ temperature and has staff on site to administer a quick health check-up to passengers arriving to the island.

Free and voluntary COVID-19 testing is also available on site. The airport has remained open and Puerto Rico has not closed its borders. Currently, Puerto Rico manages approximately 200 daily operations, which include cargo, passenger and general aviation flights.

The announcement of the upcoming restart of tourism activities allow Discover Puerto Rico (DPR), the island’sdestination marketing organization (DMO), to renew their promotional efforts. DPR’s chief executive officer, Brad Dean,

commented that “research shows travelers are already planning their next vacation and are looking for beaches and rural locations that can guarantee a safe and healthy experience.

Puerto Rico is the perfect choice as it combines exotic experiences with the comforts and accessibility of a U.S destination with no passport required. Discover Puerto Rico has worked to keep Puerto Rico at the topof-mind of consumers, and starting on July 15, we will finally be able to offer them the vacation they have been dreaming of.”

In her closing remarks, Governor Vázquez Garced encouraged travelers to plan their upcoming vacations in advance and to comply with all measures implemented to protect the health and safety of everyone in the new global reality due to the COVID-19 pandemic.

More jobs coming to the Southland

More than 1,000 jobs are set to come to the Southland with the announcement of Amazon constructing three new fulfillment centers in University Park, Matteson and Markham.

The newest fulfillment centers will open in Matteson and Markham.

The Southland is experiencing an economic and workforce boom, even in the midst of the COVID-19 pandemic. The Matteson Amazon Fulfillment Center will be located at 7001 Vollmer Road.

Sheila Chalmers-Currin, president of the Village of Matteson, said Amazon has recognized the Southland is a jewel in itself. “Not only is it going to be here in my village, but in surrounding villages too,” she said. “What

it will do is it will bring more than 1,000 new jobs and good paying jobs, that’s extremely important to the Southland.”

Chalmers-Currin said Amazon also has committed to working with the Village of Matteson’s schools and its STEM program.

“That’s always important for generations to come. So, I see that being revitalization to the Southland and this is just a start,” she said. “So many more corporations and companies will want to be where Amazon is and it will also affect the idea of our push. We’ve had several talk[s] with the Governor in regards to a third airport.”

Chalmers-Currin said Amazon’s presence in Illinois means a great deal when it comes to jobs and benefits. She said it means Amazon understands how important the Southland is as a region. She added Amazon offers reim-

bursement for college and said it is a benefit for people who might want to work before going to college. “Most of the individuals that have been in the village of Matteson have to travel long distances for jobs downtown and [in] other areas. They can have jobs right here in this village itself,” she said. “With everything that has happened with COVID-19, this is a Godsend.”

The Matteson Amazon Fulfillment Center will be a state-of-the-art facility that will utilize Amazon Robotics, which will require people with experience in IT. “I think it will open the doors to a lot of other jobs that will happen right here in Amazon not only in Matteson, but in the Southland, places like Monee that have Amazon, places like University Park and places like Markham,” Chalm-

ers-Currin said. “It is saying to surrounding areas that the Southland is the place to be.”

Chalmers-Currin said the timeline for the fulfillment center completion will be August 2021. Construction has already started on the facility which will be 855,000 sq. ft. Chalmers-Currin said the facility is set to be the largest fulfillment center.

“The Village of Matteson is thrilled to welcome Amazon to our town. As a global leader of the rapidly growing distribution industry, Amazon will now have access to our exceptional regional workforce, a very vibrant business climate and our continuing commitment to attract diverse forms of economic development,” she said. “This particular project is clearly an economic engine that will attract hundreds of jobs to our town.”

OP-ED: Racial divide of coronavirus is real, so are innovations that can help

News about the novel coronavirus, which has now claimed over 100,000 American lives, is all around us. A subtext told in this reporting is the painful story of the pandemic’s devastating effect on people of color.

While coronavirus does not know boundaries of race, income, or ethnicity, its disproportionate impact on minority communities is unmistakable and points to a deeper crisis of racial disparities in health care that have persisted long before the onset of this disease.

A Centers for Disease Control and Prevention (CDC) study in Atlanta found that, in a cohort of 305 adults hospitalized with coronavirus, 83 percent were black. Similarly, in Washington, D.C., 80 percent of lives lost to coronavirus are black. Public health officials report that Latinx populations are overrepresented in coronavirus deaths, too.

There will be lessons gained from this pandemic, giving us the insights and motivation to build on new ways to deliver care. A renewed call to confront racial inequality in health care should be at the top of the list both for policymakers, the educational system, and health care itself.

As a former member of Congress who represented Philadelphia, the nation’s sixth-largest city with

a minority population of over 60 percent (Schwartz), and the President of the National Black Nurses Association, a health system administrator and educator of more than 40 years (Dawson), this is a subject close to our hearts.

Last year, we participated in a convening on racial disparities in health care hosted by Better Medicare Alliance that brought together representatives from the National Minority Quality Forum, NAACP, National Medical Association, members of the Congressional Black Caucus, and other health equity leaders.

While we could not have predicted the havoc that coronavirus would wreak on our health care system the following year, we find ourselves reflecting on the solutions discussed that can be brought to bear today.

This convening crystalized what we have already known: racial inequities elsewhere in our culture manifest today in the form of unconscious and conscious bias by health providers, lack of representation of minorities in high-level health professions, and lagging outcomes for minorities across the health care system.

Our institutions in health care are not powerless to take on these inequities – many already are. The Accreditation Council for Graduate Medical Education (ACGME)

explained at the convening the steps being taken to ensure greater diversity in the physician workforce, while providers like ChenMed and Oak Street Health are directly engaging minority communities and leveraging supplemental benefits to address health disparities.

We believe that Medicare Advantage – the managed care option in Medicare where more than 24 million seniors and Americans with disabilities receive coverage – highlights successful remedies for the inequities in health care that are deeply felt amid the coronavirus pandemic.

Increasing numbers of racial minorities are choosing Medicare Advantage for their health care needs. 57 percent of Latinx Medicare beneficiaries are enrolled in Medicare Advantage and black seniors represent a higher proportion of beneficiaries in Medicare Advantage than in Traditional Medicare.

Black and Latinx seniors are more likely to be affected by health conditions that can heighten the risk of coronavirus-related complications.

Black adults are 20 percent more likely to have asthma, 72 percent more likely to be diabetic, and eight times as likely to be diagnosed with HIV than white adults.

Tackling these chronic conditions and slowing disease progression is essential to protecting these www.citizennewspapergroup.com

individuals, future generations, and their communities from future health crises.

Medicare Advantage offers promising signs – with a 29 percent lower rate of avoidable hospitalizations among beneficiaries with multiple chronic conditions, and a 73 percent lower rate of serious complications among the most clinically at-risk diabetics.

We also know that most seniors live on fixed incomes, including racial minorities who are more likely to experience poverty than white older adults. Medicare Advantage can help these vulnerable beneficiaries stay more financially secure, saving them nearly $1,600 a year in annual health expenditures compared to Traditional Medicare.

Consider, too, the impact of hunger and food insecurity that is exacerbated amid the coronavirus pandemic. Even before this crisis took its toll, over 21 percent of black households struggled with food insecurity.

Medicare Advantage’s flexible benefit design offers tools to help.

Nearly half of Medicare Advantage plans provide supplemental coverage for meal benefits and have stepped up in this moment of crisis to help get food in the hands of seniors in need.

These achievements do not happen by chance. They are made possible by the unique incentives

built into the framework of Medicare Advantage that reward the value of health services provided, rather than the volume. This allows for a greater focus on primary care, earlier clinical interventions, supplemental benefits tailored to address social determinants of health, and lower costs to the patient and the health care system.

Medicare Advantage is not a panacea for the racial inequities that persist across our culture today, and there is more work to be done. A report that followed our convening outlines sensible recommendations for reform — from required unconscious bias and cultural sensitivity training, to more accurate and actionable data to pinpoint where and how disparities occur.

Still, these successes offer us great hope that, even in this season of crisis, innovations are taking hold that can lead to a more just future in health care.
