U.S. Postal Service Releases Dog Attack National Rankings Continued from page 1 More than 5,800 postal employees were attacked by dogs in the United States in 2020. From nips and bites to vicious attacks, aggressive dog behavior poses a serious threat to postal employees and the general public. To highlight the enormity of this serious issue, the U.S. Postal Service recently provided the public with information on the do’s and don’ts of responsible dog ownership as part of its annual National Dog Bite Awareness Week public service campaign, which ran through June 12 - June 18. This year’s theme was “Be Aware: Any Dog Can Bite.”

Prevent the bite Dog owners are responsible for controlling their dogs. The best way to keep everyone safe from dog bites is to recognize and promote responsible pet ownership. Most people know the approximate time their letter carrier arrives every day and having their dog secured as the carrier approaches their property for delivery will minimize any dog carrier interactions. According to a press release, pet owners should: l Remind their children not to take mail directly from a letter carrier as the dog may

view the carrier as a threat. l When a letter carrier comes to the home, keep dogs: l Inside the house or behind a fence l Away from the door or in another room l On a leash Also, Informed Delivery is a great tool for customers. It’s a free service that gives customers a digital preview of the mail and packages that are scheduled to be delivered so that they can take precautions and secure their dog when parcels are delivered to the door. Carrier and the Canine Letter carriers are trained to observe an area where they know dogs may be present.

They are taught to be alert for potentially dangerous conditions and to respect a dog’s territory.

Letter carriers know: l Don’t startle a dog. l Keep your eyes on the dog. l Never assume a dog won’t bite. l If entering a yard, make some noise or rattle a fence to alert the dog. l Never attempt to pet or feed a dog l Place your foot against an outward swing-

ing door.

If a dog attacks, carriers are also trained to stand their ground and protect their body by placing something between them and the dog — such as their mail satchel — and use dog repellent, if necessary. Even though postal officials ask customers to control their dogs, unfortunately dog bites still happen, which may cause injuries to carriers and costly medical expenses for dog owners.

Kansas City, KS letter carrier James Michael Benson recognizes the importance of the safety training he’s received as a letter carrier to help protect himself from dog attacks while delivering the mail. However, even though he diligently follows dog bite safety protocols while on his route, he was recently attacked by a dog.

“I knocked on a customer’s door to pick up a package and as a young child answered, a dog came bursting out of the door and bit my forearm, knocking me to the ground “ said Benson. “I was in shock and struggling with the dog, when he lunged and bit me again on my face, under my ear.”

Benson stated the attack was so fast and forceful he couldn’t react to get his dog repellent and it was one of the most terrifying

moments of his life. The attack happened in seconds before the dog was abruptly restrained by the owner.

Carriers do have tools to remind them about dogs on their routes. There is a dog alert feature tool on their handheld scanners to remind them of a possible dog hazard and they use dog warning cards as reminders when they sort their mail for their routes that a dog that may interfere with delivery.

Lastly, when a carrier feels unsafe, mail service could be interrupted, not only for the dog owner, but for the entire neighborhood.

When mail service is interrupted, mail must be picked up at the Post Office. Service will not be restored until the dog is properly restrained.

More than 5,800 USPS employees were attacked by dogs in 2020. The top 25 rankings comprise 47 cities, as some cities reported the same number of attacks. According to 2020 dog attack rankings by city, Houston, Texas is ranked number one; Chicago at number two and Los Angeles ranks at number 3.

Top three states for dog bites were California, which ranked first, Texas, second with Ohio ranking number three, among the top ten states for dog bites.

Sports writers could ditch the ‘clown questions’ and do better when it comes to press conferences each game, each club will make key players and the head coach available. The NFL agreement states, “Reasonable cooperation with the news media is essential to the continuing popularity of our game and its players and coaches.”

What happens in a press conference is another issue.

LeBron James had enough.

During the press conference after Game 1 of the 2018 NBA finals, James was questioned repeatedly by ESPN’s Mark Schwartz about the mental state of teammate J.R. Smith, whose final-seconds rebounding blunder contributed to a Cleveland Cavaliers overtime loss.

Over 70 seconds and four questions, Schwartz probed for the inner workings of Smith’s mind, before James finally stood up, put on sunglasses, grabbed his briefcase and walked out through the gathered press corps.

He uttered a single sentence: “Be better tomorrow.”

It was not the first verbal tangle between reporter and sports star, and it will not be the last. Recently tennis star Naomi Osaka left the French Open for mental health issues exacerbated, she said, by facing questions at the tournament-required press conferences.

These examples represent a fundamental struggle between athletes and those who cover them: interviews contested in a press room forum that feel more like a mixed-martial arts octagon than Oprah’s couch.

On one side are reporters who need quotes to flesh out stories they hope will stand out from their competitors. On the other are athletes, who often want to be anywhere but in that press room.

the press conference setting.

As an Associated Press sportswriter, I also feel uncomfortable in nearly every press conference I cover, worried I will ask a question others perceive as superfluous or uninformed, and sometimes cringing at questions I hear from others.

Sports writing has included postgame interviews since publishers realized covering sports would sell newspapers in the early 20th century. In those days, the conversations were up close, face-to-face, building relationships. Writers got to know the rhythm of athlete and coach moods and balance them with coverage deadlines.

The arrival of broadcast news brought greater demand for access, and the press conference was born.

But the exclusive coverage club that once required a printing press and mainstream publication for team access has more recently expanded in the digital world to self-proclaimed publishers with a mobile device and an internet connection.

The requirements are established between the league and the media.

A Toronto TV reporter asked Bryce Harper, a nondrinking Mormon, whether he planned to celebrate a homer with a beer. Harper’s response: “I’m not answering that.

That’s a clown question, bro.”

A reporter asked Serena Williams why she was not smiling after her quarterfinal win in the 2015 U.S. Open, a question rarely – if ever – asked of men.

After noting it was 11:30 p.m., and she’d rather be in bed, Williams added, “I don’t want to answer any of these questions. And you guys keep asking me the same questions. You’re not making this super enjoyable.”

Taurean Prince was asked after an upset in the first round of the 2016 NCAA Tournament to explain how Yale could have possibly outrebounded his Baylor team.

His response: “You go up and grab the ball off the rim when it comes off. And then you grab it with two hands, and you come down with it. And that’s considered

a rebound. So they got more of those than we did.”

Few sports fans can forget Allen Iverson refuting that he did not practice as hard as the Philadelphia 76ers deserved.

To quote sports publication Bleacher Report, “Sometimes, a question is just so poorly researched, poorly timed or just plain poor that it makes you wonder what on Earth the reporter was thinking.

Better yet, how does this reporter still have a job?”

Ask questions to get answers The press conference goal for media is to get insights to feed the fans’ insatiable appetite to be in the know about their favorite competitor or team.

Some athletes, like tennis star Rafael Nadal, acknowledge the role the media can play in building brand and reputation. After Osaka refused to speak at the press conference, Nadal told reporters, “Without the press … we (aren’t) going to have the recognition that we have around the world, and we will not be that popular, no?”

In truth, athletes no longer need the press to communicate with their fans. They can do that directly through social media channels.

Sports journalists have extraordinary access that can inform fans’ understanding of the athletes and their performances, but they must do better if they are to remain relevant.

If sports reporters better researched games and subjects, they could ask questions that focused on more than just a single moment in time. That could turn “How did that team outrebound you?” into “You guys seemed to struggle to get

position under the basket compared with your last game. What did this team do differently that proved challenging to you?” That would give fans a much better insight into the game.

Sports writers often make sources do all the work by asking them to “talk about” a moment in time – the third inning, the fourth quarter, the play of the quarterback. Being more specific with a question will get a more detailed answer.

Sports writers could consider how it would feel to be asked the question they plan to pose. How should a player feel when they win or lose a big game? Reporters who have compassion for the person at the microphone and the experience they endured get better answers.

Interviewing is hard, and press conferences make it no easier.

Everyone hears your question and each reporter gets the same information, so standing out can be a challenge. Training and professional development in the art of the question is imperative to see question-asking as the chesslike game that it is.

Before asking a question (make a move), anticipate the response to that question (opponent’s move). Is it the answer sought or needed? If not, be prepared to ask that question another way or ask another question. And what will be the follow-up question (next move)?

Anticipating and benefiting from moves is how you win at chess. It is also how you win at interviewing.

SBA Announces Funding Competition to Organizations Providing Federal Procurement Training to Veteran Entrepreneurs Washington – The U.S. Small Business Administration recently announced that non-profit organizations and private sector firms are now eligible to compete for funding of up to $500,000 to deliver federal procurement training to veteran and service-disabled veteran entrepreneurs. The application period runs through July 12, 2021.

Up to two awardees will use the $500,000 in total funding to participate in the Veteran Fed-

eral Procurement Entrepreneurship Training Program (SB-OVVT-21-001) with grants from SBA’s Office of Veterans Business Development.

Awards will be made for a base project period of 12 months, with three option periods of 12 months each. These funds will be used to cover the costs of educating veterans and service-disabled veterans who intend to pursue, or are already engaged in, federal procurement.

“With the U.S. Government being the sin-

gle largest purchaser of goods and services in the world, there is a tremendous opportunity for our veteran small business community to tap into government contracting,” said Larry Stubblefield, associate administrator for the SBA’s Office of Veterans Business Development. “Through our Veteran Federal Procurement Entrepreneurship Training Program, we will continue to provide grants that train and empower veterans and service-disabled vet-

BrainGuide provides tools and resources

A new tool for Alzheimer’s and Dementia has been developed in partnership with UsAgainstAlzheimer’s. The BrainGuide provides resources to help combat the disease by identifying memory problems before people are diagnosed.

The BrainGuide is a simple, easy to use, highly accessible platform, available in English and Spanish. It includes information on diagnosis, treatment and prevention.

There is also a section with resources people can use for people who care for people with cognitive impairment or dementia.

Dr. Philip Gorelick said the BrainGuide is important because there are people who might be experiencing cognitive changes or cognitive decline, especially in the older community. Gorelick said in Illinois, there are close to 250,000 people, aged 65 or older, who have Alzheimer’s Disease, and 10 percent of people, aged 40 or older, have some subjective symptom of a thinking problem.

“This is a common problem, people are concerned about it, and they want to get some answers about what they should do and the BrainGuide is a great source to go to for free information to find out what are the signs and symptoms and what might you do,” he said.

Gorelick said it was a multidisciplinary feat to put the guide together. Clinicians, as well as computer programming and artificial intelligence professionals, pooled their talents together to create this platform with the resources. He said it took time and was thoroughly tested in different communities, including communities of color.

“I think it has been put together in a way that you can get information that is digestible and usable, and easy to access,” he said.

Another feature of the BrainGuide is the assessment test. There are eight questions that can be used by a potential patient, who wants to learn more about how their memory or other cognitive functions are doing, or it can be used on behalf of a patient, by a loved one or caregiver, who can answer the questions to find out the patient’s spectrum of cognitive impairment.

“Overall, I think we have a very nice tool here, one that will help our community and guide them to the next steps. One of the reasons why it is important to find out about this problem early on is because there are some things we can do,” he said, adding the BrainGuide cannot give a diagnosis but will give an idea of where a person is with their memory so they can launch their healthcare journey, if needed.

Gorelick said the questions for the assessment test are part of the Alzheimer

Disease 8. He added, the questions have been well-developed and well-validated and work with different members from different racial and ethnic groups.

Gorelick said the BrainGuide is important for the African American community because it has a disproportionate burden of dementia. He said African Americans are two to three times more likely to have cognitive impairment.

In the Latino community, he said, it is one and a half times higher. He said one of the things learned over time is that cardiovascular risk factors correlate to cognitive impairment.

“We know that the African American community has been disproportionately burdened by cardiovascular risk. The proportion of people with high blood pressure, diabetes, smoking and some other cardiovascular risk factors is higher,” he said.

“What we’ve been learning over the last couple of decades is that these factors may also put one at risk for not only strokes or heart attacks but also for Alzheimer’s Disease. The good news is these factors, the cardiovascular risk factors I’ve mentioned, are reversible or treatable,” Gorelick added.

Research shows that these factors can be treated and can slow down the cognitive impairment process that occurs over time, Gorelick continued. He said, using the BrainGuide can help with getting early treatment to prevent or slow down the cognitive decline, adding the BrainGuide questions are confidential and shared only with those who have access to the system.

There have been 100,000 visitors to the website, Gorelick continued, and half of them have taken the assessment test, he said.
