Militarization has fostered a policing culture that sets up protesters as ‘the enemy’ ing program popular among some police officers.

The unrest sparked by the death of George Floyd after being pinned to the ground by the knee of a Minneapolis police officer has left parts of U.S. cities looking like a battle zone.

Night after night, angry protesters have taken to the street. So too have police officers dressed in full riot gear and backed by an arsenal that any small military force would be proud of: armored vehicles, military-grade aircraft, rubber and wooden bullets, stun grenades, sound cannons and tear gas canisters.

The militarization of police departments has been a feature of U.S. domestic law enforcement since the 9/11 attacks. What is clear from the latest round of protest and response, is that despite efforts to promote de-escalation as a policy, police culture appears to be stuck in an “us vs. them” mentality.

Setting up the enemy As a former police officer of 27 years and a scholar who has written on the policing of marginalized communities, I have observed the militarization of the police firsthand, especially in times of confrontation.

I have seen, throughout my decades in law enforcement, that police culture tends to privilege

the use of violent tactics and non-negotiable force over compromise, mediation, and peaceful conflict resolution. It reinforces a general acceptance among officers of the use of any and all means of force available when confronted with real or perceived threats to officers.

We have seen this play out during the first week of protests following Floyd’s death in cities from Seattle to Flint to Washington, D.C. The police have deployed a militarized response to what they accurately or inaccurately believe to be a threat to public order, private property, and their own safety. It is in part due to a policing culture in which protesters are often perceived as the “enemy.” Indeed teaching cops to think like soldiers and learn how to kill has been part of a train-

Arming up Police militarization, the process in which law enforcement agencies have increased their arsenal of weapons and equipment to be deployed in an array of situations, began in earnest in the aftermath of the terrorist attacks on Sept. 11, 2001.

In the years that followed, domestic law enforcement in the United States began a strategic shift toward tactics and practices that employed militarized responses to even routine police activities.

Much of this was aided by the federal government, through the Defense Logistics Agency’s 1033 Program, which allows the transfer of military equipment to local law enforcement agencies, and the Homeland Security Grant Program, which gives police departments funding to buy military-grade weapons and vehicles.

Critics of this process have suggested that the message sent to police through equipping them with military equipment is that they are in fact at war. This to me implies that there needs to be an “enemy.”

In cities and, increasingly, suburban and rural areas, the enemy is often those “others” who are perceived to be criminally inclined.

The consequences of this militarized police mentality can be deadly,

especially for black Americans.

A study of police-involved deaths between 2012 and 2018 found that on average, police kill 2.8 men every day in the U.S. The risk of death at the hands of an officer was found to be between 3.2 and 3.5 times higher for black men compared to white men.

And there appears to be a correlation between militarization and police violence. A 2017 study analyzed spending by police departments against police-involved fatalities. Summarizing their results in The Washington Post, the authors of the study wrote: “Even controlling for other possible factors in police violence (such as household income, overall and black population, violent-crime levels and drug use), more-militarized law enforcement agencies were associated with more civilians killed each year by police. When a county goes from receiving no military equipment to $2,539,767 worth (the largest figure that went to one agency in our data), more than twice as many civilians are likely to die in that county the following year.”

And it isn’t just individuals who suffer. Behavioral scientist Denise Herd has studied the community effect of police violence. Writing in the Boston University Law Review earlier this year, she concluded that “violent encounters with police produce a strong ripple effect of diminishing the health and well-being

of residents who simply live in areas where their neighbors are killed, hurt, or psychologically traumatized.”

The trauma from the video of George Floyd in clear distress while a uniformed officer knelt on his neck is evident in the reaction it has provoked.

The need to address the escalation of police confrontations – both during protests and in individual encounters – was a focus of the last big push for police reform, after the killing of a unarmed black man in Ferguson, Missouri, in 2014. As with the case of George Floyd, it led to violent scenes in which protesters confronted militarized officers.

Just months after the Ferguson unrest, President Obama set up his Task Force on 21st Century Policing. It recommended the implementation of training and policies that “emphasize de-escalation.”

It also called on police to employ tactics during protests “designed to minimize the appearance of a military operation and avoid using provocative tactics and equipment that undermine civilian trust.”

By the evidence of the last few days, a number of police departments have failed to heed the message.

It’s official: Restaurants, bars can serve cocktails to go Pritzker signed law providing relief to “some of the hardest hit” establishments

Springfield - Illinois restaurants and bars can serve cocktails to go after Gov. JB Pritzker signed an initiative designed by lawmakers to provide establishments with financial relief in the wake of COVID-19 challenges.

Those businesses are “some of the hardest hit” by the public health emergency, the governor said in a press release after signing the bill into law.

“This legislation will provide these businesses with a critical tool to bring in additional income until they can safely and fully reopen their doors once more,” he added.

Illinois restaurants and bars can serve cocktails to go after Gov. JB Pritzker signed an initiative designed by lawmakers to provide establishments with financial relief in the wake of COVID-19 challenges.

Chicago Democratic Sen. Sara Feigenholtz sponsored the initiative in her chamber. She said Illinois is one of 34 other states to have

such “a survival tool” on the books.

Alcoholic beverages are available for customers only in pick-up and delivery orders, and must be served in a sealed container with a tamper-proof lid, according to the law. Drivers delivering mixed drinks must store them in a trunk or other compartment inaccessible to them while operating the motor vehicle.

Those working for third-party delivery services, including DoorDash and GrubHub, cannot bring residents the cocktails to go.

The law, set to expire one year from Tuesday, additionally postpones late fees and liquor license fees for restaurants and bars.

It also authorizes a license extension for any establishment that suffered business interrup-

tions due to the novel coronavirus pandemic.

“Cocktails to go is a small but important initiative designed to help our hospitality industry get back on its feet after COVID-19,” Democratic Rep. Michael Zalewski, from Riverside, said in a written statement.

House Bill 2682 was sent to the governor by the General Assembly on May 29 after passing both chambers on a bipartisan basis near-unanimously six days earlier.

It was introduced over a year ago as legislation creating three aviation-related government funds. The same day representatives and senators concluded their special session, Feigenholtz proposed an amendment gutting and replacing that original language with the bill that legalizes cocktails-to-go.

Black People Eats raises money for Black-owned restaurants Continued from page 1

Jeremy Joyce began Black People Eats in 2017 with the goal of highlighting and connecting people to Black restaurants —not just in the city of Chicago—but across the country.

In early June, he decided to create the BlackOwned Restaurant Relief Fund, raising more than $50,000 just two days after he initially started the fundraiser. So far, more than $69,000 has been raised for the cause.

Joyce said he was prompted to start the fund after a conversation about doing more for Blackowned restaurants. He said it really resonated with him spiritually.

“I just realized Black restaurants need help and God has given me a voice and my voice is used for those whose voices cannot be heard,” he said.

Joyce said after posting videos of him eating food, a friend told him it was his calling. He started tagging the restaurants in photos, but wasn’t really getting recognition on social media. He said he met the young woman who

He said the goal of Black People Eats was to help people locate where Black restaurants are and what to eat when you get to these restaurants.

He said he wanted to be the “go-to guy for Black restaurants” where he could use his camera to tell people what he was tasting and experiencing. During his first time trying it, he wanted “raw” and “real reactions” that were unedited.

Joyce said the response from people about the site has been great. He said in the beginning, he had to prove his worth as a 25-year old asking to highlight restaurants. He said he had two moments when he knew people were receptive to the content. One was when a restaurant owner called and told him that people came into the restaurants after seeing Joyce’s Black People Eats. “That makes me grateful because our job, our mission is to connect communities to Black-owned food and beverage companies,” he said, adding “Our goal is to highlight Black restaurants [and] to bring them exposure. It doesn’t matter if this company never gives me the praise, accolades or a pat on the back,” he said. “At the end of the day, if it’s helping Black restaurants, that’s the ‘why’ of our business,” he said.

Once Joyce and his team review the applications from the restaurants, on Juneteenth, Black People Eats will announce the recipients of the funds.

Americans For The Arts Joins 52 National Organizations To Support Arts Education During Covid-19 Pandemic As policymakers plan for school reopening in the fall, Americans for the Arts joined 52 other organizations in a statement that supports an arts education for all students.

In the statement, “Arts Education Is Essential,” the signing organizations convey that the arts already have played a pivotal and uplifting role during the health crisis, and that arts education can help all students, including those who are in traditionally underrepresented groups, as students return to school next year.

According to a press release, “Arts Education Is Essential” speaks to arts education’s role in supporting the social and emotional well-being of students, an area that administrators, educators, and parents have highlighted as essential to student safety and success during the pandemic as students return to school whether in-person, online, or in a blended fashion - this fall. “Arts Education Is Essential” also speaks to the issue of Arts education creating a welcoming school environment and a healthy and inclusive school community, helping students, educators, parents, and the community at large build and strengthen their connectedness during this time of social isolation and social distancing.

The statement also reminds the public that

arts education is a part of a well-rounded education as defined by federal education law in the Every Student Succeeds Act (ESSA), and supported in state laws

throughout the country. Forty-six states require an arts credit to receive a high school diploma, and 43 states have instructional requirements in the arts in elementary and

61% of Americans Plan to Visit Family and Friends for First Vacation After Covid-19 According to ValuePenguin.com Survey Due to the coronavirus pandemic, many Americans found visiting family and friends to be a challenge and others were unable to do so at all.

As everyone preps for the new normal, many Americans are eager to get back on the road and enjoy some quality time with loved ones.

In a recent survey by ValuePenguin, more than 61% of Americans will visit family and friends before

taking leisure vacations. As restrictions continue to ease, Americans will travel to these popular destinations: Florida, California, and New York for vacation.

First upcoming trips will revolve around family and friends: 47% of Americans said the first trip they’ll take when travel restrictions are lifted will be to visit family. Visiting friends came in second at 14%.

Florida (13%), California (12%) and New York (8%) will be the first states respondents visit as travel restrictions are lifted. Other popular destinations include Texas (5%) and New Jersey (4%).

Many consumers have already begun researching their next vacation, mainly seeking out potential destinations (17%), flight routes (14%) and hotels (10%). Very few www.citizennewspapergroup.com

have begun looking into restaurants or entertainment options.

On average, Americans plan to spend $737 on their upcoming trip.

Gen Xers will spend more than other age groups, and parents of kids under 18 plan to shell out more than $1,000.

Just 23% plan to purchase travel insurance on their next trip. Men were more than twice as likely as

women to say they’d purchase some form of trip protection. One in five consumers will spend part of their economic impact check on travel.

That number jumps to more than a third of Gen Xers and about a quarter of millennials.

How a Box of Crayons Helped a Child to Win The Battle of Racism In today’s world, race appears to permeate every facet of our society. With all the sights and sounds of diversity, the American Diversity Report (https://americandiversityreport. com/category/i-am-sienna-by-gail-hayes/) and Thrive Global (https://thriveglobal.com/ stories/i-am-sienna) recently published I am Sienna, a unique article on race by Thought Leader and International Communicator, Dr. Gail Hayes, describing her first childhood experience with racism. Hayes, who is an Army brat, left the United States in 1961 to live in Okinawa, Japan and attended the 1st – 4th grades in Department of Defense Schools while living there.

“I am a child of the 60’s and I was immersed in the safety of the Black community in Durham, North Carolina when I went to live in Okinawa, which is now a part of Japan. I had no idea what lessons I was about to learn on this island. When I went to the 2nd grade, my mother purchased a box of 64 Crayola Crayons for me. When I got the crayons, the first thing I did was find my skin color; not because I had a problem with my color, but because I wanted to see how my color looked in my coloring book. When I got my crayons, I found a Sienna crayon and immediately fell in love with it,” said Hayes, who is also an award winning author and publisher of numerous books and who lived in Asia for over 4 years and in Europe for over 12 years.

The article tells of how Hayes, armed with the 7 year old color knowledge she acquired from her box of Crayola Crayons, went to 2nd grade and had a classmate to tell her what “color” he saw when he looked at her. Because she had already discovered her color in her crayon box, she was able to “correct” her classmate.

This helped to shape Hayes into a leader in diversity and years later, she served as the first African American female law enforcement officer and firefighter in Chapel Hill, NC and as a Governor appointed Commissioner on the African American Heritage Commission for her state.

Ignited by her years in law enforcement, she also works with young men of color and wrote a book entitled, The Conduct of Kings which helps them embrace their identity and interact with law enforcement. When young

men hear her speak, other leaders have said that they are transformed. Looking at her life, one can see how the beauty and simplicity of “knowing your colors” can transform and empower a child.

“Dr. Gail shared a powerful story, beautifully told. She found a way to turn an awful childhood moment into one of strength and wisdom,” says Bill Sherman, COO of Thought Leadership Leverage of New York.

Many agree with Bill’s assessment of her story and it has caused a wave of attention in social media.

Grab-and-go Meal Distribution Resumes While District Provides Resources for Navigating Discussions about Race And Equity Meal distribution has resumed at more than 300 school sites following a temporary one-day suspension of grab-and-go meal sites due to recent transportation and safety challenges that were anticipated for families and staff. During the one-day suspension, CPS delivered meals to families, as previously planned and scheduled. For the current list of active meal sites, please visit cps.edu/mealsites. At the board meeting in May, the district announced that it would be providing its current expanded grab-and-go meals structure throughout the summer.

Also, to help students, educators and parents navigate discussions around racial inequities that spurred action in Chicago and throughout the country, CPS has provided an instructional toolkit for families and staff. “We support and stand with Chicagoans who are forcefully, yet peacefully, advocating for the rights of black and brown people. We created a package of resources for families to navigate these difficult times and we hope this leads to critical conversations in households and virtual classrooms across Chicago,” CPS CEO Dr. Janice K. Jackson said in a news release.

Since the final day of in-person instruction, CPS principals and nutrition staff have ensured families are fed and supported. More than 13 million free meals have been provided to school staff and more than 125,000 computing devices were distributed to support remote learning.

NEWS Department Of Justice Awards Nearly $400 Million For Law Enforcement Hiring To Advance Community Policing

3 Things to Know About Juneteenth SPM Wire - Juneteenth, which observes the end of slavery in the United States, is a long-celebrated holiday occurring annually on June 19. Here are three things to know about this American tradition: 1. Juneteenth is widely celebrated nationwide. Events typically include picnics, barbecues family gatherings, festivals, parades, public readings of the Emancipation Proclamation and storytelling.

2. While the Emancipation Proclamation was signed on January 1, 1863, it wasn’t until June 19, 1865 that the executive order was officially enforced nationwide.

Juneteenth, a portmanteau of June and nineteenth, is the anniversary of this occasion.

3. Juneteenth is not a Federal holiday -- yet. Efforts are underway for formal national recognition of the holiday by Congress.

The Department of Justice recently announced nearly $400 million in grant funding through the Department’s Office of Community Oriented Policing Services (COPS Office) COPS Hiring Program (CHP). The Attorney General announced funding awards to 596 law enforcement agencies across the nation, which allows those agencies to hire 2,732 additional full-time law enforcement professionals.

The awards announced are inclusive of the $51 million announced in May as part of Operation Relentless Pursuit.

The COPS Hiring Program is a competitive award program intended to reduce crime and advance public safety through community policing by providing

direct funding for the hiring of career law enforcement officers. In addition to providing financial support for hiring, CHP provides funding to state, local, and tribal law enforcement to enhance local community policing strategies and tactics. Funding through this program had been on hold since the spring of 2018 due to a nationwide injunction that was lifted earlier this year. The COPS Office received nearly 1,100 applications requesting more than 4,000 law enforcement positions.

IEMA Reminds Residents When Thunder Roars, Go Indoors The Illinois Emergency Management Agency (IEMA) and local offices of emergency management are encouraging residents to stay aware of local forecasts and be prepared for severe weather.

The National Weather Service says heat and humidity could fuel afternoon and evening thunder-

storms, producing strong and dangerous winds. The forecast serves as a good reminder: when thunder roars, go indoors.

HOW LONG O LORD, HOW LONG?

The words of King David that appear in Psalm 13 of the Old Testament echo in the hearts of American people of color today: “How long, O Lord? Will you forget me forever?

How long will you hide your face from me?

How long must I take counsel in my soul and have sorrow in my heart all the day?

How long shall my enemy be exalted over me?”

Despite its self-aggrandizement, America is an ugly, hateful place, filled with pain.

The building blocks of this nation were not freedom and democracy, but genocide, enslavement and race hatred. The historical record is clear.

For more than 400 years since we were dragged here, existence in this country for African Americans has been heart-wrenching.

For more than a century before that, people of the first nations suffered systematic attempts

at extermination at the hands of European invaders bent on genocide.

Spanish-speaking people, whose ancestors inhabited this land for many decades before the arrival of English speakers, have been robbed and abused at almost every point of contact with the oppressive forces of “Manifest Destiny.”

Asian immigrants and their descendants, who bent their backs to build this nation’s wealth, have at different times been unjustly barred entry into this country, deported for no legitimate reason and interned

in concentration camps merely because of their cultural ancestry.

The perverse notion of white supremacy has done all of this.

There are those who believe that, because of their “whiteness,” they are more deserving of the fruits of the labor of our community garden than are people of color. This evil notion of white supremacy can be tracked through the ages.

There no longer can be any pretext that America is populated with only kind and caring people who abide by the rule of law and respect the sanctity of human life.

We live in a country that placed a pernicious and perverse human being in the highest seat of authority. And in so doing, all the minions of the worst demons of this country were let loose to victimize the most vulnerable segments of our national community.

African Americans are not the only people bearing the brunt of white supremacy, but we see our humanity denied and cry out for justice for: Ahmaud Arbery, killed while jogging in a Georgia suburb, www.citizennewspapergroup.com

Atatiana Jefferson, killed in her home in Fort Worth, Texas, Breonna Taylor, killed in her bed in Louisville, George Floyd, killed on a Minneapolis street.

These are just a few of the Black victims murdered in the name of law enforcement in America.

But let us not forget the suffering of other people of color in America.

Let us not forget the daughters and mothers of the first nations, whose murders and disappearances at an alarming rate cause little concern among most Americans and get little attention in the country’s media.

Let us not forget the Latinx children locked up in cages like animals because they tried to enter this country in the same manner as countless Europeans who came without passports or papers two centuries earlier.

Let us not forget the Asian Americans who are spat on, punched and kicked by bigots who believe Donald Trump when he lies about China bringing COVID-19

to U.S. shores, rekindling old fears and intolerance toward anyone with Asian ancestry.

There must be responses to these injustices. These transgressions must stop. Americans of all stripes must make a legitimate effort to stop them.

King David prayed for a cure to injustice thousands of years ago when he wrote: “Consider and answer me, O Lord my God; light up my eyes, lest I sleep the sleep of death, lest my enemy say, ‘I have prevailed over him,’ lest my foes rejoice because I am shaken.”

We must open our eyes and not sleep the sleep of death. We must not let the enemies of justice prevail over us. We must march on, ‘til Victory is won.
