wage workers in Illinois will see a boost in their hourly pay to $12 per hour starting Jan. 1, while tenants in affordable housing units will be allowed to keep pets.

Those are just some of the more than 300 new laws that take effect in the new year.

The minimum wage increase is actually the result of a 2019 law that phases in a state minimum wage to $15 an hour by 2025. This year, it will increase by one dollar to $12 an hour.

tenants to keep pets is the result of Senate Bill 154, by Sen. Linda Holmes, D-Aurora, and Rep. Stephanie Kifowit, D-Oswego. It provides that tenants of multifamily housing units that are acquired, built or renovated with money from the Illinois Affordable Housing Trust Fund may keep up to two cats or one dog weighing less than 50 pounds.

The $50.4 billion spending plan anticipates about $50.6 billion in revenues for the fiscal year that begins July 1, making for a projected surplus of roughly $183 million, according to the governor’s office. That revenue estimate would be slightly below or roughly equal to what’s collected in tax revenues for the current year, depending on June’s final revenue collections.

It applies to residents of housing units that are designated as affordable housing for low- and very-lowincome families. The bill passed both chambers in its final form on May 30 and Gov. JB Pritzker signed it into law Aug. 6.

Other new laws include:

Vehicle taxes: SB58 raises the private vehicle tax, which is a sales tax paid on the purchase of vehicles, by $75 for each model year where the purchase price is less than $15,000 and by $100 for vehicles priced above that amount. However, the registration fee for trailers weighing less than 3,000 pounds will drop to $36 instead of $118.

The bill signing’s venue, typically chosen to highlight an important aspect of the budget, was the Belmont Cragin campus of Christopher House in Chicago, a charter school that mostly serves low-income Hispanic families.

The signing was attended by a who’s who of state Democrats, with the governor, House Speaker Emanuel “Chris” Welch, D-Hillside, Senate President Don Harmon, D-Oak Park, and various members of the legislature’s Democratic leadership and budget negotiation teams.

Several of them highlighted the budget’s investments in education.

“Birth-to-five services and kindergarten readiness are the foundation for the rest of our children’s educational experiences,” Pritzker said.

“Another budget filled with broken promises, accounting gimmicks, and a lack of structural reforms to address the systemic outmigration of Illinois families,” House Republican Leader Tony McCombie, R-Savanna, said in a Wednesday statement.

McCombie also contradicted Curran’s read of the budget and said that it “shortchanges” the direct service professionals, or DSPs, that serve disabled people in community settings.

A state-commissioned 2020 study of the industry recommended increasing DSP wages to 150 percent of the state’s minimum wage, which is currently $13 per hour and is set to increase to $14 in January.

The budget includes provisions increasing DSP wage base rates by $2.50 per hour, to $19.50, beginning in January. That would still fall short of the $4 per hour needed to meet the study’s recommendation as of next year. Still, it marks a $1 increase beyond what Pritzker had proposed in February.

Home workers who assist the elderly are also slated to receive a rate increase of $24 million.

The budget also includes $75 million for the Department of Children and Family Services. Pritzker’s office said this is expected to pay for 192 staff positions, expanded training, facility improvements and scholarships to children in DCFS care.

College admissions: HB226, establishing the Higher Education Fair Admissions Act, prohibits public colleges and universities from requiring applicants to submit SAT, ACT or other standardized test scores as part of the admissions process, although prospective students may choose to submit them if they wish.

The budget includes funding to launch Pritzker’s “Smart Start Illinois” early childhood education program. Earlier this year, he toured the state to promote the increased spending on pre-K and kindergarten, which includes $130 million to fund a new system of contracts for early childhood workers and upping state funding for early childhood block grants by $75 million. “Smart Start” also includes added funding for early intervention and home visiting programming.

Services aimed at preventing homelessness are set to receive an increase of $85 million through the Home Illinois program, a multi-agency initiative that will provide housing and services to homeless people.

The more than $350 million in funding includes $118 million for shelter and transitional housing services, $50 million for rapid rehousing services, $40 million in capital funds for permanent supportive housing units and $37 million in funds to build new shelter units.

Drug prices: SB1682 requires pharmacies to post a notice informing consumers that they may request current pharmacy retail prices at the point of sale.

The budget also increases state dollars going to the K-12 funding formula by $350 million – the amount called for annually in state law – and puts $45 million toward a threeyear pilot program to fill teacher vacancies and provide scholarships to future teachers. It’s less than the $70 million for that program that Pritzker included in his February budget proposal.

While Republicans have been critical of the budget, the House’s lead budget negotiator, Rep. Jehan Gordon-Booth, D-Peoria, said compromise was an essential part of the process.

“The budget is a reflection of our priorities,” she said. “It’s a reflection of everybody getting wins, but nobody got everything.”

FOID card changes: HB562 enacts several changes to the Firearm Owner Identification card law. Among other things, it provides for a streamlined renewal process for FOID cards and Concealed Carry Licenses for people who voluntarily submit fingerprint records. It also allows the Illinois State Police to issue a combined FOID card and Concealed Carry License to qualified applicants, and it establishes a new Violent Crime Intelligence Task Force to take enforcement action against people with revoked FOID cards.

Higher education, a long-time budget priority of Pritzker’s, will also see increased funding. These include a $100 million funding increase to the state’s Monetary Award Program, which provides need-based scholarships. It marks a 75 percent increase in funding for MAP grants since 2019. The budget also includes a $15 million increase to the AIM HIGH merit-based scholarship program and a $3.8 million increase to the Minority Teacher Scholarship program.

Despite praising Republican involvement in budget negotiations throughout the legislative session, Senate Minority Leader John Curran, R-Downers Grove, criticized the overall budget in a Wednesday statement while noting it included some common ground between the two parties.

Earlier this week, Pritzker noted the budget would exempt businesses from the first $5,000 in liability under the corporate franchise tax, up from $1,000. He called it a $50 million tax cut that addressed at least one Republican budget priority. Pritzker and leaders in the General Assembly negotiated a phaseout of that tax in his only bipartisan budget passed in 2019, but Democrats ultimately reversed that action in a future budget year.

in education and the social services industry, both of which rely heavily on state funding.

“It’s no longer about how to keep the doors open and scrape by,” Lt. Gov. Juliana Stratton said of the budget process.

At the bill signing, Pritzker also addressed a state-funded health care program for noncitizens, which his administration at one time projected would cost over $1 billion in the upcoming fiscal year.

The program offers Medicaid-style benefits to noncitizens age 42 and older who would otherwise be eligible for Medicaid if not for their legal residency status. It was launched in 2021 and expanded twice to its current size. Because the individuals enrolled in the program are not eligible for standard Medicaid, which is jointly funded by the state and federal governments, Illinois covers its entire cost.

A separate Medicaid-related bill, which Pritzker has not yet signed, will give him authority to rein in costs through the creation of administrative rules. His office has said options include limiting future enrollment, requiring copays from program participants, maximizing federal reimbursement and possibly moving participants to the Medicaid managed care system.

Pritzker noted that the program does not apply to asylum seekers, who are eligible for other federally funded benefits. He also said it is ultimately cheaper to provide preventative care to noncitizens rather than making them rely on emergency room visits to treat conditions that have gone undiagnosed and untreated due to a lack of health care benefits.

Pritzker’s February budget proposal accounted for about $220 million in costs for the program, and the final budget did not include a measure sought by the Illinois Legislative Latino Caucus that would have expanded it to noncitizens aged 19 and over. Those 18 years and younger are already covered under the Illinois AllKids program.

“We realized that if we could manage it properly, we could manage the program with the number of people that are in it now to about $550 million,” Pritzker said Wednesday. “That’s more than we expected, but not nearly as much as it might have cost if we didn’t have the tools necessary.”

The governor’s office did not clarify whether that meant the program would be capped at current levels or if more people would be allowed to enroll in the upcoming fiscal year.

“We’ll have more on what steps we’ll need to take as we enter the new fiscal year and review costs,” a spokesperson said in a statement.

Pritzker’s signing included one change to the budget as it was approved by lawmakers last month. Lawmakers, agency directors and others in state government who would have received raises of 5.5 percent under an automatic pay formula will be capped at 5 percent to comply with state law.

“It is evident that the errors in the amounts to compensate all of these officers were inadvertent and that the General Assembly intended for the amounts set forth in Senate Bill 250 simply to implement the salaries provided by law,” Pritzker said in his “reduction veto” message.

Under law, lawmakers do not need to accept the reduction, so the budget can take effect without issue.

U.S. Department of Education Announces Additional Project SERV Grants to HBCUs

The U.S. Department of Education (Department) today announced Project School Emergency Response to Violence (Project SERV) grants to four Historically Black Colleges and Universities (HBCUs) that were disrupted by bomb threats last year: Texas Southern University in Houston, Texas was awarded $191,962; Delaware State University in Dover, Delaware was awarded $217,000; Claflin University in Orangeburg, South Carolina was awarded $440,000 and Howard University in Washington, D.C. was awarded $203,000.

Project SERV provides short-term funding for local educational agencies and institutions of higher education that have experienced a violent or traumatic incident to assist in restoring a safe environment conducive to learning. The Department expects additional grants to be awarded in the coming weeks and continues to work with additional impacted HBCUs to support them in the grant application process and expedite the processing of applications once received.

“The bomb threats last year that targeted several Historically Black Colleges and Universities traumatized their campus communities, disrupted learning, and drained resources by prompting costly campus lockdowns, class cancellations, and law enforcement activities,” said U.S. Secretary of Education Miguel Cardona. “The Biden-Harris administration will always stand by HBCUs and unequivocally condemn racist efforts to terrorize Black students and educators and deprive them of their right to safe, welcoming, and nurturing environments for teaching and learning. The Project SERV grants announced today will help four HBCUs directly impacted by these bomb threats to better serve students, faculty, and staff by increasing access to mental health and wellness services and improving other vital supports.”

Texas Southern University (TSU) will use its Project SERV funds to provide access to in-person and tele-mental health services for one year, including through access to behavioral health providers. TSU will also use funds for a project coordinator to manage and oversee the project.

Delaware State University (DSU) will use its Project SERV funds to develop a Mental Health First Aid Education Program. DSU will also pay for overtime expenses for counselors, social workers, and law enforcement officers to help address safety and health concerns, and to train employees to serve on the Campus Mobile Crisis Team.

Claflin University will use its Project SERV funds to hire a licensed clinical social worker, as well as to support trainings focused on stress reduction; provide workshops focused on identifying signs of distress in students and coworkers; and other programs to address stress, anxiety, and safety on campus.

Howard University will use its Project SERV funds to hire two case managers who will be responsible for conducting wellness visits and contacting families on an as-needed basis related to student wellness concerns, as well as a full-time field training specialist who will provide security trainings.

Additional HBCUs that have been previously awarded Project SERV grants are Tougaloo College, Fayetteville State University, Southern University Law Center, Fisk University, Coppin State University, North Carolina Central University, Philander Smith College, and Hampton University.

MedStar Health Teams up with Local Sports Figures to Teach CPR and AED with Video Campaign Launched for CPR & AED Awareness Week

COLUMBIA, Md., PRNewswire -- Emergency and critical care physicians from MedStar Health have teamed up with former and current players and staff from local sports teams to teach CPR and how to use an Automated External Defibrillator (AED) with a video campaign to address disparities in who is most likely to receive life-saving CPR from a bystander.

“Studies show women and Black and Hispanic adults are less likely to receive CPR should they have a cardiac arrest in public,” said Munish Goyal, MD, section director, critical care, MedStar Emergency Physicians. “In fact, a January 2022 study of CPR in the Washington, D.C. area shows the nation’s capital is below the national average for bystander CPR rates and zip codes with higher proportions of White people had higher rates of bystander CPR. The same goes for the Baltimore area. We know that bystander CPR saves lives, and we hope these videos will connect with people and help them overcome any fears or hesitations.”

Teams participating in the three-minute videos include the Washington Wizards, Washington Capitals, Washington Mystics, and Georgetown Women’s Soccer.

“We wanted to address known disparities and show people that virtually anyone can do CPR,” said Miriam Fischer, MD, an emergency physician for MedStar Health who appears in one of the videos with Harvey Grant, formerly from the Washington Bullets/Wizards. “After the on-field collapse of Buffalo Bills player Damar Hamlin earlier this year, there was a national conversation about CPR and AEDs and saving lives. We believe it was important to engage with athletes from different ethnic backgrounds

and specifically female athletes to be a part of that conversation and save lives by making CPR feel more accessible to everyone.”

“I was surprised to learn about the racial and gender disparities when it comes to using CPR to save the life of someone in need,” said Grant who played for the team when it was the Washington Bullets/Wizards from 1988-1993 and then again from 1996-1998. “I was more than happy to be part of this project to allay fears in the community. It’s like we said in the video, ‘anyone can do it.’”

Recent changes to the way CPR can be administered should also make the public feel more comfortable performing CPR, according to MedStar Health physicians.

“There is no need to perform mouth-to-mouth anymore, which is the way people used to learn CPR,” said Jennifer Thompson, MD, an emergency physician for MedStar Health who appears in a video

with retired Washington Capitals player Alan May. “We know that just getting hands on chests to massage the heart and get it beating again is enough to save a life. The other thing is that people should not feel they have to be certified in CPR to give it and be successful.”

“We’re proud to be part of this educational video project with MedStar Health physicians,” said May who played 12 seasons of professional hockey, including five seasons with the Capitals from 1989-90 to 1993-94 and now works as an NHL Capitals TV analyst. “This is an important campaign to address a serious public health challenge that we can all work together to improve.”

MedStar Health social media channels are running the videos that will also be shared by the teams.

Overall, about 92 in 100,000 Americans suffered a cardiac arrest out of the hospital in 2021, and fewer than 10-percent of those survived. Many survivors sustain serious neurological damage due to lack of oxygen to the brain. Currently, bystander CPR happens in about 40 percent of cases. “We would like to see that response rate much higher because providing bystander CPR and using an AED can dramatically increase the odds of survival. That’s a campaign we can all get behind,” concluded Dr. Goyal.

Wear Contacts? Here are 5 Tips to Elevate Your Routine

(StatePoint) If you’re one of the 45 million Americans who wear contact lenses, you know what a great choice they can be, whether you play sports, want to avoid the nuisance of foggy glasses or simply find yourself feeling more confident in them. However, it may be time to give your contact lens care routine a makeover, particularly if your lenses feel dry or uncomfortable.

Unfortunately, one in five contact lens wearers find lenses to be less comfortable by the end of the day. Consider the following tips for all-day comfort:

1. Practice healthy tech habits: Long hours on screens can be a contributing factor to eye discomfort, mainly because of less blinking; however, making a few adjustments can help. The experts at Bausch + Lomb recommend following the 20-20-20 rule. For every 20 minutes of screen time, take a 20 second break to look at something 20 feet away. If you work with computers all day, you should also remember to blink regularly. It can be surprisingly easy to forget to blink when you’re focused on the next deadline! Finally, adjust the brightness and text size on your devices to reduce eye strain and optimize comfort.

2. Insert and remove contacts with care: The order of steps you follow as you insert and remove your contacts matters. In the morning or as you’re getting ready to go out, insert contact lenses with clean hands before applying makeup. Before bed, wash your hands, remove your contacts and clean your lenses before going to sleep. One-third of contact lens wearers have fallen asleep in their lenses, but doing so increases the risk of infection.

3. Follow lens care directions: According to the Centers for Disease Control and Prevention, 4090% of contact lens wearers do not properly follow their contact lenses’care instructions. It is recommended to follow the complete recommended lens rubbing and rinsing times in the product labeling to adequately disinfect your lenses and reduce the risk of contact lens contamination. Reduced rubbing or
