wage workers in Illinois will see a boost in their hourly pay to $12 per hour starting Jan. 1, while tenants in affordable housing units will be allowed to keep pets.

Those are just some of the more than 300 new laws that take effect in the new year.

The minimum wage increase is actually the result of a 2019 law that phases in a state minimum wage to $15 an hour by 2025. This year, it will increase by one dollar to $12 an hour.

tenants to keep pets is the result of Senate Bill 154, by Sen. Linda Holmes, D-Aurora, and Rep. Stephanie Kifowit, D-Oswego. It provides that tenants of multifamily housing units that are acquired, built or renovated with money from the Illinois Affordable Housing Trust Fund may keep up to two cats or one dog weighing less than 50 pounds.

It applies to residents of housing units that are designated as affordable housing for low- and very-lowincome families. The bill passed both chambers in its final form on May 30 and Gov. JB Pritzker signed it into law Aug. 6.

Their announced agreement included only a two-page summary of topline spending numbers in five stated areas – fiscal responsibility, education, fighting poverty, health and human services and economic development. The rest would be included in a series of budget bills that had not been filed as of early Wednesday evening.

His office said those options include limiting future enrollment in the program, requiring copays, maximizing federal reimbursement and a possible move to managed care.

“By using these tools, Gov. Pritzker is confident we’ll be able to responsibly manage this program and preserve healthcare for more than 50,000 people who are already a part of the program,” Alex Gough, a spokesperson for the governor, said in a statement.

Other new laws include:

Vehicle taxes: SB58 raises the private vehicle tax, which is a sales tax paid on the purchase of vehicles, by $75 for each model year where the purchase price is less than $15,000 and by $100 for vehicles priced above that amount. However, the registration fee for trailers weighing less than 3,000 pounds will drop to $36 instead of $118.

Even with details lacking, Pritzker, House Speaker Emanuel “Chris” Welch and Senate President Don Harmon proclaimed unity as they faced reporter questions on the budget for the first time during the final stretch of negotiations on Wednesday afternoon.

“Democrats have done the work to earn our state eight credit upgrades,” Welch said Wednesday. “And all three of us standing here today made the same commitment heading into these budget negotiations...we will continue putting Illinois down a path toward fiscal stability when this budget is signed into law.”

The budget pressure created by the noncitizen health care program coincided with requests by several health care advocacy groups. Hospitals have asked for an increase to Medicaid reimbursement rates of up to 20 percent, and providers of care for individuals with developmental disabilities had sought a $4 hourly wage increase.

“Suffice to say that there are Medicaid reimbursement increases,” Pritzker said. “Not as much as everybody has asked for, but it’s a big sum.”

The two-page summary indicated the budget would include over $200 million to improve services for Illinoisans with developmental disabilities and another $24 million to increase reimbursement rates for home workers who assist the elderly.

College admissions: HB226, establishing the Higher Education Fair Admissions Act, prohibits public colleges and universities from requiring applicants to submit SAT, ACT or other standardized test scores as part of the admissions process, although prospective students may choose to submit them if they wish.

Harmon said he hoped the Senate would pass budget legislation to the House on Wednesday night so the House could take a final vote on Friday due to a constitutional requirement that bills be read in the chamber three times on three separate days. But the Senate adjourned without doing so, meaning session would be extended through at least Saturday.

The Illinois Association of Rehabilitation Facilities, a trade group for homes serving disabled individuals, had sought the $4 per hour increase for direct service professionals. The state currently pays a $17 hourly flat rate to providers, although some DSPs are ultimately paid more – or less. IARF issued a news release saying the governor’s plan only accounted for a $2 increase, a 50-cent increase from the governor’s initial February proposal.

“The Senate did file a budget earlier this evening,” Harmon said, referring to his 3,409-page amendment to Senate Bill 250. “Our agreement with the House and the governor was to not act on that proposed budget until we had agreement with both the House and the governor. The House (Democrats are) in caucus now as I understand it. We are eagerly awaiting their final input into the budget.”

FOID card changes: HB562 enacts several changes to the Firearm Owner Identification card law. Among other things, it provides for a streamlined renewal process for FOID cards and Concealed Carry Licenses for people who voluntarily submit fingerprint records. It also allows the Illinois State Police to issue a combined FOID card and Concealed Carry License to qualified applicants, and it establishes a new Violent Crime Intelligence Task Force to take enforcement action against people with revoked FOID cards.

Members of the House said late Wednesday that they were still reviewing the amendment and they had been polled as to whether they would prefer to work through Saturday or return Tuesday to finalize the plan.

“I don’t think people want to come back Tuesday,” Rep. Jaime Andrade, D-Chicago, told Capitol News Illinois after leaving the House Democrats’ late-night caucus. “I think they’ll find a way, that things have always worked out, and I think that Saturday should be – that’s my feel. I think mostly people are happy. I think people are very happy that (the budget process has) actually slowed down a little bit.”

IARF said the wage increase was needed to make direct service professional pay competitive with restaurant and retail work. The industry needs adequate staff to be able to reduce the waitlist of 15,000 people seeking state-funded care, Evans said.

The announced budget plan also calls for a $75 million increase in the Department of Children and Family Services’ budget to hire 192 new staff, expand training and protection, increase scholarships for youth in care and improve facilities.

At one point during the spring session, the legislature’s fiscal forecaster – the Commission on Government Forecasting and Accountability – had predicted a vast surplus for the current fiscal year that had the governor and legislative leaders discussing tax cuts. But that projected surplus evaporated when April revenues came in about $1.8 billion below the previous fiscal year.

Fresh Start Expands Services for Women of Color Through $1.3 million Investment from JPMorgan Chase

PHOENIX, PRNewswire -- Women experience depression twice as much as men, and Black women are only half as likely to seek care as White women. There are several barriers that account for the disparity in seeking support, including a lack of therapists from communities of color, cultural stigmas, and high costs. Through a $1.3-million commitment from JPMorgan Chase to Fresh Start Women’s Foundation, the nonprofit will provide expanded resources and support directly to women of color.

Fresh Start was selected as one of eight organizations nationwide to be awarded a grant from JPMorgan Chase’s Annual Challenge competition. The nonprofit plans to further integrate mental health support into programming and increase the number of trained mental health providers who are representative of women of color in Arizona. The investment will allow Fresh Start to expand access to its Impact Program, increasing the numbers of women supported on their journeys to economic independence.

During an event focused on mental health and financial well-being for women of color, Fresh Start featured local Black therapist and business owner Ashlea Taylor-Barber, and local JPMorgan Chase leaders announced the grant, discussing the importance of these themes towards long-term economic mobility, wealth building and success.

Pritzker’s February proposal. That included a $350 million increase to the K-12 education funding formula, a $200 million pension payment beyond what is required by law, a $100 million increase in college and university funding, and a $100 million increase for Monetary Award Program grant funding for college scholarships.

The agreement, according to the governor’s office, would also include the $250 million to fund his “Smart Start” early childhood education plan, a backbone of his February budget proposal. That includes increased funding for child care workforce compensation, early childhood block grants, early intervention programs and home visits.

In February, the governor proposed $100 million in general revenue funds for capital developments at early childhood centers, a spending amount that has decreased to $50 million under the new agreement.

In another apparent downward adjustment, a $70 million three-year teacher pipeline program proposed in February would now receive $45 million.

The governor’s office also noted that Home Illinois – the governor’s plan for addressing homelessness – would still see “more than $350 million” in state funding, the same number quoted in Pritzker’s February proposal.

The announced agreement also includes a $20 million grant program to incentivize the expansion or building of grocery stores in food deserts – an issue pervasive in both rural and urban areas of the state. A bill directing the state’s Department of Commerce and Eco-

nomic Opportunity to create the grant program, dubbed the “Grocery Initiative,” received final approval from the Senate on Wednesday, passing on a unanimous vote.

Those seeking to launch cannabis businesses through Illinois’ social equity licensure pathway – a program set up to prioritize would-be entrepreneurs from Black and Latino communities – would have a chance for a share of $40 million more in forgivable loans. That figure was unchanged from the governor’s February proposal.

One item missing from the budget framework was the state’s $75 million tax credit program that supports private school scholarships. The Invest in Kids program was established as part of Illinois’ 2017 overhaul of how the state funds public education. It was a priority of Republican then-Gov. Bruce Rauner, a vocal proponent of so-called school choice and frequent critic of public schools.

Pritzker promised to repeal the program during his first run for governor against Rauner in 2018, but during his first legislative session in 2019 he abandoned plans to phase it out in a deal to attract GOP votes for the state’s budget plan. In 2021, he again tried to scale back the program, but dropped the idea. Last year, he even said he was supportive of keeping it.

But the law has a built-in sunset date of Jan. 1, 2024, and on Wednesday Pritzker said the program was “not something…covered by the budget agreement.”

After the news conference, Harmon said he was slated to discuss the plan with Senate Republican Leader John Curran, R-Downers Grove, and he was hopeful it would receive Republican votes in that chamber. A spokesperson for Curran said negotiations were ongoing.

House Republicans have been more critical of the negotiating process, saying they’ve essentially been left out of it.

“Republicans and Democrats have shared priorities and past promises that need to be kept,” House Minority Leader Tony McCombie, R-Savanna, said in a statement.

She said those include extending the Invest in Kids scholarship and a research and development tax credit. Another House GOP priority was phasing out the franchise tax as had initially been planned in 2019 budget negotiations before Democrats backtracked the following fiscal year, and changing the estate tax code.

“Today we learned from Governor Pritzker and Democratic leaders that our shared priorities are not included,” she said.

Help coming for struggling homeowners as Pappas initiative leads to historic reform of Illinois’ property tax law

Cook County Treasurer Maria Pappas, who issued two studies last year that found gross inequities in the state’s property tax code, spearheaded the passage of groundbreaking legislation that would help homeowners who fall behind on their property taxes and close loopholes tax investors have exploited at the expense of local governments.

Pappas’ Property Tax Equity Legislation — now a collaborative effort with the Chicago Community Trust philanthropic organization — was passed by the Illinois General Assembly today, Wednesday, May 24. Governor JB Pritzker is expected to sign it into law. State Sen. Ram Villivalam and state Rep. Kam Buckner, both Chicago Democrats, were original sponsors of the legislation.

The legislation would cut in half the onerous interest rate charged in Cook County for late property tax payments. That interest rate would drop from 18% a year to 9% a year. That change will save struggling property owners between $25 million and $35 million a year, with most of those savings benefiting Black and Latino communities.

Slashing the interest rate was a core recommendation from “Maps of Inequality: From Redlining to Urban Decay and the Black Exodus,” a July 2022 study by the Treasurer’s research team.

“The vast majority of property owners who fall behind on their property taxes are in predominantly Black and Latino communities,” Pappas said. “These changes will prevent millions of dollars of generational wealth from being stripped from these households. Property tax law must be made more fair and our legislation does that.”

Another significant piece of the bill would overhaul the state’s system for selling unpaid property taxes to private investors by closing a series of loopholes that they have exploited for years. These “tax buyers,” mostly hedge funds, private equity firms and real estate investors, have drained about $40 million each year from governments that serve predominantly Black and Latino communities.

Those recommendations stem from a study the Treasurer issued in October 2022, “How Wealthy Investors are Making Millions Exploiting Illinois’ Property Tax Law.”

Illinois law requires that unpaid property taxes be offered for sale to private investors. These tax buyers pay the taxes and receive a lien against the property. Most owners redeem the taxes, repaying the tax buyer with interest, plus court costs and fees. If they don’t pay up, the tax buyer can go to court to take ownership of their property.

However, most tax buyers do not want to own the property, so they use loopholes they helped write into a section of the property tax code known as “sales in error” to overturn the sale, often citing frivolous or insignificant reasons. If the sale is overturned, tax buyers get all of their money back from local governments, typically with interest. The property is returned to the delinquent property tax roll.

Using sales in error, tax buyers in Cook County have received refunds totaling about $277.6 million, including at least $27.7 million in interest, during a seven-year period from 2015 to 2022. Of that money refunded, about 87% was siphoned from local governments serving predominantly Black and Latino residents, impacting schools and public safety.

A third piece of the bill would make it easier to move abandoned residential properties back onto the tax rolls and into productive use more quickly by making changes to the biennial Scavenger Sale, which began in 1943 and is used only in Cook County.

The Scavenger Sale, a last-ditch auction of chronically delinquent properties, is a failure, Pappas said. The new law would allow local governments to take control of properties if they are not purchased in the Annual Tax Sale. Government could clear liens more quickly and put the properties into the hands of people and organizations to develop them.

“This is without a doubt, the biggest property tax reform legislation Illinois has had in decades,” Pappas said. “We thank Senator Villivalam and Representative Buckner for sponsoring and guiding legislation that will help to ease the financial burden on property owners and restore our neighborhoods.”

The property tax reform legislation was drafted by Pappas’ office following the release of the two studies by her research team last year. Pappas put the team together nearly two years ago to investigate flaws and inequities in the sprawling and complex property tax system. The Pappas studies can be found at cookcountytreasurer.com.

American Lung Association Campaign Aims to Address Lack of Diversity in Clinical Trials, Improve Lung Cancer Care for Black Americans

CHICAGO, PRNewswire -- The lung cancer five-year survival rate has increased by nearly 40% in the past decade. Unfortunately, this progress has not been shared equally. Black Americans with lung cancer are less likely to be diagnosed at an early stage, less likely to receive surgical treatment, and less likely to receive any treatment at all compared to white Americans. That’s why the American Lung Association is expanding its work through the Awareness, Trust and Action program to increase awareness amongst Black Americans about clinical trials and encourage them to speak with their healthcare provider about their treatment options.

Lung cancer research is moving at a rapid pace, and clinical trials are critical to advancing promising lung cancer treatments. Clinical trials are highly monitored research studies that can test many things like how to prevent a disease, new ways to detect or diagnose a disease or new ways to treat a disease. Sometimes the most appropriate treatment option for a lung cancer patient is through a clinical trial.

“We are facing an issue in cancer care in this country. Black Americans are underrepresented in clinical research, so I am working with the American Lung Association to fix that,” said Danielle Mitchell, Founder and CEO of Black Women in Clinical Research. “I started my career as a clinical research coordinator because my grandmother had cancer. Screening rates for Americans 50-75 years old are 59% for Hispanic people, 66% for Black people and 69% for white people. Yet, screening can help detect colorectal cancer early, making it one of the most preventable types of cancer. When caught early, colon cancer is beatable in 91% of cases and rectal cancer is beatable in 90% of cases.
