SPRINGFIELD – The Illinois Senate on Thursday passed an amended version of a bill that would allow businesses and public institutions to provide multi-occupant allgender bathrooms if they choose to do so.

wage workers in Illinois will see a boost in their hourly pay to $12 per hour starting Jan. 1, while tenants in affordable housing units will be allowed to keep pets.

Those are just some of the more than 300 new laws that take effect in the new year.

The minimum wage increase is actually the result of a 2019 law that phases in a state minimum wage to $15 an hour by 2025. This year, it will increase by one dollar to $12 an hour.

The law allowing public housing

tenants to keep pets is the result of Senate Bill 154, by Sen. Linda Holmes, D-Aurora, and Rep. Stephanie Kifowit, D-Oswego. It provides that tenants of multifamily housing units that are acquired, built or renovated with money from the Illinois Affordable Housing Trust Fund may keep up to two cats or one dog weighing less than 50 pounds.

It applies to residents of housing units that are designated as affordable housing for low- and very-lowincome families. The bill passed both chambers in its final form on May 30 and Gov. JB Pritzker signed it into law Aug. 6.

House Bill 1286 would change current state law, under which single-occupancy bathrooms are automatically designated for all genders, but multi-occupancy bathrooms must be designated as male or female.

Other new laws include:

Vehicle taxes: SB58 raises the private vehicle tax, which is a sales tax paid on the purchase of vehicles, by $75 for each model year where the purchase price is less than $15,000 and by $100 for vehicles priced above that amount. However, the registration fee for trailers weighing less than 3,000 pounds will drop to $36 instead of $118.

While the measure had already passed the House on March 23, the amended version heads back to the chamber for consideration before it can be sent to Gov. JB Pritzker.

“I mean, I might be offended,” Villanueva replied.

“I’ve raised four boys and it’s going to be messy,” said Sen. Jil Tracy, R-Quincy, prompting laughter from many in the room, including Villanueva. “I see it as a sanitary issue.”

But when the bill reached the Senate floor on Thursday, the tone of the debate became harsher and more bitter. There, Anderson said the bill would lead to violence.

He spoke about taking his 10-year-old daughter out in public and how he handles a situation when she needs to use a restroom. He tells her to go inside and check to see if anyone else is in the room. If there is, he says he waits for her outside.

“If somebody goes in there and it’s a woman, fine,” he said. “Under this, I can’t see with the floor-to-ceiling things. She won’t be able to see who’s in there. I won’t be able to see who’s in there. I’m telling you right now, if a guy walks in there, I’m gonna beat the living piss out of him.”

Justin Sia, a Chicago attorney, testified in committee this week that he came up with the idea for the bill while in law school at Loyola University. He described it as “a pro-family, pro-business and pro-safety bill that permits, not mandates, public and private entities to install gender inclusive, multi-stall restrooms.”

College admissions: HB226, establishing the Higher Education Fair Admissions Act, prohibits public colleges and universities from requiring applicants to submit SAT, ACT or other standardized test scores as part of the admissions process, although prospective students may choose to submit them if they wish.

Drug prices: SB1682 requires pharmacies to post a notice informing consumers that they may request current pharmacy retail prices at the point of sale.

Sia said he’d heard from transgender and gender nonbinary individuals who were “insulted and even attacked in male or female restrooms simply for who they are or for how they look.” But he said he also heard from caregivers for adults of a different gender and others who would benefit from gender-inclusive restrooms.

“We also learned about parents and guardians with young children of a different gender who must decide whether to leave their children unattended in public restrooms, or to enter a restroom that doesn’t match their gender,” he said.

In its original form, HB 1286 would have required that each toilet stall in an all-gender bathroom be separated by dividers and have a functioning lock mechanism on the door. Urinals, if present, also would have to be separated by partitions.

That prompted shouts of support from other Republicans. But later in the debate, Sen. Mike Simmons, D-Chicago, said the comment should be stricken from the record, “because I wouldn’t want a single person in this state to read that record and think that anybody here would come after them if they would do something so mundane as to use the bathroom, a simple call of nature.”

Sen. Chapin Rose, R-Mahomet, also suggested passage of the bill would lead to violence. He argued that most sexual assaults in bars occur in bathrooms. Rose also argued that, beyond the issue of sexual assaults, the measure isn’t needed.

“I’ve talked to my wife about this,” he said. “Why on earth would any lady want a dude in their bathroom?”

FOID card changes: HB562 enacts several changes to the Firearm Owner Identification card law. Among other things, it provides for a streamlined renewal process for FOID cards and Concealed Carry Licenses for people who voluntarily submit fingerprint records. It also allows the Illinois State Police to issue a combined FOID card and Concealed Carry License to qualified applicants, and it establishes a new Violent Crime Intelligence Task Force to take enforcement action against people with revoked FOID cards.

But the Senate amended the bill to require that all-gender bathrooms have “floor-to-ceiling” toilet stalls with workable locks and that urinals not be allowed.

Pearl Milling Company Continues to Invest in Community Impact with P.E.A.R.L. Pledge

The McBride Sisters SHE CAN Fund Opens Applications for 2023 Program: “The Business of Wine”

OAKLAND, Calif., PRNewswire -- The McBride Sisters SHE CAN Fund announced its continued commitment to invest in professional women on their journey to learn and master the business of wine. Specifically, it will focus its efforts on supporting women pursuing professional advancement within at least one key area of the wine industry including Sommelier Certification, WSET Certification or Business of Wine Education course completion.

Established in 2019, the McBride Sisters SHE CAN Fund has invested to date more than $3 million in the professional advancement and career growth of high-potential, professional women working in male-dominated industries, with a particular focus on women of color. Via monetary grants, advertising credits, scholarship funding and mentorship programs, the SHE CAN Fund has received support from corporate partners such as Facebook (Meta), Morgan Stanley, and Brand Now, plus industry organizations including the Wine Institute and The Court of Master Sommeliers, as well as individual seed impact investors.

It started in 1954 when Harold Koch, son of company founder Ehrhardt Koch, envisioned a more contemporary design for the original professional baseball caps. Chicago Public Schools Honors School Nurses During Nurse Appreciation Week

CHICAGO – Chicago Public Schools (CPS) honored school nurses Friday, May 12, during a National Nurse Appreciation Week celebration that highlighted the critical role of school nurses in supporting student health and well being, especially during the COVID-19 pandemic. During the event, District leaders presented five school nurses with the District’s Recognition Of Service Extraordinaires (ROSE) Award.

“Our school nurses are an essential part of the District’s whole-student approach to student success,” said CPS CEO Pedro Martinez. “The services our school nurses provide sets students up to learn, grow and thrive both in our classrooms and in their communities. I am proud to recognize our exceptional nurses this week and thank them for their service to our students and schools.”

Since 2019, the District’s intentional recruitment and retention efforts have resulted in a 72 percent increase in the number of school nurses in CPS schools, going from 311 nurses in 2019 to 536 nurses in 2023. The District’s investment in student health supports is part of a holistic strategy to expand student access to nurses, counselors, social workers and psychologists to support students’ social, emotional, physical and psychological needs. Today’s celebration honored the District’s school nurses, more than 200 of whom were nominated for ROSE Awards.

Say Goodbye to BASIC BRUNCH

(Culinary.net) The same old brunch menu week after week can become tiresome and dull. It’s bland, boring and your tastebuds get used to the same flavors repeatedly.

It’s time to add something new to the table with fresh ingredients and simple instructionsTry this recipe for an Easy Brunch Quiche that is sure to have your senses swirling with every bite. This quiche is layered with many tastes and a variety of ingredients to give it crave-worthy flavor.

To create this dish, start with one package of broccoli and cheese then microwave it for 5 minutes until heated through.

Add 12 slices of chopped bacon to a skillet. While cooking, add 1/2 cup of green onions. Cook for 2 minutes then add 1 cup of mushrooms to the skillet. Cook for 4 minutes and drain the grease.

In a small mixing bowl, combine four eggs and 1 cup of milk. Whisk together. Add egg mixture to the broccoli and cheese. Also add 1 cup of shredded cheese and stir the ingredients together.

In two separate pie shells, spoon in the bacon mixture then pour the egg and broccoli mixtures over the top. Sprinkle with a little more cheese then bake for 3545 minutes at 350 F.

With a range of ingredients from broccoli to bacon, this quiche is a brunch hero. While baking, the cheese gets all melty, and with every bite the mushrooms add texture and earthy flavor. The ingredients combine together to make something warm, hearty and fresh.

Easy Brunch Quiche

Serves: 12

1 package (10 ounces) frozen broccoli with cheese

12 slices bacon, chopped

1/2 cup green onions, sliced

1 cup mushrooms, sliced

4 eggs

1 cup milk

1 1/2 cups shredded cheese, divided

2 frozen deep dish pie shells (9 inches each)

Heat oven to 350 F.

In medium bowl, add broccoli and cheese contents from package. Microwave 5 minutes, or until cheese is saucy. Set aside.

In skillet, cook chopped bacon 4 minutes. Add green onions; cook 2 minutes. Add mushrooms; cook 4 minutes, or until bacon is completely cooked and mushrooms are tender. Drain onto paper towel over plate. Set aside.

In medium bowl, whisk eggs and milk until combined. Add broccoli and cheese mixture. Add 1 cup cheese. Stir to combine. Set aside.

In pie shells, divide drained bacon mixture evenly. Divide broccoli mixture evenly and pour over bacon mixture. Sprinkle remaining cheese over both pies.

Bake 40 minutes.

Allow to cool at least 12 minutes before serving.

Note: To keep edges of crust from burning, place aluminum foil over pies for first 20 minutes of cook time. Remove after 20 minutes and allow to cook uncovered until completed.
