Master P’s I Got the Hook Up 2 Acquired by UMC for Theatrical, VOD and Digital Release UMC (Urban Movie Channel) – the first and leading streaming service for Black film and television from AMC Networks’ RLJ Entertainment – is joining the theatrical game with the acquisition of Master P’s I Got the Hook-Up 2. Partnering with RLJ Entertainment’s RLJE Films team, UMC will release the sequel to the popular 90’s classic in theaters on July 12, 2019. Executive produced by Master P (Percy Miller) and his son, Romeo Miller, the film will make its streaming debut on UMC (www.UMC.tv) in October 2019.

In the original 1998 film, Master P and comedian AJ Johnson (Friday, Menace II Society, House Party) star as Black and Blue, two small time scam artists who sell boom boxes and broken TV’s from their van at a local parking lot. When a shipment of cellular phones gets to them by mistake, it doesn’t take long before the FBI and local crime bosses are after them. Reprising their roles in the upcoming sequel, I Got the Hook-Up 2 picks up with Black and Blue as they run a local restaurant.

When an incident results in their restaurant being shut down, Black

needs to find some cash – fast. He thinks his luck has turned when Blue’s son, Fatboy (Fatboy SSE) and his best friend Spyda (DC Young Fly), brings him a stash of stolen cell phones and Black decides to sell them on the streets. The only problem is, the boxes with the phones also contain the Colombian cartel’s stash of Molly which Spyda decided to go ahead and sell. Now, it’s up to Black to find a way back in the game, get rid of these burners, and pay back the cartel before time runs out.

Jimmy Carter’s lasting Cold War legacy

Jimmy Carter was a dark horse Democratic presidential candidate with little national recognition when he beat Republican incumbent Gerald Ford in 1976.

The introspective former peanut farmer pledged a new era of honesty and forthrightness at home and abroad, a promise that resonated with voters eager for change following the Watergate scandal and the Vietnam War. His presidency, however, lasted only one term before Ronald Reagan defeated him.

Since then, scholars have debated – and often maligned – Carter’s legacy, especially his foreign policy efforts that revolved around human rights.

Critics have described Carter’s foreign policies as “ineffectual” and “hopelessly muddled,” and their formulation demonstrated “weakness and indecision.”

As a historian researching Carter’s foreign policy initiatives, I conclude his overseas policies were far more effective than critics have claimed.

A Soviet strategy The criticism of Carter’s foreign policies seems particularly mistaken when it comes to the Cold War, a period defined by decades of hostility, mutual distrust and arms buildup after World War II between the U.S. and Russia, then known as the Soviet Union or Union of Soviet Socialist Republics (USSR).

By the late 1970s, the Soviet Union’s economy and global influence were weakening.

With the counsel of National Security Advisor Zbigniew Brzezinski, a Soviet expert, Carter exploited these weaknesses.

During his presidency, Carter insisted nations provide basic freedoms for their people – a moral weapon against which repressive leaders could not defend.

Carter soon openly criticized the Soviets for denying Russian Jews their basic civil rights, a violation of human rights protections outlined in the diplomatic agreement called the Helsinki Accords.

Carter’s team underscored these violations in arms control talks. The CIA flooded the USSR with books and articles to incite human rights activism. And Carter publicly support-

ed Russian dissidents – including pro-democracy activist Andrei Sakharov – who were fighting an ideological war against socialist leaders.

Carter adviser Stuart Eizenstat argues that the administration attacked the Soviets “in their most vulnerable spot – mistreatment of their own citizens.”

This proved effective in sparking Soviet leader Mikhail Gorbachev’s social and political reforms of the late 1980s, best known by the Russian word “glasnost,” or “openness.”

The Afghan invasion In December 1979, the Soviets invaded Afghanistan in response to the assassination of the Soviet-backed Afghan leader, Nur Mohammad Taraki. The invasion effectively ended an existing détente between the U.S. and USSR. Beginning in July 1979, the U.S. was providing advice and nonlethal supplies to the mujahideen rebelling against the Soviet-backed regime. After the invasion, National Security Advisor Brzezinski advised Carter to respond aggressively to it. So the CIA and U.S. allies delivered weapons to the mujahideen, a program later expanded under Reagan.

Carter’s move effectively engaged the Soviets in a proxy war that began to bleed the Soviet Union. By providing the rebels with modern weapons, the U.S. was “giving to the USSR its Vietnam war,” according to Brzezinski: a progressively expensive war, a strain on

the socialist economy and an erosion of their authority abroad.

Carter also imposed an embargo on U.S. grain sales to the Soviets in 1980. Agriculture was the USSR’s greatest economic weakness since the 1960s. The country’s unfavorable weather and climate contributed to successive poor growing seasons, and their heavy industrial development left the agricultural sector underfunded.

Economist Elizabeth Clayton concluded in 1985 that Carter’s embargo was effective in exacerbating this weakness.

Census data compiled between 1959 and 1979 show that 54 million people were added to the Soviet population. Clayton estimates that 2 to 3 million more people were added in each subsequent year. The Soviets were overwhelmed by the population boom and struggled to feed their people.

At the same time, Clayton found that monthly wages increased, which led to an increased demand for meat. But by 1985, there was a meat shortage in the USSR. Why? Carter’s grain embargo, although ended by Reagan in 1981, had a lasting impact on livestock feed that resulted in Russian farmers decreasing livestock production.

The embargo also forced the Soviets to pay premium prices for grain from other countries, nearly 25 percent above market prices.

For years, Soviet leaders promised better diets and health, but now their people had less food. The embargo battered a weak socialist economy and created another layer of instability for the growing population.

The Olympic boycott In 1980, Carter pushed further to punish the Soviets. He convinced the U.S. Olympic Committee to refrain from competing in the upcoming Moscow Olympics while the Soviets repressed their people and occupied Afghanistan.

Carter not only promoted a boycott, but he also embargoed U.S. technology and other goods needed to produce the Olympics. He also stopped NBC from paying the final US$20 million owed to the USSR to broadcast the Olympics. China, Germany, Canada and Japan – superpowers of sport – also participated in the boycott.

Historian Allen Guttmann said, “The USSR lost a significant amount of international legitimacy on the Olympic question.” Dissidents relayed to Carter that the boycott was another jab at Soviet leadership. And in America, public opinion supported Carter’s bold move – 73% of Americans favored the boycott.

The Carter doctrine In his 1980 State of the Union address, Carter revealed an aggressive Cold War military plan. He declared a “Carter doctrine,” which said that the Soviets’ attempt to gain control of Afghanistan, and possibly the region, was regarded as a threat to U.S. interests. And Carter was prepared to meet the threat with “military force.”

Carter also announced in his speech a five-year spending initiative to modernize and strengthen the military because he recognized the post-Vietnam military cuts weakened the U.S. against the USSR. Ronald Reagan argued during the 1980 presidential campaign that, “Jimmy Carter risks our national security – our credibility – and damages American purposes by sending timid and even contradictory signals to the Soviet Union.” Carter’s policy was based on “weakness and illusion” and should be replaced “with one founded on improved military strength,” Reagan criticized.

In 1985, however, President Reagan publicly acknowledged that his predecessor demonstrated great timing in modernizing and strengthening the nation’s forces, which further increased economic and diplomatic pressure on the Soviets.

Reagan admitted that he felt “very bad” for misstating Carter’s policies and record on defense.

Carter is most lauded today for his post-presidency activism, public service and defending human rights. He was awarded the Nobel Peace Prize in 2002 for such efforts.

But that praise leaves out a significant portion of Carter’s presidential accomplishments.

His foreign policy, emphasizing human rights, was a key instrument in dismantling the power of the Soviet Union.

NEWS Life or Death: IDOT safety campaign aims to educate drivers, honor legacies The Illinois Department of Transportation has launched the second year of Life or Death Illinois, expanding the successful multimedia safety campaign to feature the real stories of Illinois residents killed in traffic crashes.

Life or Death Illinois debuted in 2018 as the first comprehensive approach by IDOT to reduce injuries and fatalities associated with motor-

cycles, bicycles, pedestrians, seatbelt use, work zones and impaired and distracted driving.

“With more than 1,000 traffic fatalities each year in Illinois, this campaign is an important part of our effort to drive that number to zero,” said Acting Transportation Secretary Omer Osman. “These stories involve someone’s parent, brother, sister, son, daughter, neighbor or coworker. By

putting names and faces to these people, we show the human toll that’s tied to the decisions we make behind the wheel every day.”

Earlier in the year, IDOT asked the public to submit stories of loved ones killed in traffic crashes.

issues on our roads and how their actions play a role.

The campaign is running throughout the year on various media, including digital billboards, social media and online platforms, as well as traditional radio and TV channels. According to provisional data, 1,032 people died on Illinois roads in 2018, the third consecutive year of more than 1,000 traffic fatalities in the state. This year, there have been 244, based on preliminary statistics through May 2.

Life or Death Illinois is made possible by federal traffic safety funds administered by IDOT.

The Board of Directors of the Homewood Area Chamber of Commerce recently elected Rodney Young Jr. to lead the organization as their next President. Young has lived in the Village of Homewood for about three years and said that his love for the Homewood community coupled with his natural knack for entrepreneurship has made this new opportunity a perfect fit for him.

The Homewood Area Chamber of Commerce is a non-profit organization made up of business professionals who work to strengthen the business community in not only Homewood but also the nearby Village of Flossmoor and Village of Glenwood. The Chamber was organized to help advance the commercial, industrial, civic, and

general interest of these three Villages, according to information from the Homewood Area Chamber of Commerce website.

“The Homewood Area Chamber of Commerce is a local and independent group that really serves the business community through advocacy and through providing resources, services, and connections to strengthen the local economy,” said Young.

Young said that he has been interested in entrepreneurship since he was about nine years old and grew up learning about business from his mother who was also an entrepreneur.

“I’ve always had a natural knack for entrepreneurship. My mother is an amazing entrepreneur and I grew up underneath her wing learning the ins and outs of business.

Entrepreneurship was something that was definitely a family gift,” said Young.

From running his own lawn care service as a teenager to selling art in college to finding success in the music industry, Young said he has an expansive history as an entrepreneur which makes him uniquely qualified to lead the Homewood Area Chamber of Commerce.

As the new Board President for the Homewood Area Chamber of Commerce, Young said he plans to approach things a little bit differently than how it was done in the past.

Instead of focusing his efforts on growing membership numbers, he said that he plans to expand the services that the Chamber provides as a way to draw in more businesses.

“Chambers all over have been suffering for the last few years, in terms of dropping membership, and we’re definitely no exception.

The chamber has to become more relevant to the changing community and to the changing

business scene,” said Young.

With Young as their leader, the Homewood Area Chamber of Commerce Board of Directors is committed to becoming more service-oriented for the business communities in Homewood, Glenwood, and Flossmoor.

“In the past, it has been more about membership and just driving membership and getting people to become members and to attend events. What we’re doing with the present board is we’re really looking to learn more of the needs of our local business community and how we can specifically service those needs. So, I would say that the big shift is really a shift on providing service versus just building membership,” said Young.

Although the number of people in prisons and jails in America has slightly declined, numbers released on Thursday, April 25, by the Bureau of Justice Statistics still show that nearly 1.5 million individuals were in prison by the end of 2017.

The statistics also note that the U.S. continues to lock up more people than any other nation. And, despite a narrowing disparity between incarcerated black and white women, females have emerged as the new face of mass incarceration.

“I don’t think this should be much of a surprise as two of the main for-profit prison companies were founded around the same time,” said Ron Stefanski, whose website prisoninsight.com, works to hold prisons accountable for the treatment of current, former and future inmates.

“When these for-profit companies were created, they found a way to generate revenue off of inmates and this led to a huge influx of prisoners, both male and female,” Stefanski said.

In 2000, black women were incarcerated at six times the rate of white women, but in 2017, black women were imprisoned at less than double the rate of white women, according to the latest information.

The number of white women in prison has increased by more than 40 percent since 2000 while the number of black women incarcerated has fallen by nearly 50 percent.

The most recent report from the Prison Policy Initiative revealed that, looking at the big picture shows that a staggering number of women who are incarcerated are not even convicted with one quarter of the women behind bars having not yet gone to trial.

Sixty-percent of women under the control of local authorities have not been convicted of a crime and adding to the picture of women in local jails, aside from women under local jurisdictions, state and federal agencies pay local jails to house an additional 13,000 women, according to the Prison Policy Initiative.

For example, ICE and the U.S. Marshals, which have fewer dedicated facilities for their detainees, contract with local jails to hold roughly 5,000 women – so the number of women physically held in jails is even higher.

According to the Prison Policy Initiative, avoiding pre-trial incarceration is uniquely challenging for women.

The number of un-convicted women stuck in jail is surely not because courts are considering women, who are generally the primary caregivers of children, to be a flight risk, according to the Prison Policy Initiative report. www.thechicagocitizen.com

The far more likely answer is that incarcerated women, who have lower incomes than incarcerated men, have an even harder time affording cash bail.

When the typical bail amounts to a full year’s income for women, it’s no wonder that women are stuck in jail awaiting trial, the report’s author said.

Even once convicted, the system funnels women into jails: About a quarter of convicted incarcerated women are held in jails, compared to about 10 percent of all people incarcerated with a conviction.

Also, while stays in jail are generally shorter than in stays in prison, jails make it harder to stay in touch with family than prisons do.

Phone calls are more expensive, up to $1.50 per minute, and other forms of communication are more restricted – some jails don’t even allow real letters, limiting mail to postcards.

This is especially troubling given that 80 percent of women in jails are mothers, and most of them are primary caretakers of their children.

Thus children are particularly susceptible to the domino effect of burdens placed on incarcerated women, the report’s author said.

Black and American Indian women are markedly overrepresented in prisons and jails, according to the report.

Incarcerated women are 53

percent White, 29 percent Black, 14 percent Hispanic, 2.5 percent American Indian and Alaskan Native, 0.9 percent Asian, and 0.4 percent Native Hawaiian and Pacific Islander.

“While we are a long way away from having data on intersectional impacts of sexuality and race or ethnicity on women’s likelihood of incarceration, it is clear that Black and lesbian or bisexual women are disproportionately subject to incarceration,” Prison Policy Initiative Author Aleks Kajstura said.

Three out of four women under control of any U.S. correctional system are on probation, according to Kajstura.

Probation is often billed as an alternative to incarceration, but instead it is frequently set with unrealistic conditions that undermine its goal of keeping people from being locked up, she wrote for the Prison Policy Initiative.

For example, probation often comes with steep fees, which, like bail, women are in the worst position to afford.

Failing to pay these probation fees is often a violation of probation.

Tom Joyner Foundation Launches Exciting New Podcast – HBCUBiquity – Featuring Interviews, Discussions and Analysis about HBCUs The Tom Joyner Foundation recently announced the launch of HBCUbiquity, a new hour-long podcast featuring interviews, discussion and analysis about historically black colleges and universities, hosted by Thomas Joyner, Jr., president and CEO of the 22-year-old Foundation.

The podcast, available weekly on the reVolver Podcast Network and downloadable on all platforms (e.g. iTunes, GooglePlay, Spotify) and on its website HBCUbiquityPodcast.com will engage a wide range of guests, including presidents of HBCUs, faculty, alumni, students, parents and other supporters.

“The Foundation has actively hosted panels and discussions over the years on the Fantastic Voyage and at the Tom Joyner Family Reunion,” Joyner Jr. said.

“This podcast is our chance to have a yearround conversation about our HBCUs. We want to go beyond the typical rhetoric,

and have meaningful conversations.”

HBCUbiquity, produced by the Tom Joyner Foundation, is a weekly podcast that offers in-depth, honest and straightforward conversations with administrators, faculty, students, celebrities and experts about the future of HBCUs, fundraising, accreditation, student recruitment and enrollment as well as the accomplishments of faculty who are doing interesting research, student scholars about their current accomplishments and alumni who are making a difference in their communities, and topical trends and issues related to the African-American community.

The inaugural show features an insightful overview of the foundation’s history, its programs and how HBCUbiquity represents the dawn of a new era for the nonprofit. In future shows, Joyner will get in-depth on the current and future of the

CIAA, including interviews with Jacqie McWilliams, the CIAA commissioner, and special conversation with Dr. Anthony Davis, special consultant to Livingstone College.

An episode on Bennett College’s fight for survival will feature a rare interview with its interim college president, Dr. Phyllis Worthy Davis who will share some of her strategies on navigating the institution through this difficult period. On that same episode, longtime Talladega College President Dr. Billy C. Hawkins discusses his experiences and successes in getting an HBCU’s accreditation restored.

“All of these issues make women particularly vulnerable to being incarcerated not because they commit crimes, but because they run afoul of one of the burdensome obligations of their probation supervision,” Kajstura said.

Still, she noted in the report that the picture of women’s incarceration is far from complete, and many questions remain about mass incarceration’s unique impact on women.

“Based on our analysis in this report, we know that a quarter of incarcerated women are un-convicted,” she wrote in the report.

Kajstura continued: “But is that number growing? And how do the harms of that unnecessary incarceration intersect with women’s disproportionate caregiving to impact families?

“Beyond these big picture questions, there are a plethora of detailed data points that are not reported for women by any government agencies, such as the simple number of women incarcerated in U.S. Territories or involuntarily committed to state psychiatric hospitals because of justice system involvement.”
