The Trump administration recently declared, in the midst of the coronavirus emergency, that it would suspend the United States’ financial support for the World Health Organization, a United Nations agency that coordinates a wide range of international health efforts. The United States typically contributes more than US$400 million per year to the organization, roughly 15% of its annual budget.

In announcing the suspension of U.S. funding, Secretary of State Mike Pompeo claimed that WHO had failed to provide “real information about what’s going on in the global health space.” President Trump suggested that the agency had colluded with the Chinese government in withholding information about the nature of the outbreak: “I have a feeling they knew exactly what was going on,” he said. And he sought to deflect blame for his administration’s disorganized response by pinning responsibility on global health officials: “So much death has been caused by their mistakes.”

To assess these claims, it is important to understand the context in which WHO officials make critical decisions at the early stages of a disease outbreak. As I explore in my recent book, “Unprepared: Global Health in a Time of Emergency,” WHO is constrained in its ability to gather knowledge about disease outbreaks and to intervene in national settings. It must rely on national governments for information about an outbreak and for permission to send investigators to learn more details.

The agency’s power is limited to providing technical assistance and issuing recommendations.

Critical moments of decision In January 2020, infectious disease experts scrambled to understand key aspects of the novel coronavirus, such as its rate of transmission and its severity. At that point, it was not yet possible to know exactly what was going on with the disease. Nonetheless, WHO officials had to make urgent decisions – such as whether to declare a global health emergency – in a situation of uncertainty.

mation about what is happening in the global health space can be known only in retrospect, once data on the event has been gathered, analyzed and disseminated by the scientific community.

Two other recent global health emergencies are instructive: the 2009 H1N1 influenza pandemic and the 2014 Ebola epidemic. In the aftermath of each of these outbreaks, WHO was sharply criticized for its early response.

When a novel strain of H1N1 influenza was first detected in the spring 2009, global health officials feared that it could spark a catastrophic pandemic. Within weeks of the virus’s appearance, WHO officially declared a global health emergency. The declaration urged countries to put their existing pandemic preparedness plans into action. In response, a number of national governments implemented mass vaccination campaigns, making advanced purchases of millions of doses of H1N1 vaccine from pharmaceutical companies.

Over the next several months, as the vaccine was manufactured and vaccination campaigns were implemented, epidemiological studies revealed that H1N1 was a relatively mild strain of influenza, with a case fatality ratio similar to that of seasonal flu.

In many countries, when the H1N1 vaccine finally became available in the fall 2009, there were few takers. National governments had spent hundreds of millions of dollars on campaigns that immunized, in

some cases, less than 10% of the population.

Critics in Europe accused WHO of having exaggerated the pandemic threat in order to generate profits for the pharmaceutical industry, pointing to consulting arrangements that the agency’s influenza experts had with vaccine manufacturers.

According to one prominent critic, the WHO declaration of a health emergency in response to H1N1 was “one of the greatest medical scandals of the century.”

A later investigation exonerated the WHO experts from wrongdoing, noting that the severity of the disease had not yet been determined when vaccine orders were made, and that “reasonable criticism can be based only on what was known at the time and not on what was later learnt.”

Retrospective criticism Five years later, in the aftermath of the Ebola epidemic in West Africa, WHO officials again found themselves under sharp attack for their initial response to a disease outbreak. This time, officials were accused not of acting too hastily but rather of having failed to act in time.

At the earliest stages of the epidemic, in Spring 2014, the agency’s experts did not consider the event to be a “global emergency.” Based on prior experience, they felt that Ebola, while dangerous, was easily containable – the disease had never killed more than a few hundred people, and had never spread much beyond its initial site of occurrence. “We know Ebola,” as one expert recalled the early stages of response. “This will be manageable.”

It was not until August 2014, well after the epidemic had spun out of control, that

WHO officially declared a global health emergency, seeking to galvanize international response. By this point it was too late to avoid a region-wide catastrophe, and multiple critics assailed the agency’s slow response. “WHO’s response has been abysmal,” as one commentator put it. “It’s just shameful.”

Whose failure?

Today, as the world confronts the coronavirus pandemic, the agency finds itself again under a storm of criticism, now with its very financial survival under threat.

To what extent can we say that the agency did not provide adequate information in the early stages of the pandemic – that it failed to “do its job,” in Secretary of State Pompeo’s scolding words?

It is worth remembering that we are still in the early stages of the event as it unfolds, still seeking answers to critical questions such as how quickly the virus spreads, what its severity is, what proportion of the population has been exposed to it, and whether such exposure confers immunity. We also do not yet know whether the Chinese government fully informed global health officials about the seriousness of the initial outbreak. We do know, however, that while WHO made its most urgent call for vigilance by national governments in late January, with the declaration of a global health emergency, it was not until nearly two months later that the U.S. began – haltingly – to mobilize in response.

Chemists look for ways to Assess and improve indoor air quality Continued from page 1 In a city teeming with traffic, it’s common to smell exhaust and other air pollutants on the street. Fluctuations in outdoor air quality can cause changes in indoor air pollution, which can lead to respiratory and cardiovascular diseases, cancer, and can adversely affect pregnancies, according to the National Institutes of Health.

Chemists at the University of Wisconsin-Madison are working to better understand how air quality fluctuations outside of a building affect the composition of air inside. The project is a collaboration between the Department of Chemistry and Johnson Controls, which works in heating, ventilation, air conditioning and smart building technology.

“The building is alive and responds to episodic changes in air quality,” says chemist and lead researcher Tim Bertram, citing increases in wildfires and exhaust from traffic flow. “An air filtration system that could respond to those changes would offer the benefits of clean air, without a continuous cost.”

To make this idea a reality, the researchers must first determine how the quality of outside air affects the air inside a building and if changes in air quality can be assessed quickly enough to make filtration decisions. To do so, the Bertram group teamed up with Boston-based QuantAQ to deploy four outdoor air quality sensors around the Department of Chemistry’s building complex in Madison and one within the building.

“We want to know if we can measure air quality around the building,” Bertram says. “We also want to determine what

controls the variability of local air pollution and if we can measure it fast enough to make a decision.”

Though other systems for air quality assessment already exist, information access takes too long to allow for immediate adjustments in filtration.

The QuantAQ sensor packages measure three sizes of particulate matter, as well as levels of ozone, nitric oxide, nitrogen dioxide, carbon monoxide, and carbon dioxide, any of which could lead to lung damage and other health problems.

The sensors also track meteorological data, including humidity, temperature, atmospheric pressure, wind speed and direction, solar irradiance, and noise.

The data are automatically uploaded to a server, allowing the scientists to assess possible correlations between things like the sun’s rays and an increase in ozone, or an increase in noise and the presence of an idling vehicle’s exhaust.

“We can see graphs that show how much of each pollutant is present and how it lines up with each sensor,” says Stephanie Richards, a graduate student on the project. “The system uploads five, one-minute averages every five minutes, so we get 60 points per hour, per sensor.”

Johnson Controls, which funded the research, may be able to use the results of this research to create technology that could determine when air filtration is needed, and building designers could use this research to determine the best locations for air intakes.

For now, the current project is focused on air quality correlations, which lets the researchers do what they do best.

“We get to focus on the chemistry problems of what’s happening around the building,” says assistant scientist Joseph Gord, “and how we might address any air quality issues.”

working with me to close gaps in care access throughout this pandemic,” Congresswoman Kelly said. “I updated them on the fourth response bill we passed last week in Washington that provides $75 billion for hospitals. Together, we’re working to ensure that our hospitals are getting what they need to care

for patients and protect their staff.”

positives, referrals, hospitalizations and deaths. The data will be used to prepare for future health care crises and highlight gaps in existing programs and efforts that must be closed.

Hospital leaders said they continue to care for a constant influx of COVID19 patients. They also

expressed a need for more testing sites and more personal protection equipment.

EarthxFilm 2020 Announces Filmmaker Awards EarthxFilm, presented by EarthX, recently announced this year’s filmmaker award winners and grant recipients, and gave away $20,000 in a virtual presentation on Sunday, April 26.

The award-winning films were led by Pippa Ehrlich and James Reed’s MY OCTOPUS TEACHER, which took home the EarthxFilm Best Feature Film Jury Prize and $5000, and Allison Otto and Maria Clinton’s THE LOVE BUGS was EarthxFilm’s Best Short Film Jury Prize and received $3000.

EarthxFilm Impact Awards and $2000 each went to Maria Wilhelm’s AKASHINGA: THE BRAVE ONES, Christopher Smith’s CURRENT SEA, Jared P. Scott’s THE GREAT GREEN WALL, and Alexander John Glustrom’s MOSSVILLE: WHEN GREAT TREES FALL. David Freid received the Creative Storytelling Award and $1000 for his films FERRYMAN AT THE WALL,THE RIVER IS ME, NOBODY DIES IN LONGYEARBYN. However, if anything, the film festival uti-

lized the ability to access those storytellers, and environmental leaders to a greater extent than ever before by having them tune in virtually.

Notable virtual attendees for the festival who participated in panels, intros, Q/As and musical performances included Jane Fonda, EarthxFilm alumni Louie Psihoyos (RACING EXTINCTION, THE GAME CHANGERS), Danni Washington, Jeff Orlowski (CHASING CORAL), Leilani Münter (RACING EXTINCTION), and Slater Jewell-Kemker (YOUTH UNSTOPPABLE). They joined filmmakers, music artists, and film subjects from this year’s film presentations, including Matthew Modine (RIPPLE EFFECT), Dereck and Beverly Joubert (OKAVANGO: RIVER OF DREAMS), N’Dambi and Classic Roots (TURNING TABLES).

The virtual EarthxFilm festival presentation also emphasized the EarthXR programming which has become not simply an integral part of the film festival, but in many ways one of the anticipated highlights each year.

In addition, music and dance were added (including an Opening Night presentation of EARTHXDANCE, a live-streamed DJ set featuring Classic Roots, a Toronto-based music producer and performer), joining the films, panels, and post-screening conversations to truly duplicate the “festival” experience that EarthxFilm has become known for.

TRAVEL Amusement Park Visits Will Take a Hit as Parks Delay or Shutter 2020 Season US amusement park visits are forecast to rise 2.2% yearly through 2024, according to Amusement Parks: United States, a report recently released by Freedonia Focus Reports.

Visits are expected to increase due to the addition of new rides and attractions as well as the ongoing growth in the use of season passes. Rising numbers of visits and increases in per-visit spending as ticket, parking, and food prices continue to rise are projected to boost revenue growth.

In order to generate additional revenue, many parks are expanding other services such as dining options and offering season passes for admission, food, or drinks.

However, ongoing uncertainty in the midst of the COVID-19 outbreak has driven many parks to shutter or delay opening for the 2020 season, heavily impacting visitation and revenues and limiting season pass purchases.

Regardless of when parks open,

visits over the near term will likely be restrained by consumer concern about congregating in public places.

These and other key insights are featured in Amusement Parks: United States. This report forecasts to 2024 the number of US amusement park visits and revenues in nominal US dollars. Illinois Department of Human Rights Releases Model Sexual Harassment Prevention Training Program The Illinois Department of Human Rights (IDHR) recently released its model Sexual Harassment Prevention Training program for Illinois employers in compliance with Public Act 101-0221 (commonly referred to as the Workplace Transparency Act).

Formerly Senate Bill 75, Public Act 101-0221 was signed into law by Governor Pritzker in August 2019. Under this Act, Illinois employers are required to train employees on sexual harassment

prevention by December 31, 2020, and on an annual basis thereafter. This requirement applies to all employers with employees working in the state. Employers must either develop their own sexual harassment prevention training program that equals or exceeds the minimum standards for sexual harassment prevention training outlined in Section 2-109(B) of the Illinois Human Rights Act (IHRA), or they may use the model training provided by the IDHR. Local business owner provides meal for testing site

Earl Walker wanted to thank some of the people on the front lines of the COVID-19 pandemic and decided to do something special to express his gratitude.

Walker, who’s the owner of W&W Towing Company, recently thanked those who were facilitating testing at the Markham COVID-19 testing Site, located at 3824 W. 159th St. by teaming up with restaurants, Ruby’s Soul Food, in Country Club Hills and 94West Steakhouse, in Orland Park, where he surprised members of the National Guard and other workers with a meal.

Walker said he wanted to start an initiative to pop in on different first responders, hospital workers and other people who have been on the frontlines of the COVID-19 pandemic.

“I wanted to start with none other than the National Guard at the testing facility because they’re the ones that pretty much are, in my opinion, putting their lives on the lines first,” he said. “They’re testing individuals and pretty much coming into contact with the individuals

first and I felt that oftentimes, they are being overlooked.”

Walker said he wanted to show his gratitude by providing the meals.

There was also live musical entertainment from gospel music recording artist Kim Stratton. Markham Mayor Roger Agpawa and Robbins Mayor Tyrone Ward, as well as Cook County Commissioner Deborah Sims, D-Dist. 5, and Illinois State Representative Debbie Meyers-Martin, were also in attendance.

Walker said, because of COVID-19, his income has been cut in half, along with the amount of calls he has received for use of his tow trucks. Even his business with municipalities has been slow due to the virus.

“A lot of people aren’t traveling as much now, so we’re not getting that type of traction,” he said, “leaving us pretty much with nothing to do. So, I’ve had to cut my drivers’ hours, cut their time, cut their pay, trying to keep everything afloat.”

Walker said he partnered with 94West Steakhouse to finance food, the restaurant cooks the food and they help distribute the food to first responders.

“While our employees and other staffers have not been able to perform our normal operations, we do see a need to give back to the people who protect us on a daily basis,” said Brian Sord, of 94West Steakhouse.

“We are proud to join this effort.”

Walker also has been doing a sixweek initiative to provide non-perishable items to senior citizens, who were not able to get out because of COVID-19.

He said he is going to provide

food to hospitals in the south suburbs, including Ingalls and St. James and they “pretty much” have a layout of the various hospitals, as well as fire departments and police departments that they are going to.

In April, Walker teamed up with fashion designer Barbara Bates to provide more than 1000 masks for Chicago Police officers who were attending the funeral of Sargent Clifford Martin, a CPD officer who died from COVID-19. Walker said

At first, the idea was to hire musicians in New Orleans, the fried chicken chain’s hometown, where jazz clubs and other establishments are shuttered due to the coronavirus pandemic. But Popeyes soon realized that musicians are looking for work nationwide, so it’s searching broadly for people to record videos of their takes on the jingle for a chance to be selected.

The chosen musicians’ work will be used in TV and radio spots. Popeyes says it will pay a one-time fee to the musicians for the use of their recordings, but declined to divulge the payment terms.

plenty of family-sized meals. After a blip in business in the last two weeks of March, when sales were about flat with a year ago, Popeyes’ daily same-store sales returned to pre-COVID-19 levels by the end of April, parent company Restaurant Brands International said recently in a news release.

Popeyes is asking musicians to submit their recordings through social media with the hashtag #LoveThat Jingle.
