Community Health Centers Make Fast Gains in Vaccinating Populations Hit Hardest by COVID Continued from page 1 Community Health Centers are doubling their pace in vaccinating minority and ethnic populations against COVID according to recent data released by the Kaiser Family Foundation (KFF).

People of color made up the majority of people who received vaccinations at health centers, including 59 percent of people receiving the first dose and 54 percent of people receiving the second/final dose of the vaccine.

These data suggest that people of color represent greater shares of vaccinations at health centers compared to their shares nationally, based on data reported by the CDC. These findings also signify the success of

the partnership between the Biden Administration and health centers to advance equitable access to COVID-19 vaccinations. This partnership involves the allocation of vaccines directly to health centers starting in January 2021 and critical funding support through the recently enacted American Rescue Plan.

Health centers are reaching people of color at a higher rate than overall vaccination efforts, according to KKF. Indeed, the brief notes that the “share of first doses administered to people of color at health centers has grown from 34 percent to 64 percent as of April 2.” The KFF data tracks with data from the field collected by the National Association of Community Health Centers (NACHC)

through the recently released report: Health Centers on the Front Lines of COVID-19: One-Year Review.

“There is a lot of determination and urgency in the race to get as many people as possible vaccinated and stop the spread of the virus across the health center community,” said Ron Yee, chief medical officer. “The success is happening at the local level, where health centers are lowering risk perceptions about the vaccines through their role as trusted messengers and also forming key partnerships with churches, civic organizations, community groups and schools, etc. They are also launching mobile vans and pop up clinics, meeting people where they are. Vaccinations are a job health centers

have traditionally carried out and underscore how they are ideally suited to meet this historic effort to stop a global pandemic and ensure equity in hard hit communities.”

Health centers care for 30 million people nationwide; 63 percent of their patient population are members of a racial or ethnic minority, a population which has suffered higher infection and mortality rates from COVID. Since they began fighting on the frontlines of COVID more than one year ago, health centers have initiated more than 4 million vaccines and tested more than 10 million patients for COVID. More than half of patients who have been tested (61 percent) are racial/ethnic minorities and 1.3 million have tested positive for the virus.

Biden gives Congress his vision to ‘win the 21st century’ – scholars react

BY KARRIN VASBY ANDERSON, IVORY A. TOLDSON & VERONIKA DOLAR President Joe Biden spoke to Congress April 28, 2021, with a historic duo flanking him: two women, one of them African American. Vice President Kamala Harris called the proceedings to order; Speaker of the House Nancy Pelosi made the formal introduction of Biden to Congress. We asked three scholars to provide reactions to Biden’s speech, which began with a recounting of his administration’s accomplishments during its first 100 days and ended with his plea for unity so that America can “deliver on its promise.”

A return to normalcy Karrin Vasby Anderson, Professor of Communication Studies, Colorado State University The visual backdrop to Biden’s address to Congress highlighted what was unusual and extraordinary this year, from the masks and social distancing that signaled the continuation of the pandemic, to the two women flanking the president.

“Madam Speaker, Madam Vice President. No president has ever said those words from this podium … and it’s about time,” he said.

The rest of his address was designed to further return a sense of normalcy to presidential communication that was often absent from Donald Trump’s freewheeling – and sometimes rambling and abusive – rhetorical approach.

Communication scholars Karlyn Kohrs Campbell and Kathleen Hall Jamieson explain that presidents’ annual addresses to Congress usual-

ly do three things: promote values; assess issues; and propose policy.

Biden promoted familiar values of American optimism, success and exceptionalism. He assessed a long list of issues facing Americans, from the pandemic to jobs, the environment to foreign policy. And he proposed a slate of policies arguably more ambitious than anything promoted from the presidential platform since Lyndon B. Johnson stumped for “The Great Society.”

Using antithesis – where two opposites are used for contrast – to draw a distinction between himself and his predecessor, Biden urged that America “is rising, choosing hope over fear, truth over lies, and light over darkness.” He also peppered his speech with alliteration, heralding “100 days of rescue and renewal,” after emerging from an “abyss of insurrection and autocracy, pandemic and pain.”

Biden explicitly invoked a famous presidential address: Franklin Delano Roosevelt’s “Arsenal of Democracy,” in which FDR tried to coax a reluctant nation to care about Adolf Hitler’s march across Europe.

For Biden, the COVID-19 vaccines are part of America’s 21st-century arsenal enabling a peaceful return to international dominance.

In fact, many of the policies of care outlined in Biden’s speech were couched in the language of competition. He noted that Chinese President Xi Jinping was “deadly earnest” about China becoming “the most significant and consequential nation in the world,” and he urged that for the U.S. “to win that competition for the future,” a “once-in-a-generation investment in our families and our children” is needed.

The language of international

competition is particularly well tuned to American ears. Even most of the Republicans in the audience rose to their feet when Biden concluded with the refrain that “it has never, ever, ever been a good bet to bet against America.”

More money for Pell Grants, HBCUs and Tribal Colleges Ivory A. Toldson, Professor of Counseling Psychology, Howard University Biden mentioned historically Black colleges and universities, also known as HBCUs, as well as tribal colleges and other minority serving institutions, signaling that they are a significant part of his agenda. These colleges and universities have been shown to improve outcomes for students who have been traditionally underrepresented in higher education.

Biden also mentioned increasing Pell Grants. President Obama used a similar strategy when striving to provide funding to institutions of higher education that serve underrepresented students. Although most students at HBCUs are eligible for the Pell grant, Pell grants can be used at any institution of higher education. For this reason, some leaders of minority serving institutions consider it disingenuous to see increases in Pell grants as a unique benefit to minority serving institutions.

Biden’s spirit and tone suggested that he considered himself to be a champion of institutions of higher education that serve low-income and historically underrepresented students. He noted that these institutions have smaller endowments but nevertheless have talented students. He also noted his wife’s affiliation with a community college.

The Biden and Harris ticket is the

first Democratic ticket since 1984 without an Ivy League grad.

Before the speech, President Biden released his budget proposal. The proposal calls for US$109 billion for two years of free community college and $39 billion to cover the cost of tuition for students at HBCUs, tribal colleges and universities and other minority-serving institution. This is similar to President Obama’s 2015 budget proposal. Universal higher education is necessary to achieve educational equity in the United States, so this is a proposal that I hope will gain traction.

Restoring the American dream Veronika Dolar, Assistant Professor of Economics, SUNY Old Westbury The U.S. has long prided itself on providing opportunities that help Americans climb the economic ladder and earn higher incomes than their parents. Some call it the “American dream,” but to economists like me, it’s known as upward social mobility.

Social mobility in the U.S. has been slipping for decades. While the vast majority of Americans born in the 1950s and 1960s earned more than their parents did, barely half of millennials can say the same – the first generation in U.S. history for whom that’s true.

Biden’s $1.8 trillion American Families Plan aims to reverse that, primarily by making what he called in his speech a “once-in-a-generation investment in our families and our children.”

One big part of that is $200 billion for universal preschool for all 3- and 4-year-olds. Research shows that childhood programs targeting disadvantaged families have substantial beneficial impacts on children’s health, future wages and education

levels. This not only makes them more socially mobile but also boosts the broader economy.

Biden also wants to spend $225 billion to provide workers 12 weeks of paid family and medical leave.

The U.S. remains one of only a few countries without any national paid family leave policy. Just 17% of U.S. private-sector workers have access to paid family leave through their employers, and it’s even less for low-income workers.

There are myriad health and other benefits for children whose parents receive paid family leave, primarily stemming from the increased regularity of baby checkups, higher immunization rates and more years of school.

A study found that after Norway introduced four months of mandatory paid leave, high school graduation and college attendance rates climbed, and children’s future earnings increased.

Gains were greatest for children with less educated mothers.

The plan also includes $225 billion for more affordable child care, which studies show can improve children’s health and increases the labor force participation and employment rates of low-income mothers.

The price tag is high, and it will take time to see a return. But numerous studies have shown these types of investments are the best way to promote long-term economic growth and social mobility.

NEWS Over 400,000 Viewers Tune-In to Court TV for Chauvin Trial Verdict More than 400,000 viewers – the most since the network relaunched - tuned into Court TV to watch the verdict in the Derek Chauvin trial on April 20.

April 20 was the most-watched day since Court TV was rebooted in May 2019 with increases as high as +10 times the pre-Chauvin trial time period average. The network’s trial coverage itself was up more than +330 percent.

In terms of streaming viewing, Court TV was up more than 20 times for the trial and more than 40 times for the verdict versus the pre-trial average.

Forty-six-year-old African American George

Floyd was killed on May 25, 2020, in Minneapolis while being arrested for allegedly using a counterfeit bill. Footage showing Minneapolis police officer Chauvin kneeling on Floyd’s neck while three police colleagues looked on, went viral on social media and sparked a global movement protesting against police brutality and racism. Chauvin was tried separately and was found guilty on all charges: second-degree unintentional murder, third-degree murder and second-degree manslaughter. The three other officers, charged with aiding and abetting murder, will be tried later this year; Court TV will air the trial.

More than 4 in 10 Americans Breathe Unhealthy Air, People of Color 3 Times as Likely to Live in Most Polluted Places A new report from the American Lung Association finds more than 4 in 10 people (135 million) in the U.S. live with polluted air, placing their health and lives at risk. The 22nd annual “State of the Air” report shows that people of color were 61% more likely to live in a county with unhealthy air than white people, and three times more likely to live in a county that failed all three air quality grades. While the report finds some improvements in the nation’s air quality, according to a press release,

in many parts of the country, climate change is making air quality worse.

“This report shines a spotlight on the urgent need to curb climate change, clean up air pollution and advance environmental justice,” said American Lung Association President and CEO Harold Wimmer. “The nation has a real opportunity to address all three at once – and to do that, we must center on health and health equity as we move away from combustion and fossil fuels to clean, renewable energy.”

Artists from 50 States and 2 Countries Support the Ashes to Art Project Artwork featuring charcoal from devastating Cameron Peak and surrounding wildfires will be sold during an online auction happening now through May 15.

All proceeds from the auction will equally benefit the Poudre Canyon Fire Protection District and the Rist Volunteer Fire Department – two volunteer fire departments that were financially devastated working tirelessly for months to contain and extinguish the summer wildfires.

The 2021 Ashes to Art Project co-founded in 2012 by Lori Joseph and Tim O’Hara after the High Park Fire, asked artists across the country to donate art – ranging from paintings to jewelry to sculptures – to be sold in an online auction.

Charcoal from the wildfires is incorporated into each piece of art. Work created by artists from Columbia, South America and Great Britain are also featured this year. About 100 pieces of art will be available for bidding.

Chicago History Museum Awarded Grant from National Endowment for the Humanities The Chicago History Museum this month received a $376,503 grant from the National Endowment for the Humanities (NEH) in the public humanities category to support the upcoming exhibition, City on Fire: Chicago 1871.

The family friendly exhibition commemorates the 150th anniversary of the Great Chicago Fire and will guide guests through the crucial events and conditions before, during, and after the fire – many of which draw striking comparisons to today’s social climate. City on Fire: Chicago 1871 opens to the public on October 8, 2021.

“The Great Chicago Fire of 1871 is part of the fabric of Chicago, shaping the city’s strength and resilience that defines us today,” said Donald Lassere, president and CEO of the Chicago History Museum.

“We are grateful to NEH for allowing us to further our mission to share Chicago stories by making this

pivotal history available for visitors of all ages and interests.”

The Chicago History Museum is one of 225 organizations that received grants from NEH, all directly supporting the preservation of historic collections, humanities exhibitions and documentaries, scholarly research, and curriculum projects.

NEH grants totaled $24 million across the country.

This grant will also support public programs and educational opportunities related to City on Fire: Chicago 1871.

Created in 1965, NEH is an independent federal agency and one of the largest funders of humanities programs in the United States. NEH awards grants to top-rated proposals examined by panels of independent, external reviewers.

RV Rental Bookings are up 846% in April with a Promising Summer Season Ahead The world’s first and largest peer-to-peer RV rental marketplace, RVshare, reveals that bookings are surging ahead of the summer travel season. April reservations are up 846% from this time last year. At the onset of COVID-19, all travel came to a halt until National Parks reopened. Then, RVshare saw a huge influx of bookings as people yearned to get outside and connect with nature. Now a year later, RVshare predicts another summer of record-setting bookings, cementing RV travel as a category that is here to stay.

According to a Phocuswright Consumer Travel Survey in partnership with RVshare, more than a quarter (28%) of travelers have rented an RV for leisure travel and the majority want to do it again. In fact, 84% of travelers who rented an RV last year are interested in renting again in the next 12 months, and 81% are interested in renting an RV even after the COVID-19 pandemic.

“RVshare will have another successful summer as bookings are already flooding in by the thousands,” said RVshare’s CEO Jon Gray. “We are bullish about our future and these survey results help paint the picture. RV travel has captured the interest of millions and with post-trip satisfaction being high it is a recipe for success.”

The continued interest of RV travel will be fueled by the desire to get outdoors, which is predicted to thrive past its pandemic-induced popularity. Sixty-one percent of millennials, the largest population of travelers, agree that outdoor travel is more appealing now than ever.

With more than half of RV trips taken by families in 2020, younger travelers (Gen Z and Millennials) and travelers with children are most likely to rent RVs in 2021 and beyond.

Campgrounds are a popular RV destination, but past renters agree that they are interested in exploring desti-

nations beyond traditional campgrounds. The appetite for renting a RV for a musical festival or sporting event will grow post-pandemic.

3) Limit food waste.

To best limit food waste, focus on appliances that keep your food fresher longer and organize your refrigerator to keep items in view. A recent study found that Americans toss 103 pounds of spoiled food per year - that's roughly $3,000 wasted annually.
