New Amazon facility set for University Park Continued from page 1

A new Amazon distribution and warehousing facility is set for University Park. The $150 million facility will be 1.2 million square feet and has the potential to bring more than 800 jobs to the Southland suburb. Construction began on the week of April 13, west of Cicero Avenue and east of I-57.

“Amazon is excited to announce our continued investment in Illinois with a new operations facility in University Park,” Amazon said in a statement. “More than 800 new, full time employees at the more than one million square foot fulfillment center will pick, pack and ship large customer items, such as sports equipment, patio furniture, kayaks, bicycles and larger household goods.”

According to University Park Mayor Joseph E. Roudez III, it started with a call on Nov. 8,

between himself and a representative from the company. And after that, Amazon and University Park decided to move forward and negotiate terms. Then, there was a meeting with the developers.

“I was sworn to an NDA, a non-disclosure agreement, which made it extremely difficult and challenging on how to get things passed with my board of trustees, because as everybody speaks about nowadays, transparency,” he said. “So, I was under this non-disclosure [agreement] since Nov. 10 and able to talk to my village board members and tell them that there’s a fantastic project and that it had the potential to bring 800-plus jobs.”

It started out as Project Bluebird and was estimated to be about 650,000 square feet and employing about 4-500 people. Then, they changed the project to Project Condor, making it a $150 million project at 1.2 million square feet.

“We’re doubling up and we’re making not just a big impact on University Park, but on the Southland region,” Roudez said.

Roudez said a majority of the members on the village board were in support of the project, but the only people other than Roudez who knew about the deal was Village Manager Ernestine Beck-Fulgham and TIF Attorney Kathy Orr. “I know this is a project that can definitely change the face of University Park and give us that market presence as a community that we can be a vital source, not just in Eastern Will County, but in the Southland, period, and the state, with the third largest industrial park in the state,” he said. “It is a huge opportunity and the residents really deserve to have something for their tax dollars, to have [the] opportunity to have employment close to home and a decent living for their family.”

Beck-Fulgham said in a statement that she believes the village is in an excellent position to bring more companies to University Park.

“We have the infrastructure in place and economic development incentives to be competitive. Now, we are seeing the fruits of our labor and a direct benefit to our residents who get hiring preferences and homeowners who get property tax relief,” she said.

Roudez said it’s a win-win for everybody and it was a tough negotiation, but in the end, it all worked out. He added the location is ideal because it is right next to the expressway and said the location will also help University Park develop the Cicero Corridor. The hope is that it will bring retail to the site.

“University Park is going [to] have a whole new look, rebranding, repurposing,” he said.

“That was my campaign stump to rebrand and rebuild and get this town to move,” Roudez stated.

Some states more ready for mail-in voting than others

When Wisconsin voters and officials sought to adapt the state’s spring elections to better observe social distancing guidelines, the U.S. Supreme Court refused. One of the changes state officials had asked for was extra time so voters could cast their ballots by mail.

The coronavirus outbreak is set to last for months or even years. What will that mean for the elections – including the presidential one in November – that are on the way?

Calls have come from many quarters, both Democratic and Republican, to let all Americans vote by mail.

The Constitution gives the states the primary responsibility for running elections. Some states are more ready for mail-in voting than others – though congressional action could resolve the matter nationwide.

5 states are already there; many more are close Colorado, Hawaii, Oregon, Washington and Utah already have full “vote-by-mail” systems. In the weeks before an election, election officials mail a ballot to every registered voter. Voters can choose to vote in person if they wish, but the vast majority vote remotely by either mailing in or dropping off

their ballots.

Three states – California, Nebraska and North Dakota – let individual counties set up vote-by-mail systems, but have not adopted that approach statewide.

And 28 states and the District of Columbia allow what is called “no-excuse absentee voting.”

Under this rule, any registered voter can request an absentee ballot be mailed to them ahead of Election Day. Most states allow voters to apply for them online or by mail.

Voters receive the ballots by mail, along with a self-addressed, prestamped return envelope. They then fill out the ballot and mail it back, or drop it off, to election officials, who then tally the ballots as if they had

been cast in person.

None of these places would need to change their laws so that every voter could cast a ballot by mail in November.

But in Washington, D.C., and the 28 “no-excuse” states where voters have to apply for absentee ballots, election officials would have to prepare to handle a much larger number of applications – and to process the ballots once they’re sent back.

This would likely mean purchasing more blank ballots and envelopes, as well as buying or relocating vote-counting equipment, and assigning more staff to handle the paperwork involved.

Some states have strict rules There are 17 states that restrict who can get an absentee ballot.

They typically require voters to sign a statement certifying that they are ill or elderly, will be out of town, or will otherwise be unable to cast a ballot in person.

At least nine of those states – Alabama, Delaware, Indiana, Louisiana, Massachusetts, New Hampshire, New York, Virginia and West Virginia – have already loosened their rules to accommodate the public desire to follow social distancing recommendations, www.citizennewspapergroup.com

at least for upcoming state, local and primary elections. It is not yet clear whether those eased restrictions will continue to apply for the November election.

The other eight states in this group could loosen their rules too, by an order from the governor or the state’s top election official, or through a legislative change, depending on their situations. A Texas court has recently ordered such a change in that state, though the state’s Republican attorney general has said he will appeal.

However, most states have suspended their legislative sessions in the face of the outbreak. They might need to reassemble or devise a means for passing legislation remotely to make those changes.

A national plan?

Despite all these state differences, it is possible that the coronavirus pandemic will prompt Congress to create a set of rules that apply nationwide. Congress has done this in the past regarding the scheduling of federal elections, voter registration rules and other aspects of election processes.

That’s because Congress has the constitutional authority to impose its own regulations for the conduct of federal elections. Members

of Congress have already been discussing legislation that would require all states to allow vote-fromhome solutions for this November’s federal elections.

One such bill, introduced by Democratic Sens. Amy Klobuchar and Ron Wyden, would require every state to allow no-excuse absentee balloting by mail for federal elections.

Although a Democratic bill, vote-by-mail has support among Republicans too, and is in use in red states as well as blue ones. Despite claims to the contrary by some, there is no evidence that vote by mail would substantially favor either political party.

Federal laws would not require states to conduct state or local elections by mail, but most states would likely follow suit because it would be much easier to conduct the concurrent state and local elections by the same processes. That would allow more people to decide for themselves how to best protect their health, while also participating in the most fundamental part of a democracy – an election.

Landlord offers perspective on calls for rent strike

Due to economic hardships as a result of COVID-19, including layoffs and underemployment, people have called for freezes to paying rent, as well as rent strikes.

But one landlord says while those things will help the renter, it doesn’t help landlords who have to pay their mortgages on time and who aren’t getting a break.

Anthony McCaskill is the chairman of the South Suburban Regional Black Chamber of Commerce and represents more than 300 small businesses. McCaskill wrote a letter, “Rent is due, but seek cooperation from your landlord when in need.” In the letter, he said that while there is a focus on the health and safety of individuals during the current pandemic, he acknowledged financial strains are causing anxiety too.

“A lot of our members are landlords, including myself, I have several properties.

And, it’s already a struggle trying to collect rent without a strike or a freeze,” he said. “No one’s considering the small business owner or landlord when it comes to mortgages,” McCaskill said. Banks, like Chase and the

others, aren’t accepting the idea of tenants not paying their rent, he said. “They want their money.”

McCaskill said he’s all for helping others, but added he has tenants who are essential workers who are still employed and being paid.

“I don’t think that it’s fair if they’re still going to work they don’t have to pay rent, that’s crazy,” he said. “I understand all about helping people. At what point, where do the small businesses get help?”

McCaskill said he still has to make his mortgage payments and the county still wants the taxes for the properties that he owns.

“Someone had to say something. Unfortunately, a lot of people don’t have a platform to speak upon, but I do because I do own several pieces of property and I represent people who own property,” he said.

McCaskill said he is hearing from other landlords who own property and who are asking what will happen if there is a rent strike or rent freeze? He said if his tenants decided not to pay their rent, he would lose everything.

He said he’d have to file for bankruptcy and would lose everything he’s worked for over the last 26-27 years. “I would lose everything.

I would have to start over from scratch,” he said. “And then, I would have to rebuild my credit. I would have to beg and plead. And, I worked very, very hard to get to the point I’m at now, and so did other people.”

McCaskill said that while compassion and flexibility have always been there, he said communication between tenants and landlords is very important.

“If you are having trouble paying your monthly rent, communicate as soon as possible with your apartment manager about a payment plan that works for you both,” he wrote in the letter. “In many cases, landlords are waiving late fees and extending grace periods; they are likely already having some of these same conversation[s] with your neighbors,” he added.

McCaskill also listed resources for those who want to file for unemployment, the number to the Homelessness Prevention Call Center, as well as other resources for service workers and for those who receive tips.

He said he wants to give all of his tenants the opportunity to file for unemployment or to file for “whatever they can.” These resources help him to pay the mortgages so that in the end, both he and the tenant can keep the home.

Providing these resources will help tenants to “do what’s necessary to be successful,” he said.

USDA Increases Monthly SNAP Benefits by 40% The U.S. Secretary of Agriculture Sonny Perdue recently announced emergency benefit increases have reached $2.0 billion per month for Supplemental Nutrition Assistance Program (SNAP) households across all 50 states and 3 territories to increase food security during the coronavirus national emergency.

These emergency benefits represent a 40% increase in overall monthly SNAP benefits, significantly increasing food purchasing power for American families.

“These are unprecedented times for American families who are facing joblessness and hunger. USDA is providing a 40% increase in SNAP benefits to ensure that low-income individuals have enough food to feed themselves and their families during this national emergency,” said Secretary Perdue.

Currently, a household with two adults, 3 children, and no income can receive the maximum benefit of $768. However, due to reportable income and other factors, the average 5-person household receives significantly less, $528. These emergency benefits would provide the average 5-person household an additional $240 monthly in food purchasing power, bringing the average household up to the same benefit level as households already receiving the maximum.

The Families First Coronavirus Response Act (FFCRA), signed into

law by President Trump, provided for the issuance of emergency allotments in response to COVID-19.

Across the United States, emergency allotments total nearly $2 billion per month, which is in addition to approximately $4.5 billion in benefits already provided to SNAP households each month.

All SNAP households that are eligible to receive less than the maximum benefit will receive the emergency allotment supplement to bring them up to the maximum.

By law, SNAP households are not permitted to receive more than the maximum allotment.

SNAP emergency allotments allow states to raise benefits to the maximum amount for the household’s size for up to two months, and USDA has provided additional guidance to states that want to further extend these emergency allotments month by month as prescribed by the law, according to a press release.

Hawaii - approved recently- was the final state agency authorized to provide the emergency allotments, which are now authorized in all 50

states, Guam, the U.S. Virgin Islands, and the District of Columbia. States could request to provide an emergency allotment for current SNAP households beginning in March.

USDA is continuing to work closely with states so that supplements are provided in subsequent months as this public health emergency warrants, as outlined in FFCRA. In addition to this announcement, other actions include: -- Providing more than 227 million pounds of food – valued at $243 million through The Emergency Food Assistance Program (TEFAP), with another $850 million available from the FFCRA and Coronavirus Aid, Recovery, and Economic Stimulus (CARES) Act. -- Launching Pandemic-EBT (P-EBT) to provide the value of school breakfast and lunch to families eligible for free and reduce-price lunch; -- Issuing Disaster Household Distributions, food targeted to meet specific needs when traditional channels of food are unavailable, to 16 States and territories, and 29 tribes; -- Providing more than one million meals a week to rural children through public-private partnership Meals to You; -- Allowing states to serve free meals to children in all areas across more than 35,000 feeding sites nation-wide; -- Maximizing flexibilities, such www.citizennewspapergroup.com

as parent-pickup and meal times requirements, for the free meals provided through schools and other providers; -- Increasing access to online purchasing by expanding the online purchasing pilot to cover half of all SNAP households; -- Debuting “Meals for Kids” interactive site finder – to help families find meals for children while schools are closed; and -- Providing administrative flexibilities in the Supplemental Nutrition Assistance Program (SNAP) and the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC) to allow for social distancing and for State to more quickly process new applications.

Babyface Tests Positive for COVID-19, but is “So Blessed” Babyface, the award-winning music producer behind some of the biggest artists, songs and record label, LaFace records, revealed that he too had been stricken with COVID-19.

“I feel so blessed to be able to celebrate another birthday,” confessed the Grammy-award winning producer in an Instagram post. “I tested positive for the COVID-19 virus, as did my family,” he wrote.

“It’s an incredibly scary thing to go through, my friends,” the 62-year-old singer and songwriter shared. “I’m happy to report we have now tested negative and are on our way back to full health,” Babyface said in a news release.

Once a person is exposed the coronavirus, the body starts producing proteins called antibodies to fight the infection. As these antibodies start to successfully contain the virus and keep it from replicating in the body, symptoms usually begin to lessen and you start to feel better. Eventually, if all goes well, your immune system will completely destroy all of the virus in your system. Scripps National Spelling Bee Cancels National Finals The Scripps National Spelling Bee is canceling its 2020 national finals due to the ongoing concerns about the spread of the novel coronavirus and uncertainty around when public gatherings will be possible or advisable. This decision follows the Bee’s announcement on March 20 that it was suspending the national finals and hoped to reschedule. The Bee has determined there is no clear path to safely set a new date in 2020. This year marks the only time since World War II (1943-1945) that the Bee has canceled the national finals since the program’s inception in 1925. While plans for

the 2020 championship have ended, the Bee is engaging with students and parents by offering educational resources and social media-based learning opportunities. School enrollment season for 2021 opens May 1, 2020.

Beginning in August, teachers at enrolled schools will have access to spelling and vocabulary materials for the 2020-2021 school year, including suggestions and guidelines for conducting the spelling bee program in a remote environment. The 2021 Scripps National Spelling Bee is scheduled for June 1-3, 2021, in National Harbor, Maryland.

The American Bar Foundation Announces 2020-21 Access to Justice Faculty Scholars The American Bar Foundation (ABF) recently announced the 2020-21 cohort of ABF/JPB Foundation Access to Justice Faculty Scholars.

The six faculty scholars come from diverse academic backgrounds and focus on research that advances access to justice across the United States. This year’s class features six scholars who were selected by an Advisory Council from a highly selective pool of applicants. They each bring a wide range of tools to bear on the program’s core mission. The scholars will work on research projects, including: understanding how people seek legal help on the internet, examining how automated systems will impact access

The 45-minute webinar addressed tools and resources to help the African American community navigate through the pandemic and included a panel of experts in the fields of health, caregiving, financial security, and entrepreneurship.

Lorraine Miller and Chris Brown of Burrell Communications in Chicago coordinated the webinar, which was titled, “AARP – NNPA COVID-19 Black Media Update.”

Chavis, Jr., and AARP Vice President of Multicultural Leadership, Shani Hosten, the live program also marked the first appearance by renowned infectious disease expert and Meharry Medical College President Dr. James Hildreth as a member of the NNPA Coronavirus Task Force and Resource Center.

“Data is critical, and we’ve got to have testing, testing, testing,” Dr. Hildreth stated.

“Testing is our best hope to save lives.

I’ve been insisting this to the mayor of Nashville, the governor of Tennessee, and anyone who will listen. If we don’t do widespread testing, people are going to die, and that’s the bottom line,” he said.

COVID-19 is the deadly disease that’s caused by the coronavirus.There have been at least 25,603 deaths, and based on incomplete data, African Americans are disproportionately affected and represent the majority who’ve died from the virus.

“This is a particularly critical time for the African American community,” Hosten stated, noting the various resources AARP has developed, including a Black resources tool kit on its website.

Chavis stated that it’s essential to get accurate information out as much as possible to the Black community.

“We want to make sure that during this pandemic, we get information out that will help save Black lives,” he said.

Rita Choula, AARP’s director of caregiving and caregiving information resources, said providing care to family members has its own share of problems. Still, the coronavirus has made that all the more challenging.

“People are stressed and worried, not only about caring for themselves but protecting and caring for someone in the home or someone long distance,” Choula stated.

“It’s very important that there is increased conversation with nursing facilities

through virtual visitation and phone calls, which is what AARP is advocating.”

Cristina Firvida, AARP’s vice president of financial security and consumer affairs, noted that AARP has continued to advocate at the state and federal level for everyone struggling financially during the pandemic.

“Our friends, our families are hurting. We focused on how we can get more money in the hands of individuals as well as businesses,” Firvida said, adding that AARP lobbied that seniors also receive $1,200 stimulus payments. She said the original bill allowed for seniors to receive just $600.

Reginald Nance, AARP’s New York associate state director of multicultural outreach, noted the importance of fraud protection and emphasized that AARP has organized various forms of assistance for seniors nationwide.

“AARP community connections have mutual aid and support groups where they might help with grocery shopping, financial assistance, or emotional support,” Nance stated.

Dr. Hildreth wrapped up the webinar by noting that the federal government fell asleep at the wheel and could have prevented much of the mayhem caused by the coronavirus. He called the spread of COVID-19 “entirely predictable,” and noted that the lack of planning by the federal government obviously was bad news for African Americans.

Dr. Hildreth also stated his frustration with those who imply that African Americans are more susceptible to the virus.

“Absent a vaccine or a drug, the only way to protect our communities, which means to keep the virus out, is we have to have testing,” Dr. Hildreth stated. “We need to do what South Korea did, which is to identify the positive tests, do contact tracing, and screen everybody. We should have a nationally coordinated response because viruses don’t respect orders,” he said.

Dr. Hildreth continued: “You might have one state controlling the virus, but if the neighboring states don’t do that, we’ll find ourselves right back where we started. Data is critical. Many are saying that African Americans are more susceptible to the virus, and that’s absolutely not right. “We may be more susceptible to severe diseases and death, but the evidence doesn’t support that Black people are more susceptible to the virus. The only way to prove that is to have an equal number of African Americans and white exposed to the virus at the same time and determine who got infected at a higher rate. Without data to support this, those statements drive me crazy. We have to have more tests.”
