“The COVID-19 pandemic presented the graduating classes of 2020 and 2021 with a set of obstacles unlike any other, and they have proven that they were up to the task,” said Mary Schmidt Campbell, Ph.D., president of Spelman. “Although their lives were essentially put on pause, these two classes displayed resilience and courage, and thrived despite the tremendous challenges presented by the pandemic. We are excited to celebrate this milestone with our stellar graduates and their families.”

Due to closures related to the coronavirus pandemic, graduation celebrations for the class of 2020 were postponed until this year. Both ceremonies will take place rain or shine, and follow masking and physical distance guidelines in accordance with current COVID-19 restrictions to ensure the health and safety of graduates and guests.

Angela Y. Davis Davis’ leadership in addressing seminal equity and social justice challenges spans more than 50 years. Now a distinguished professor emerita in the Division of Humanities at the University of California Santa Cruz, she gained national attention in 1969 after being removed from her teaching position in the Philosophy Department at UCLA as a result of her social activism and her membership in the Communist Party.

In 1970, she was placed on the FBI’s Ten Most Wanted List on false charges and was the subject of an

intense police search that drove her underground and culminated in a trial that received global attention.

During her 16-month incarceration, a massive international “Free Angela Davis” campaign was organized, leading to her acquittal in 1972.

Over the last 25 years, Davis has lectured about racism, sexism, terrorism, LGBTQ rights, immigration, feminism, and the criminal justice system in all 50 states, as well as in Africa, Europe, the Caribbean, and the former Soviet Union. Named Time Magazine’s Woman of the Year in 1971 and a member of the National Women’s Hall of Fame, she has written articles and essays that have appeared in numerous journals and anthologies. Davis is the author of nine books, including “Angela Davis: An Autobiography,” and a new edition of “Narrative of the Life of Frederick Douglass, an American Slave.”

Danai Gurira Gurira is the first African woman to bring the perspective of African women to mainstream theater. The author of stage plays that give voice to untold narratives, Gurira creates works that have earned numerous awards, including “In the Continuum” (OBIE Award, Outer Critics Award, Helen Hayes Award), “Eclipsed” (Tony nomination: Best Play, NAACP Award, Helen Hayes Award: Best New Play, Connecticut Critics Circle Award: Outstanding Production of a Play), and “The Convert” (six Ovation Awards, L.A. Outer Critics Award).

For her role in “Black Panther,” Gurira won a People’s Choice Award, an NAACP Image Award and a shared SAG Award for Outstanding Performance by a Cast/Motion

Picture. Later that year, she reprised her role in “Avengers: Infinity War” and again in “Avengers: Endgame,” which went on to become the No.1 top grossing film in history.

Born in Iowa to Zimbabwean parents and raised in Zimbabwe, Gurira holds a master’s degree in fine arts from New York University’s Tisch School of the Arts. Despite her tremendous success as an actress and playwright, Gurira still finds time to help those in need. With a personal dedication to effect tangible change in gender equality and push global leaders toward real policy transformation, she is founder of Love Our Girls, which spotlights specific challenges faced by women. She co-founded of Almasi Arts Inc., an arts collaborative established to professionalize the dramatic arts industry in Zimbabwe through education, facilitation and collaboration with professional American dramatic artists and artistic institutions. In 2018, Gurira was appointed United Nations Women Goodwill Ambassador.

Pearl Cleage, C’71 2021 National Community Service Award Recipient Spelman alumna Pearl Cleage, the first poet laureate of the City of Atlanta, is a well-known writer and playwright whose works include three novels, a dozen plays, two books of essays and a book of short fiction.

Having spent the past several years as a playwright-in-residence at the Alliance Theater in Atlanta, Cleage is the author of “What Looks Like Crazy On An Ordinary Day,” which was an Oprah Book Club pick and spent nine weeks on The New York Times bestseller list.

Congresswoman Alma S. Adams, Ph.D. 2020 National Community Service Award Recipient Alma S. Adams, Ph.D., was elected to her fourth full term representing the 12th Congressional District of North Carolina on Nov. 3, 2020. After winning a special election in November 2014, Rep. Adams was sworn in immediately as the 100th woman elected to the 113th Congress. Her signature legislative accomplishment in Congress is the enactment of H.R. 5363, the Fostering Undergraduate Talent by Unlocking Resources for Education. The FUTURE Act permanently provides funding, totaling $255 million a year for all minority-serving institutions, including $85 million for HBCUs. Rev. Eboni Marshall Turman, Ph.D. Virtual Baccalaureate Service 3 p.m., Saturday, May 15 Rev. Turman is an assistant professor of theology and African American religion at Yale University Divinity School in New Haven, Connecticut.

A first-career concert dancer and ordained National Baptist preacher, her research interests span a variety of 20th century U.S. theological liberalisms, most especially Black and womanist theological, social ethical and theo-aesthetic traditions. She is the youngest woman to be named assistant minister of the historic Abyssinian Baptist Church in New York City (2002-2012), and the second woman to preside over ordinances in its 210-year history.

Founded in 1881, Spelman College is a leading liberal arts college widely recognized as the global leader in the education of women of African descent.

The FBI is breaking into corporate computers to remove malicious code – smart cyber defense or government overreach?

BY SCOTT SHACKELFORD The FBI has the authority right now to access privately owned computers without their owners’ knowledge or consent, and to delete software. It’s part of a government effort to contain the continuing attacks on corporate networks running Microsoft Exchange software, and it’s an unprecedented intrusion that’s raising legal questions about just how far the government can go.

On April 9, the United States District Court for the Southern District of Texas approved a search warrant allowing the U.S. Department of Justice to carry out the operation.

The software the FBI is deleting is malicious code installed by hackers to take control of a victim’s computer. Hackers have used the code to access vast amounts of private email messages and to launch ransomware attacks. The authority the Justice Department relied on and the way the FBI carried out the operation set important precedents. They also raise questions about the power of courts to regulate cybersecurity without the consent of the owners of the targeted computers.

As a cybersecurity scholar, I have studied this type of cybersecurity, dubbed active defense, and how the public and private sectors have relied on each other for cybersecurity for years. Public-private cooperation is critical for managing the wide range of cyber threats facing the U.S. But it poses challenges, including determining how far the government can go in the name of national security. It’s also important for Congress and the courts to oversee this balancing act.

Exchange server hack Since at least January 2021, hacking groups have been using zero-day exploits – meaning previously unknown vulnerabilities – in

Microsoft Exchange to access email accounts. The hackers used this access to insert web shells, software that allows them to remotely control the compromised systems and networks. Tens of thousands of email users and organizations have been affected. One result has been a series of ransomware attacks, which encrypt victims’ files and hold the keys to decrypt them for ransom.

On March 2, 2021, Microsoft announced that a hacking group code named Hafnium had been using multiple zero-day exploits to install web shells with unique file names and paths. This makes it challenging for administrators to remove the malicious code, even with the tools and patches Microsoft and cybersecurity firms have released to assist the victims.

The FBI is accessing hundreds of these mail servers in corporate networks. The search warrant allows the FBI to access the web shells, enter the previously discovered password for a web shell, make a copy for evidence, and then delete the web shell.

The FBI, though, was not authorized to remove any other malware that hackers might have installed during the breach or otherwise access the contents of the servers.

What makes this case unique is

both the scope of the FBI’s actions to remove the web shells and the unprecedented intrusion into privately owned computers without the owners’ consent. The FBI undertook the operation without consent because of the large number of unprotected systems throughout U.S. networks and the urgency of the threat.

The action demonstrates the Justice Department’s commitment to using “all of our legal tools,” Assistant Attorney General John Demers said in a statement.

The total number of compromised firms remains murky given that the figure is redacted in the court documents, but it could be as many as 68,000 Exchange servers, which would potentially affect millions of email users. New malware attacks on Microsoft Exchange servers continue to surface, and the FBI is continuing to undertake court-authorized action to remove the malicious code.

Active defense The shift toward a more active U.S. cybersecurity strategy began under the Obama administration with the establishment of U.S. Cyber Command in 2010. The emphasis at the time remained on deterrence by denial, meaning making computers harder to hack. This includes using a layered defense, also known as defense in depth, to make it more difficult, expensive and time-consuming to break into networks.

The alternative is to go after hackers, a strategy dubbed defend forward. Since 2018, the U.S. government has ramped up defend forward, as seen in U.S. actions against Russian groups in the 2018 and 2020 election cycles in which U.S. Cyber Command personnel identified and disrupted Russian online propaganda campaigns.

The Biden administration has continued this trend, coupled with new sanctions on Russia in response to the SolarWinds espionage campaign. That attack, which the U.S. government attributes to hackers connected to Russian intelligence services, used vulnerabilities in commercial software to break into U.S. government agencies. This new FBI action similarly pushes the envelope of active defense, in this case to clean up the aftermath of domestic breaches, though without the awareness – or consent – of the affected organizations.

The law and the courts The Computer Fraud and Abuse Act generally makes it illegal to access a computer without authorization. This law, though, does not apply to the government.

The FBI has the power to remove malicious code from private computers without permission thanks to a change in 2016 to Rule 41 of the Federal Rules of Criminal Procedure. This revision was designed in part to enable the U.S. government to more easily battle botnets and aid other cybercrime investigations in situations where the perpetrators’ locations remained unknown. It permits the FBI to access computers outside the jurisdiction of a search warrant.

This action highlights the precedent, and power, of courts becoming de facto cybersecurity regulators that can empower the Department of Justice to clean up large-scale deployments of malicious code of the kind seen in the Exchange hack.

In 2017, for example, the FBI made use of the expanded Rule 41 to take down a global botnet that harvested victims information and used their computers to send spam emails.

Important legal issues remain unresolved with the FBI’s current

operation. One is the question of liability. What if, for example, the privately owned computers were damaged in the FBI’s process of removing the malicious code? Another issue is how to balance private property rights against national security needs in cases like this. What is clear, though, is that under this authority the FBI could hack into computers at will, and without the need for a specific search warrant.

National security and the private sector Rob Joyce, NSA’s cybersecurity director, said that cybersecurity is national security. This statement may seem uncontroversial. But it does portend a sea change in the government’s responsibility for cybersecurity, which has largely been left up to the private sector.

Much of U.S. critical infrastructure, which includes computer networks, is in private hands. Yet companies have not always made the necessary investments to protect their customers. This raises the question of whether there has been a market failure in cybersecurity where economic incentives haven’t been sufficient to result in adequate cyber defenses. With the FBI’s actions, the Biden administration may be implicitly acknowledging such a market failure.

New Report: Construction Industry’s Worker Shortage Hurts Housing Affordability and Supply The construction industry faces a shortfall of 200,000 workers, according to a new report released recently by the Home Builders Institute (HBI).

The first-ever HBI Construction Labor Market Report notes that shortages of skilled trade workers directly employed by home builders and subcontractors remain widespread throughout all regions. Builders nationwide cite the difficulty in filling positions as among their top concerns, ranking third behind high lumber prices and regulatory burdens.

“The home building industry faces a major shortage of skilled workers,” said Ed Brady, HBI’s president and CEO. “This persistent challenge endangers the affordability and availability of housing and hinders a robust economic recovery.”

The report, based on research of the Economics Group of the National Association of Home Builders, will be issued semi-annually.

The first one is compiled using year-end 2020 data. Citing more recent numbers, Brady said the total shortage of construction workers rose even higher to 309,000 in January 2021.

The share of builders reporting a worker shortage was 60 percent. The percentage is especially high relative to the acceleration for total housing starts, which increased from a seasonally adjusted annual rate of under 1 million single-family and multifamily units in April 2020 to a rate of roughly 1.5 million at the end of 2020.

The numbers reported pertain to labor directly employed by builders, though builders employ additional workers through subcontractors. “We estimate that builders subcontract more than 80 percent of the construction in the typical home they build,” said Brady.

“And worker shortages for subcontractors continue to be even more severe.”

HBI’s chief executive stressed that labor represents approximately 30 to 40 percent of the cost of a typical new home. “That share of the costs is rising, due to the shortage of available labor,” he said. “When you consider that scarcity of labor causes construction

delays, which then creates further costs, you can see how both housing supply and affordability are negatively affected.”

HBI is the nation’s largest provider of training for skilled workers for the residential construction industry. The nonprofit trains approximately 10,000 students each year through an industry-recognized curriculum in 220 sites around the U.S., including in high schools, military bases, community colleges, prisons, training facilities and Job Corps centers.

“As a nation, we need to build the next generation of skilled tradespeople,” Brady said.

“That means recruiting more women. It means training and placing minority, lower income, and at-risk youth for job opportunities as an important way to fight against social inequity. It means providing trade skills education to veterans and transitioning military. And it means reaching out to high school students, and those who influence their decisions, to change their perception of careers in the trades,” said Brady.

Affordable housing tax credit bill advances out of committee

Springfield – A bill that would offer state tax credits to owners and developers of affordable housing units recently passed out of committee at the Illinois Capitol.

Senate Bill 2445, also known as the Build Illinois Homes Tax Credit Act, is an omnibus bill that aims to address the shortage of affordable housing stock in Illinois by offering

incentives to landlords who maintain qualified affordable housing properties and for the purchase of building materials to be used for the construction of new affordable housing units.

The bill, sponsored by Sens. Mattie Hunter, D-Chicago, Ann Gillespie, D-Arlington Heights, and Sara Feigenholtz, D-Chicago, advanced out of the Senate Revenue Committee unanimously on April 14.

Proponents of the legislation, including Hunter, said tax incentives are an important first step to addressing

the state’s affordable housing shortage.

“Many Illinoisans suffer from housing insecurity,” Hunter said in a recent statement. “Between problems that existed before the pandemic such as discrimination in lending and lack of affordable options for residency, the COVID-19 pandemic only made things worse.”

“This pandemic has been hard on landlords as well, and (I) wanted to make sure that both parties could benefit from affordable housing. It is my hope that this legislation paves the way for a new standard in the Illinois Housing industry if passed,” she added.

Under the proposed bill, developers would qualify for a state tax credit if they agree to set aside at least 20 percent of units in a property for low-income renters in areas with low affordability, or, at least 15 percent of a multifamily building’s

units are occupied by households with low or extremely low incomes for a period of 10 years.

According to the advocacy group Housing Action Illinois, the bill would allocate $35 million annually via federal tax credits that are currently “left on the table,” and is expected to result in over $875 million in affordable housing investments and an additional 3,500 affordable housing units per year.

Bob Palmer, policy director for Housing Action Illinois, said that if passed, the new bill would be “the most significant” housing legislation to pass the General Assembly in recent years.

“The lack of affordable housing is a long-standing problem, and we’re not going to solve it tomorrow, but we need more actual affordable housing rental units to meet the

supply in the shortage,” Palmer said.

According to data from the National Low Income Housing Coalition, Illinois is facing a shortage of approximately 268,000 housing units for renters at or below the poverty line, and there are only 39 available units for every 100 renters at “extremely low income” levels, designated as earning less than 50 percent of their area median income.

Palmer said the intention of SB 2445 is to create “long-term affordability” in Illinois’ housing stock. “(The bill) strengthens a state law that is meant to encourage communities with a very low amount of affordable housing to build more,” Palmer said.

“It’s very comprehensive. It’s certainly not the entire solution, but it’s a very positive step in the right direction,” he added.

Resiliency Amidst COVID: How This Black Business Reemerged As A Global Tech Solution For Minority Small Business Needs Chase For Business Is Focused On Helping Startup Business Gologic Solutions Give Back To The Small Business Community The coronavirus pandemic caused unprecedented loss for Patrice Darby. Her first business, GoNanny, a childcare service, closed in 2020 due to COVID-19, leaving her battling grief after losing something she worked tirelessly to build.

Instead of focusing on her own misfortune, Patrice, a seven-year technology veteran and second-generation entrepreneur, realized that the pandemic was affecting hundreds of other small businesses in Chicagoland . As businesses were forced to close, those without technical capabilities, access to technology or the ability to pivot their business online struggled, especially minority-owned businesses.

With so many businesses facing the same technology

hurdles, Patrice saw an opportunity and she reemerged with a new business called GoLogic Solutions, a data aggregation and economic development platform that helps small businesses accelerate growth and reduce failure while increasing the capabilities of entrepreneurial support organizations.

To launch her new venture, Patrice knew she needed a strong financial partner to support her long-term goal of growing globally. She needed a mentor to help her pitch her business to the entrepreneur ecosystem – specifically corporate and philanthropic organizations focused on COVID-19 recovery and technological solutions – a task often daunting for small business owners.

Last fall, through World Business Chicago, Patrice met 20-year banking veteran and Chicago native Pamela Randle, a Chase senior business consultant . Talking with Pamela, Patrice learned about the Chase for Business program focused on accelerating minority small business growth. The initiative

is part of the bank’s $30 billion Path Forward commitment to advance racial equity.

“It’s important to recognize the differences and uniqueness of each individual business owner before trying to set goals,” said Pamela. “I typically like to start by learning the three pain points of the business, and three things they’d like to gain from the program and keep them accountable.

Ultimately, I want to be able to show small business owners like Patrice tangible business growth.”

Since teaming up with Pamela, Patrice has focused on diversifying her revenue streams, which has helped her limit her business’ financial risks while building her client base and offerings.

Through the Chase for

Business program, Patrice now has a clear business development strategy, and as GoLogic rapidly expands, a better understanding of what the business will look like in the future and how to execute on her plans.

“It’s always surprising to see how many entrepreneurs forego access to a business mentor,” said Patrice. “Having a reliable partner who you can trust to inform your business decisions is one of the most important things you can do as an entrepreneur.”

Launched in 2020, JP Morgan Chase’s $30 Path Forward commitment aims to drive an inclusive economic recovery and advance racial equity. Over the next five years, Chase plans to provide an additional 15,000 loans

to minority-owned small businesses – up to $2 billion.

Through this initiative, business owners in 13 cities across the U.S., including in Chicago, will be matched with a senior business consultant who will provide advisory services such as mentorship, business development coaching, resources and financial planning to help strengthen sustainable business growth for Black, Latinx, female and veteran entrepreneurs. The program is available to all, Chase customers and non-customers alike.
