wage workers in Illinois will see a boost in their hourly pay to $12 per hour starting Jan. 1, while tenants in affordable housing units will be allowed to keep pets.

Those are just some of the more than 300 new laws that take effect in the new year.

The minimum wage increase is actually the result of a 2019 law that phases in a state minimum wage to $15 an hour by 2025. This year, it will increase by one dollar to $12 an hour.

The law allowing public housing

tenants to keep pets is the result of Senate Bill 154, by Sen. Linda Holmes, D-Aurora, and Rep. Stephanie Kifowit, D-Oswego. It provides that tenants of multifamily housing units that are acquired, built or renovated with money from the Illinois Affordable Housing Trust Fund may keep up to two cats or one dog weighing less than 50 pounds.

House Bill 1633 passed out of a Senate committee this week with a 10-3 vote after passing the House 75-32 last month. It now heads to the full Senate for consideration before it can head to Gov. JB Pritzker.

The measure also requires the State Education Equity Committee, which provides recommendations for advancing equity in education, include a representative from an organization that works for “economic, educational, and social progress for Native Americans.”

It applies to residents of housing units that are designated as affordable housing for low- and very-lowincome families. The bill passed both chambers in its final form on May 30 and Gov. JB Pritzker signed it into law Aug. 6.

According to Andrew Johnson, executive director of the Native American Chamber of Commerce of Illinois, the lack of Native American representation on the committee was a “serious oversight” that didn’t reflect the state’s diversity.

While the Illinois State Board of Education would provide instructional materials and guidelines for the development of the curriculum, each school district would be required to develop it on their own. Additionally, each school board will have to determine the minimum amount of time that qualifies as a unit of instruction.

Joseph Rupnick, chairman for Prairie Band Potawatomi Nation, said in committee that Native Americans experience higher suicide rates because of cultural disconnection, alienation and pressure to assimilate. He added the inclusion of their history in school curriculum may help them feel further connected to their community and history.

Other new laws include:

Vehicle taxes: SB58 raises the private vehicle tax, which is a sales tax paid on the purchase of vehicles, by $75 for each model year where the purchase price is less than $15,000 and by $100 for vehicles priced above that amount. However, the registration fee for trailers weighing less than 3,000 pounds will drop to $36 instead of $118.

“This is one of the many examples where the lack of proper education has deprived our citizens of discovering the full extent of the complexity, interrelations and impact of the people who originally inhabited this land and who continue to live here today,” Johnson said in committee.

While the legislation does not actually create curriculum for the history course, it does specify the unit should include Native American contributions in “government and the arts, humanities, and sciences, as well as the contributions of Native Americans to the economic, cultural, social, and political development of their own nations and of the United States.”

Drug prices: SB1682 requires pharmacies to post a notice informing consumers that they may request current pharmacy retail prices at the point of sale.

The Illinois Attorney General’s office opened the multistate investigation after a letter from the U.S. Food and Drug Administration (FDA) warned Visibly about marketing its online vision tests without the requisite clearance or approval. Raoul’s investigation raised concerns about unsubstantiated claims made by Visibly regarding the accuracy and safety of its online test, including that it was as accurate as an in-person exam. In addition, the investigation evaluated Visibly’s misrepresentations about other product aspects, including customer satisfaction rates and satisfaction guarantees.

Joining Raoul in participating in the settlement are the attorneys general of Kentucky, Mississippi, Nebraska, Nevada, Pennsylvania, South Dakota, Texas, Vermont, Washington and Wisconsin.

FOID card changes: HB562 enacts several changes to the Firearm Owner Identification card law. Among other things, it provides for a streamlined renewal process for FOID cards and Concealed Carry Licenses for people who voluntarily submit fingerprint records. It also allows the Illinois State Police to issue a combined FOID card and Concealed Carry License to qualified applicants, and it establishes a new Violent Crime Intelligence Task Force to take enforcement action against people with revoked FOID cards.

“Individuals increasingly turn to the internet for products and services to improve their health and well-being, and they oftentimes rely on the claims companies make about their offerings,” Raoul said. “Companies that deceive the public with false claims about their products and services must be held accountable, and I will continue to work to protect consumers from unfair business practices.”

Raoul’s settlement requires Visibly to adhere to certain standards and pay $500,000 to the participating states. Illinois will receive nearly $85,000 under the settlement agreement. Visibly has also agreed, among other things, to:

Chenault Gift Establishes New Herman S. Dreer Leadership Fellowship at Bowdoin

BRUNSWICK, Maine, PRNewswire -- Kenneth I. Chenault, a member of the Class of 1973 and a 1996 honorary degree recipient, and his wife, Kathryn C. Chenault, have made a $2 million gift to Bowdoin College, the bulk of which will be used to establish an endowed fellowship that will bring exemplary leaders to campus to engage with the Bowdoin community.

The Chenaults have named the fellowship in honor of Herman S. Dreer, Class of 1910, who was the second Black man to graduate from Bowdoin, eighty-four years after John Brown Russwurm, Class of 1826. Dreer’s life story—and, in particular, his relationship with the College—is revealed in The Blackman at Bowdoin, the history honors thesis Chenault wrote in 1973.

Dreer graduated in just three years as the second-highest-ranked student in his class. Even so, he was isolated socially because of his race. In his honors thesis, Chenault wrote that “The fact that he was left alone and not intimidated physically by his classmates was all he could expect or ask for. . . . Slavery may have ended but Dreer was tolerated for the most part rather than accepted socially, just as Russwurm had been eighty-one years earlier.” Chenault went on to write that “according to Dreer, he tried through all his actions to convey to Bowdoin the humanity of the Black man. . . . The mere fact of his presence ‘exploded’ many of the stereotypes of Blacks commonly held by whites at that time.”

In spite of the significant racism Dreer experienced, he led a remarkable life as an academic, educational reformer, author, minister, and civil rights leader. Chenault wrote that Dreer had “a lifelong mission: helping Black people in any way he possibly could, be it educating them, tending to their spiritual needs, or as he did in November of 1972, engaging in a fierce political struggle to help Blacks gain elective office in St. Louis.” Along with historian Carter G. Woodson, Dreer initiated the observance of “I stand on the shoulders of people like Herman Dreer who, despite being denied the opportunities they de-

served, paved the way and valiantly forged ahead,” said Ken Chenault. “Kathy and I are privileged to honor Herman Dreer and give him the long overdue recognition that he so justly deserves. The Herman S. Dreer Leadership Fellowship will ensure that Herman’s legacy lives on to inspire future generations of trailblazers.”

Fifty years ago, in preparation for graduation, Chenault encouraged the Bowdoin Afro American Society—of which he was a member—to acknowledge an African American leader annually at the Baccalaureate ceremony. Chenault presented Dreer with the Afro-American Society’s first Outstanding Alumnus Award that year, in 1973.

The Herman S. Dreer Leadership Fellowship will support

individuals from any professional field—leaders “from all walks of life”—in business, technology, government, law, the arts, the military, the nonprofit sector, and other disciplines.

Dreer Fellows will be named for a semester or an academic year, with the general expectation that they will visit campus several times, deliver a public lecture, and engage with students and the greater Bowdoin community, both inside and outside the classroom. Additionally, they may also attend classes at faculty invitation, hold office hours for students to provide career and mentoring advice, and meet with alumni (particularly young alumni). They will be invited to engage in the life of the College by meeting with student groups and by sharing meals with students, faculty, and staff in the dining halls.

The Dreer Fellows Program complements the work Bowdoin is doing in several areas of the College—academically, culturally, and in career planning—to significantly expand the sense of possibility for students, especially students from under-resourced and marginalized backgrounds, as they consider their professional aspirations, their leadership potential, and their ability to effect change. The College will seek Dreer Fellows from across society, including bringing leaders to campus who rose from similar under-resourced backgrounds.

“This is both a generous gift and a beautiful idea that will bring to the fore an incredible alumnus who had largely been forgotten at the College—a person very important to Ken, whose life he and Kathy want us to understand and celebrate,” said Bowdoin president Clayton Rose. “Dreer Fellows will be an essential part of a new and deliberate effort at the College to further develop leadership skills in our students, to underscore that a Bowdoin education prepares them to accomplish anything they want in their lives, and to aim high— very high.”

A Nation’s Air Quality Divided: New Report Reveals Growing Disparities in Exposure to Air Pollution

CHICAGO – (April 21, 2023) – The American Lung Association’s new “State of the Air” report finds that nearly 120 million people in the U.S., or more than one in three, live in counties that had unhealthy levels of ozone or particle pollution. Overall, air quality has improved across the nation; however, major differences exist between air quality in eastern and western states and between air pollution exposures for white people and people of color.

The Lung Association’s 24th annual “State of the Air” report grades Americans’ exposure to unhealthy levels of ground-level ozone air pollution, annual particle pollution, and short-term spikes in particle pollution over a three-year period. This year’s report covers 2019-2021. The report found that out of the nearly 120 million people who live in areas with unhealthy air quality, a disproportionate number – more than 64 million (54%) – are people of color. In fact, people of color were 64% more likely than white people to live in a county with a failing grade for at least one measure, and 3.7 times as likely to live in a county with a failing grade for all three measures.

This is an increase compared to last year’s report where people of color were 61% more likely to live in a county with a failing grade for at least one measure, and 3.6 times as likely to live in a county with a failing grade for all three measures. Differences in air quality were also seen between eastern and western states.

More than 18 million residents in Western states live in counties with three failing grades and the worst 25 counties for short-term particle pollution were all located in the Western U.S. “The good news is that ozone pollution has generally improved across the nation, thanks in large part to the success of the Clean Air Act. In this year’s ‘State of the Air’ report, we found that 19.3

million fewer people are living in areas with unhealthy levels of ozone pollution, also known as smog,” said Harold Wimmer, National President and CEO of the American Lung Association.

“However, the fact is that 120 million people still live in places with unhealthy air pollution, and not all communities are seeing improvements. This is why it is crucial to continue our efforts to ensure that every person in the U.S. has clean air to breathe.”

Particle Pollution Fine particulate matter air pollution or soot, can be deadly. These unhealthy particles in the air come from wildfires, wood-burning stoves, coalfired power plants, diesel engines and other sources. Technically known as PM2.5, these microscopic particles can trigger asthma attacks, heart attacks and strokes and cause lung cancer. In positive news, the report revealed that 1.5 million fewer people were living in a county that received a failing grade for annual particle pollution.

A total of 18.8 million people lived in a county with a failing grade for this measure. Ozone Pollution Ground-level ozone pollution (also known as smog) is a powerful respiratory irritant whose effects have been likened to a sunburn of the lung. Inhaling ozone can cause shortness of breath, trigger coughing and asthma attacks and may shorten life. Warmer temperatures driven by climate change make ozone more likely to form and harder to clean up. Although there were exceptions, ozone pollution has generally improved across the nation. 103 million people lived in an area with unhealthy ozone pollution, which is 19.3 million

fewer than last year’s report. “As a result of numerous current and legacy racist policies and practices, Black Americans are more likely to face environmental risks and live in areas with unhealthy air quality than majority-white communities.

In fact, a report by the NAACP found that 78% of Black Americans live within 30 miles of a coal-fired power plant and 71% live in counties violating federal air-quality standards,” said Cedric “Jamie” Rutland, MD, national volunteer medical spokesperson for the American Lung Association. “On top of that, people of color are more likely to be living with one or more chronic conditions that make us more vulnerable to the health impact of air pollution, including asthma, diabetes and heart disease, and Black Americans are over three times more likely to die of particulate matter exposure than Whites. These disparities are sobering, but important to highlight as we urge local, state and federal governments to invest more in environmental justice.”

The “State of the Air” report relies on data from air quality monitors managed by state, local and tribal air pollution control authorities in counties across the U.S. Unfortunately, out of 3,221 counties in the U.S., only 922 counties are able to monitor for at least one pollutant. That means that there are more than 71 million people who live in counties where their ozone and particle pollution levels are not being monitored.

The American Lung Association is calling on President Biden to urgently move forward on several measures to clean up air pollution nationwide, including new limits on ozone and particle pollution and new measures to clean up power plants and vehicles. Fifth-Grade Students Learn How to Meet Future Energy Needs Through ComEd’s Power of STEM Program

Educational workshops pair students with ComEd mentors to learn about careers in energy industry

CHICAGO (April 18, 2023) – Twenty-five 5thgrade students of James R. Doolittle Elementary School are the latest to receive hands-on learning about the intricacies of electricity as part of ComEd’s Power of STEM education course.

ComEd worked with Doolittle Elementary in Chicago’s historic Bronzeville neighborhood to engage students in a series of Science, Technology, Engineering and Mathematics (STEM) sessions during March and April. Bronzeville is the site of ComEd’s first Community of the Future, through which the company offers its expertise, resources and personnel to introduce advanced technologies that are tailored to address residents’ needs.

The centerpiece of that collaboration is one of the nation’s first community microgrids, a technology which incorporates distributed energy resources, such as solar panels and battery energy storage, to operate in conjunction with the main power grid or disconnect and operate standalone to keep power flowing to a segment of the Bronzeville community when the main grid is challenged.

“At ComEd, our success is rooted in celebrating and embracing the spirit of engineering which, as creators, means always looking at, and working towards, what could be,” said Michelle Blaise, ComEd’s senior vice president of technical services. “As a participant in every community we serve, ComEd’s role is to create, generate, and support STEM-related education for students – our workforce of the future.”

ComEd’s Power of STEM program consists of three, two-hour sessions during which students in grades 4 through 12 complete hands-on projects with ComEd engineering mentors to learn about electricity, how solar energy is generated, the Bronzeville microgrid, and the roles ComEd STEM professionals play in maintaining a community’s power supply. Since the launch of Power of STEM in 2022, 250 students from 10 schools, community organizations and nonprofits have learned about energy fundamentals and careers through the program.

During the closing session in April, students from Doolittle Elementary were assigned mentors to learn about climate change, the challenge it poses to meet ongoing energy needs and discuss possible solutions for meeting future energy needs. As students work and learn, mentors discuss careers in electric power that require two- and four-year degrees and those that require technical training.

Hawaiian Huli Huli Chicken

Prep time: 10 minutes

Cook time: 30 minutes

Servings: 4

Sauce:

2 tablespoons ketchup

2 tablespoons light soy sauce

2 tablespoons honey

2 teaspoons orange juice

1 teaspoon garlic (about 1 clove), minced

1 teaspoon ginger, minced

12 ounces boneless, skinless chicken breast (about 2 large breasts), cut into 1-inch cubes (about 24 cubes)

1 cup fresh pineapple, diced (about 24 pieces)

8 wooden skewers (6 inches each), soaked in water

To make sauce: Combine ketchup, soy sauce, honey, orange juice, garlic and ginger; mix well. Separate into two bowls and set aside.

Preheat grill to medium-high heat. Preheat oven to 350 F. Alternately thread three chicken cubes and three pineapple chunks on each skewer.

Grill skewers 3-5 minutes on each side. Brush or spoon sauce from one bowl onto chicken and pineapple every other minute. Discard remaining sauce from first bowl. To prevent chicken from drying out, finish cooking to minimum internal temperature of 165 F in oven. Using clean brush or spoon, coat with sauce from remaining bowl before serving.
