wage workers in Illinois will see a boost in their hourly pay to $12 per hour starting Jan. 1, while tenants in affordable housing units will be allowed to keep pets.
Those are just some of the more than 300 new laws that take effect in the new year.

The bills – Senate Bill 125 and Senate Bill 1886 – would prevent an individual’s vehicle from being searched solely based on the smell of cannabis and would allow some individuals on probation to consume cannabis or alcohol.

After that provision was added, the ACLU of Illinois shifted from supporting the bill to having a neutral stance on it.
“We do have concerns that the amendment to the bill creates a workaround, or a loophole, that could have the effect of incentivizing police to target youth for unnecessary traffic stops or vehicle searches,” Atticus Ballesteros, an attorney with ACLU of Illinois, said in an interview.

The minimum wage increase is actually the result of a 2019 law that phases in a state minimum wage to $15 an hour by 2025. This year, it will increase by one dollar to $12 an hour.

It applies to residents of housing units that are designated as affordable housing for low- and very-lowincome families. The bill passed both chambers in its final form on May 30 and Gov. JB Pritzker signed it into law Aug. 6.
When Illinois legalized cannabis in 2020, it also made individuals previously charged with minor cannabis offenses eligible to have their records expunged. At the end of 2020, Gov. J.B. Pritzker announced 492,129 cannabis-related convictions had been expunged and 9,219 people with low-level cannabis convictions had been pardoned.
Ballesteros added that ACLU of Illinois originally supported the bill because there are many reasons why a vehicle may smell of cannabis.
“And to us, that applies irrespective of age,” Ballesteros said.
The measure passed 33-20 in the Senate and awaits action in the House.

Other new laws include:
Vehicle taxes: SB58 raises the private vehicle tax, which is a sales tax paid on the purchase of vehicles, by $75 for each model year where the purchase price is less than $15,000 and by $100 for vehicles priced above that amount. However, the registration fee for trailers weighing less than 3,000 pounds will drop to $36 instead of $118.
“It was incredibly important as we were looking to legalize this product that has clearly demonized so many communities,” Rep. Jehan Gordon-Booth, D-Peoria, said of the legalization law at a Tuesday news conference.
Both bills will still need approval in the House and a signature from the governor to become law.
Cannabis odor in motor vehicles
SB 125 would ensure that the smell of “burnt or raw cannabis in a motor vehicle” cannot alone be probable cause for an individual’s vehicle to be searched.
SB 1886 would bar courts from preventing individuals from using cannabis or alcohol if they’re on probation, conditional discharge or supervision.
The bill has several exemptions, though, including if the person is sentenced to a crime that involved “the presence of an intoxicating compound in the person’s body.”
Courts would also still be allowed to impose substance use restrictions if the person is under the age of 21 or if they are participating in “problem-solving court,” a system of courts designed to help people with mental health and substance abuse problems.
The measure passed with a 34-21 vote and will head to the House.

“People – especially people of color – are unnecessarily pulled over far too often,” Sen. Rachel Ventura, a Democrat from Joliet and lead sponsor on the bill, said of the legislation during floor debate. “The odor of cannabis alone shouldn’t be one of those reasons (for their car to be searched). Cannabis is legal in Illinois and it’s a pungent scent that can stick to clothes for extended periods of time.”

CHICAGO — The Midwest Alliance for Clean Hydrogen (MachH2) has announced it has officially submitted a full application to the U.S. Department of Energy (DOE) to develop a regional clean hydrogen production and distribution hub (H2Hub), funded under the Infrastructure Investment and Jobs Act (IIJA). The Midwest is an optimal region for an H2Hub given its existing hydrogen demand and infrastructure, multiple hard-to-decarbonize industries, favorable geology and policy for carbon storage, its own abundant supply of zero-carbon energy to produce clean hydrogen, and its central, strategic location for national hydrogen distribution and access to major freight routes primed for decarbonization.
MachH2’s application is backed by a bipartisan group of Midwestern legislators and Governors, including Governor JB Pritzker (D-IL), Governor Eric Holcomb (R-IN), and Governor Gretchen Whitmer (D-MI).

FOID card changes: HB562 enacts several changes to the Firearm Owner Identification card law. Among other things, it provides for a streamlined renewal process for FOID cards and Concealed Carry Licenses for people who voluntarily submit fingerprint records. It also allows the Illinois State Police to issue a combined FOID card and Concealed Carry License to qualified applicants, and it establishes a new Violent Crime Intelligence Task Force to take enforcement action against people with revoked FOID cards.

After announcing its bid and initial concept paper in November of 2022, MachH2 received a letter of encouragement from the DOE in December of 2022. In February, MachH2 announced it had joined forces with the Indiana-led Midwest Hydrogen Corridor Consortium as a single hub.
The DOE is expected to select 6-10 hubs later this year.

Trust for Public Land Raises Urgency to Protect Black History and Black Futures
SAN FRANCISCO, PRNewswire -- Trust for Public Land (TPL) is taking bold action to identify and accelerate the preservation of nearly 60 public spaces of historical and cultural significance to Black communities across the country.
Of the nearly 100,000 places included in the National Register of Historic Places, only three percent tell the stories of the Black American experience. In the United States, the approach to identifying, preserving, and interpreting historic places has long reflected the country’s complicated racial—and racist—past and present. It deprives us of a full understanding of the story of America and presents the grave risk that many of the most important places in Black American history and culture will be lost to rapid development or neglect.
To address this threat, Trust for Public Land is urgently working to ensure the Black American communities that built and cultivated this country are justly honored and remembered through the conservation of stories and places. “We have an enormous opportunity to expand the field of Black historic preservation, moving beyond the stereotypical narratives rooted in racism, slavery, and pain to tell a more complete history that highlights the resistance, self-determination, and joy of African Americans,” said Dr. Jocelyn Imani, TPL’s national director of Black history and culture. “We need more public spaces where Americans—specifically Black Americans—can take their families and leave feeling proud.”

Many sites with cultural and historic value are under threat,
facing rapid development, natural decay and deterioration, and the loss of individuals and descendants who can speak to their importance. TPL and partners are working to preserve, create and activate sites like this, including:
Emmett Till Campus/Sustainable Square Mile: Blacks in Green (BIG) has conceived of community development in terms of the Sustainable Square Mile, an economically self-sustaining walkable village designed to build Black wealth and power. TPL is supporting BIG’s efforts to create a series of 16 gardens across Chicago that honor luminaries of the Great Migration. The first of these is the Mamie Till-Mobley Forgiveness Garden, a converted vacant lot that not only offers a place for healing and respite, but also features a first-in-America Prairie Rainwater Parkway Garden, revolutionizing green infrastructure norms.
Medgar and Myrlie Evers home: The Evers were both activists in the Civil Rights Movement and targets of racist violence. Medgar, one of the first national civil rights leaders assassinated, was killed outside of his home in 1963. The home located in Jackson, Mississippi, is now undergoing preservation efforts and continues to be a symbol for civil rights and social justice issues.
Prince Hall Masonic Temple: This historic Atlanta building used to house the offices of Martin Luther King Jr.’s Southern Christian Leadership Conference and WERD, the first Black-owned radio station in the US. Partners are beginning the work to restore the building and incorporate voices of community members and the Civil Rights Movement.
Rosewood Museum: The future museum will be designed as a place of remembrance and education to honor the victims, survivors and descendants of
Rosewood, Florida, a vibrant Black community of 300 before it was destroyed in 1923 by a racist massacre by white perpetrators.
Stringer’s Ridge Cemetery: Nearly lost to history, this rediscovered field cemetery is the final resting place of at least two U.S. Colored Troops veterans and Alfred Blount, the first Black man lynched from the Walnut Street Bridge in Chattanooga, Tennessee.
“Even with the successful completion of these projects and others, there is still more work to be done to address the immense disparities that remain in our nation’s history and historic sites,” shared Keith Weaver, Trust for Public Land national board member and chair for TPL’s Black History and Culture Advisory Council. “Saving these irreplaceable spaces requires specialized expertise to identify and map existing and future sites; to leverage extraordinary amounts of public funding; and to build grassroots partnerships to validate that Black historic sites truly honor and enrich their surrounding communities.”
Celebrating its 50-year legacy, TPL is continuing to embed equity in everything we do, from closing the park access gap to preserving sites that represent Black history and culture, to ensure our nationally protected outdoor places tell the full American story.

Chicago to host 2024 Democratic National Convention
City beat out Atlanta and New York after receiving support from Democratic Midwest governors

SPRINGFIELD – The Democratic National Committee announced this week that Chicago will host the party’s 2024 presidential nominating convention.
The city beat out Atlanta and New York for the fourday convention next August after Democratic leaders in the Midwest pushed for it to be the site. It will be hosted at the city’s United Center and McCormick Place.
A news release announcing the choice noted Chicago is “an ideal backdrop” to host the nominating convention for President Joe Biden and Vice President Kamala Harris. It will also highlight the importance of the Midwest as “a key voting bloc in the 2024 election,” the release noted.
“Chicago is a great choice to host the 2024 Democratic National Convention,” Biden said in the news release.
“Democrats will gather to showcase our historic progress including building an economy from the middle out and bottom up, not from the top down. From repairing our roads and bridges, to unleashing a manufacturing boom, and creating over 12.5 million new good-paying jobs, we’ve already delivered so much for hard working Americans – now it’s time to finish the job.”
Gov. JB Pritzker was a leading force behind the push to bring the convention to Chicago, as was outgoing Mayor Lori Lightfoot. Last week, after a meeting with Mayor-elect Brandon Johnson, Pritzker said his administration has worked to relay to the DNC that “the best convention that anyone could have would be here in the city of Chicago.”
He emphasized Chicago and Illinois’ status as a pro-choice state that’s “stood up for labor rights and workers” and taken action to ban assault weapons.
“And that’s not true of some of the other competitors states,” he said.
He made similar points at a news conference in Chicago Wednesday afternoon.
“Now after all, Chicago and the entire Midwest looks like America, and is the capital at the heart of the nation,” Pritzker said. “Illinois is home to a bustling metropolis, a strong rural tradition, thriving suburbs, not to mention a longstanding history rooted in civil rights, and workers rights, and reproductive rights.”
The convention is scheduled for August 19-22 next year. It is expected to bring tens of thousands of visitors to Chicago. The city last held the convention in 1996.
“This region was critical to President Biden and vice-president Harris’s 2020 victory,” DNC Chair Jaime Harrison said at a news conference Wednesday. “We won big here in 2020 and it will be a part of how we win big again in 2024. This region will also give us the opportunity to showcase the Biden-Harris economic agenda that is unleashing a manufacturing boom, strengthening U.S. supply chains, creating good paying union jobs and expanding economic opportunities.”
The Republican Party will host their presidential nominating convention in July, roughly 90 miles north of Chicago in Milwaukee.
Also on Tuesday, GOP Congressman Darin
LaHood, of Dunlap, announced that presumed presidential hopeful and Florida Gov. Ron DeSantis will be the keynote speaker at the 2023 Lincoln Day Dinner. The event hosted by the Peoria and Tazewell County Republican Central Committees will take place on Friday, May 12.

Ag Invest Program Surpasses $1 Billion in Agriculture Lending During Treasurer Michael Frerichs’ Administration
SPRINGFIELD – The Illinois State Treasurer’s Ag Invest Program has achieved a new milestone by loaning more than $1 billion to farmers and agriculture professionals across the state, Illinois State Treasurer Michael Frerichs said today. The milestone represents the cumulative amount of Ag Invest loans since Frerichs became state treasurer in 2015.
“Agriculture is a valued and crucial industry in Illinois,” Frerichs said. “I’m proud that my office can help provide affordable financing for farmers and agricultural professionals as they pursue their vital work and contribute to the well-being of our state.”
Since 2015, the program has supported more than 5,000 agriculture borrowers and partnered with more than 35 financial institutions.
Ag Invest is an agriculture-focused impact investment program providing loan opportunities for Illinois farmers and agri-businesses to start, expand or add value to their farm operations. Ag Invest offers affordable financing through two options: the Ag Invest Agriculture Operating Line of Credit and the Long Term Ag & Value-Added Ag program. The treasurer’s office partners with eligible financial institutions in Illinois to provide low interest rate loans to Illinois farmers.
The loans provided by the financial institution can be used for the purchase of farm equipment, purchase of land, construction-related expenses, operating lines of credit or other costs related to conventional or sustainable farming.

Another part of Ag Invest is the annual Cream of the Crop Photography Contest for young Illinoisans. The contest is now in its 11th year, and submissions are being accepted through June 12.

During his time as treasurer, Frerichs has improved the Ag Invest program in several ways, helping farmers gain more access to operating lines of credit and expanding terms for the long-term loan program. Frerichs’ most recent improvements to Ag Invest took effect earlier this year.
The Ag Invest Agriculture Operating Line of Credit, available as a one-year or two-year program, assists farmers with paying for seed, fertilizer, salaries, transportation, processing, milling, crop insurance and other expenses. Each borrower is allowed a single line of credit, and the maximum amount is $600,000 per borrower.
The Ag Invest Long-Term program is designed to help pay for capital expenditures such as machinery, construction and renovation, transportation, milling, livestock, specialty crops, land acquisition and other costs. Each borrower is allowed multiple loans up to $800,000 per calendar year. Projects greater than $800,000 are considered on a case-by-case basis. The initial rate for a Long-Term Ag loan is guaranteed for three years, and the loan may be extended beyond that period.

The United Network for Organ Sharing (UNOS) has held a monopoly over the contract to manage organ distribution since 1984. Recent reports have raised concerns about how this monopoly affects the national Organ Procurement and Transplantation Network.
The legislation would allow for the Health Resources and Services Administration (HRSA) to run a competitive process to choose from the best contractors for different national OPTN functions (e.g., health IT, logistics). A better-performing national OPTN will better serve patients across the country.

Alaska Pink Salmon
1 tablespoon chili crisp
2 teaspoons rice wine vinegar
1 teaspoon toasted sesame
oil
2 bell peppers, cored and cut into 2-inch squares
1 green onion, thinly sliced minced cilantro black sesame seeds
In bowl, combine salmon, chili crisp, vinegar and sesame oil.
To serve, top each bell pepper square with some salmon, green onion, cilantro and sesame seeds. If leftover pieces of bell pepper remain, chop and add as additional garnish.
