SPRINGFIELD – Minimum wage workers in Illinois will see a boost in their hourly pay to $12 per hour starting Jan. 1, while tenants in affordable housing units will be allowed to keep pets.

Those are just some of the more than 300 new laws that take effect in the new year.

The minimum wage increase is actually the result of a 2019 law that phases in a state minimum wage to $15 an hour by 2025. This year, it will increase by one dollar to $12 an hour.

tenants to keep pets is the result of Senate Bill 154, by Sen. Linda Holmes, D-Aurora, and Rep. Stephanie Kifowit, D-Oswego. It provides that tenants of multifamily housing units that are acquired, built or renovated with money from the Illinois Affordable Housing Trust Fund may keep up to two cats or one dog weighing less than 50 pounds.

It applies to residents of housing units that are designated as affordable housing for low- and very-lowincome families. The bill passed both chambers in its final form on May 30 and Gov. JB Pritzker signed it into law Aug. 6.

Other new laws include:

Vehicle taxes: SB58 raises the private vehicle tax, which is a sales tax paid on the purchase of vehicles, by $75 for each model year where the purchase price is less than $15,000 and by $100 for vehicles priced above that amount. However, the registration fee for trailers weighing less than 3,000 pounds will drop to $36 instead of $118.

Illinois Beach State Park in Zion on the state’s northern border contains about 10 percent of Illinois’ Lake Michigan shoreline, with 6.5 miles. But the undeveloped shoreline can erode up to 100 feet per year, according to the state’s Capital Development Board, which is partially overseeing the stabilization project.

To mitigate the erosion, the Illinois Beach State Park Shoreline Stabilization Project seeks to build 22 breakwater structures along 2.2 miles of shoreline. The breakwaters will protect the beach, maintaining it for human and animal use while providing natural habitats for local wildlife.

College admissions: HB226, establishing the Higher Education Fair Admissions Act, prohibits public colleges and universities from requiring applicants to submit SAT, ACT or other standardized test scores as part of the admissions process, although prospective students may choose to submit them if they wish.

Drug prices: SB1682 requires pharmacies to post a notice informing consumers that they may request current pharmacy retail prices at the point of sale.

CDB spokesperson Lauren Grenlund said without intervention the beach “would continue to slowly migrate and erode.” The project, she said, “renourishes the existing sandy beach and shelters it from incoming wave energy.”

Its funding source is the state’s Rebuild Illinois capital program, a $45 billion six-year infrastructure plan originally approved by the General Assembly in 2019. Construction at Illinois Beach began in 2023, and earlier this year the stabilization plan received recognition from New Yorkbased water infrastructure advocacy group The Waterfront Alliance.

Illinois Beach State Park is the first freshwater project and first in the Midwest to receive verification under the organization’s Waterfront Edge Design Guidelines, or WEDG. The Waterfront Alliance launched the WEDG program in 2015 and has since certified 13 other projects, mostly in New York City and the surrounding area, though it opened up to other parts of the country in 2019.

FOID card changes: HB562 enacts several changes to the Firearm Owner Identification card law. Among other things, it provides for a streamlined renewal process for FOID cards and Concealed Carry Licenses for people who voluntarily submit fingerprint records. It also allows the Illinois State Police to issue a combined FOID card and Concealed Carry License to qualified applicants, and it establishes a new Violent Crime Intelligence Task Force to take enforcement action against people with revoked FOID cards.

Grenlund said the state decided to submit the Illinois Beach State Park project for WEDG certification – at a cost of $12,500 to cover the application fee – as the project is the “highest standard of waterfront design.”

Under the lake’s surface, reclaimed concrete blocks from the site and native plants will be used to foster aqua gardens and create habitat spaces for species such as mudpuppies and yellow perch.

To protect the new habitats while balancing human use and access of the site, a natural “soft” barrier will be constructed between the breakwater structures and the beach using driftwood and sunken trees. Views from the beach should not be impacted as the structures are mostly submerged and are spaced out, according to IDNR and the Waterfront Alliance.

Maintaining public access has been a factor throughout the process, Sutkowi said. Grenlund said construction around the main swimming beach and conference center only took place in off-season months. Construction at the park’s northern and southern ends is “substantially complete,” leaving the natural beach area in the middle of the park as the only remaining location of further construction this summer, which is expected to be completed in August.

Sutkowi said that beyond recognition, WEDG verification creates a level of accountability as the project is built.

“It’s a tool for the design team,” Sutkowi said. “But it’s also a way for advocates and others to help hold projects accountable for actually creating great sites, because now there’s a standard out there.”

To receive WEDG verification a project must meet 130 out of a possible 200 points. The Illinois Beach State Park Shoreline Stabilization Project scored 146 points. It was designed by the infrastructure firm Moffatt & Nichol. Other companies involved include SmithGroup, Edgewater Resources, Michels Construction Incorporated, and Collins Engineering.

Black Girls Code and GoldieBlox Launch Free Coding Academy for 7-10 year-olds: “Code Along Jr.”

LOS ANGELES, PRNewswire -- Black Girls Code and GoldieBlox are partnering to inspire and educate the next generation of Black women leaders in technology through the free, video-based coding academy, Code Along. This latest iteration of Code Along—Code Along Jr—is hosted by child actress Kalani Jewel and was designed for the organization’s youngest participants.

Gov. Pritzker Announces Upcoming Personnel Transitions at Illinois Department of Insurance

Chicago — Governor JB Pritzker announced that Illinois Department of Insurance (DOI) Director Dana Popish Severinghaus has stepped down from her role. Popish Severinghaus has served as Director of DOI since January of 2021. Governor Pritzker has appointed State Senator Ann Gillespie as new Acting Director of DOI, pending Senate confirmation.

“Dana has served the state of Illinois admirably, helping protect consumers against predatory insurance practices and reforming the system to work for the people of Illinois,” said Governor JB Pritzker. “She was a champion for Illinoisans who otherwise would have struggled to navigate vast, complex insurance systems, and I’m grateful to her for service. I am also pleased to appoint an accomplished advocate like Senator Gillespie as the new acting director and look forward to seeing her decades of experience at work making the insurance system better for every Illinoisan.”

State Senator Ann Gillespie has been appointed as the new head of DOI and will begin serving in an Acting Director role in mid-April. Gillespie, who will resign her state senate seat, has served in the Illinois General Assembly since 2019 representing Chicago’s northwest suburbs. As a State Senator, Gillespie sponsored the bill to create the state-based health insurance marketplace and has been a trusted partner on health care consumer protection issues in the General Assembly. Gillespie is a former business executive, health care attorney, and consultant in the health care field. She brings decades of experience in the insurance and managed care spaces to the role.

Under the leadership of Popish Severinghaus, DOI was instrumental in aiding Governor Pritzker in supporting and passing legislation authorizing a state-based health insurance marketplace in Illinois in 2023, and she led the agency in enrolling

record-high numbers of Illinoisans in the Affordable Care Act (ACA) Health Insurance Marketplace.

During her time at DOI, Popish Severinghaus increased headcount to better serve the needs of Illinois insurance consumers and diversified staff to advance equity. She also served as Vice Chair of the National Association of Insurance Commissioners (NAIC) Privacy Protection Working Group to advance legislation to protect consumers’ data.

Sheet Pan Cajun Shrimp Fajitas with Bell Pepper, Onion and Spicy Ranch

Total time: 30 minutes

Servings: 4

2 green bell peppers

2 yellow bell peppers

1 lime

1 medium red onion

2 tablespoons extra-virgin olive oil

1 1/2 pounds raw, peeled shrimp, fresh or frozen

5 teaspoons Cajun seasoning, divided

1 teaspoon salt

1/2cup ranch dressing

12 small flour tortillas

Preheat oven to 450 F.

Wash and dry green bell peppers, yellow bell peppers and lime.

Trim, seed and slice bell peppers lengthwise into thin strips; transfer to large baking sheet.

Peel, halve and slice onion lengthwise into thin pieces; add to baking sheet with bell peppers.

Drizzle veggies with oil, toss to combine and spread in even layer. Bake until veggies have softened slightly, about 5 minutes.

If using frozen shrimp, place them in colander and run under cold water to thaw slightly. Place shrimp on clean towel or paper towels and pat dry.

Remove baking sheet from oven. Arrange shrimp over veggies then sprinkle with 4 teaspoons Cajun seasoning and salt; toss to combine and spread in even layer. Bake until veggies are tender and shrimp are cooked through, 5-7 minutes. Remove from oven.

Cut lime into wedges.

In small bowl, stir ranch dressing and remaining Cajun seasoning.

Warm tortillas in skillet, oven or microwave, if desired.

Divide tortillas between plates and fill with shrimp and veggies; drizzle with spicy ranch and serve with squeeze of lime.

(StatePoint) Over-the-air updates, which are remotely delivered updates to a vehicle’s technology, offer potential benefits to everybody on the road and improve the driving experience. Yet a new study reveals that in many cases, these updates should be accompanied by consumer education.

Timely research from Toyota’s Collaborative Safety Research Center (CSRC) and the University of Iowa highlights that drivers are not always sure what new automotive software entails or how to use it.

“Our goal is to support the integration of the latest automotive tech so that drivers reap the full benefits of these updates. As we continue to develop new vehicle safety systems, or simply improve the ones we already have, consumer education may help build trust, acceptance and use,” says John Lenneman, Ph.D, senior principal research scientist, Toyota North America, CSRC.

This seminal research included two driving simulator studies at the University of Iowa, assessing the understanding of over-theair updates without consumer education, and measuring the benefit of including consumer education. The project also developed a tool for designers to measure the change in a system following an update.

One of CSRC’s primary aims is to share its research, with the hope that the automotive industry can benefit from the findings of its safety advances. That’s why the research team is excited that the study is already having an impact on system design and

educational materials, helping designers identify when and how consumer education should be incorporated into updates. For example, the research found that for updates that don’t require interactions from the driver, such as automatic emergency braking, education is not necessarily needed, whereas for other updates, the driver may need a description of what the system does, or even an understanding of what their responsibility is when using the technology.
