Within the last year, the mental and physical health and well-being of women in the U.S. at various points of intersectionality, both young and old, have been eroded by legislation at both the federal and state levels and worsening social pressures.

Those are just some of the more than 300 new laws that take effect in the new year.

The minimum wage increase is actually the result of a 2019 law that phases in a state minimum wage to $15 an hour by 2025. This year, it will increase by one dollar to $12 an hour.

In nearly half of all states, transgender youth face barriers to receiving gender-affirming care.

Other new laws include:

Vehicle taxes: SB58 raises the private vehicle tax, which is a sales tax paid on the purchase of vehicles, by $75 for each model year where the purchase price is less than $15,000 and by $100 for vehicles priced above that amount. However, the registration fee for trailers weighing less than 3,000 pounds will drop to $36 instead of $118.

For millions of people nationwide, lengthy, cost-prohibitive travel and weeks-long waiting periods at abortion clinics make access to safe abortions nearly impossible. Twice as many women must now travel more than an hour to reach an abortion provider— double the benchmark for reasonable access to primary care. In states with total or 6-week bans, travel times increased on average by more than four hours.

Roe’s reversal disproportionately impacts people of color and those who are low-income. Almost 50% of people who seek abortion in the U.S. live at or below the federal poverty level, and more than 50% are Black or Hispanic, according to data analyzed by the Guttmacher Institute. Access

FOID card changes: HB562 enacts several changes to the Firearm Owner Identification card law. Among other things, it provides for a streamlined renewal process for FOID cards and Concealed Carry Licenses for people who voluntarily submit fingerprint records. In 2019, the Governor signed the Reproductive Health Act, repealing anti-abortion legislation and expanding insurance coverage for reproductive health services. The Governor has also increased Title X funding to cover for federal deficits during the Trump administration and to allow providers to better care for an influx of out-of-state patients seeking care after the repeal of Roe v. National Alliance for Black Business (NABB) and the U.S. Department of Commerce’s Minority Business Development Agency (MBDA) Form a Historic Alliance to Develop Black-Owned Businesses

Wednesday, February 22, 2023, the U.S. Department of Commerce Minority Business Development Agency (MBDA), and the National Alliance for Black Business (NABB) signed a historic MOU during the NABB’s first annual National Black Business Policy Conference in Washington, D.C. The NABB was co-founded by the National Business League (NBL) and the National Black Chamber of Commerce (NBCC), which represent a combined 153 years of service to Black businesses and are now collectively working to organize a unified national black economic agenda.

“This historic agreement between MBDA and the NABB will strengthen our collective mission to create a strong, equitable economy for all minority businesses and entrepreneurs,” said Donald R. Cravins, Jr., Under Secretary of the Minority Business Development Agency. “Both MBDA and the NABB have uplifted Black businesses in the decades since they were formed. But together under this agreement, we can break down more barriers, open new opportunities, and create greater access for even more minority entrepreneurs and founders to thrive.”

The MOU establishes a framework for the MBDA and the NABB to collaborate on efforts to increase the growth and global scaling of more than 3.2 million Black American businesses, with an estimated $141.1 billion in annual receipts, 1.3 million employees, and about $42.2 billion in annual payroll (2022 U.S. Census). As part of this alliance, MBDA and the NABB will share information and raise public awareness of each other’s programs and initiatives.

In 1969, the late Berkeley G. Burrell, the 10th national president of the NBL, played an instrumental role in the founding and creation of the Office of Minority Business Enterprise (OMBE), known today as the MBDA. Mr. Burrell was vice president of the Advisory Council for Minority Enterprise and under his leadership, the NBL and OMBE initiated decades of Black business participation in the public and private sectors.

“The MBDA was born out of the civil rights movement, as an intentional solution to curb the economic conditions experienced in the Black community that caused Black resistance, rebellion, and retribution in the streets,” said Kenneth L. Chicago Treasurer’s Office and R. Seelaus & Co. Invest to Increase Homeownership and Renew Neglected Neighborhoods

Chicago, Ill. – More low-to-moderate income homebuyers in Chicago will now be able to realize their dreams of homeownership. Thanks to an innovative public and private partnership between the Chicago City Treasuer’s Office and R. Seelaus & Co., Inc., a certified women-owned, full-service investment and asset management firm, new capital has been invested in Freddie Mac and Fannie Mae that will make mortgages for single-family homes more accessible on the city’s south and west side neighborhoods.

The City Treasurer’s Office has initially invested $7 million with a commitment to invest a total of $25 million within the first quarter of 2023, in partnership with R. Seelaus & Co. About the investment, where the homeownership rates for Blacks is 35% and 43% for Hispanics, compared with 54% for Whites, Chicago Treasuer Melissa-Conyears whose office is the custodian and manager of all cash and investments for the City, said: “Access to homeownership is both a cornerstone to lift marginalized neighborhoods and a critical tool for building long-term wealth, and a more equitable future. We’re proud to be part of this initiative because it will get desperately needed mortgage capital into the hands of hard-working Chicagoans who historically and systematically have been blocked out of the American Dream of homeownership.”

The initiative began in late January 2023, with the Treasurer Office’s initial investment from cash holdings to lower-middle income loan programs under-written by Freddie Mac and Fannie Mae and exclusive to Chicago residents. These investments will allow low-to-moderate income Chicago residents to purchase their single-family dream home and instill confidence in the market that helps catalyze additional economic devel-

opment opportunities and contribute to a community’s well-being and vibrancy.

Congressman Kweisi Mfume Introduces Legislation to Commemorate African American World War II Hero Doris Miller

WASHINGTON, D.C. – Congressman Kweisi Mfume (MD-07) announced the introduction of a pair of bills to commemorate the life and legacy of African American Mess Attendant Doris ‘Dorie’ Miller. During the attack on Pearl Harbor, Mess Attendant Miller manned an anti-aircraft gun and downed enemy planes, despite the fact that the racially segregated steward’s branch of the Navy was not trained to use anti-aircraft guns. Congressman Mfume’s bills seek to award the Medal of Honor and a Congressional Gold Medal to Mess Attendant Miller.

“Today is ‘Dorie Miller Day’ on Capitol Hill. Dorie Miller protected America, and we are all the beneficiaries of his bravery. His valiance is even more admirable because he courageously worked to save a democracy that he could not fully enjoy at that time, as the United States military did not become fully integrated until almost seven years after his heroism in World War II,” said Congressman Mfume. “I am honored to continue the work of my friend, former Congresswoman Eddie Bernice Johnson, who had fought to give Mess Attendant Miller’s legacy the celebration of the Medal of Honor since 2001. The Life of Doris ‘Dorie’ Miller Background

Born in Waco, Texas on October 12, 1919.

Son of Connery and Henrietta Miller.

Dropped out of school to support the family farm, worked parttime as a cook in a small restaurant in Waco.

Military Career

Enlisted in the United States Navy in September of 1939.

After bootcamp training, was assigned to the USS West Virginia as a messman.

Quickly moved up in the ranks from messman to ship’s cook, third class, and was stationed at Pearl Harbor.

Black sailors serving in the racially segregated steward’s branch of the Navy were not trained to use anti-aircraft guns.

On December 7, 1941, Doris Miller was doing laundry at around 8:00 a.m. when a Japanese torpedo hit his ship, anchored in Pearl Harbor.

He rushed to the main deck to help move his mortally wounded captain out of harm’s way and attend to other wounded sailors.

He then manned a 0.50-calibre anti-aircraft gun and fired at the attacking planes.

According to news stories and other sailors’ accounts, Doris Miller downed 2 to 5 enemy planes before he was forced to abandon ship.

National Awards and the Medal of Honor

Doris Miller was awarded a commendation from the Secretary of the Navy as well as the Navy Cross on May 27, 1942, in a ceremony at Pearl Harbor.

The Navy recently commissioned an aircraft carrier to be named after Doris Miller, and the town of Waco, Texas recently unveiled a riverside memorial.

Doris Miller has yet to receive the Navy’s highest award, the Medal of Honor.

Mr. Miller’s family and friends have fought for decades to convince the Navy to award Doris Miller with the Medal of Honor posthumously.

More than 15 cities have expressed support, and the U.S. Conference of Mayors adopted a resolution endorsing the effort in 2001.

Congress has introduced a resolution in support of the Navy awarding Doris Miller the Medal of Honor every year since 2015.

Decisions on military honors are typically reserved for the military, and the Navy has not yet decided to change course on Doris Miller’s status.

Medal of Honor Bill – Doris Miller

This bill authorizes the President to award the Medal of Honor, the highest military decoration in the United States Armed Forces, to Mess Attendant Doris ‘Dorie’ Miller.

Former Representative Eddie Bernice Johnson had fought to give Mess Attendant Miller’s legacy this recognition since 2001.

This legislation is endorsed by the National Association for Black Veterans (NABVETs) and the Dorie Miller Medal of Honor Committee.

Congressional Gold Medal Bill –Doris Miller

The second bill of this dual-tracked legislative effort to federally recognize Doris Miller awards him posthumously the Congressional Gold Medal, the highest civilian award in the United States.

If approved by Congress, Doris Miller’s family would receive the medal and it would be displayed at the Smithsonian Museum.
