About the Creative Team: Wolfram Lotz (Author), born 1981 in Hamburg, grew up in the Black Forest region.

He studied literature, art and media science in Konstanz and creative writing at the Deutsches Literaturinstitut in Leipzig. He writes plays, audio plays, lyric and prose and received several

awards, including the Kleist Award for his play The Big March. His radio play The Ridiculous Darkness has been adapted and produced around the world and received the Nestroy Theatre Prize from the Association for Viennese Theatre.

The US adoption system discriminates against darker-skinned children

When it comes to adoption, Americans might assume that each child is treated equally. But research shows that darker-skinned children are repeatedly discriminated against, both by potential adoptive parents and the social workers who are charged with protecting their well-being.

Social workers are often called upon to assess a newborn’s skin color, because skin color influences potential for placement. As a 2013 NPR investigation found, dark-skinned black children cost less to adopt than light-skinned white children, as they are often ranked by social workers and the public as less preferred.

According to Washington University law school professor Kimberly Jade Norwood, “In the adoption market, race and color combine to create another preference hierarchy: white children are preferred over nonwhite.

When African-American children are considered, the data suggest there is a preference for light skin and biracial children over dark-skinned children.”

As a social worker with an interest in the social effects of skin color, I believe that the social work profession must be held accountable for its discriminatory practices.

Light skin versus dark Regardless of race, adopting parents prefer to adopt a light-skinned child.

A 1999 study at the Institute of Black Parenting, a Los Angeles adoption agency, showed that as many as 40 percent of the African-American couples expressed a preference for a light-skinned or mixed-race child, regardless of their own complexion.

Children who are white are slightly more likely to be adopted out of foster care. Of the more than 400,000 children in foster care awaiting adoption in 2017, about 44 percent were white, while the majority were children of color. However, of those who were adopted with public agency involvement, 49 percent were white.

According to the U.S. Commission on Civil Rights, 2004 data shows that children with lighter skin were adopted more quickly out of foster care. While white children waited 23.5 months on average, black children waited 39.4.

In preparing a paper on this subject in 2017, I found a 1999 report from the American Civil Liberties Union which conducted a court-authorized review of 50 adoption case files in New York City. They concluded that the practices of social workers favored children with more Caucasian fea-

parents’ most recently adopted children were “very fair or somewhat fair” in skin color, while 31 percent were “somewhat dark or very dark.”

Finally, research shows that it costs more to adopt a white child in the U.S. than it does to adopt a black child.

According to the NPR investigation, it costs about US$35,000 to adopt a white child, absent legal fees. Meanwhile, a black child cost $18,000.

These prices, which are set internally at adoption agencies based on a number of factors, suggest that white children have a higher market value in the adoption marketplace and are more highly sought after by adoptive parents.

Research suggests that the skin color issue continues to be a problem across the U.S. A study similar to that of the ACLU’s was conducted in 2010 in the state of Michigan. This study looked at 1,183 adoptive Michigan families who adopted children from 2007 to 2009, through both public and private adoption agencies. The dark side of adoptions The evidence suggests that social workers do discriminate based on skin color. What’s more, private agencies that do not employ social workers no less enable skin color discrimination by referring to adoptees’ skin color.

Adopting parents may ask for a child who looks similar to them or who has lighter skin. Currently, even when skin color is not an official record, social workers are inclined to share such information casually in response to parents’ questions.

When social workers accommodate a preference regarding skin color – by

evaluating a child’s skin color or by responding to parents’ questions about a potential adoptee – they are breaching their code of ethics. The official Code of Ethics for the National Association of Social Workers clearly states that social workers “should not practice, condone, facilitate, or collaborate with any form of discrimination” on the basis of race, ethnicity or color, along with other factors.

Assessing children by skin color allows for a ranked ordering, where dark-skinned children may be singled out as less valued. While it is not always a matter of formal record, children assessed as dark-skinned clearly have a different experience than white children in the adoption process.

No doubt, the significance of skin color requires it be noted in files – but, in my view, it should not be monetized. I feel that skin color should be maintained as a confidential record, unless social workers can establish a clear reason why sharing it would lead to the best adoptive outcome for the potential adoptee.

I believe that it’s important to expose the dark side of adoptions that children regardless of skin color be valued and safe from discrimination.

Zoning Board Meeting Held For Proposed Energy Plant Construction In South Suburbs Continued from page 1

The Village of Glenwood’s Zoning Board of Appeals recently held a public meeting at the Glenwood Village Hall to discuss the proposed construction of Oak Meadow Energy Plant which upon completion would be a 1,250-megawatt fossil fuel electric generation facility.

The proposed location of the energy plant that the Zoning Board of Appeals is responsible for approving is at 20278-20292 Cottage Grove Avenue in Glenwood. If the use of land is approved by the Zoning Board of Appeals, the project will still need to pass a vote of approval from the Village of Glenwood Board of Trustees to be able to move forward and begin construction.

Planning and construction of the Oak Meadow Energy Plant is a project that is being facilitated by Advanced Power Services Inc. which is a company that develops electric generating facilities.

“As a developer, we identify sites for new

electric generating facilities which includes securing permits, arranging the financing, and ultimately placing projects into construction,” said Kekeisen development manager for Advanced Power Services Inc. and the Oak Meadow Energy project. “It is certainly our intent as a developer and as a company to be a long term member of this community.”

When looking for a suitable location for the Oak Meadow Energy Plant, the 74-acre site in Glenwood stood out for two reasons.

“There are existing natural gas pipelines that run along the southern border of the site as well as an existing high voltage transmission line. Typically, when we site these projects, we have one or the other and wind up needing to construct substantial additional infrastructure to bring in whichever component is missing but in this instance, we were able to find a site that has both,” said Kekeisen.

During the meeting, south suburban residents voiced their concerns about the possibility of the proposed energy plant having a negative effect on air quality, the environment, and property values in the community.

During the time for public comment, one young resident approached the microphone to ask Kekeisen how the Oak Meadow Energy Plant would benefit future generations to come and how the energy plant will adapt to modern clean energy standards.

“In terms of how the project is going to directly benefit the residents of Glenwood and the residents of the neighboring communities, the project is going to bring a lot of economic development to the area,” said Kekeisen who’s response was immediately met with outcries of disagreement from the audience.

The meeting concluded with the Zoning Board of Appeals stating that there will be an independent review of the application for zoning submitted by Oak Meadow Energy and another public meeting will be held on April 23 after the additional application review has been completed. Residents in opposition to the project saw this as a small win as it buys them more time to build a case against the proposed Oak Meadow Energy Plant.

NoVo Foundation Announces $10 Million Funding Opportunity The NoVo Foundation recently announced The Life Story Grants, a $10 million, 3-year commitment for programs in the U.S that open exit ramps and close on-ramps to commercial sexual exploitation.

NoVo is now inviting Letters of Inquiry for grants across six system-focused “moments”: Housing, Medical Needs, Law Enforcement, Trauma and Mental Health, Immigration, and Systems Impacting Youth.

“The core mission of the NoVo Foundation is to foster a transformation from a world of domination and exploitation—including sexual exploitation—to one of collaboration and partnership,” said Jennifer and Peter Buffett.

“The Life Story Grants are a critical step in achieving that mission and building a more just and balanced world.”

NoVo’s work centers the lived experiences of girls and women from the most marginalized communities. The foundation’s 10 years of listening and partnership with survivors found that the vast majority of girls and women enter the sex trade because of on-ramps into exploitation such as poverty, violence, discrimination, and moments when systems fail them, like school expulsion or lack of housing.

“System failures call for systems-based solutions to create lasting change—and that’s where we see an untapped opportunity for anyone who wants to improve the lives of marginalized girls and women,” said Pamela Shifman, executive director of the NoVo Foundation. “Practitioners in critical systems—like teachers, social workers, bus drivers, police officers, emergency room doctors, and immigration offi-

cials—come into contact with people in sexual exploitation every day. By offering compassion, resources, and opportunity, these practitioners can close an on-ramp to exploitation—or open an exit ramp.”

For example, while 88 percent of survivors report they have been in contact with a healthcare provider, only six percent of healthcare workers report treating a victim of human trafficking at some point in their career.

“I believe that all staff at hospitals should be trained on what commercial sexual exploitation looks like in real life,” said Noel, a survivor and founder of a survivor services organization.

“These women need to be shown care and compassion just like a domestic violence victim.”

The Life Story Grants approach is grounded in two influences: 1. The communities that are disproportionately impacted by the sex trade but are largely invisible—girls and women who are Native and Indigenous, immigrant, trans, as well as girls and women of color. This includes adult women and mothers of all ages in the sex trade, who currently don’t receive the support they need.

2. The critical life moments where survivors shared that system interactions could have gone a different way and led to a different life trajectory.

Life Story: Moments of Change to illuminate the often unseen realities of commercial sexual exploitation. This online platform elevates the voices and hopes of survivors who were exposed to harm in school, foster care, housing, health care, law enforcement, and other systems; who experienced intergenerational violence and trauma; and whose paths led to sexual exploitation.

It highlights the opportunities survivors see for change—to end oppression for all girls and women, and to shrink the sex trade so fewer people are harmed.

“From listening to girls and women who have experienced sexual exploitation, we learned that emotional, psychological, and physical violence is inherent to the sex trade,” said Puja Dhawan, director of NoVo’s Initiative to End Violence Against Girls and Women. “This trauma can last a lifetime, and it cannot be regulated away. Survivors shared that preventing vulnerable girls from getting into the Life altogether, and helping women in the Life leave when they are ready is one of the best things we can do in the short term, while working toward a world free of violence in the long term.”

NEWS The Elizabeth Taylor AIDS Foundation Provides $1million For HIV/AIDS Programs The Elizabeth Taylor AIDS Foundation (ETAF) has released $1,000,000 in grant funding to community based organizations to fight HIV/AIDS. These funds are a result of ETAF's partnership with Macy's, via their 2018 Thanks For Sharing program.

"Through Macy's Thanks for Sharing program, we raise funds for charitable organizations like ETAF that have an incredibly positive impact in our communities. We are honored to partner with them to support, through this grant, the lives of youth, women, children and families affected by HIV and AIDS across the nation," said Sam Harrison, vice president of giving and volunteerism at Macy's.

Among the many grant recipients was The Chicago House and Social Service Agency.

Elizabeth Taylor and Macy's have a long history of partnership in the fight against HIV and AIDS. Elizabeth Taylor was Founding Chair of Macy's Passport, an awareness-raising fashion show and gala event which began in the 1980's and continued for thirty years.

New Study: Illinois No. 21 State To Find Love After 50 A new study found Illinois was the 21st best state to find love after 50.

Baby boomers are retiring in record numbers, and at the same time, the divorce rate for Americans 50 and older has roughly doubled since the 1990’s.

More older Americans are single and ready to mingle but many do not know where to start.

TheSeniorList, a leading online resource for seniors, recently released The Best States for Finding Love After 50 using the latest data from the U.S. Census Bureau on marital status and income.

The rankings were determined after analyzing three factors: l Percentage of 50+ that are single l Percentage change in singlehood since 2012 l Percentage with income over $50,000 Ultimately, Illinois seniors have a 58.4% chance of finding that special someone.

Lawmakers to mark Women’s History Month with new award

Springfield – March is being celebrated as Women’s History Month in the United States, and women of the Illinois General Assembly plan to mark the occasion next week with an event at the Illinios Governor’s Mansion, where they will bestow a new award to honor outstanding women legislators in the state.

The new award is named in honor of former House Majority Leader Barbara Flynn Currie, a Chicago Democrat who retired from the General Assembly last year after a 40-year career, the longest of any woman in the Illinois House. Currie will also be the first recipient of the award, which organizers said they plan to make an annual event.

The award will be presented at the first “Pink Event,” scheduled for 6:30 p.m. Tuesday, March 5, at the Governor’s Mansion.

People attending are encouraged to wear pink to honor female leaders in the Capitol.

The event is being sponsored by the Illinois House Democratic Women’s Caucus, the Senate Women’s Caucus and the Caucus of Women Legislators.

“We wanted to honor Barbara by creating the award in her name, presenting it to her the first year and then carrying on her legacy by awarding one outstanding legislator each year,” Rep. Melissa Conyears- Ervin, a Chicago Democrat and co-chair of the IHDWC, said in a statement. “This will be one way we can continue to promote and honor the women who lead in our state Capitol.”

Gov. Pritzker appoints new members of Illinois State Board of Education

Springfield – Gov. J.B. Pritzker announced his appointments to the nine-member Illinois State Board of Education this week.

The state school board sets educational policies and guidelines for public and private schools, preschool through grade 12, as well as vocational education. It also recommends legislation to the General Assembly and governor.

Members serve four-year terms, and Pritzker’s appointees await approval in the Senate.

Darren Reisberg will serve as the board’s chair, having previously served as ISBE’s general counsel and deputy superintendent.

Reisberg currently serves as the vice president for strategic initiatives and deputy provost at the University of Chicago and previously served as its vice president and secretary. He was also the first executive director of the university’s Institute of Politics, where he serves on the board of advisors.

She began her career as a special education teacher at Aurora schools, and went on to serve as principal of W.S. Beaupre Elementary School from 1990 to 1993 and Abraham Lincoln Elementary School from 1993 to 2000.

In 2006, Latimer was promoted to assistant superintendent in the Division of Student Services, and in 2008, she became the assistant superintendent in the Division of Teaching & Learning, which included oversight of all aspects of PK-12 instruction, including those of the former Student Services Division. She held this role until her retirement in 2014.

Leak serves as superintendent of Community Consolidated Schools District 168 and has trained thousands of teachers and presented at more than 200 conferences worldwide.

She has superintendent experience in Rich Township High School District 227, which received the distinction among Best High Schools in America from U.S. News & World Report during her tenure.

Leak has been a member of the National Council of Supervisors of Mathematics Board and the American Association of School Administrators. She is a lead instructor with the Professional Learning Community academies and recently received her National Certification Certificate.

Lett has spent more than 35 years of experience teaching and leadership in K-12 schools and higher education. He is an adjunct professor on the Education Leadership Department at the University of Illinois at Springfield.

He served 16 years as superintendent for Pana Community Unit School District 8, and was middle school principal at Seneca Grade School and assistant principal at Ottawa Township High School.

Quinlan serves as regional superintendent for the Champaign-Ford Regional Office of Education 9. She served as the vice president of the Illinois Association of Regional Superintendents of Schools from 2011 to 2013.

Quinlan also has worked as a reading and language arts specialist at Education Service Center 13, where she later became assistant director and director.

Robbins served as UniServ director for Region 53 and 35 at Illinois Education Association from 2007 to 2017. She previously taught at Dunlap High School, served as community relations manager and instructor of 28 programs at Hult Health Education Center, and as program coordinator and instructor at Illinois Central College.
