SPRINGFIELD – Minimum wage workers in Illinois will see a boost in their hourly pay to $12 per hour starting Jan. 1, while tenants in affordable housing units will be allowed to keep pets.

Those are just some of the more than 300 new laws that take effect in the new year.

Group to consider cannabis oversight commission, other industry reforms

The minimum wage increase is actually the result of a 2019 law that phases in a state minimum wage to $15 an hour by 2025. This year, it will increase by one dollar to $12 an hour.

The law allowing public housing

tenants to keep pets is the result of Senate Bill 154, by Sen. Linda Holmes, D-Aurora, and Rep. Stephanie Kifowit, D-Oswego. It provides that tenants of multifamily housing units that are acquired, built or renovated with money from the Illinois Affordable Housing Trust Fund may keep up to two cats or one dog weighing less than 50 pounds.

The group is led by Rep. La Shawn Ford, D-Chicago, who has sponsored numerous cannabis-related bills and is an outspoken advocate for racial equity.

The working group’s main priority, according to Ford, is to make sure individuals who have invested in the newly-created industry are successful. A part of that is to address the disproportionate impact the war on drugs had on communities of color, particularly when it comes to cannabis-related arrests.

It applies to residents of housing units that are designated as affordable housing for low- and very-lowincome families. The bill passed both chambers in its final form on May 30 and Gov. JB Pritzker signed it into law Aug. 6.

According to the ACLU, Black people in Illinois were 7.5 times more likely than white people to be arrested for cannabis-related offenses prior to the state’s decriminalization of the drug in 2016.

Other new laws include:

Vehicle taxes: SB58 raises the private vehicle tax, which is a sales tax paid on the purchase of vehicles, by $75 for each model year where the purchase price is less than $15,000 and by $100 for vehicles priced above that amount. However, the registration fee for trailers weighing less than 3,000 pounds will drop to $36 instead of $118.

The same law that legalized recreational cannabis use in 2019 also made individuals previously charged with minor cannabis offenses eligible to have their records expunged. At the end of 2020, Gov. Pritzker announced 492,129 cannabis-related convictions had been expunged and 9,219 low-level cannabis convictions had been pardoned.

Ford is joined on the working group by Assistant Majority Leader Marcus Evans, D-Chicago; Assistant Majority Leader Barbara Hernandez, D-Aurora; Assistant Majority Leader Bob Rita, D-Blue Island; Rep. Jennifer Gong-Gershowitz, D-Glenview; Rep. Sonya Harper, D-Chicago; and Rep. Bob Morgan, D-Deerfield.

They’ll work with other lawmakers, state agencies, businesses and associations that work directly with the cannabis industry.

One of the involved organizations is the Cannabis Business Association of Illinois, a statewide trade association for cannabis businesses.

The association’s legislative priorities include re-implementing curbside pickup and drive-thru services after pandemic-era measures expired, decoupling Illinois’ cannabis tax code from the federal tax code, and extending the right to work in the medical cannabis industry for those who have previous cannabis-related convictions.

The recreational cannabis law was also designed to give “social equity” applicants – or those whose ownership consists of minorities, people with drug convictions or individuals hailing from disproportionately impacted areas – easier access to new dispensary licenses.

College admissions: HB226, establishing the Higher Education Fair Admissions Act, prohibits public colleges and universities from requiring applicants to submit SAT, ACT or other standardized test scores as part of the admissions process, although prospective students may choose to submit them if they wish.

Drug prices: SB1682 requires pharmacies to post a notice informing consumers that they may request current pharmacy retail prices at the point of sale.

“Our goal was to make sure that those communities that were hardest hit by the war on drugs actually were able to benefit from this industry by having the ability to open up in those communities and hire people from those communities,” Ford said in an interview.

Ford was the sponsor of House Bill 1443 in the previous General Assembly, a measure that created 110 additional “social equity” dispensary licenses beyond the initial 75 created by the original legalization law.

Over 30 cannabis-related bills have already been filed in the current General Assembly which began in January, addressing areas including licensing, distribution of cannabis tax revenue and the expungement of past offenses. The working group will comb through these measures to more effectively address the industry’s most pertinent issues.

The Cannabis Equity Illinois Coalition, a grassroots nonprofit that advocates for cannabis-related reform, has their own priorities for the legislative session, including expanding support for the craft grow industry, creating a singular cannabis oversight commission to streamline cannabis programs, and creating licenses for clubs and lounges so people other than homeowners are able to legally consume cannabis.

“The goal is moving away from having 13-plus state agencies who are not talking to each other,” Peter Contos, deputy director of the coalition, said in an interview. “We need one cannabis body who just does all the work, similar to what the state did with the liquor commission.”

bp invests in future talent with HBCU Fellowship Program

HOUSTON, Feb. 20, 2023 /PRNewswire/ -bp announced it is investing $4.05 million in three historically Black colleges and universities (HBCU) to provide students with scholarship funding, exposure to the energy industry, and career development experience.

As part of bp’s new HBCU Fellowship Program, Florida A&M University, North Carolina A&T University, and Prairie View A&M University will each receive $1.35 million, covering five full scholarships per year at each school for three years – a total of 45 full scholarships during that period. Students who successfully complete the program will be provided with opportunities for additional development, including internships.

Approximately 2/3 of Black women (66%) change their hair for a job interview. Among them, 41% changed their hair from curly to straight.

Black women are 54% more likely (or over 1.5x more likely) to feel like they have to wear their hair straight to a job interview to be successful. Hair discrimination has led Black women to have a negative experience or outcomes within the workplace.

Black women with coily/textured hair are 2x as likely to experience microaggressions in the workplace than Black women with straighter hair.

Over 20% of Black women 25-34 have been sent home from work because of their hair.

Young Black professionals are feeling the pressure from hair discrimination the most.

Nearly half (44%) of Black women under age 34 feel pressured to have a headshot with straight hair.

25% of Black women believe they have been denied a job interview because of their hair, which is even higher for women under 34 (1/3).

In support of The CROWN Act, Dove and LinkedIn have partnered on a series of actions to help end race-based hair discrimination in the workplace nationwide. Together, we will:

Tika Sumpter is an accomplished actor, producer, entrepreneur, and mom. Honda Battle of the Bands Returns to Celebrate HBCU Culture and Marching Band Tradition

MONTGOMERY, Ala., PRNewswire -- Thousands of fans, students and alumni converged upon Alabama State University (ASU) on Saturday, Feb. 18, to take part in the 18th Honda Battle of the Bands Invitational Showcase (HBOB), the nation’s premiere showcase for Historically Black Colleges and Universities (HBCUs) marching bands and dance teams. Marking its return to a live event format for the first time since 2020, HBOB also was held for the first time on an HBCU campus, featuring spectacular performances from six marching bands representing HBCUs.

This year’s HBOB theme, “Driving the Legacy,” celebrated the distinct culture and heritage of HBCUs, honoring HBCU traditions and the important role these institutions play in providing higher education and opportunities for advancement to the Black community.

ASU alumnus and legendary comedian Rickey Smiley hosted the HBOB live event, while Emmy and two-time NAACP Image Award-winning host, comedian, and Prairie View A&M University alumna Loni Love hosted the HBOB livestream.

The six HBCU marching bands that performed in the 2023 HBOB Invitational Showcase included both first-time and veteran HBOB bands:

Alabama State University, Mighty Marching Hornets – 7th appearance

Langston University, Marching Pride

– 4th appearance

Morgan State University, Magnificent Marching Machine – 1st appearance

Savannah State University, Powerhouse of the South

ing bands with a national platform to display their talent, both live and streamed online. Each of the six bands received an all-expenses-paid trip to the HBOB Invitational Showcase. Building on Honda’s longstanding support for HBCUs, each of the six participating universities also received a $50,000 grant from Honda to support their music education and career development programs. Honda also supported nonprofit organizations within the host city of Montgomery through $100,000 in local grants and $20,000 to two nonprofit organizations that partnered with Honda on a new mural installed on the ASU campus.

In addition to the marching band performances at the 2023 Invitational Showcase, HBOB also included an HBCU College Fair hosted by ASU to connect high school students with representatives from ASU, Savannah State University and Virginia State University. The college fair enabled prospective college students to meet with marching band and admissions recruiters to discuss admissions requirements, financial aid, student life and scholarship opportunities. Students who attended the college fair received free admission to the HBOB Invitational Showcase.

American Cancer Society Announces New Center for Diversity in Cancer Research Training

ATLANTA, PRNewswire -- To address the lack of diversity in research environments, the American Cancer Society (ACS) has announced the creation of the American Cancer Society Center for Diversity in Cancer Research Training. The new center will supplement the traditional academic journey, focusing on meeting potential researchers where they are and helping them overcome barriers to future success. Initial programming will support underrepresented high school, college, and post-baccalaureate students and include exposure to oncology and cancer research as a career; mentorship; handson research experiences; and career development. The aim is to increase efforts to recruit and nurture individuals from diverse backgrounds within scientific and clinical training environments.

“The center is a perfect way to build upon the Diversity in Cancer Research internship program we launched in 2021,” said Dr. Ellie Daniels, MPH, senior vice president of the center. “Its success caused us to think about the support we could provide more broadly. Inequities impact cancer outcomes in tangible and intangible ways. Working to remove the academic barriers people of color face allows us to grow a pipeline of well-qualified researchers who

Diverse voices are critical in improving inequities in cancer prevention, treatment, and care. Unfortunately, the racial and ethnic communities that bear a disproportionate burden of cancer continue to be underrepresented in the cancer research workforce. For example, while the number of biomedical scientists in the U.S. has grown since the 1990s, the percentage of African Americans and Hispanics in biomedical careers is lowest among any ethnic group. Further, funding rates for the National Institute of Health’s R01 grant program, which serves as a catalyzing milestone in the academic careers of many research scientists, remains lowest for African American applicants at 16.6 percent compared to 27.8 percent for White applicants. These numbers are largely attributed to low rates of representation in scientific education and training. People of color represent 20 percent of first-year college students pursuing degrees in science and engineering. The numbers decrease as these students move through their education with 17 percent receiving a bachelor’s degree and only 10 percent completing advanced degrees in these disciplines.

Kale and Kimchi “Fried” Rice

1 Minute Jasmine Rice and Red Quinoa Cup

1 cup kale, chopped

1/4 cup kimchi, chopped

1 teaspoon soy sauce

1 egg, lightly beaten

Heat rice according to package directions.

In medium microwave-safe bowl, combine kale, kimchi and soy sauce. Cover and microwave 1 minute.
