These are the nine cheapest places to travel to in 2019 Many Americans may be starting the year on a budget after a record-setting season for holiday spending. But for travelers looking to start 2019 with a trip, CheapTickets is sharing its nine cheapest destinations to travel to in the new year.

The budget travel site compared average vacation package prices, roundtrip airfare and daily hotel rates with travel dates from January 1-March 31, 2019. The following destinations are the nine cheapest in each category.

South Suburban Mayor Hosts Arctic Dip Fundraiser Continued from page 1

The Village of Homewood recently hosted the Mayor’s Arctic Dip fundraiser to honor the one year anniversary of the Village of Homewood Mayor, Richard Hofeld’s, rescue from a frozen pond he fell into while trying to retrieve his dog.

Proceeds from the fundraiser were donated to the South Suburban Humane Society.

About a year ago, Mayor Hofeld went onto the frozen lake at the Izaak Walton Preserve in Homewood to get his dog and as he tried to do that, the ice under him broke and he went into the water himself.

“I was in the water for about 20 minutes treading water. I did manage to get the dog out.

I flipped her out and she is a 100-pound lab so don’t ask me how I ever did that but nevertheless, she was fine. A jogger came by after about 20 minutes and called 911 and the fire department came and sent a diver in and pulled me out,” said Hofeld.

Overall, both Hofeld and his dog were fine but

the event made the local news. Hofeld said he was approached by a local law firm that wanted to commemorate the anniversary of his rescue and he agreed. From there, the idea for the Mayor’s Arctic Dip came to be.

Several swimming pools were set up outside Martin Avenue Square and registered participants were invited to take an icy dip. Many participants dressed in costumes and brought pool noodles, snorkels, and goggles to make the event more fun.

“We did the reenactment on dry land in pools rather than down at the lake where I had gone in. The fire department frowned upon doing it down there again,” said Hofeld. “I went in this

time wading through the water instead of being up to my neck in it and the bright side to all of this is that the Human Society raised over $7,000.”

The South Suburban Humane Society, located at 1103 West End Ave. in Chicago Heights, is dedicated to promoting the well-being of pets and the people who love them in the Metro Chicago region, according to their website.

“Being a dog lover like so many people are, when I had gone in the water it was to rescue my dog and all of my black labs are rescues and over the years, I have had at least a dozen. This is a very worth-while organization and they save animals and they do good things with them by feeding them and housing them and that’s why I chose them,” said Hofeld.

Because of the first event's great success, it is Mayor Hofeld’s intention to make the Mayor’s Arctic Dip an annual event in the Village of Homewood.

“It was so well received and it was gratifying to see so many people enjoying themselves as they plunged into the cold water in 20-degree weather. Everyone had a good time,” said Hofeld.

Stopping partisan gerrymandering is more complicated than you think

Several states have waged fierce battles recently over partisan gerrymandering, when states are redistricted in favor of a particular political party. Now Missouri wants to lead the nation with a new, combined requirement for partisan fairness and competition for redistricting plans.

But drawing legislative district lines is an exercise in trade-offs.

Achieving one goal means sacrificing another, and, as a political scientist who studies the mathematical principles of redistricting, I find Missouri’s new plan to be uninformed by scholarly research.

Missouri’s goals are in tension with each other. Minimizing partisan bias, while important, is best achieved by sacrificing competitiveness, which does not serve a clear purpose.

Creating competitive districts doesn’t necessarily create competitive elections. Once an incumbent wins, that party has the seat locked in, and whatever party ratio gets created by random variation gets locked in.

That’s part of why drawing lots of evenly split districts doesn’t work, when played out over time. Drawing evenly split districts creates even more problems when one party has a state-level advantage.

of districts, where they constitute inefficiently large supermajorities.

If a party has 80 percent of the vote in a district, some of those voters could be distributed into other districts, allowing that party to win more seats while still preserving the district in question.

In contrast, the advantaged party gives itself relatively narrow majorities in as many districts as possible.

That leaves the disadvantaged party as large minorities in those districts – “cracked” – wasting still more of their votes.

To limit partisan gerrymandering, one must first measure it, and that is harder than it sounds. One proposed measurement of partisan bias was at the core of Gill v.

Whitford, the Supreme Court case on partisan gerrymandering in Wisconsin that remains fundamentally undecided. That measure essentially looks at the number of wasted votes

for each party, based on the premise that each party only needs a majority in a district to win a district. If a redistricting plan wastes more votes for Party A than for Party B, it’s considered biased.

But this relies on knowing the answers to a few questions: What proportion of voters want Party A to win, what proportion want Party B to win, and what proportion of candidates of each party eventually win?

While that sounds simple, factors other than partisanship can affect election results. It’s not enough to just look at party registration.

That doesn’t respond consistently to change over time. For example, if a voter changes preferences, that voter won’t necessarily change party registration, so when a constituency shifts in its composition towards either the Democratic or Republican Party in terms of attitudes over time, registration numbers won’t pick that up.

What’s more, when it comes to election results, research has shown that incumbents have a a consistent advantage, mostly due to name recognition. As political scientist Gary C. Jacobson put it, “You can’t beat a somebody with a nobody.” When the challenger is an unknown figure, incumbents will draw individual votes from the challenger’s party, whereas inexperienced challengers have difficulty drawing votes even from within their own parties. So, if there is an incumbent in the race, election results won’t show a clear picture of the electorate’s partisan preferences.

Measuring the underlying preferences of a constituency, then, is dif-

ficult. When election results differ from what redistricting committees wanted or expected, is that a bias in the plan, or a deviation induced by factors specific to the candidates?

This is why measuring bias in a redistricting plan is a contentious debate.

COMPETITION VERSUS FAIRNESS Nevertheless, there is a clear reason to minimize bias. A biased plan will produce a delegation that is unrepresentative.

The problem is that one cannot have both competition and partisan fairness. In fact, the more evenly balanced districts a plan creates, the more the balance between elected Democrats and Republicans tends to deviate from the preferences of the state. Missouri fails to understand that.

Say a state is split precisely 50-50 between two parties. What would happen if redistricters made every district a microcosm of the state, with every district perfectly even?

On average, each party will have an equal chance before any incumbents enter the picture, but random chance will probably not result in a precise 50-50 split in seat allocation once elections are held. The result will be at least a slight partisan imbalance in seats, with it simply being a coin toss who is favored by that imbalance. Then, once one party has the incumbency advantage working for it, the imbalance becomes locked in. So an attempt to create balance at the state level through 50-50 districts can easily misfire.

Most states, though, aren’t 50-50. Drawing 50-50 districts in such states requires sacrificing proportionality elsewhere, precisely because the state is not 50-50.

Suppose you want District 1 to be a 50-50 district, but the Democrats are only 45 percent of the population. In order to bring the Democrats up to 50 percent in District 1, you need to pull in voters from adjacent districts. The process of bringing an adjacent district down to 40 percent Democratic is itself a distortion. That then introduces rippling effects.

In other words, a mandate for competition is a mandate for distortion because creating 50-50 districts requires creating districts that deviate from the composition of the state, with ripple effects.

Basic statistical principles show the problem with drawing competitive districts.

There is, however, a way to minimize bias. It is called a bipartisan gerrymander. Draw the Democratic districts such that there are as few Republicans in them as possible, draw the Republican districts such that there are as few Democrats in them as possible.

As long as each party’s voters are “packed” in a similar manner, the end result will be that the state elects Democrats and Republicans in the proportion that reflects the preferences of the populace.

Minimal bias or competition – pick one.

SMASH Illinois will run from July 6 to August 10.

NEWS South Suburban College Dean Anna Helwig receives Recognition Award from District 228 South Suburban College’s Anna Helwig, Ph.D., Dean of Science, Technology, Engineering, and Mathematics (STEM) was presented with a Board Recognition Award from Bremen High School District 228 at their Students in Leadership Board Meeting recently.

According to the District, the award is intended to acknowledge individuals who have provided above and beyond service or assistance to its students.

“We presented Dr. Helwig with the award because we are very thankful for all that she has done to help build such an impactful partnership among our schools, and she has been critical in providing many

new opportunities for District 228 students,” said Renee Mack, career readiness supervisor for BHSD 228.

“Some of these opportunities include STEM Day, Manufacturing Day, the Robotics Olympics, and Dual Credit opportunities. She donated a 3-D printer on behalf of SSC to our IT staff and also trained our Industrial Tech teachers on programs using the College’s Maker Lab.” Dr. Helwig said she has enjoyed working collaboratively with District 228 to engage high school students in all of the technology opportunities that SSC’s provides, including its Manufacturing Lab, Maker’s Lab, CNC Lab – all housed at its Oak Forest Center (OFC) near

BHSD 228 schools. She also serves as the lead contact for the District’s Alternative Education Program and has assisted in creating new college classes for DELTA students, now housed at the OFC. “It has been my pleasure working with the students of District 228 and alongside their outstanding teachers and administration,” said Dr. Helwig. “SSC looks forward to building new partnerships and seeing all of our students have great success in the years to come.”

On King Holiday Commemoration: 600 Black Legislators Resolve to Push Policies for Economic Justice

It was three years ago that a group of national business leaders launched a movement called Black Wealth 2020 partially based on the economic vision articulated by Dr. Martin Luther King Jr. King said in his final speech on April 3, 1968: "It's all right to talk about streets flowing with milk and honey, but God has commanded us to be concerned about the slums down here and his children who can't eat three square meals a day. It's all right to talk about the new Jerusalem, but one day, God's preacher must talk about the new New York, the new Atlanta, the new Philadelphia, the new Los Angeles, the new Memphis, Tennessee."

As America commemorated another Martin Luther King Jr. National Birthday Holiday on Jan. 21, an organization of Black legislators have adopted a resolution to begin spreading the Black Wealth 2020 principles and initiatives with an aim to grow the economic justice movement that King started in Memphis just before he was assassinated April 4, 1968.

The National Black Caucus of State Legislators (NBCSL), a 600-member group of local and state Black elected officials, has encouraged its members to form Black Wealth 2020 economic task forces and adopted a resolution to promote its economic agenda in 2019.

"State legislators can play a critical role in the sustainability of communities through policy," said New York State Senator James Sanders Jr., who introduced and shepherded the resolution during the NBCSL's 42nd Annual Legislative Conference that concluded Dec. 1. "This initiative aims to financially empower the Black community in the areas of home and business ownership as well as to broaden opportunities for Black financial institutions. Under those conditions, I believe we must do more than announce these

goals aloud, but work to firmly cement them throughout America in the form of solid legislation, so they can truly flourish."

This means the NBCSL, which represents 60 million people in 45 states, the U. S. Virgin Islands and the District of Columbia, will spend the next two years - and beyond - prioritizing policies that enhance Black economic growth through business ownership, homeownership and Black banking.

Sanders is chairman of the New York State Senate Banking Committee. He also leads the Senate Democratic Conference's Task Force on Minority and Women-owned Business Enterprise.

The passage of the resolution represents the next steps of a promise made by Rep. Greg Porter, NBCSL's immediate past president, during his speech at the Black Wealth 2020

second anniversary luncheon last year. He called for unity behind the Black Wealth 2020 vision.

The backing of the legislators reinvigorates and expands the movement, says former National Bankers Association President Michael Grant, one of Black Wealth 2020's founders and chief spokespersons.

"The National Black Caucus of State Legislators, through exemplary leadership of Representative Greg Porter and State Senator James Sanders, helped the Black Wealth 2020 coalition take a quantum leap forward with the passage of Resolution BED-19-21. The NBCSL connects Dr. Martin Luther King Jr.'s vision of economic justice to a modern day movement that is making wealth-building throughout the Diaspora one of our highest single priorities."

Other Black Wealth 2020 founders are Ron Busby, president/CEO of the U.S. Black Chambers Inc. and Jim Winston, president of the National Organization of Black Owned Broadcasters.

"Whereas, the economic goals of Black wealth 2020 have historic roots, referencing to when Dr. Martin Luther King Jr. had launched the 'Poor People's Campaign', an economic justice movement that had begun in Memphis; the founders of Black Wealth 2020 view their work as a continuum of Dr. King's vision, with a unique contemporary strategy for sustainability," states the resolution.

"Therefore, be it resolved, the National Black Caucus of State Legislators (NBCSL), encourages state policymakers and their membership to establish a Black Wealth 2020 economic task force designed to develop economic building blocks for the African-American population to addresses racial wealth gap."

The NBCSL, aiming even higher with its goals to spread the initiatives, said it will send a copy of the resolution to the "President of the United States, the Vice President of the

United States, members of the United States House of Representatives and the United States Senate, and other federal and state government officials as appropriate."

At least a dozen other major Black organizations have either joined or expressed support for the Black Wealth 2020 economic initiatives. The goals seek to untangle a web of economic injustices including the following statistics outlined in the resolution: There are only 2.6 million Black-owned businesses in the United States, whereas the U.S. black population is estimated to be over 40 million, according to the National Black Chamber of Commerce. 27.6 percent of black applicants for conventional mortgage loans were denied in 2013 while White applicants were denied only 10.4 percent of the time, according to the National Association of Real Estate Brokers.

The number of Black-owned banks operating in the U.S. has been dropping steadily for the past 15 years and fell to 23 last year, the lowest level in recent history, according to the Federal Deposit Insurance Corp.

The median wealth of White households is 20 times that of Black households.

Among the successful initiatives of Black Wealth 2020 in its third year are an agreement between the Bishops of the African American Episcopal Church and Black-owned banks and a credit card established by the Black-owned Liberty Black of New Orleans and the U. S. Black Chamber Inc.The NBCSL resolution points out that such initiatives will empower a nation where the pain of poverty and economic disparities are pervasive.

The resolution concludes: "Be it further resolved that the NBCSL urges state representatives to develop and implement state and community-based intervention programs aimed to address historical and systematic barriers to homeownership, small business and access to capital."
