Those are just some of the more than 300 new laws that take effect in the new year.
The minimum wage increase is actually the result of a 2019 law that phases in a state minimum wage to $15 an hour by 2025. This year, it will increase by one dollar to $12 an hour.

It provides that tenants of multifamily housing units that are acquired, built or renovated with money from the Illinois Affordable Housing Trust Fund may keep up to two cats or one dog weighing less than 50 pounds.
“The PLPA put a stop to many forms of predatory lending in Illinois, but pawnshops convinced a judge to give them a loophole to allow them to continue issuing loans with abusive and excessive three-figure interest rates,” Collins said during a Statehouse news conference.
It applies to residents of housing units that are designated as affordable housing for low- and very-lowincome families. The bill passed both chambers in its final form on May 30 and Gov. JB Pritzker signed it into law Aug. 6.
“We’re already under a 36 percent rate cap. That’s how much interest we can charge, is 36 percent maximum,” said Kelly Swisher, president of the Illinois Pawnbrokers Association. “What we’re allowed by the Pawnbroker Regulation Act is to charge additional fees to help cover the mandated requirements for the pawn industry.”
When a person comes in to pawn something – a watch, a musical instrument or a stereo, for example – Kelly said the pawn shop is required to store those items on the premises, secure them and insure them for twice the amount of the pawn loan.
“And we have police reporting requirements, which, believe it or not, cost money,” he added. “A pawn shop must report to the local police and municipality by noon the following day of all the transactions that we do.”
Pawn shops also must conduct certain customer checks with the Department of Homeland Security and the U.S. Treasury’s Office of Foreign Assets Control, he said.

The PLPA passed during the General Assembly’s last lame duck session in 2021, as part of the Legislative Black Caucus’ agenda aimed addressing what its members described as “systemic racism.” The law caps consumer lenders to charging no more than 36 percent interest per year.
But the law did not specifically mention pawnbrokers, who are allowed to charge interest rates and fees that can amount to effective rates as high as 240 percent per year or more when factoring in associated fees, according to the Woodstock Institute, a consumer advocacy group.
Two bills that have been introduced in the lame duck session – Senate Bill 4241 and House Bill 5840 – would close that gap by including pawn brokers within the PLPA.
Vehicle taxes: SB58 raises the private vehicle tax, which is a sales tax paid on the purchase of vehicles, by $75 for each model year where the purchase price is less than $15,000 and by $100 for vehicles priced above that amount. However, the registration fee for trailers weighing less than 3,000 pounds will drop to $36 instead of $118.
“Predatory loans have drained billions from Black, brown and lower-income communities in our state,” Harper said. “The PLPA has stopped this cycle of disinvestment and enabled our community to retain wealth and to invest in jobs instead of padding the pockets of predatory lenders.”
Putting pawnbrokers under a strict 36 percent cap would effectively limit them to charging just $3 per month on a $100 pawn, which Swisher said would not be enough to cover those additional mandatory costs.
As of Wednesday, it was unclear whether there would be enough time to consider the bills during the brief lame duck session, which cannot go beyond Jan. 11, when the newly-elected 103rd General Assembly is sworn into office. But Collins said she believes they will have the support of the Democratic legislative leadership.
“We expect for the speaker and for the president of the Senate to honor the position of the Illinois Black Caucus,” she said.
Speaking separately to reporters, representatives of the pawn industry argued that they need to be treated differently from other kinds of lenders because they operate under a differ-

Both then and now, the government has refused to act immediately on monetary relief critical to the wellbeing of Black people everywhere.
For decades, Black people have been told that a key to the middle class is an education. But education has become another way for white supremacy to hold Black people back — preventing countless Black families from building Black generational wealth.
Tuition has only gotten more expensive. And when Black students attend some of the most sought out colleges and universities, they end up with three times the amount of debt as their white peers1 — and that’s in addition to the very real and present racial pay gap. Restricted access to college planning, along with racial disparities in income, homeownership, and wealth accumulation all play a huge role in how Black people are particularly burdened as a result of this student debt crisis.
On Dec. 12, the first wave of the Student Solidarity Fund was launched, which is specifically for Black alumni or former Black students who completed some credit toward their Bachelor’s Degree. We understand that things happen, and sometimes, circumstances come up unexpectedly that may have led someone to not complete their degree — but this does not get rid of debt accrued. We wanted to be sure that these folks have just as much of a shot toward paying off their debt as others.
In early 2023, the next wave of the Student Solidarity Fund will be available and will focus solely on HBCU students — those currently enrolled will have an opportunity to apply for one of many microgrants that can be used for things like transportation and commuting costs, books, technology, food, housing, or various other things.
Research has long established that HBCU students experience higher rates of housing and food insecurity. HBCUs make up only 3 percent of America’s colleges and universities, but nearly 20% of all Black graduates and 25% of Black graduates in the STEM fields.
Additionally, our HBCU Ambassador Program will be launched — another leg of the Student Solidarity Fund programming. Our ambassadors would serve as leaders on and off HBCU campuses representing BLMGNF, sharing resources with the HBCU community and directly advancing BLMGNF and HBCU student community building.

The U.S. Department of Health and Human Services’ (HHS) Substance Abuse and Mental Health Services Administration (SAMHSA) released the results of its annual National Survey on Drug Use and Health (NSDUH), which shows how people living in America reported about their experience with mental health conditions, substance use, and pursuit of treatment in 2021. The 2021 NSDUH national report includes selected estimates by race, ethnicity, and age group. It is the most comprehensive report on substance use and mental health indicators that SAMHSA has released to date.
Estimates from the 2021 NSDUH should not be compared with estimates from previous years because the COVID-19 pandemic necessitated methodological changes to the data collection process.
Key findings from the 2021 NSDUH include: Drug Use and Substance Use Disorder
Among people aged 12 or older in 2021, 61.2 million people (or 21.9 percent of the population) used illicit drugs in the past year. The most commonly used illicit drug was marijuana, which 52.5 million people used. Nearly 2 in 5 young adults 18 to 25 used illicit drugs in the past year; 1 in 3 young adults 18 to 25 used marijuana in the past year.
9.2 million people 12 and older misused opioids in the past year.
46.3 million people aged 12 or older (or 16.5 percent of the population) met the applicable DSM-5 criteria for having a substance use disorder in the past year, including 29.5 million people who were classified as having an alcohol use disorder and 24 million people who were classified as having a drug use disorder.
The percentage of people who were classified as having a past year substance use disorder, including alcohol use and/or drug use disorder, was highest among young adults aged 18 to 25 compared to youth and adults 26 and older.
In 2021, 94% of people aged 12 or older with a substance use disorder did not receive any treatment. Nearly all people with a substance use disorder who did not get treatment at a specialty
facility did not think they needed treatment.
Major Depressive Episodes (MDE) Among Adolescents
In 2021, 1 in 5 adolescents had a major depressive episode in the past year. Of these, nearly 75 percent had symptoms consistent with severe impairment, which caused severe problems with their ability to do chores at home, do well at work or school, get along with their family, or have a social life.
The prevalence of past year MDE among Black and Asian adolescents was lower compared to adolescents from most other racial/ethnic groups.
More than half of youth with an MDE did not receive treatment in the past year.
Nearly 1 in 4 adults 18 and older, and 1 in 3 among adults aged 18 to 25, had a mental illness in the past year.
Adults with serious mental illness had higher rates of treatment compared to those with any mental illness. Despite having the highest rate of serious mental illness, people aged 18 to 25 had the lowest rate of treatment in comparison to adults in other age groups.
White and Multiracial adults were more likely to receive mental health services in the past year than Black, Hispanic or Latino, or Asian adults.
Co-Occurring Substance Use Disorder with Any Mental Illness
13.5 percent of young adults aged 18 to 25 had both a substance use disorder and any mental illness in the past year.
Nearly 1 in 3 adults had either a substance use disorder or any mental illness in the past year, and 46 percent of young adults 18-25 had either a substance use disorder or any mental illness.
The percentage of adults aged 18 or older who met criteria for both a mental illness and a substance use disorder in the past year was higher among Multiracial adults than among White, Black, Hispanic or Latino, or Asian adults. Asian adults were
less likely to have had both AMI and a substance use disorder in the past year compared with adults in most other racial or ethnic groups.
Serious Thoughts of Suicide, Suicide Plans, and Suicide Attempts 12.3 million adults aged 18 or older had serious thoughts of suicide in the past year, 3.5 million made suicide plans, and 1.7 million attempted suicide.
Hispanic or Latino adults were more likely than White or Asian adults to have attempted suicide in the past year, and Black adults were more likely than Asian adults to have attempted suicide in the past year.
7 in 10 (72.2 percent or 20.9 million) adults who ever had a substance use problem considered themselves to be recovering or in recovery.
2 in 3 (66.5 percent or 38.8 million) adults who ever had a mental health issue considered themselves to be recovering or in recovery.

1/2 pound ground turkey
3 tablespoons taco seasoning
1/2 cup tomato sauce
1 can (15 ounces) black beans, rinsed and drained nonstick cooking spray
2 pounds North Carolina sweetpotatoes, peeled and cut into 1/2-inch cubes
2 tablespoons butter
3/4 teaspoon salt
1 1/2 cups fresh chopped spinach
1 1/2 cups shredded cheddar cheese sour cream (optional)

Preheat oven to 425 F.
In skillet over medium-high heat, brown ground meat. Stir in taco seasoning, tomato sauce and beans; set aside.
Lay out six 12-inch aluminum foil pieces; spray each with nonstick cooking spray.
In center of each foil piece, place 1 cup sweetpotatoes, 1 teaspoon butter, 1/8 teaspoon salt, 1/4 cup spinach, 1/3 cup taco meat and 1/4 cup cheese.
Fold foil sides in over mixture; fold top and bottom foil ends inward and seal.
Place packets on rimmed cookie sheet; bake until sweetpotatoes are tender, about 25 minutes.
Serve with sour cream or guacamole, if desired.

Confronting the Epidemic of Drug Overdose Deaths in Our Communities
(StatePoint) As America’s drug overdose and death epidemic continues to impact communities of every size in every corner of the country, new challenges have emerged.
In 2021, more than 107,000 people died from drug-related overdoses, according to the U.S. Centers of Disease Control and Prevention, the bulk of which were from illicitly manufactured fentanyl, which shows up in fake pills, methamphetamine and cocaine.
Since its founding in 2014, the American Medical Association (AMA) Substance Use and Pain Care Task Force has brought together medical societies and practicing physicians to develop and implement strategies that can help end this epidemic. The task force’s recommendations include urging physicians to enhance their education as well as advocate for comprehensive care for patients in pain and for those with a substance use disorder. The AMA also strongly urges states to update laws to make the opioid overdose reversal medication naloxone more readily available, decriminalize fentanyl test strips, and take other harm reduction initiatives to save lives from overdose.
When it comes to helping patients with a substance use disorder (SUD) so they can lead satisfying, productive lives, the science shows what works: medication prescribed by a physician or dispensed at Opioid Treatment Programs, combined with behavioral counseling and other services.
Despite certain positive trends and clear science, of the 40.3 million people nationwide with a substance use disorder, 93% receive no treatment, according to federal officials. A 2022 report from the U.S. Department of Labor found that health insurance companies regularly violate state and federal laws designed to provide coverage for substance use disorders and mental illness. Health insurance companies also continue to but up barriers to accessing medications for opioid use disorders (MOUD) and deny care to patients with pain—or make it so expensive that patients cannot access care.
“No community has been—or will be—spared the pain of this epidemic. The spiking mortality numbers— with young people and Black and Brown Americans dying at the fastest growing rates—add yet another urgent call to remove health inequities from the health care system. We know policymakers have not exhausted all remedies. Until we have, we must keep advocating for humane, evidencebased responses,” said Bobby Mukkamala, M.D., chair of the AMA Substance Use and Pain Care Task Force.

This includes removing prior authorization, step therapy and dosage caps for MOUDs, continuing federal flexibilities for take-home medication for opioid treatment programs, continuing audio-visual and audio-only telehealth options for patients to begin treatment, and removing regulations that prevent most physicians from being able to prescribe MOUDs to their patients.
• Take immediate steps to protect families by focusing on increasing access to evidence-based care rather than using punishment and the threat of family separation for persons with an SUD who are pregnant, peripartum, postpartum and parenting.
• Enforce laws that require mental health benefits to be on par with other health benefits, thereby broadening access to treatment related to mental health and substance use disorders.
• Pharmacy chains, health insurance companies and pharmacy benefit managers should remove arbitrary barriers to opioid therapy as well as ensure patient access to affordable, accessible non-opioid pain care.
• Patients and physicians should have conversations about safe storage and disposal of opioids and all medications; and increase access to naloxone to patients at risk of overdose.
• Develop and implement systems to collect timely, adequate and standardized data to identify at-risk populations, fully understand polysubstance drug use, and implement public health interventions that directly address removing structural and racial inequities.

(Statepoint) Scams and fraud are more deceiving these days, reaching you in more ways than ever before. The FTC reported 2.8 million fraud reports from consumers in 2021 alone, with reported fraud losses increasing 70% from 2020 and more than $5.8 million.
Identity theft protection expert Carrie Kerskie says being aware of what new cyber and phone fraud trends to look out for is your biggest defense against unwanted fraud.
“The more that we can get this information out there the better,” Kerskie recently told T-Mobile Stories, “Unfortunately when it comes to technology, privacy and identity theft, the same old advice that was given 10, 15 years ago is still the gospel of what you’re supposed to do. And that is outdated.
None of it works. It’s not true, it’s not relevant anymore.”
Scammers have expanded from targeting consumers with only traditional email and phone calls. The most recent trending scams are occurring using person-to-person payment platforms or P2P, remote access software and even public Wi-Fi.
Kerskie says the most desirable accounts to criminals include bank accounts, mobile phone accounts, credit card accounts and Amazon accounts. Now, with P2P payment platforms, criminals can get access to your bank account and use it to transfer money within moments.
The latest tactic that concerns
Kerskie is using remote access software to gain access to everything on your computer without having to directly ask you for things like your social security number, bank account or credit card number.
While many workers use remote access software safely from their companies’ IT departments, criminals are also using this software in their scams.
Criminals also try to access your information in settings like coffee shops or libraries using public WiFi. A laptop or smartphone using public Wi-Fi can easily fall victim to scams. An easy fix is to use your smartphone’s wireless data and hotspot to help keep your personal information secure.
Kerskie says there are ways to keep scammers and fraud at bay.
Prioritize Privacy: Kerskie says, if it’s easy for you, it’s easy for a criminal. Privacy means having strong and unique passwords with a minimum of 12 characters, and for pins using random numbers and taking advantage of extra security.

Before quickly reapplying for a loan, it’s important to first understand the reasons your loan was denied. The lender is required to disclose that information to you within 30 days of its decision.
