Emergency Departments Not a Major Source of Opioid Prescriptions, New Study Shows
By Christopher Shuttlesworth
Opioid prescribing has increased 471 percent from 1996 to 2012, according to a new Annals of Emergency Medicine study, “Emergency Department Contribution to the Prescription Opioid Epidemic.” But, emergency departments are not a major source of opioid prescriptions. In fact, their share of opioid prescribing is small and declining. The share of opioids from doctor’s officebased prescriptions rose from 71 percent to 83 percent during the 17 years analyzed. The share of prescription opioids originating from emergency departments declined from 7 percent to 4 percent in that same timeframe, the study finds. The analysis was based on the nationally representative Medical Expenditure Panel Survey (MEPS) data, administered to 15,000 patients annually.

Ford Joins Ex-Offenders to Announce Illinois Voter Registration Drive for ExOffenders
CHICAGO – Illinois State Representative La Shawn K. Ford (D-Chicago) and interested stakeholders held a press conference on January 18, 2018, to announce a voter registration drive for ex-offenders and to call on candidates for governor for the state of Illinois to make ex-offenders and their re-entry back into society a major agenda item once they enter office as governor. Compared with many states, Illinois has a more lenient view toward ex-felons being able to get their voting rights back after they have served their prison time. While anyone incarcerated because of a felony cannot vote, voting rights are instantly reinstated upon release from the prison system. In addition, anyone who is on probation or parole is able to vote.
In on College Students
One hundred collegians recently gathered at the Chicago Housing Authority (CHA) Fourth Annual Jan. “check in” after their fall semester of college and explored internship and employment opportunities for the 2018 summer. Cassie Brooks, education specialist for Chicago Housing Authority (CHA), oversees the CHA’s Scholarship Program and explained that CHA’s “check-in” continues to give students the opportunity to develop and focus more on their future goals. “This is why we invite a number of businesses to network with students and connect them with internship opportunities for available entry-level jobs,” Brooks said. More than 230 CHA residents attended 90 different universities with scholarships provided through the CHA’s $268,000 yearly scholarship fund for the 2016-2017 academic year. In the three years since the CHA assumed oversight of its Scholarship Program, it has provided support to 534 recipients totaling almost $850,000, according to CHA. Student success continues to rise under CHA’s oversight, and currently 100 percent of year-over-year CHA scholarship recipients who receive awards of $3,500 or more, continue to be enrolled or have graduated. Brooks continued to highlight that the CHA Jan. “check-in” event is open to any current college student, which intentionally helps connect first-time freshmen with upper classmen and other community students to build student networks within their respective schools and peer groups. “There is an opportunity for students, especially first time freshmen, to connect and see members of their own community who have made it; who are in their final year, in their last semester, who have studied abroad to talk to them about their experiences,” Brooks said.
She also stated that CHA trouble shoots financial issues for students who have bills or need assistance in managing debt related to school. The yearly annual “check-in” events build on the “Take Flight College Send-Off,” which connects public housing and Housing Choice Voucher (HCV) students with the proper college supplies necessary to start strong for their first semester. “CHA gives its college-bound students a fond sendoff every August, right here in this building,” CHA CEO Eugene Jones, Jr. said. “But we also want to make sure they have the resources to stay in school, to navigate the process, to graduate, and to have connections once they’re out. That’s what Staying the Course is all about.” The Council for Adult and Experiential Learning (CAEL) was available and provided resume assistance and City Colleges talked about the Partners in Education program and representatives from the ACA spoke to students about healthcare plans, according to CHA. Other organizations that participated in the “check-in” event offering internships, employment and support were: University of Chicago Arts Incubator; Edmund Burke Elementary School; Dimeo Schneider; Skills for Chicagoland’s Future; First Eagle Bank; Bronner Group, LLC; BMO Harris Bank; Chicago Public Schools; Oak Street Health; RSM; Steppenwolf Theatre; Year Up; Golden Apple Foundation; Lurie Children’s Hospital; Microsoft; Cook County Forest Preserves; Adler School of Professional Psychology; Public Allies; First Defense Legal Aid; Steppenwolf Theater; MAPS Corps and Now Pow. Applications for the 2017-2018 academic year went live on Jan. 17 and closes May 17. Fallon Flowers Creates NursingInspired Program By Christopher Shuttlesworth
Fallon Flowers founded NursingInspired, in 2017, a mentorship and educational program for ethnically underrepresented African American high school students and young adults who seek to pursue a higher education and career in nursing. Flowers is currently working with several young adults that are taking their nursing prerequisites. Her goal is to guide them with individualized preparatory “care plans” in their nursing school applications as well as assists with group educational sessions. “What if there were more nurses from our communities that could take their nursing knowledge and apply that in a community health aspect to build healthier communities,” she said. “If they take this information back to their families, neighbors and communities, then the neighborhoods will become healthier.” Flowers continued to explain that she realized that NursingInspired would help urban communities after teaching a one-week summer seminar called, “Nursing…Yesterday, Today and Your Tomorrow.” She said she visited a high school on the south side and saw there wasn’t a class for a nursing prerequisite program. This sparked the idea that there was a greater need for youth to be exposed to the field of nursing. “I saw there was a lack of African American students being exposed to this opportunity and being college prepared,” she said. “ There are 2,824,641 registered nurses in the U.S. and only 9.9% are African American, according to http://minoritynurse. com. Flowers’ future plans include collaborating with various African American youth organizations and schools throughout the Southside of Chicago, with the intent of exposing them to

educational programs, events, nursing schools and organizations in the area. “Exposure is key and if you don’t have the exposure to nursing, how can you know that this is something that you want to do and succeed in?” Flowers’ will hold an educational event during National Nurses Week 2018 on May 6, 2018. Flowers graduated from Western Illinois University with a Bachelor of Science (B.S.) in 2006 and received an Associate of Science (A.S.) from the City Colleges of Chicago in 2011. She earned a Master of Science in Nursing (MSN) as a Women’s Health Nurse Practitioner from Loyola University of Chicago (2013-2017). A COUNTYWIDE ENDORSEMENT OF CC ASSESSOR BERRIOS

Separate Potential Measles Exposure
The Illinois Department of Public Health (IDPH) recently reported a second confirmed case of measles. It is important to note that these two individuals did not become infected while at O’Hare airport, but had already contracted measles. There is not a measles outbreak at O’Hare airport. If infected, individuals could develop symptoms as late as February 1, 2018. Symptoms of measles include rash, high fever, cough, runny nose, and red, watery eyes. If individuals develop symptoms of measles, IDPH recommends they call a health care provider before going to a medical office or emergency department. Special arrangements can be made for evaluation while also protecting other patients and medical staff from possible infection. Measles can cause serious complications such as pneumonia and encephalitis (swelling of the brain). Measles is easily spread through the air when someone coughs or sneezes. People can also get sick when they come in contact with mucus or saliva from an infected person. “It is important for everyone who can be vaccinated to get vaccinated, if they aren’t already,” said IDPH Chief Medical Officer Dr. Jennifer Layden. “Getting vaccinated not only protects you, it protects others around you who are too young to get the vaccine or can’t receive it for medical reasons. Two doses of measles vaccine are about 97 percent effective in preventing measles.” For more information about measles, visit http://www.dph.illinois. gov/topics-services/diseases-and-conditions/diseases-a-z-list/ measles.
Duckworth Demands Answers Over DHS Refusal to Release Watchdog Report Investigating Travel Ban Implementation U.S. Senator Tammy Duckworth (D-IL) recently demanded answers over the U.S. Department of Homeland Security’s (DHS) refusal to release the results of an investigation by its own independent Inspector General into the Trump Administration’s implementation of its first Muslim ban. Duckworth called on the Senate Homeland Security and Governmental Affairs Committee (HSGAC) to hold an oversight hearing on the implications of DHS’ refusal to release the report – which found the Trump Administration violated multiple court orders – and to examine the chilling effect allowing DHS, or any Federal agency, to effectively redact an entire inspector general report could have on transparency across the Federal Government. “Allowing this Administration, and any future Administration, to block the release of information contained in an OIG report because it addresses a Federal agency’s deliberations would significantly weaken Congressional oversight, undermine transparency and render the IG Act toothless in regard to examining agency management and policy implementation decisions,” Duckworth wrote to HSGAC Chairman Ron Johnson (RWI) and Ranking Member Claire McCaskill (D-MO). “DHS delaying the public release of the final DHS OIG report examining [the travel ban’s] implementation…harms government transparency. This obstruction also prevents Congress from understanding why DHS OIG concluded CBP violated at least two separate Federal court orders and how the current nominee to be CBP Commissioner, acting CBP Commissioner Kevin McAleenan, oversaw CBP’s implementation efforts.”

Chicago Businesses Donate Supplies to Teachers, Students By Christopher Shuttlesworth
The Creative Chicago Reuse Exchange (CCRx) recently hosted a CCRx’s Swap Circle for Teachers at Victor Hall Chicago, 3636 S. Iron Street, where local businesses donated supplies and equipment to Chicago teachers. Barbara Koenen, CCRx founder, explained that many teachers in Chicago Public Schools (CPS) and others who teach at Chicago colleges don’t receive a budget for school supplies and equipment. As a result, Chicago teachers spend $500,000 yearly building productive classrooms. “Our goal was to help teachers who have limited budgets, if they have budgets at all...get supplies,” she said. “We wanted to give them the things that other people don’t want to use anymore, but don’t want to throw away either.” A recent CCRx survey of 500 Chicago teachers showed teachers currently spend between $500 to $1000 out-of-pocket every year for basic office supplies including Xerox paper, pens, pencils, glue and even cleaning and personal hygiene supplies. Teachers need musical instruments, calculators, sewing machines, fabric, wood-working tools, storage containers and shelving, games and graphic novels. “The reason why we did this is because CPS doesn’t have the capacity to work on getting small items, only big items,” Koenen said. Donated items included science equipment from the University of Chicago, materials from Chicago
Architecture Biennial and 300 left-foot only Ugg shoe samples. “A lot of things that we take for granted, some classrooms don’t have them or students come from homes where there isn’t as much support as we’d like,” Koenen said. “We had textbooks, backpacks and supplies that will [soon] uplift students’ learning experience,” Koenen said. The Creative Chicago Reuse Exchange is a twoyear old 501c3 nonprofit whose mission is to inspire creativity by connecting Chicago’s teachers and nonprofits with surplus items. 5 Tips for Healthy-Looking Skin All Winter Long (StatePoint) The cold, dry winter months are a good time to change your daily skin care regimen. The low humidity dries out skin, and without extra care, this may contribute to premature aging. “Winter is harsh on skin for many reasons,” says Dr. Shirley Madhère, a New York City plastic surgeon with a holistic practice. “We must contend with cold outdoor air, dry air from heaters indoors, friction from rough or irritating fabrics and windburn.” Dr. Madhère offers these simple proactive steps to help maintain healthy, radiant skin during the chilliest months of the year. • Stay Hydrated. Water helps the body flush out toxins that leave skin looking dull. If you’re craving hot coffee or tea on a chilly day, be sure to consume lots of water, too, as caffeine and alcohol deplete the body of water. Moisturize with a cream or oil and then cover up to help prevent dryness -- especially feet and hands, which are prone to itching and cracking. Also try using a humidifier, but avoid hot showers that draw out moisture from the skin. • Eat a Balanced Diet. Maintaining healthy, radiant skin starts from within. Consume fewer fats and carbohydrates and eat more fresh fruits and vegetables, which are natural antioxidants or anti-aging agents. Foods rich in vitamin C help fight free radicals that break down collagen, a process which causes wrinkles. Foods rich in antioxidants, such as pomegranates, are vital in maintaining healthy skin. Find fun new recipes to incorporate these key foods into your diet. Foods can also be used externally. A milk or honey and sugar scrub, for example, is an excellent gentle exfoliator to help
remove dry dull skin cells. • Soothe Skin the Natural Way. When temperatures drop, consider switching out lighter facial lotions with a more moisturizing and therapeutic Calendula-based cream. The Calendula officinalis plant, or Garden marigold, has been used topically for generations to heal skin irritations. “A Calendula cream can provide an all-in-one solution to soothe many everyday skin problems,” says Dr. Madhère. She recommends a line from Boiron, an 80-year old French pharmaceutical company specializing in homeopathic medicines, which includes a cream and a heavier ointment. Calendula Ointment protects and heals rougher patches such as elbows and cracked heels, chapped lips and nasal skin irritations from colds. Both the cream and ointment are free of fragrances, dyes and parabens. To learn more, visit boironcalendula.com. • Stay Active. Increased blood flow during exercise helps nourish skin cells. Sweating also helps flush toxins, helping skin look more radiant. Stay motivated by joining a gym or learning a winter sport. Just be sure to change out of clothes wet from snow or sweat to avoid itching, inflammation and cracking. Although nothing can replace exercise, massages can significantly help circulation, too. • Don’t Sweat the Small Stuff. If you’re relaxed and happy on the inside, it will show on the outside. Manage stress this season with activities such as yoga, pilates and meditation. For more beauty tips, visit Dr. Madhère’s website, TheNewAesthete.com. With some extra care in winter, you can enjoy beautiful, healthy-looking skin year-round.

PRAY WITHOUT CEASING
You may be in a tight spot right now, however, your breakthrough is closer than you think. We all have those moments when our lives are so filled with confusion that we cannot tell up from down; so beset with pain that we cannot see in from out, and so full of frustration and hopelessness that we cannot see the light at the end of the tunnel. Then, we remember to stop and pray. As people of faith, we recognize that prayer is essential. Prayer changes things. It gives us the strength to go forward. Jesus said, “I tell you, whatever you pray for believe that you have received it and it shall be yours.” In prayer, we set the soul like a trap to receive thoughts, guidance, and impulses of God. Prayer helps us adjust and prepare our mind and heart to receive God’s program. Remember, if the Lord put you there, the Lord can bless you there. Like Abram, you sometimes have to leave your country and kindred and head to the place that God will show you. Even in the liminal space God has a plan for your life, a plan for your welfare and not for your harm. His plan is to give you a future with hope. As one writer said, “Those who are committed to being the light must be equally committed to the process of burning.” The good news is that God never leaves you alone. Prayer changes things because prayer changes us. It has been said, “Pray as if everything depended upon God and work as if everything depended upon you.” So, Lift it up and Let it go. Leave it to God.
