NEWS briefly BUCKNER MEASURE INCREASING ACCOUNTABILITY FOR ELECTED CHICAGO SCHOOL BOARD SIGNED INTO LAW A measure to strengthen the upcoming elected school board for the Chicago Public Schools (CPS), sponsored by state Rep. Kam Buckner, D-Chicago, was recently signed into law by Gov. JB Pritzker.

“For far too long, students and parents in Chicago had a school system that was not only unelected, but unaccountable,” Buckner said. “As Chicago prepares to transition from a school system controlled by political insiders to one elected by the people, it is paramount that we ensure that CPS enters a new era of accountability and transparency.”

Buckner sponsored Senate Bill 1784 to strengthen the elected school board law for CPS that was enacted earlier this year. SB 1784 requires CPS to commission an independent financial review with a report due to the General Assembly, Illinois State Board of Education, and other stakeholders by Oct. 2022. The measure also clarifies that Chicago school board members will serve without a salary or benefits.

Additionally, the law institutes a moratorium on school closures effective immediately and lasting until elected school board members take office.

JESSE WHITE EXTENDS DRIVER’S LICENSE AND ID CARD EXPIRATION DATES UNTIL MARCH 31, 2022 Illinois Secretary of State Jesse White announced that expiration dates for driver’s licenses and ID cards have been extended an additional three months – from Jan. 1, 2022, to March 31, 2022. This extension does not apply to commercial driver’s licenses (CDL) and CDL learner’s permits. White noted this will be the final extension.

“During the pandemic, my office has continued to serve the public, including face-to-face transactions, in a safe and responsible manner,” said White. “This extension is necessary as my office continues to address the heavy customer volume caused by the COVID-19 pandemic through expanded online services and the introduction of appointments at select Driver Services facilities.”

Public Act 102-678 authorizes the Secretary of State’s office to extend driver’s license and ID card expiration dates to March 31, 2022.

Throughout the pandemic, White’s office has launched a diversified effort to address the heavy customer demand at facilities caused by the ongoing pandemic by requiring appointments at select facilities and expanding online services. These efforts include: Requiring appointments at select Driver Services facilities for behind-the-wheel road tests, REAL IDs, standard driver’s licenses and ID cards. Customers may visit ilsos.gov for a list of participating facilities, as well as to schedule an appointment. New appointment slots will be available each day at ilsos.gov.

Expanding remote renewal for driver’s license and ID card holders. Since fall, the office has been mailing letters to eligible customers with expired driver’s licenses and ID cards requiring them to renew online, by phone or by mail. The office estimates that this will eliminate the need for approximately 1 million people to visit a facility.

Urging the public to consider using online services at ilsos.gov instead of visiting a facility for transactions such as purchasing license plate stickers, obtaining a duplicate driver’s license or ID card, and renewing driver’s licenses and ID cards, including REAL IDs, for those who are eligible.

As a reminder, the U.S. Department of Homeland Security has extended the federal REAL ID deadline to May 3, 2023.

Salud Center opens in South Chicago Continued from page 1

The site of the former YMCA, located at 3039 E. 91st St., has returned to being a community center after the Claretian Associates and Preservation of Affordable Housing partnered on a renovation project. The Salud Center opened on Saturday, Dec. 18, and includes 101 affordable senior apartments.

The renovation project cost $29 million and took 1 year to complete the 40,000 square foot Salud Center and 1 ½ years to complete the senior units. The pool and gym had been out of use for more than four years. The gym is open, while the pool is set to open in 2022.

The Salud Center was one of six YMCA buildings purchased by the Preservation of Affordable Housing. It purchased three YMCA buildings in the City of Chicago and three in the suburbs. The South Chicago location was different than the others in the city POAH purchased because it had a recreation center as part of the property.

Bill Eager, the senior vice president of real estate development, Midwest Region of POAH, talked to Angela Hurlock, the executive director of Claretian Associates, about purchasing the property and during

that conversation they decided to partner.

POAH would focus on the housing and the Claretian Associates would focus on repurposing the non-residential part of the property. POAH has a 70-30 partnership with the Claretian Associates. The Claretian Associates will operate the YMCA space. It moved its headquarters into the Salud Center.

The “Claretian Associates has worked tirelessly to renew the Salud Center for the South Chicago community,” Angela Hurlock, Executive Director of the Claretian Associates said in a release. “When we were first approached about the building’s closing, many residents and community members encouraged us to do our best to ensure its long-term affordability and to restore its community center. That’s when we began to engage with POAH to create a partnership that would benefit South Chicago and our most valuable assets – our residents.”

Most of the residents who lived in the units stayed during the rehabilitation of the property. Renovations to the units included accessibility upgrades to cabinets, grab bars, offset controls on tub, new flooring in kitchens and baths, new light fixtures, new unit entry doors and hardware, as well as new air conditioners. When there is a vacancy

at the property, new residents will be able to apply and will be put on a waitlist. Eager called this partnership with the Claretian Associates one of the best.

“They’re just a high capacity, well-functioning organization, they’ve just been great. We’re so delighted that we can get this non-residential space reactivated. Clearly, it’s a big hit with the community. It was a really important community center and I think people are happy,” he said. “We can do a lot of work on the housing but without the right partner, it’s hard to repurpose the non-residential stuff.”

Congresswoman Robin Kelly acknowledged the Salud Center’s revitalization as a great example of collaborative efforts happening in South Chicago to bring resources to the community.

“Not only does the Salud Center provide affordable housing to our seniors, but it also provides recreational space for youth, resources for our growing businesses and fitness opportunities for everyone. I am so grateful to everyone who worked together to bring this project to life. The Salud Center is a space our whole community can be proud of, and I look forward to the future collaborative endeavors coming to South Chicago,” said Kelly.

Landmarks Illinois Awards Grant Funding To 14 Preservation Projects CHICAGO PRNewswire -- Landmarks Illinois has awarded $35,000 to preservation projects in Illinois through its three grant programs. The grants, given to 14 preservation efforts in more than a dozen Illinois communities, were all awarded between August and November of this year through the Preservation Heritage Fund, the Barbara C. and Thomas E. Donnelley II Preservation Fund for Illinois and the Timuel D. Black Jr. Grant Fund for Chicago’s South Side.

The grants range between $1,000 and $4,000 each and are awarded on a matching basis, requiring the recipient to raise funds equal or greater to the Landmarks Illinois grant amount. Landmarks Illinois grant funding is used toward preserving historic and significant places in communities throughout the state. Often, these small grants help spark community engagement around the preservation of a place and help boost local fundraising efforts for the preservation project. Preservation Heritage Fund Grant Recipients A total of $30,000 has been awarded to 12 preservation efforts through the Preservation Heritage Fund Grant Program. The grant program provides funding to organizations in Illinois leading historic preservation projects at significant structures that are under threat of demolition, require stabilization and/or reuse or structural evaluation or those that need to be evaluated for landmark eligibility. Cairo Historical Preservation Project, Cairo: $2,500 to make immediate repairs to the roof of Cairo’s Ward Chapel AME Church, built in 1874 and once part of the Underground Railroad.

White County Historical Society, Carmi: $2,500 for roof repairs to the Matsel Cabin, a two-story log cabin built in the 1880’s that today operates as a museum teaching about local pioneer life.

Harmony International Development Inc., Chicago: $2,500 for roof replacement on a carriage house at 1432 S. Harding Ave. in the city’s North Lawndale neighborhood, which will be used by the nonprofit to house ex-offenders reentering the workforce and provide social work services and a computer library.

PullmanArts, Chicago: $1,000 to seal the concrete flooring in the Block House Gallery, a community run art gallery where PullmanArts offers classes and highlights the work of resident artists living in the Pullman Artspace Lofts, an artsbased affordable housing development in Chicago’s Pullman neighborhood.

Stone Temple Baptist Church, Chicago: $4,000 to make repairs to the floors and walls damaged by water infiltration at the nearly 100-year-old church in Chicago’s North Lawndale neighborhood.

Save the Tabernacle Inc, Freeport: $2,500 for restoration work at the Oakdale Tabernacle in Freeport, a unique historic community gathering space once threatened with demolition and listed on Landmarks Illinois’ 2018 Most Endangered Historic Places in Illinois.

POLITICAL Affairs Illinois Senate Majority Leader Lightford announces Jan. 1 increase in minimum wage Illinois Senate Majority Leader Kimberly A. Lightford (D-Maywood), is excited to announce the new $12 per hour minimum wage in Illinois is starting Jan. 1, 2022.

“Even before the pandemic, many working families were struggling,” Lightford, chief sponsor of the 2019 law raising the minimum wage, said.

“This increase won’t solve all of their problems, but it will surely help.”

Public Act 101-1 was signed into law in 2019, putting the state on the path to a $15 per hour minimum wage by 2025. So far, there have been three increases to the minimum wage.

Minimum wage workers are being encouraged to keep a close eye on their paychecks in the new year to ensure all time worked in 2022 reflects the new $12 per hour minimum wage.

In Chicago, the minimum wage is already $15 per hour for employers that have 21 or more employees. It’s $14 per hour for smaller businesses.

The new law maintains provisions for employers to count gratuities to offset wages for workers, such as food servers, who regularly earn tips.

Tipped employees may be paid 60% of the hourly minimum wage.

However, these workers must still earn the minimum wage after receiving tips or the employer will make up the difference.

Workers under 18 years old who work fewer than 650 hours in a year will earn a minimum wage of $9.25 per hour beginning Jan. 1. The youth minimum wage rate will gradually rise to $13 per hour by 2025.

“Every year, the minimum wage goes up, and every year, employees need to check their paychecks after Jan. 1,” Lightford said. “Some employers may make honest mistakes, but don’t be afraid to report it if they don’t increase your pay.”

All employers in Illinois are required to post the “Your Rights Under Illinois Employment Laws” where notices to employees are regularly posted. State Senator Patrick Joyce Reminds Illinois Drivers About Extended Driver's license and ID Card Expiration Dates State Senator Patrick Joyce (D-Essex) is reminding Illinois drivers they will now have an additional three months to renew their licenses.

“It’s important to take as many steps to slow the spread of COVID-19 as we can,” Joyce said. “There’s no rush to get to a facility, since expiration dates have been extended and services are still available online.”

Secretary of State Jesse White’s office announced Friday that expiration dates for driver’s licenses and ID cards has been extended an additional three months to March 31, 2022. However, the new expiration date does not apply to commercial driver’s licenses. The extension comes as secretary of state offices across Illinois continue to get caught up following COVID-19-related closures to their daily operations.

To cut down on long lines and wait times, Joyce encourages people to take advantage of the secretary of state’s online services at ilsos.gov. These services include: • Renewing a vehicle registration; • Applying for a vehicle title and registration; • Obtaining a duplicate driver’s license or ID card; • Obtaining a driving record abstract; • Renewing a standard driver’s license with the Safe Driver Renewal program.

Joyce is also reminding residents the U.S. Department of Homeland Security has extended the federal REAL ID deadline to May 3, 2023.

Current Illinois driver’s licenses or ID cards will continue to be accepted at airports, military bases and secure federal facilities.

TIMUEL BLACK Timuel Black, beloved historian and civil rights leader, passed away at 102 years old on Oct. 13, 2021.

He was a member of the DuSable High School Alumni Coalition.

He was the driving force behind the landmark designation of the school. Along the way, he helped to establish the Teachers Committee for Quality Education, the Congress of Racial Equality and the United Packinghouse Workers of America.

In 1960, he worked with Dr. Martin Luther King, Jr., when the civil rights leader came to the city to protest housing issues for poor residents living on Chicago’s West Side. Black also helped organize a contingent of 2,000 Chicagoans that would attend the historic March on Washington.

For many years, Black was a professor of social sciences at the City Colleges of Chicago and was Vice President of Academic Affairs at Olive Harvey College in 1972. He taught courses at his alma mater Roosevelt University and lectured at DePaul University and Columbia College.

In addition to his work in activism, he had a long history in politics. He’s ran for public office several times, including Chicago’s 4th Ward Alderman, State Senator of the 22nd district, and State Representative of the 22nd district.

Black was also instrumental in the election of the late Mayor Harold Washington, the first African American Mayor of Chicago.

Additionally, he served as a mentor to former President Barack Obama.

In 1991 Obama he sought out the advice of Black when he wanted to get involved in activism.

COVID-19 VARIANTS Delta and Omicron are the latest variants of COVID-19 that are raising concerns. People are being encouraged to get the COVID-19 vaccines and also get the booster shot, a third dose of either Moderna or Pfizer are available.

COVID-19 VACCINES While some of the first COVID-19 vaccines were rolled out in December 2020, people started to receive the vaccines in arm in 2021.

Children as young as 5 can now get the vaccine. People are being encouraged to take the booster to lessen symptom and avoid long hospital stay or even death.

VERDICTS Derrick Chauvin, former Minneapolis Policeman who kneeled on the neck of George Floyd which lead to his death. Floyd was the 46-yearold Black man accused of passing off counterfeit money to a grocery clerk. Chauvin was found guilty of the murder and sentenced to 22 ½ years in prison. As of press time, Chauvin plead guilty to violating George Floyd’s civil rights in federal court.

Travis McMichael, Greg McMichael and William ‘Roddie’ Bryan were found guilty in the murder of Ahmaud Arbery in Glynn County Georgia. Arbery, a 25-year Black man who was allegedly accused of burglary and theft after entering a newly constructed home while out jogging. The three are set to be sentenced on Jan. 7, 2021.
