briefly ILLINOIS EARNS CREDIT RATING UPGRADE FROM FITCH Chicago—Governor Pritzker celebrated the state’s ninth credit rating upgrade in just over two years as Fitch Ratings elevated Illinois’ rating for general obligation bonds. This fiscal progress comes as the result of five balanced budgets and years of responsible financial management and discipline under Governor Pritzker and Democrats in the General Assembly.

The rating of a state’s bonds is a measure of their credit quality. A higher bond rating generally means the state can borrow at a lower interest rate, saving taxpayers millions of dollars.

Between 2015 and 2017, the State of Illinois suffered eight credit rating downgrades and sat at the top of many analysts’ lists of the worst managed states in the nation under the previous administration. At its worst, Illinois’ bill backlog hit nearly $17 billion.

Across major credit rating agencies S&P Global Ratings, Fitch Ratings, and Moody’s Investors Service, the state has received nine upgrades since June of 2021. Illinois is now back in the “A” category for all three agencies. Prior to those upgrades, the state had not received an upgrade since June of 2000, over two decades.

Agencies have cited the state’s actions in paying down bill backlogs, repaying debts, increased fiscal transparency, building financial reserves, and balancing the state budget as factors in the upgraded ratings.

Fitch Ratings Affirms City Colleges of Chicago’s A+ Credit Rating CHICAGO — City Colleges of Chicago announces that Fitch Ratings has affirmed its credit rating of A+ and upgraded the community college system’s outlook from Stable to Positive.

“We are pleased to see the improvement in our ratings outlook, a recognition of our efforts to successfully eliminate a structural deficit and rebuild cash reserves while at the same time posting above average post-pandemic enrollment gains, and continuing to grow in-demand programs and invest in critical student supports,” said Chancellor Juan Salgado.

In its report, Fitch stated “The Outlook revision to Positive from Stable reflects the district’s steady improvements in financial resilience, with a buildup of reserves providing the district strong gap-closing capacity.”

Fitch noted that: The rating and outlook reflect City Colleges’ positive momentum coming out of COVID-19. City Colleges weathered the challenges and has shown continued progress in financial resilience. A buildup of reserves provides City Colleges with

financial flexibility.

City Colleges’ continued trend of achieving an operating surplus, strong expenditure flexibility, and enrollment trends above the state enrollment average for community colleges as primary credit positives, and City Colleges is poised for a rating upgrade should the positive operating performance trends continue over time.

City Colleges of Chicago’s Fall 2023 headcount enrollment is up 12.7% for students in combined credit and adult education, more than double the state-wide average (+5.7%) for Illinois community colleges, with strong gains for Black male (+15.8%) and Latinx male (+8.6%) credit students. City Colleges undergraduate credit enrollment fall 2023 increase (+8.4%) was nearly double the national public community college average (+4.4%).

CHICAGO — Hyde Park Art Center, the renowned non-profit hub for contemporary art located on Chicago’s vibrant South Side, announces The United Colors of Robert Earl Paige, the career-spanning survey of artist, designer, and educator Robert Earl Paige (b. 1936). With multimedia works made between 1964 and 2024, this solo show is the largest presentation of the Chicago native’s work to date and brings together a selection of Paige’s fabrics and textile work, and rarely seen drawings, assemblages, and ceramic objects that explore the artist’s lifelong quest for beauty. A highlight of the exhibition is the debut of recent clay, wall/floor paintings, and collage made during his Radicle Residency at Hyde Park Art Center in 2022-23. On view from April 6 until October 27, 2024, the exhibition and corresponding public programs are part of Art Design Chicago, a citywide collaboration initiated by the Terra Foundation for American Art that highlights the city’s artistic heritage and creative communities.

Raised in the Woodlawn neighborhood on the South Side of Chicago, where he still resides, Paige makes artworks in response to the patterns, colors, and materials of everyday Black life. Art and craft merge in Paige’s over-half-acentury exploration of the role of beauty to create shared understanding between people, a concept he borrows from African aesthetics.

His hand-dyed textiles, cardboard collages, and ceramic tiles, inspired equally by modernist aesthetics and the traditional basket weaving techniques and symbology of West African cultures, seek to encourage liberation for all. His iconic “Power to the People” design motif of half circles building upward and outward in an organized mesh of individuals expresses how simple gestures and lines can create solidarity.

For this exhibition, Paige presents a new, colorful hand-woven textile based on a drawing by his daughter when she was nine years old. The title of the show, The United Colors of Robert Earl Paige, references the title of this drawing, which echoes the controversial 1990s marketing campaign for the clothing company Benetton. Like the 90s, the current moment is charged with societal inequities, from women’s rights to healthcare access to ongoing police

brutality. The appropriation of this title for Paige’s exhibition is a call for humankind to come together and create solutions for these systemic issues.

Multigenerational learning and pedagogy are at the core of Paige’s art practice. Teaching art and design to youth for over five decades, Paige believes strongly in community participation to generate art and culture that speaks to the Black experience.

Early in his career, Paige and arts educator Dr. Carol Adams founded EVERYDAY ART, an organization that hosted art exhibitions in unlikely places, like laundromats and funeral homes, and the first arts festival at South Shore Cultural Center in Chicago. Through EVERYDAY ART, Paige and Adams sought to generate a community aesthetic that considered how Black community members both design and work toward a unified neighborhood appearance that embraces their culture and heritage.

The ethos of EVERYDAY ART informs Paige’s artwork and belief in aesthetics to strengthen the community around him. As part of The United Colors of Robert Earl Paige, the Hyde Park Art Center will present a companion exhibition, Parapluie, in an adjacent gallery that features the works of local artists Paige identifies as being in his peer-to-peer creative network. The parapluie, or umbrella in French, is how Paige describes the circles of artists that mutually support each other. This multigenerational multimedia exhibition highlights artists who regularly exchange ideas, skills, solutions, and materials with Paige to make new work.

The exhibition will be accompanied by the first monograph catalog dedicated to Robert E. Paige and feature essays by Romi Crawford, Gervais Marsh, and Allison Peters Quinn, among others.

SIMS CELEBRATES STATE’S NINTH CREDIT RATING UPGRADE

For the ninth time in just over two years, Illinois has seen another improved bond rating. Fitch Ratings – one of the nation’s major credit rating agencies – announced upgrades Tuesday thanks to the fiscally-responsible decisions made by Illinois Democrats.

State Senator Elgie R. Sims, Jr. (D-Chicago) – who serves as the Senate’s Appropriations Leader and Chair of the Senate Appropriations Committee – released the following statement in response: “When I look at the budgets we have passed in recent years, I see the work and years of fiscal responsibility paying off. We were able to pay down our bills and put money back in the pockets of the state’s hardworking families. Illinois is a stand-out state when it comes to putting the needs of our residents first – and we do so in a responsible, equitable way.

“The nine upgrades Illinois has seen in recent years shows our fiscally responsible budgeting approach is working and is independent proof that our state is headed in the right direction. Our future looks bright and I look forward to continued collaborative efforts with my colleagues to keep Illinois on this upward economic trajectory.”

REP. FORD SAYS ILLINOIS WILL SOON BE FIRST IN NATION TO OFFER FREE, UNIVERSAL TEST AND LICENSURE PREP FOR PUBLIC UNIVERSITY STUDENTS

State Rep. La Shawn K. Ford, D-Chicago, chair of the Illinois House Higher Education Appropriations Committee, today said the State of Illinois will soon announce a new program to fully provide public university students with free and universal test and licensure preparation classes. Illinois is the first state to offer this benefit to its public university students.

The Prepare for Illinois’ Future Program offers comprehensive test preparation and professional licensure preparation at no cost to Illinois public university students. This means all students will have access to key resources, enabling them to best prepare for the required exams needed to advance to graduate school and/or professional exams vital in school-to-work pathways. The fiscal year 2024 State of Illinois budget includes $10 million for free test prep classes for the Medical College Admission Test (MCAT), the Law School Admission Test (LSAT), the Graduate Record Examination (GRE), and the Graduate Management Admission Test (GMAT). The program also offers Free Professional Licensure Preparation for Nursing, Teaching, Real Estate, and Securities Professional Exams.

The Prepare for Illinois’ Future Program – sponsored by Rep. Ford -- passed in May as part of the final fiscal year 2024 budget plan. The budget took effect on July 1, 2024, and Ford said he has been collaborating regularly with officials from the Governor’s Bureau of the Budget, the Illinois Student Assistance Commission, and the Chief Procurement Office to implement the program. Ford expects the state will soon officially issue a Request for Proposal.

“Because graduate school rolling admissions cycles start in early summer, most students use the winter and spring to study for their respective entrance tests. For example, 57% of first-time LSAT test takers sit for the April exam, and in general, January is the most popular month to sign up for some type of test prep,” Ford said. “Illinois universities tell me they are ready to implement the program in January.

“This program will save Illinois public university students hundreds of thousands of dollars and improve their chances to apply and attend professional and graduate school, and ultimately increase the talent and workforce pipelines critical to the State of Illinois,” Ford added.

Ford said multiple universities in other states – such as Cleveland State University and a number of Historically Black Colleges and Universities—that have implemented universal, free test preparation have already seen positive results. Students at Cleveland State saved hundreds of thousands of dollars in debt, and actively contributed to minimizing critical workforce shortages.

Winners of the 2023 Black Excellence Awards announced CHICAGO —The nonprofit Black Arts & Culture Alliance of Chicago is proud to announce the winners of its 23rd Annual Black Excellence Awards, honored last night in a festive celebration at Black Ensemble Theater. The Awards were established in 2001 to honor the outstanding artistic accomplishments of Black artists across genres including theater, dance, music, film, literature, visual art and digital media.

This year’s Black Excellence Awards were hosted by Melissa Duprey and Christopher Chase Carter, and included performances from Chicago Poet Laureate avery r. young, Sam Thousand and The Soul Vortex, Forward Momentum Chicago, Perceptions Theatre and DJ Rae Chardonnay.

Additionally, the Black Arts & Culture Alliance honored the inaugural class of the Chicago Black Arts Hall of Fame, presented by the Alliance with support from the Chicago Department of Cultural Affairs and Special Events. Gov. Pritzker Celebrates Fermilab’s New Superconducting Quantum Materials and System Centers Garage CHICAGO — Governor Pritzker joined international dignitaries and ambassadors, leaders at the Department of Energy and local universities, and other elected officials to celebrate the opening of Fermilab’s new Superconducting Quantum Materials and System Centers (SQMSC) Garage. The SQMSC Garage is one of the five Department of Energy National Quantum Information Science Research Centers, and one of the largest quantum research labs in the world.

“The SQMS Quantum Garage signals a new era in this field, and represents the best of our National Quantum Initiative,” said Governor JB Pritzker. “SQMS will accomplish what few other can—building on Fermilab’s unique strengths in related accelerator technology and particle physics, and creating a global partnership which spans across academia, national labs and industry, and federal agencies to reach a new quantum frontier. I’m thrilled to see our state attract the best in quantum science, and I am committed to making Illinois the premier hub of quantum development.”

Fermilab’s new SQMSC Lab will bring together a multi-sector coalition, including hundreds of experts from dozens of institutions across four nations, that will collaborate to bring quantum technology to scale. SQMS will be overseen by Director Anna Grasselino, who leads this team of world-renowned scientists and serves on the Illinois State Board of Education (ISBE). The lab contains the first commercial quantum processor deployed on-premise at Fermilab. It has quantum sensors with the potential to discover dark matter and new gravitational waves sources. It also has training platforms dedicated to providing hands-on education for growing the next generation quantum ready workforce. These platforms will enable scientists, industry, and start-ups to advance quantum technology and help solve challenges in fundamental science.

Fermilab collaborates with over 50 countries and is in partnership with the University of Chicago and a consortium of 89 other research universities.

Governor Pritzker is a champion of quantum technology, and his administration has invested $200 million in the Chicago Quantum Exchange through the Rebuild Illinois capital plan. Illinois is also the only state in the nation to house 2 of 5 National Quantum Labs and its rich quantum ecosystem also includes more than 100 incubators and accelerators, and worldclass research universities with global leadership in business, engineering, and the sciences.

Previously, Illinois was named the top recipient for federal quantum research grants in the country when the Argonne National Laboratory and Fermilab each received a $115 M grant from the U.S. Department of Energy (DOE). The University of Illinois and the University of Chicago also each received a $25 million National Science Foundation Quantum Leap Challenge Grant, making Illinois the Illinois state in the nation to receive two of these awards.

Last month, the U.S. Economic Development Administration announced that two Illinois programs have been designated as part of 31 Regional Technology and Innovation Hubs (Tech Hubs). The Central Illinois Fermentation and Agriculture Biomanufacturing (iFAB) Hub and the Chicago Area Quantum Tech Hub: The Bloch were selected based on their innovation and economic growth potential—they will now be eligible to apply for the second phase of the Tech Hubs Program to receive between $50 and $75 million in federal funding.

CTA Enhances Rail Station Access With New ADA Faregates The new doors provide better accessibility for people relying on mobility devices and taller, more durable gates to prevent fare evasion As part of ongoing efforts to enhance the customer experience, the Chicago Transit Authority (CTA) is installing new and improved faregates at rail stations across the system that are compliant with the Americans with Disabilities Act (ADA), while being more reliable, taller and more durable. Work to replace existing Special Access Gates (SAGs) across the rail system will continue through early 2024.

“The installation of these new ADA faregates balance the agency’s goal of enhancing accessibility throughout the rail system, while also addressing concerns around individuals entering rail stations with the intent to disrupt our service or other riders,” said CTA President Dorval R. Carter, Jr. The new doors include an improved locking mechanism with more reliable hardware and will operate in the same manner as the existing gates. To help reduce fare evasion, the doors are taller, and the exit button will be more difficult to reach from the unpaid side.

The new ADA faregates are designed to im-

prove accessible entrances at CTA rail stations and address fare evasion concerns, including those entrances that may not be staffed with a Customer Service Representative (CSR).

“As a wheelchair user myself, I am glad that these new doors will be more reliable and durable for those who cannot use turnstiles and are dependent on these gates functioning properly,” said CTA ADA Compliance Programs Manager, Irma Gomez-Fierro. “In addition, these new faregates will serve as an added safety measure, helping deter individuals from misusing the doors and preventing the wrong riders from utilizing an accessible entrance.”

CTA’s investment follows similar rail gate infrastructure improvement projects by transit agencies across the country to address fare evasion concerns, including Washington Metropolitan Transit Authority (WMATA), Bay Area Rapid Transit (BART), and Southeastern Pennsylvania Transportation Authority (SEPTA).

Currently, 24 of the new ADA doors have already been installed at rail stations across the system. They will replace the remaining 119 SAGs located throughout the CTA rail system by early-2024.

PepsiCo Donating $250,000 to Help Tackle Food Insecurity at Historically Black Colleges and Universities PURCHASE, N.Y., PRNewswire -- As part of PepsiCo’s ongoing efforts to support and elevate Historically Black Colleges and Universities (HBCU), the company has announced $250,000 in grants towards tackling food insecurity at HBCU campuses, as the student attendance rates at these institutions continue to rise. Five universities will receive $50,000 each, kicking off with Morgan State University and Prairie View A&M University this weekend and also including Florida A&M University, Jackson State University, and Bethune-Cookman University.

Tailored to each university’s needs, the donation from PepsiCo is designed to support each campus’s unique efforts to help students that struggle to balance the cost of their education and their next meal. With the rate of food insecurity among college students growing nationally, those at HBCUs are historically impacted the most. According to data released this year from the National Postsecondary Student Aid Study, almost 40% of HBCU students report being food insecure, a stat that carries more weight as many campuses encounter record attendance rates this semester.

The universities selected each take different approaches to remove the burden of where students’ next meal is coming from and return the focus to their education.

The funds will support existing on-campus efforts, from expanding food pantry capacities to arming students with the long-term skills to avoid pitfalls of food insecurity in the future.
