DUCKWORTH, DURBIN ANNOUNCE OVER $11 MILLION IN FEDERAL FUNDING FOR FIREFIGHTER RESOURCES IN CHICAGOLAND U.S. Senators Tammy Duckworth (D-IL) and Dick Durbin (D-IL) recently announced a total of $11,194,763.84 in federal funding to communities in the Chicagoland area through the Department of Homeland Security (DHS), Federal Emergency Management Agency (FEMA)’s Assistance to Firefighters Grant (AFG) Program. The AFG program provides first-responder organizations access to much-needed emergency response equipment, personal protective equipment, firefighting and emergency vehicles and training in an effort to create safer, more prepared communities.

“Firefighters risk their lives and run toward danger when others run away,” Duckworth said. “We owe it to them to make sure they have the best equipment and training, and I’m proud to join Senator Durbin in announcing this funding to help ensure our firefighters have the resources they need to keep their communities in the Chicagoland area safe.”

Since Fiscal Year 2001, the AFG program has provided approximately $7.1 billion in grants to first-responder organizations. The program is administered by the DHS’s Federal Emergency Management Agency in cooperation with the U.S. Fire Administration.

South Side Organization To Create Photo Mural Project Celebrating Community History Continued from page 1

In anticipation of a major construction project coming to the neighborhood, South Shore Works recently began collecting photos from community members which will be turned into a mural that tells the larger story of the history of South Shore, Jackson Park, and the south side of Chicago.

South Shore Works is a collaborative organization that brings together community stake holders in South Shore and gives them the opportunity to work together under the common goal of improving the community. Participating organizations and residents are organized into working groups that focus on specific subjects like housing, arts and culture, and economic development, according to Dr. Carol Adams of South Shore Works.

For the photo mural project, South Shore Works has partnered with Inner City Entertainment and Dorian Sylvain, the artist that is leading the project.

Once completed, the photo mural will be displayed at the northwest corner of 71st Street and Jeffery Avenue at the site of the historic ShoreBank building which will soon be under construction.

Inner City Entertainment (ICE) is owned by South Shore resident Alisa Starks, who is developing a new entertainment complex that will be erected in place of the ShoreBank Building at the corner of 71st Street and Jeffery Avenue.

“There is a new development at 71st and Jeffery, for the purpose of entertainment, and it is going to have a multiscreen theater, performance spaces, restaurants, and all of that. The existing building is going to come down and so we were thinking about what was going to be in that space while the construction was happening and how we could do something that would be an engagement project while that happens. Construction sites sometimes have these really unsightly boards around the site so we wanted to do a community-centered mural in place of that to celebrate the history of South Shore,” said Adams.

Once complete, the new 50,000 squarefoot entertainment complex will be home to a dine-in movie theater, a bowling alley, restaurants, and plenty of space for events, according to information provided by Inner City Entertainment.

In addition to the entertainment complex, South Shore Works is also anticipating construction of the future Obama Presidential Center in Jackson Park and Adams said that she hopes this photo mural will help South Shore residents to reflect on the history of the community as well as getting them excited for what the future has in store for them.

“What we want to say is put yourself in the picture and not just to put yourself in the picture of your past, but to see yourself here in the future. In South Shore we’re talking about development without displacement and we are talking about things getting better and us getting the kind of community we want and it being for us,” said Adams.

Gentle exercise program improves outcomes among older home care clients A study published in Innovation in Aging, a journal of the Gerontological Society of America, shows that a gentle exercise program delivered by home care aides improved client health, especially among participants whose caregivers are not family members.

Published by researchers at the University of Illinois at Chicago, the study assessed changes in clients’ physical abilities and the amount of social support provided by clients’ home care aides as a result of the exercise program.

“As regular caregivers, home care aides are well-positioned to promote physical activity among frail older adults in home settings,” said Naoko Muramatsu, the study’s author.

The program, called Healthy Moves for Aging Well, includes low-risk, gentle exercises: a seated step-inplace, arm curls and an ankle point-and-flex. During regular visits, trained home care aides administer the program, remind clients of their daily activity goals, and provide motivation to complete the exercises.

gram, originally developed by Partners in Care Foundation, was adapted for home care aides to deliver to their clients.

Fifty clients, with a mean age of 76 years, and their home care aides participated in the study; 18 pairs were family members and 32 were non-family.

Muramatsu and her colleagues found that the Healthy Moves program was effective — clients reported being better able to complete

daily tasks, like walking from room to room and pouring a drink from a carton. Objectively measured client physical performance also improved.

However, the clients of home care aides who were not their family members saw a greater improvement.

“Healthy Moves provides training to home care aides on motivating their clients,” said Muramatsu, professor of community health sciences in the UIC School of Public

Health and fellow of the UIC Institute for Health Research and Policy. “Family members may more naturally help their clients — who may be their parent — with physical activity, which is currently not part of home care aides’ job description.”

“Improvement in these small tasks makes a large difference when it comes to quality of life,” Muramatsu said. “Few physical activity programs target older adults who have difficulty with basic activities, such as standing and walking. Programs that do so effectively — through physical or occupational therapy, for example — are often too expensive for wide dissemination among this group of people. With Healthy Moves, we hope to develop a sustainable health promotion program that can be used widely by all kinds of people and organizations in community-settings.”

Meeting Held To Share Details of 75th Street Corridor Improvement Project

The Illinois Department of Transportation recently held a public open house at Freedom Temple Church of God in Christ, 1459 W. 74th St., to give community members an update on the 75th Street Corridor Improvement Project and to allow them to view exhibits and speak with the project team to learn about the status, design, and construction timelines for the project.

The 75th Street Corridor Improvement Project is the largest project in the Chicago Region Environmental and Transportation Efficiency Program (CREATE), according to information provided by the Chicago Department of Transportation.

The CREATE project is being designed and executed collaboratively by the Illinois Department of Transportation, the Federal Highway Administration, the Chicago Department of Transportation, Cook County Department of Transportation and Highways, Metra, Amtrak, and the Association of American Railroads.

The purpose of the CREATE project was to identify train and road problems in the Chicago region and then find ways to address those problems in a way that would improve how trains, pedestrians, bicyclists, and vehicles move through the community.

The 75th Street Corridor Improvement Project runs through the Chatham neighborhood and addresses a variety of issues that were identified with help from the community, including decaying viaducts, points where the Metra service conflicts with freight trains and delays on roadways due to trains.

“This is a multi-million dollar project that has been going on for several years and is going to have a lot of new jobs and contracts involved in it,” said David Moore, Alderman of the 17th Ward. “Don’t wait until they start working on this project to come out and say that you need jobs, we are trying to get people in place before

the jobs get started and you can start getting prepared right now. We already have several African American contractors on this deal and I’m so happy about that.”

In addition to Chatham, the project will also impact the neighborhoods of Ashburn, Englewood, and Auburn Gresham which are also along the path of the two passenger and four freight train rail lines that the project is working to improve.

“The project’s purpose is to improve mobility for rail passengers, freight, and motorists. To achieve that purpose, the project needs to reduce rail to rail crossing conflicts, reduce road

to rail crossing conflicts, improve passenger rail reliability, and address community mobility issues,” said a spokesperson from the 75th Street Corridor Improvement Project during the recent open house.

Currently, the project is in phase two which is the final design phase for the 75th Street Corridor Improvement Project. The CREATE partners have established a tentative schedule that has the construction phase of the 75th Street Corridor Improvement Project beginning in 2020.

GOMB Releases Five-Year Forecast Showing Significant Long-Term Challenges Without Fair Tax Despite making substantial progress on Illinois’ fiscal challenges this year, Illinois will continue to face significant financial challenges until it finds a long-term solution to its structural deficit, the annual Economic and Fiscal Policy Report from the Governor’s Office of Management and Budget concludes.

The bipartisan, $40.1 billion fiscal year 2020 budget enacted by the Governor and the Legislature – the state’s first truly balanced budget in years – begins to pay down Illinois’ debt and sets Illinois on a path to return the state to fiscal stability, while making key investments in long-term programs.

In fact, the state’s projected surplus has increased by $30 million since the budget was enacted, and project-

ed deficits into the coming years are improved from the past administration. But the state must continue to grapple with a multi-billion-dollar structural deficit in nearly all of the out years, which would further exacerbate the state’s bill backlog and payment delays. Because of the state’s unfunded pension obligations, the deficit is projected to grow faster than the economy, even in good years, diverting revenues away from critical investments in areas such as an educated workforce and strong infrastructure.

As a result, the Governor’s Office of Management and Budget is projecting sizeable deficits in the General Funds budget for fiscal years 2021 through 2025. Without changes to the current trajectory of the state’s

finances, year-end accounts payable will continue to grow year by year, the report states.

“Without structural changes like the Fair Tax, Illinois will continue to struggle to make ends meet, pay our bills on time and deliver vital services, like public education and public safety,” said Governor JB Pritzker.

“While years of mismanagement has created these issues, we have a strong path forward and solution with the Fair Tax, which will ask the wealthiest 3 percent to pay more while 97 percent of Illinoisans will pay the same or less. Thanks to the bipartisan efforts of the General Assembly, we’ve already made fiscal progress, and I’m committed not only to stabilizing our budget but also making sure that Illinois grows and creates an economy www.citizennewspapergroup.com

that works for everyone.”

There are few alternatives if the Fair Tax amendment is not enacted, according to the report. Illinois would need to consider dramatic budget cuts of approximately 15 percent to many essential services such as education funding and public safety, or the state would need to raise taxes on all households – not just the wealthiest Illinoisans – by 20 percent under the existing flat tax.

Since taking office in January 2019, Governor Pritzker has taken several steps to control state spending and has ordered agency directors to continue to responsibly manage the limited resources of state government by proposing reductions in their maintenance operations funding for the coming fiscal year,

identifying significant efficiency and savings ideas, eliminating or consolidating duplicative programs, reducing funding for underutilized or inefficient services and making improvements in service delivery that streamlines costs.

The Governor’s Office of Management and Budget (GOMB) is required to annually submit an Economic and Fiscal Policy Report to the General Assembly outlining the long-term economic and fiscal policy objectives of the state, along with the economic and fiscal policy intentions for the upcoming fiscal year and for the subsequent four fiscal years.

How to Turn a Simple Shed into a Livable Oasis StatePoint - Once the domain of lawnmowers and gardening tools, today’s backyard sheds are being repurposed into unique, functional spaces (think: she-shed, bunkhouse or even a bar pub) complete with plumbing and electricity.

Here are tips from the experts on how to turn a simple shed into a backyard oasis.

“Quite often, we are seeing that homeowners are adding electricity to backyard sheds and using

decorative interior lighting to make a statement, just as lighting would be used in the interiors of a home,” says Jennifer Kis, director of marketing communications for Progress Lighting.

Backyard sheds are widely available at garden centers, hardware and home stores in a variety of architectural styles, from traditional to modern. Sheds range in size, from small (under 80 square feet), medium (approximately

90 to 120 square feet) and large (ranging from 144 to 288 square feet.) Choose a size appropriate for the use -- for example, a gardener’s getaway or she-shed may be on the smaller size. A bunkhouse or bar shed will need to be larger.

Decide whether this will be a DIY project from the ground up, or whether a prefabricated shed best meets your needs. Check with your local planning department to comply with codes and guidelines.

Decide if the shed will mirror the architectural features of your home.

Keep in mind that because sheds are not tall, the roof will be visible and should be considered as part of the design.

When turning a backyard shed into a dream bunkhouse at her lakeside home, designer, artist and owner of Meme Hill Studio, Amie Freling Brown put this to the test.

“I’m obsessed with the tiny living concept and the she-shed movement,” says Freling Brown.

Choosing a 10 by 12-foot classic backyard shed with a gambrel roof, gable vents, transom windows and 7-foot walls to give top campers in the bunk beds more headroom, Freling Brown transformed a simple shed into a bright, nautical farmhouse-inspired bunkhouse, complete with electricity for an overhead light, two wall lanterns and electrical outlets.

The hand-painted wood grain texture of its overhead pendant inspired Freling Brown’s choice of reclaimed wood paneling for the

ceiling, creating an unexpected décor detail. She added vinyl plank flooring that would stand up to sandy, wet feet from the lake.

Beadboard paneled walls painted in a semi-gloss white make the most of the reflected light, adding to the small space’s open, airy feeling. As a contrast to the light palette of the bunkhouse interior, she used color in coordinating bedding, nautical decor and navy furniture, as well as accessories make it warm and inviting.

Foamix Pharmaceuticals Ltd., a specialty pharmaceutical company, recently announced that the U.S. Food and Drug Administration (FDA) has approved AMZEEQTM (minocycline) topical foam, 4%. AMZEEQ, formerly known as FMX101, which is indicated for the treatment of inflammatory lesions of non-nodular moderate to severe acne vulgaris in adults and pediatric patients 9 years of age and older.

According to a press release, it is the first topical minocycline to be approved by the FDA for any condition.

“The FDA approval of AMZEEQ is a milestone moment in dermatology and the most significant advancement with minocycline in almost 50 years,” said David Domzalski, chief executive officer of Foamix.

“We are proud that our proprietary technology platform has led to this new treatment option, which we believe can help address unmet treatment needs for moderate to severe acne patients. We are looking forward to bringing AMZEEQ to market in January 2020, and to our Company’s first commercial launch.”

Minocycline is a broad-spectrum antibiotic known for its efficacy in treating moderate to severe acne, but its use is limited in some patients due to systemic side effects when taken orally. Until now, minocycline has not been available as a topical treatment due to its instability in traditional topical formulations.

In AMZEEQ, Foamix has leveraged its proprietary Molecule Stabilizing Technology (MST™) platform to effectively deliver minocycline in a foam-based vehicle, a press release further stated.

“Our innovative MST™ technology allowed us to develop a topical formulation of minocycline in a convenient, once-daily treatment regimen that maintains the stability of the active ingredient while delivering it into the skin,” said Iain Stuart, Ph.D, chief scientific officer of Foamix. “The approval of AMZEEQ represents a significant step toward our goal of enhancing the standard of care for the millions of acne sufferers in the U.S. who deserve alternatives in treatment.”

AMZEEQ is expected to be available for prescribing in January 2020.

The film showcases firsthand the devastating consequences of mandatory minimum drug sentencing through Valdez’s storytelling of his older sister Cindy and their family’s experience over 10 years.

The Sentence won the Audience Award for U.S. Documentary at the 2018 Sundance Film Festival and earned Valdez an EMMY® at this year’s awards for Exceptional Merit in Documentary Filmmaking. While participation in afterschool programs has increased to 10.2 million students nationwide, for every child in an afterschool program, two more are waiting to get in, according to “America After 3PM,” a household survey commissioned by the Afterschool Alliance, a nonprofit public awareness and advocacy organization.

“At this time when afterschool programming needs more funding, federal investments are under threat,” says Jodi Grant, executive director of the Afterschool Alliance. “And any cuts would mean that more children are unsupervised in the afternoons and more working parents are left without the assurance that their children are safe until they return home from their jobs.”

The positive effects of afterschool programs are broad. More than 5,000 sheriffs, police chiefs and prosecutors of the organization Fight Crime: Invest in Kids recently issued a report confirming that the hours between 2 and 5 pm are still prime time for juvenile crime. The report also documented positive outcomes for youth who participate in high-quality afterschool programs.

In many cases, these programs serve as a lifeline, offering nutritious suppers to children from lowincome families who might otherwise go hungry.

Organizers of the recent “Lights on Afterschool” rally say the 20th anniversary celebration underscored the need to invest in afterschool programs, which offer students homework help, mentors, college and job readiness, healthy snacks, as well as programming in subjects like robotics, computer programming, arts, music and sports.

The only national rally for afterschool, the celebration, organized by the Afterschool Alliance, included some 10,000 events, including roundtable discussions, open houses, science fairs, fun runs, student showcases, academic contests, community service, sports competitions and more. Events focused on the environment, growing and cooking healthy food, space exploration, technology, arts and literacy, and other issues, providing an opportunity for community members to see the skills and talents students hone at their afterschool programs.

“Financial support is needed to expand access to afterschool programs and help keep their lights on,” says Grant. “Every citizen can urge lawmakers at every level, as well as businesses and philanthropies, to invest in these programs, which help children, families and communities.” _________________________________________
