ILLINOIS LAWYERS MAKES FREE POWER OF ATTORNEY FOR HEALTH CARE FORM AVAILABLE TO STATE’S RESIDENTS Illinois Lawyers, a firm that has been providing legal guidance and attorney referrals since 2001, recently announced it is offering a free Illinois Power of Attorney for Health Care Form to any Illinois resident.

The COVID-19 pandemic has many Illinoisans stressed out, said Michael Helfand, the founder of Illinois Lawyers. He said the organization wants to help in any way it can, especially by helping individuals who have to risk their health by working in potentially unsafe environments. In a news release, Helfand said lawyers usually charge a few hundred dollars to prepare power of attorney forms for health care, but Illinois Lawyers wants to offer it to anyone, no matter their situation, for free.

Available at www.illinoislawyers.com, the Illinois Short Form Power of Attorney for Health Care Form can be downloaded, printed and filled out in minutes, according to a news release.

“We highly recommend that you give a copy of this form to your primary care physician as well as to the people that you choose as your power of attorney,” Helfand stated. “Hopefully, this document will not need to be used, but it’s a great idea to have one in place in case something unexpected happens. Seaway Bank wants Chatham location to be a community hub Continued from page 1

Seaway Bank, located at 645 E. 87th St, has been a part of the Chatham community for years, and now, it is undergoing some changes to ensure it remains a vital part of the community.

Seaway Bank began as Seaway National Bank of Chicago more than 50 years ago as a Black-owned banking and lending institution in Chatham.

It was founded by Ernest T. Collins and Moses J. Proffitt. In 2017, it merged with Self-Help Federal Credit Union.

Daryl Newell, president of Seaway Bank, said when Self Help Credit Union acquired the bank, it realized the 40,000 square foot property had uses outside of just being a bank branch. So, they hosted a charrette, with local elected officials, community organizations, realtors, developers and non-profits to collaborate on a vision for the building.

Newell said while all of the collaborators had different ideas on the best uses for the building, it was important to stick to Seaway Bank’s four point plan: To lend, to be accountable to the community, to have partnerships, and to be innovative.

“If we could work with our partners to be accountable to deliver a hub to the community, we would be doing what we said we were going to do when we acquired Seaway,” Newell said.

The Seaway Bank renovation costs approximately $14 million and involves new market tax credits. The renovation includes the first and second floors in the building and Newell said it would be used to offer space to other community groups that benefit the community.

One of those groups is Neighborhood Housing Services. It has moved into the 639 E. 87th St. part of the building. It created its own renovation and occupies approximately 4,000 square feet.

“We felt it was important to have them there because we’re in the business of providing home loans and they’re in the business of making sure they do the financial literacy around home loans.

So, we thought it was a great partnership,” Newell said.

Donna Clarke is the interim president and chief operating officer of Neighborhood Housing Services, which is a nonprofit Illinois Residential Licensee that offers loans to homeowners and homebuyers.

Clarke said Neighborhood Housing Services decided to have a hub in Chatham at Seaway Bank because the organization delivers services in a lot of the South Side communities.

“We were looking at places, particularly that were historically Black-owned in the community. They had a history of serving the community,” she said. “We had looked at different spaces in the area and it was a great location. It just provided the space we needed to create a homeownership center.”

Clarke said the space will be used as an education center which will have drop-in space to support the community and space for the staff that works in the area. They have adapted the space due to COVID-19, which includes putting in plexiglass and providing online and virtual counseling and classes.

Clarke said they will also be testing out using Zoom, so clients can connect virtually to a counselor and making sure only half the staff is in the office so they can practice social distancing.

Clarke said she would love the hub to be a collaborative space, a central point for the community, to invite community partners to work with Neighborhood Services.

“We provide the home ownership component, but I would love to see other community leaders come in where we could meet once a month to talk about what are some of the needs and insights from the community, and provide a resource for residents,” she said.

She said they’ve modernized the space and are trying to leverage technology to help them “serve folks better whether they know how to use the technology or not, or we know how to use the technology to help them, that’s what I want for that space.”

Clarke said the space will open this week, for employees only. She said the organization is taking their lead from the city and the community. The goal is to open up more as clients and the community feel comfortable.

Newell said the East side of the building is being renovated, the Seaway bank side. He said the building will keep the midcentury design, with renovation on the inside and keep the outside look for historical, architectural purposes.

The drive-thru space will return and the second floor will be available for lease for community space.

Construction is set to be completed in late November 2020, and ready for occupancy in early 2021.

“The plan is to have a state-of-the-art community hub that the community can use for the purposes of the community,” he said. “We thought it was a good idea to make the property accessible,” Newell said.

Commentary: Pandemic Economic Fall Out Leaving Little Hope

No matter what your political affiliation is we all can agree that these are unprecedented times. Working families are financially devastated. And while politicians continue to argue over the elusive stimulus package, the impact is being felt by people whose homes are on the verge of foreclosure, and their only means of transportation being repossessed by banks.

What this country needs during these hard economic times is more programs and policies that support socialism--not less. We need programs to help small business owners get back on their feet.

We need a national band on locking people up who have fallen behind on their child support payments. We need universal healthcare, and more money for SNAP benefit recipients.

Americans have had to wait far too long for Con-

gress to agree on anything.

It’s time politicians put their political interest aside for Americans who have become financially and emotionally bankrupt. Parents are being forced to write bad checks just to put food on their table, or keep their lights on because it’s the only way their kids can participate in virtual learning.

Further, the increase in unemployment has affected the credit rating of millions of people. And although the

price of gas has gone down, most low-income Americans can’t afford to put a full tank of gas in their car, or even an oil change.

The Covid-19 pandemic has created a financial firestorm that is taking a toll on everyone. I just hope good people don’t result in doing bad things just to survive this global health crisis that is unfortunately leaving many hard working Americans few financial options.

UIC to increase doctor training to treat substance use, mental health The University of Illinois Chicago has received a $2.5 million grant to better prepare primary care physicians to treat substance use disorders and mental health conditions in rural and urban underserved populations.

The grant, funded by the U.S. Department of Health and Human Services, or HHS, will be used to provide medical faculty more exposure, education and training in screening, diagnosis, evaluation, and treatment for substance use and mental health conditions.

Faculty also will incorporate this knowledge into residents’ curriculum.

The new funding, which is awarded through HHS’ Health Resources and Services Administration, will be provided over five years and will give faculty time to develop curriculum, attend collaborative care meetings and train faculty champions. The grant also will support a resident in the rural track and additional staff, including social workers, psychologists and pharmacists.

“The UIC Department of Family Medicine and Residency Training Program is the ideal setting to enhance and propagate an interprofessional training program,” said Dr. Christine Neeb, assistant professor of clinical family medicine at the UIC College of Medicine and co-principal investigator for the grant. “We have the capacity to train current and future primary care physicians in rural and urban settings, creating a self-sustaining workforce to continue to address this health crisis for years to come.”

Neeb said there is a critical need for primary care physicians and mental health specialists in underserved rural and urban communities.

More than 30% of small and rural hospitals are in designated primary care physician shortage

areas, and more than 90% of these hospitals are in designated mental health service shortage areas, according to a 2018 Illinois Health and Hospital Association report.

There was an 82% increase in opioid-related deaths from 2013 to 2016, with many of the highest death rates in rural Illinois counties.

Their urban underserved counterparts had similarly high death rates, particularly among Black individuals on Chicago’s West and Southwest sides, according to a 2017 State of Illinois comprehensive opioid data report.

“We hope to increase training for residents and get them more comfortable with treating addiction and mental health. This will prepare residents and physicians for placement in underserved areas,” said Neeb, who cares for patients at UI Health Mile Square Health Center, a network of federally funded community health centers in Chicago. “Most family medicine doctors are comfortable treating anxiety and depression. We want them to gain confidence treating other mental health issues like schizophrenia and bipolar disorder, as well as addiction disorders.”

Having these skills allows doctors to treat their patients more holistically, according to Dr. Sarah Henkle, a co-investigator of the grant.

“A family medicine physician who can effectively treat a patient’s alcohol use, for example, will directly impact that patient’s blood pressure control and their difficulty sleeping. We will provide easier access to more comprehensive care for our patients with this additional training,” said Henkle, UIC assistant professor of clinical family medicine.

Dr. Nicole Gastala, also involved in the grant, stressed the importance of the grant’s aims.

The University of Illinois Chicago has received a $2.5 million grant to better prepare primary care physicians to treat substance use disorders and mental health conditions in rural and urban underserved populations.

“Evaluation and managing serious mental health issues and addiction is integral to improving access to care for those in highest need,” said Gastala, UIC assistant professor of clinical family medicine and director of behavioral health and addiction at Mile Square. “This grant will help lay the foundation for residents and faculty to integrate evidence-based care for mental health and addiction into a collaborative patient-centered care model.”

The interprofessional component to this program is integral, said Adrienne Williams, who will also work on the grant program.

“No one stays mentally healthy for their en-

tire lives, but while integrated care is becoming more mainstream, only a small percentage of health professionals receive training in working on interprofessional teams,” said Williams, UIC associate professor of clinical family medicine and director of behavioral science. “This grant will allow us to further the education of family physicians to work in multi-professional settings to best serve our patients.”

The grant team includes co-principal investigator Jennie Jarrett, Nicole Gastala, Jennie Jarrett, co-principal investigator Christine Neeb and Adrienne Williams.

American Lung Association announces anti-vaping push State lawmaker touts need for better education on e-cigarettes

Springfield — The American Lung Association on recently announced a “comprehensive” plan to tackle electronic tobacco use by the nation’s high schoolers.

Education, community advocacy and research are the main pillars of the association’s strategy and are methods used by tobacco opponents to curb traditional cigarette use among the age group.

“As the school year resumes, more students may experience social pres-

sure to vape, while others may begin to vape in response to stress, including stress related to COVID-19,” Kristina Hamilton, the American Lung Association’s advocacy director, said in a written statement. “We’re already facing what the surgeon general refers to as a ‘youth vaping epidemic.’”

A U.S. Centers for Disease Control and Prevention survey found half of youth in the U.S. used an e-cigarette, vape pen or hookah in 2019. That trend of increasing electronic tobacco use is on par with Illinois high school student usage.

Approximately 8,000 students begin using a vape pen every day, the

CDC found, resulting in more than one in four high schoolers and one in 10 middle schoolers vaping at least once per month.

The Lung Association launched a public awareness campaign to inform parents and adult leaders about e-cigarette facts and trends as well as strategies for speaking with students about why they should not use such products.

Officials also announced a VapeFree Schools initiative “to help school administrators and educators address the surge of youth vaping through guidance in implementing a comprehensive tobacco use policy,” www.citizennewspapergroup.com

according to the association.

Instead of suspension, it suggests educators develop a substitute discipline policy and offer a tobacco cessation program.

“Our communities need support, and...the American Lung Association is proud to offer Illinois schools, parents and students proven approaches to end youth vaping in our communities and state,” Hamilton said in a written statement.

The advocacy group also said it plans to promote legislation to include electronic tobacco products in the Smoke Free Illinois Act, which bans smoking in virtually all public places.

State Sen. Julie Morrison, a Democrat from Lake Forest, said she will introduce a measure in the 2021 legislative session to encourage youth to avoid e-tobacco products.

“We were doing so well on changing the culture of smoking, and now we have gone backward — especially the younger generation,” she said in a written statement. “While the implementation of Tobacco 21 was a major step forward in limiting the availability to tobacco products to children, there must be more education about the negative effects of e-cigarettes, so kids don’t seek to get these products in illegal ways.”

More Homes In U.S. Fall Into Vacant Zombie Foreclosure Realm In Third Quarter Of 2020 ATTOM Data Solutions, recently released its third-quarter 2020 Vacant Property and Zombie Foreclosure Report showing that 1.5 million (1,570,265) residential properties in the United States are vacant, representing 1.6 percent of all homes.

The report analyzes publicly recorded real estate data collected by ATTOM Data Solutions — including foreclosure status, equity, and owner-occupancy status — matched against monthly updated vacancy data.

The third quarter analysis shows that about 216,000 homes are in the process of foreclosure, with about 7,960, or 3.7 percent, sitting empty as so-called ‘zombie foreclosures.’

The count of properties in the process of foreclosure (215,886) in the third quarter of 2020 is down 16 percent from the second quarter of 2020 (258,024). But the percentage of those properties that have been abandoned as zombie foreclosures is up from 3 percent in the second quarter of 2020.

Despite the increase, the 7,961 zombie foreclosure properties continue to represent just a tiny portion - one of every 12,500 homes - of the nation’s stock of 99.4 million residential properties.

The third-quarter 2020 data shows a drop in the number of homes at some point in the foreclosure process, but an increase in the level sitting vacant at a time when the federal government is trying to shield the housing market from an economic slide stemming from the worldwide Coronavirus pandemic.

Among the government’s key measures was a temporary prohibition against lenders foreclosing on government-backed mortgages.

“Abandoned homes in foreclosure remain little more than a spot on the radar screen in most parts of the United States, posing few, if any, problems from neighborhood to neighborhood. But the latest numbers do throw a small potential red flag into the air, given the increase in the percentage of zombie foreclosures,” said Todd Teta, chief product officer with ATTOM Data Solutions.

Midwest and South have highest zombie foreclosures rates A total of 7,961 residential properties facing possible foreclosure have been vacated by their owners nationwide in the third quarter of 2020. That figure comprises 3.7 percent, or one in 27, of all properties in the foreclosure process. Those

numbers are up from 3 percent, or one in 34, in the second quarter of 2020, and 3.2 percent, or one in 32, in the third quarter of last year.

States where zombie-foreclosure rates exceeding the national percentage are clustered in the Midwest and South, including Kansas (15 percent, or one in seven, properties in the foreclosure process), Missouri (11.2 percent, or one in nine), Georgia (11 percent, or one in nine), Kentucky (10.7 percent, or one in nine) and Tennessee (10.3 percent, or one in 10).

States where the rates fall below the national level are mainly in the Northeast and West, including Utah (1.1 percent, or one in 87 properties in the foreclosure process), Idaho (1.2 percent, or one in 84), New Jersey (1.6 percent, or one in 62), Colorado (1.8 percent, or one in 56) and California (2 percent, or one in 50).

Zombie rates rise in all but one state Zombie-foreclosure rates rose from the second to the third quarter of 2020 in every state but Hawaii, while also decreasing in the District of Columbia. States with the largest increases included Kansas (up from 7.4 percent to 15 percent of all properties in the foreclosure process), Missouri (up from 4 percent to 11.2 percent), Georgia (up from 3.9 percent to 11 percent), Kentucky (up from 3.9 percent to 10.7 percent) and Nebraska (up from 4 percent to 10.3 percent).

“It appears that an increased number of vacant foreclosure properties may be an unintended consequence of the foreclosure moratoria put in place by federal, state, and local governments,” said Rick Sharga, executive vice president at RealtyTrac. “Vacant properties can contribute to neighborhood blight, and become safety hazards – especially during a pandemic. So the sooner these abandoned properties can be processed and sold to homebuyers or investors, the better it will be for communities and neighborhoods across the country.”

Highest numbers of zombie properties in northeastern and midwestern states New York continues to have the highest actual number of zombie properties (2,136), followed by Florida (1,028), Illinois (971), Ohio (887) and New Jersey (356). California leads in the west, with 265, while Oklahoma leads in the South, with 133.

WOC Beats Bias with C.B.D Formula Woman of color-owned CBD cosmetics firm Bliss Molecules has entered a joint venture with J&B Investments to scale globally amid a burgeoning “farm to face” beauty trend, despite systemic racism in male-dominated legal cannabis and CBD industries.

The partnership lets Bliss source its industrial hemp through a Northern California farm owned by real estate investment firm J&B rather than rely on outsourced cannabidiol. Eliminating the middleman allows Bliss to invest in R&D of new formulations, hone in on CBD genetics to harvest specific terpenes beneficial to skin and reach a wider global market, including in Asia.

“I’m proud to announce this during Black Business Month,” owner Bianca Prachyl said in a recent press release, “because I believe a rising tide lifts all boats and hope my experience can help others.”

While the CBD industry is growing rapidly, it’s also beset by a unique bias and stigma, the press release reported.

“Challenges in CBD are somewhat different than in the cannabis space, especially when it comes to those that women and POC face,” Prachyl says. She’s devised an equally unique solution to counter those roadblocks—one she calls her “C.B.D Formula” for success: Collaborate: “Shatter the glass ceiling by leaning on your sisters,” she says. “As more solution-oriented women enter this male-dominated industry, we’ll have the opportunity to overturn

our more braggadocious counterparts.”

Benchmark:. “As an industry, we need to create our own benchmarks working within the regulations stifling us,” she says. “There is no collective outside of the industry that knows our shortcomings and understands the pitfalls we face better than we do. We have standards and solutions that we are ready to implement.”

Debunk: “We can set myths and stereotypes about our products straight with transparency and education in order to legitimize the craft and build consumer trust,” she says. “The more people know about CBD, the more we can increase their health literacy, allowing them to exercise their own self-efficacy.”

American Academy of Periodontology Stresses the Importance of Periodontal Health During COVID-19 Despite recent World Health Organization (WHO) recommendations to delay routine dental procedures, the American Academy of Periodontology (AAP) is stressing the importance of maintaining periodontal health during the COVID-19 outbreak.

The AAP also announced that its members are committed to implementing rigorous safety measures in an effort to ensure the health and well-being of patients and reduce the risk of exposure during the pandemic.

“It is well-established science that periodontal disease and systemic disease are interconnected,” said Dr. Bryan Frantz, president of the AAP. As a result, he added, establishing and maintaining healthy teeth and gums are fundamental to overall health.

Periodontal disease, commonly known as gum disease, can cause bleeding gums, bad breath, and if left untreated, lead to tooth loss. Periodontal disease has been linked to several other serious conditions including diabetes, heart disease, and Alzheimer’s.

The WHO’s recent recommendations to delay non-essential dental care cite the risk of disease transmission as a result of the close proximity between dental professionals and patients and due to the aerosols produced by certain dental procedures.

However, there is limited evidence to support the claim that dental offices pose an increased risk of

spreading disease, including COVID-19.

Additionally, the AAP states that routine visits with a periodontist are crucial to maintaining the health of teeth and gums. “Many patients under the care of a periodontist are undergoing a comprehensive treatment plan,” says Dr. Frantz. “Regular check-ups are an important part of this treatment, and any delay in care could lead to a worsening of their periodontal condition.”

According to Dr. Frantz, periodontists are uniquely experienced in infection control and other safety measures to protect themselves and their patients from disease exposure. “As dental professionals who are predominantly involved with surgical procedures, periodontists have always been committed to ensuring that effective safety barriers are in place for patients. While the COVID-19 pandemic is still with us, members of the AAP are adhering to COVID-19 mandates issued by state and local agencies and implementing additional measures to ensure the safety of both their patients and their staff.”

Additional measures include regular temperature checks for both staff and patients, social distancing, the use of personal protective equipment such as face shields, masks, and gloves, and rigorous infection control and sanitation procedures.
