USF EARNS U.S. DEPARTMENT OF HEALTH AND HUMAN SERVICES GRANT WORTH CLOSE TO $1.5 MILLION The University of St. Francis (USF) recently announced that it has been awarded a grant through the United States Department of Health and Human Services’ Advanced Nursing Education Workforce (ANEW) program. The grant, which will provide $1,452,947 in funding, will bring together USF and the Will County Community Health Center (WCCHC) to offer high-quality clinical experiences for USF students in the Family Nurse Practitioner (FNP) and Psychiatric/Mental Health Nurse Practitioner (PMHNP) programs, according to a press release.

The grant will also place USF graduates at WCCHC or in another rural or undeserved community within Illinois and expand the availability of primary care and mental health services for residents of Will County in northeastern Illinois and, through the introduction of telehealth services, residents in rural Illinois.

NEW PRI POLL: DESPITE HIGH COSTS, AMERICANS SUPPORT POTENTIAL OF INNOVATIVE GENE THERAPIES TO CURE DIFFICULT-TO-TREAT DISEASES A new poll from the California-based nonpartisan think tank, the Pacific Research Institute (PRI), shows that Americans overwhelmingly support innovative gene therapies, which change the focus of medicine from treating illnesses to curing illnesses.

“Gene therapies have the potential to cure a wide array of difficult-to-treat diseases, including Alzheimer’s Disease, autism, cystic fibrosis, HIV, and cancer, among others” said Dr. Wayne Winegarden, director of PRI’s Center for Medical Economics and Innovation. “Our new poll shows that Americans see the potential for the innovation from gene therapies to find cures for often-deadly diseases that cut short people’s lives, and illnesses that strike newborns, infants, and toddlers.”

DUCKWORTH, COLLINS INTRODUCE BIPARTISAN BILL TO INVEST IN COMMUNITIES WITH STRANDED NUCLEAR WASTE U.S. Senators Tammy Duckworth (D-IL) and Susan Collins (R-ME) recently introduced the Sensible, Timely Relief for America’s Nuclear Districts’ Economic Development (STRANDED) Act to address the impacts of stranded nuclear waste by providing federal assistance to communities around the country that are burdened with storing this waste.

The Senators’ bipartisan legislation would award economic impact grants to local government entities to offset the economic impacts of stranded nuclear waste, establish a task force to identify existing funding that could benefit these communities and create a competitive grant program to help these communities find alternatives to nuclear facilities, generating sites and waste sites. Under their legislation, affected communities would be eligible for $15 per kilogram of spent nuclear fuel stored, which is consistent with the rate for impact assistance established under the Nuclear Waste Policy Act of 1982.

Global Girls, a nonprofit performing arts organization, is hosting the Dreams Become Reality summer program for local youth. The program will allow participants to create performance art that represents their lived experiences and their dreams for the future and perform their pieces during the Dreams Become Reality Showcase later this summer.

Global Girls is a 19-year-old organization that encourages young people to pursue their dreams while exposing them to performance art, travel, and social-emotional learning opportunities.

“I started this organization 19 years ago but I feel like I’ve been doing Global Girls my whole

life,” said Marvinetta Woodley-Penn, founder and executive director of Global Girls. “We take issues that young people might be going through and we turn them into performance pieces. We help young people dream and we help them step outside of their comfort zones, get on stage, and just realize all the potential and all the skills that they have. We teach them to dream and to work hard to make those dreams come true.”

The Global Girls Studio, 8151 S. South Chicago Ave., is a place where young people between the ages of 4 and 14 can come after school and during the summer to participate in dancing, acting, and singing lessons along with receiving social and emotional skill development.

“We take anyone and every-

one,” said Woodley-Penn “The difference with our program is that we teach social-emotional skills also. We teach mindfulness, we teach basic etiquette, we teach young people how to greet one another, and we teach them how to control their self-talk. We teach them a lot more than just performing arts, we teach them how to be well-rounded people.”

Global Girls is a recipient of the Safe and Peaceful Communities Fund summer grant program. The grant that Global Girls received will be used to fund their Dreams Become Reality summer program.

“This grant gives us another opportunity to change mindsets.

I want to reach young people before they start thinking about alternatives and violence and before they become influenced,”

said Woodley-Penn. “We are asking young people from the beginning, what their dreams are and I hear a lot of young people say none, they don’t know how to dream and they have never been asked that question before.”

All the participants in the Dreams Become Reality program will be asked to create a performance piece which can be done as a solo or group performance and can take the form of spoken word, monologues, skits, songs, dance, or a combination of more than one performance style.

At the end of the program, everyone will present their performances at the Dreams Become Reality showcase which will be open to the community.

Community Meeting Held To Discuss Closure of South Side Hospital’s Obstetrics Unit

In an effort to encourage the Jackson Park Hospital to reverse their decision to close its obstetrics unit, which offers medical care for pregnant women, hospital staff and community members recently held a public meeting at The Quarry Event Center, 2423 E. 75th St., to discuss the need for this unit to remain open and the potential consequences of its closure.

In April, Jackson Park Hospital submitted an application for Certificate of Exemption to the Illinois Department of Public Health seeking its approval to end obstetrics services at the facility.

In July of 2012, Jackson Park Hospital re-opened its newly renovated obstetrics unit which included the creation of two labor, delivery, and recovery suites, two triage rooms, a family waiting area, and a new nurse’s station. The $4.6 million renovation project also included remodeling 11,436 square feet of existing rooms in the unit to create a more comfortable postpartum environment for mothers, newborns, and families, according to information from Jackson Park Hospital.

Funding for the renovation came from an Illinois Department of Public Health grant as part of the Hospital Capital Investment Program which was created to improve the quality of health care in communities, according to information from Jackson Park Hospital.

Dr. McGuire went on to say that closing the obstetrics unit at Jackson Park Hospital will create an obstetric care dessert in the area and negatively impact an already vulnerable population of women.

The 2018 Illinois Maternal Morbidity and Mortality Report found that black women were about six times more likely to die from a pregnancy-related cause than white women. Similarly, women on Medicaid during pregnancy were two and a half times as likely to die within one year of pregnancy as women with private insurance.

“Jackson Park Hospital reports that about 99 percent of women who deliver at the facility are black and the majority of them are on Medicaid, based on this analysis, we know that mothers in the communities surrounding Jackson Park Hospital suffer from elevated maternal mortality rates. Elimination of services carries a high likelihood of exacerbating this crisis,” said Gwendolyn Woolridge, a registered nurse in the obstetrics unit at Jackson Park Hospital.

Jackson Park Hospital has served the South Shore community for over 100 years and the physicians, staff, and Board of Directors of the Jackson Park Hospital Foundation operate with a mission of providing compassionate and high-quality healthcare services to meet the needs of the patients and communities they serve, according to the Jackson Park Hospital Website.

A request for comment from an administrator at Jackson Park Hospital was not returned by the Citizen’s press time.

Lurie Children’s Dedicates New Family Lounge at The Chicago Institute for Fetal Health to NRG Representatives from Ann & Robert H. Lurie Children’s Hospital of Chicago recently joined representatives from NRG to celebrate the dedication of the Family Lounge at The Chicago Institute for Fetal Health.

Lurie Children’s presented NRG, a leading electricity and natural gas supplier, with a plaque that recognized the company’s $1 million commitment to Lurie Children’s and identified the lounge as the NRG Family Lounge.

Representatives also unveiled several renderings of the new space.

The contribution is the result of Lurie Children’s participation in NRG’s Choose to Give program. Under Choose to Give, established in 2017, NRG makes a $50 contribution to Lurie Children’s for every customer that signs up for the Lurie Children’s plan. Then, for every year the customer remains on the plan, NRG contributes 1% of the customer’s supply portion of their bill to Lurie Children’s. NRG expects to surpass $1 million before the end of year.

The Family Lounge will complement the hospital’s approach to fetal care with an outpatient clinic providing a quiet and warm environment, designed to put families at ease and make them comfortable during lengthy and often emotionally-charged appointments.

Three individual waiting areas, or “nesting rooms,” will give families a private space to meet with multiple specialists in same day appointments and discuss their baby’s condition and

treatment options.

In a significant step, building on a two-decade long effort to combat racial bias in policing throughout Illinois, Governor JB Pritzker recently signed a measure into law that makes permanent the collection and analysis of data about every police stop in the state. The Illinois Traffic and Pedestrian Stop Study Act – first signed into law in July of 2003 – is now permanent after the Governor signed House Bill 1613.

The practice of collecting basic demographic data about all traffic stops (later expanded to include pedestrian stops as well) was championed in the Illinois General Assembly by thenState Senator Barack Obama. As President of the United States, Obama repeatedly pointed to the Illinois practice as a means of measuring police conduct and building confidence between the police and the communities served by law enforcement.

“Illinois has been a model for other states in using data to understand and combat racial bias in policing,” said Rachel Murphy, staff attorney with the ACLU of Illinois. “Making the collection and analysis of this data permanent continues that role for Illinois and allows local communities to further build on their efforts to enhance trust and confidence between police and community members.”

The measure signed recently by Governor Pritzker (House Bill 1613) was sponsored in the Senate by Senator Elgie Sims and in the House by Representative Justin Slaughter.

The Governor’s action removes a provision that would have ended the collection of the data on July 1st, instead making the practice permanent in the State of Illinois.

Data about traffic stops was first collected across Illinois in 2004, following passage of the original act in 2003. The passage was hard-won, with then-Senator Obama and other legislative leaders advocating over several years before winning final approval. The measure was later expanded to include pedestrian stops and has been renewed regularly since that time.

Under the measure, police in Illinois are required to collect this information whenever they stop someone. This data collected includes the driver’s race, why the driver was stopped, whether a search was conducted, whether contraband was found, and the outcome of the stop (e.g., a citation). More than 900 law enforcement agencies across the state collect and report data, and the Illinois Department of Transportation (“IDOT”) makes it publicly available annually. Law enforcement supervisors and community leaders often have viewed the data as a critical tool for conversation to explore trends and patterns in policing.

The data can be striking. In a report issued earlier this year looking at data for 2015-2017, the ACLU found that Illinois law enforcement officers made nearly 6.5 million traffic stops and performed more than 283,000 searches.

Looking at data reported by the police, the ACLU was able to conclude that police statewide stop Black and Latinx drivers at rates beyond their representation in the driving population and perform searches of Black and Latinx drivers at higher rates than white drivers.

“Illinois residents and law enforcement officials alike have been able to look at data about stops on our streets, roads, and highways to foster a dialogue about the experiences of police and community residents,” added Murphy. “Over time, we have seen communities use the data in order to correct disparities in enforcement. But there remains much work to do in our state – and across the nation. It was critical that data collection continued in Illinois so that the process of conversation and reform can continue.”

“Art for Justice” Unveiled at Ben & Jerry’s Factory While melting ice cream cones may seem like an ice cream company’s biggest summer concern, Ben & Jerry’s is tackling an issue that’s a bit more substantial: criminal justice reform.

With 5% of the world’s population, and 25% of the world’s prison population, the criminal justice system in the United States is what author Paul Brakke refers to as “a national shame.” Addressing that issue and advocating for criminal justice reform is the focus of a threeyear effort by the iconic ice cream maker, who proudly unveiled a new art installation at its Waterbury, Vermont factory tour site recently.

To highlight the need for criminal justice reform, the exhibit features artwork by Jesse Krimes, Russell Craig, Reginald Dwayne Betts, Mary Baxter and other artists who have first-hand experience with incarceration and are now working to improve our criminal justice system.

The display is featured at the entrance to the ice cream factory, which hosts approximately 400,000 annual visitors, making it one of Vermont’s most popular tourist destinations. The exhibit was launched in conjunction with the Art for Justice Fund in front of fans, visitors, employees and those

committed to seeing a systemic change in the way state and federal authorities approach the use of jail and bail in the penal system.

So far in 2019, the company has worked with Color of Change to fight for reforms including ending cash bail, stopping unnecessary prosecutions and disrupting the school-to-prison pipeline.

Ben & Jerry’s has also worked with the ACLU, scooping ice cream at over a dozen cities as part of a national “People Not Prisons” tour from L.A. to

D.C., addressing mass incarceration.

The company is actively campaigning in St. Louis, MO to help close The Workhouse jail and end cash bail, in partnership with the Advancement Project National Office and local organizations.

Federal Government Achieves Small Business Contracting Goal for Sixth Consecutive Year The U.S. Small Business Administration recently announced that the federal government exceeded its small business federal contracting goal for the sixth consecutive year, awarding 25.05 percent in federal contract dollars to small businesses totaling $120.8 billion, an increase from the previous fiscal year of nearly $15 billion.

The Fiscal Year 2018 Small Business Federal Procurement Scorecard marks the first time more than $120 billion in prime contracts has been awarded to small businesses. Overall, the federal government earned an “A” on this year’s government-wide scorecard.

This is good news, as experts say that creativity has the potential to make people happier and improve their overall well-being.

“The scientific community knows that creativity offers huge benefits to individuals, both directly and via benefits to health and happiness,” says Mark Runco, director of Creativity Research and Programming at Southern Oregon University.

The survey also revealed the following insights: • Doctor prescribed creativity: Science has legitimized creativity as a critical component of well-being, and doctors are increasingly prescribing creative pursuits as part of medical prescription regimens. If given the choice, 57 percent of U.S. adults would rather take up a new creative hobby than start a new medication, if assured by their doctor it would have the same health benefits.

• Handmade happiness: The majority of those surveyed love both the process of making something from scratch, as well as the joy they received from the finished project.

Three in four U.S. adults currently participate in at least one creative activity, with baking, gardening, cooking (beyond everyday meals), home décor and DIY crafting being the most popular.

• Happy accidents: Success as an end-goal is increasingly being put on the back-burner, as more people realize that mistakes are just a natural part of the creative journey. Indeed, 75 percent of those surveyed say making a mistake doesn’t take away from their enjoyment in what they’re creating.

• Parents on board: Seventy-seven percent of parents want their children to have more opportunities to be creative than they did when they were young. In thinking about their future, 79 percent would rather their children make just enough to get by in a creative job that they love, over making lots of money in a job they aren’t passionate about.

Unfortunately, in parents’ eyes, today’s education system doesn’t place enough emphasis on creativity, with 61 percent agreeing that public education lacks creative arts focus and 72 percent saying that standardized test scores are prioritized more than creative thinking.

• Ego Booster: Participation in creative activities also appears to have a positive influence on adults’ perceptions of themselves. Those who participate in creative activities are more likely than those who don’t to describe themselves as optimistic, happy, passionate and joyful.
