AETNA BETTER HEALTH PREMIER PLAN MMAI APPROVED TO EXPAND STATEWIDE TO SERVE DUAL ELIGIBLE MEDICARE-MEDICAID CUSTOMERS ACROSS ILLINOIS Aetna®, a CVS Health® company (NYSE: CVS), recently announced it has received approval to expand its existing Illinois Medicare-Medicaid Alignment Initiative (MMAI) demonstration health plan (Aetna Better Health® Premier Plan MMAI) to serve the entire state.

G7 LEADERS UNITE AROUND AMBITIOUS GLOBAL CONSERVATION AGENDA Leaders of seven of the 10 largest economies in the world recently united in an ambitious agenda for the conservation of the planet, recognizing the critical role of nature in rebuilding the global economy in the aftermath of the COVID-19 pandemic.

In a joint statement, the heads of state from the G7 nations agreed to conserve or protect at least 30% each of the land and ocean on earth by 2030 to halt and reverse biodiversity loss. The communique also included support for conserving the biologically rich waters of the Antarctic Southern Ocean, tackling marine plastic pollution, addressing unsustainable and illegal activities negatively impacting nature, and mobilizing sustained financing to tackle climate change and biodiversity loss. The G7 finance ministers pledged to approach these measures with a commitment to an “inclusive global recovery that builds back better and greener.”

Seaway Bank, which has been a part of the Chatham community since the 1960s, is a division of the Self Help Federal Credit Union.

The 40,000 square foot facility now houses Neighborhood Housing Services of Chicago and has space for community gatherings, as well as offices for non-profit organizations and small business tenants.

Eighth Ward Alderman Michelle Harris toured the building and said it looks amazing. She banks with Seaway and said everything is new and fresh. “It’s an amazing facility for the community and I think it’s what the community needs.

This project makes people feel good. So, when people walk in that bank, they feel good. They feel proud this is their bank.

It’s nice to have a bank that services so many people of color and they have an awesome facility to do it in.”

Daryl Newell, president of Seaway Bank, said it is a really good feeling to have the bank open to the public again.

“The institution has been in that location for a really long time, through decades and a couple of generations. So, it’s important that we continue to operate our financial services out of that facility

Newell said, in the old days, everything associated with a bank was inside the institution’s walls. He said, now with the cloud, operations are not housed inside the facility.

He said not having all the operations in house, really shaped the footprint of the credit union.

Newell added, there were several community charrettes to find out what the community and block clubs wanted to see in the facility. Chatham is known for its single-family homes and businesses, so it was important to include their input in the renovation of the building, Newell continued.

Newell said, because the building was built in 1965, the kinds of materials used and technology has changed throughout

the years. Seaway Bank wanted to think about possibilities, and that played into how the facility was mapped out.

In the basement, there is a community meeting facility. There is also a Legacy Hall, with photos of well-known Black people.

Neighborhood Housing Services of Chicago is located on the first floor. “I think we did a really good job of just trying to make sure we continue to deliver service,” he said, adding, a drive-thru was placed on the side of the building.

“Trying to give people the amenities they want.”

Newell said Seaway Bank wanted to make sure it worked in the spirit of the bank. It worked with Brooks Architecture, headed by RaMona Westbrook. He said there was minority participation on the project, which was important.

Seaway Bank works with Neighborhood Housing Services a lot, as well as with My Block, My Hood, My City, Newell said. He added, in the atrium between Seaway Bank and Neighborhood Housing Services of Chicago, Chicago State University will have artists showcase their work. “We’ll just give them their space and let them do what they do,” he said, adding Chicago State University will curate the artists whose work is shown.

New report on guidance documents seeks to make government more accessible and transparent Few Americans understand the extent to which an obscure public-policy tool known as a guidance document affects their daily lives. Regularly issued by federal agencies, these documents explain how to comply with laws or regulations on everything from cosmetics to cybersecurity.

The U.S. Department of Education’s recent guidance document extending protections against discrimination based on sexual orientation or gender identity continued a long practice-employed by all agencies and politicians from both political parties-of using guidance documents to make major public-policy decisions. Yet most citizens have no idea how guidance documents are created, how to access them, or how to participate in their development. In fact, scholars don’t even know how many guidance documents federal agencies issue each year.

A new report by Susan Webb Yackee, director of the La Follette School of Public Affairs at the University of Wisconsin-Madison, provides a roadmap for improving the creation and management of guidance documents by fostering a more citizen-centric process.

Published by the IBM Center for the Business of Government, “Guidance on Regulatory Guidance: What the Biden Administration Needs to Know and Do to Engage the Public” identifies five key problems: (1) lack of a common definition

of “guidance”; (2) no centralized repository to house guidance documents; (3) no archival record of past guidance; (4) lack of a public notification process for new or rescinded guidance; and (5) no systematic process for the public to participate during the creation of major guidance.

“Federal agencies can use guidance documents only to recommend action, but in practice they are often treated as binding, sometimes because people simply don’t understand how to challenge them, or because they don’t fully grasp the purpose of guidance documents,” Yackee says. “As a result, critics argue that guidance documents coerce compliance and result in regulatory overreach.”

This confusion was especially problematic during the pandemic, as the Centers for Disease Control and Prevention issued numerous guidance documents. One on reopening K-12 schools in February 2021 provided nonbinding policy recommendations for communities to safely deliver in-person instruction. Yet many state and local officials, as well as some teachers’ unions, treated the guidance as a binding standard, which may actually lessen the likelihood of schools reopening.

While federal agencies use guidance on high-profile policy topics, like transgender rights, most guidance documents are technical in nature, and their effects are concentrated on specific business areas or industries. At times,

these entities recoil from the additional layers of regulation imposed by guidance; other times, businesses proactively request agencies to issue guidance to clarify agency practice.

Some government agencies work with stakeholders to create guidance documents, but it is often done in an ad-hoc and nontransparent way. “Guidance on Regulatory Guidance: What the Biden Administration Needs to Know and Do to Engage the Public” recommends several reforms, including creating a governmentwide website where the public can find all guidance documents currently in effect. Yackee’s recommendations would modernize the issuance of guidance documents while retaining their nimbleness and timeliness.

“The government can implement my suggestions via executive order or memoranda, or through new congressional legislation,” she says.

Yackee is hopeful that this vital public-policy tool can be reformed.

“Politicians from both sides of the aisle have expressed concern about the status quo,” she says. “And I think a broad spectrum of Americans shares the goals of fostering greater transparency and public engagement. These types of common-sense reforms are hard to argue against.”

Coalition behind the Empowering Communities for Public Safety ordinance blasts Lightfoot’s opposition to democracy and continued obstruction of police reform According to a press release by the Chicao Alliance Against racist and Political Repression, On Friday June 18, as she has done throughout her term, Mayor Lightfoot once again obstructed the democratic process of reforming Chicago’s troubled police department, instructing her allies in the Public Safety Committee to refuse to even consider a revised version of the Empowering Communities for Public Safety (ECPS) ordinance. Last Friday was supposed to be a capstone moment in Chicago’s years-long search for a solution to the endemic racism that haunts its police department, a search that culminated in the creation of the ECPS ordinance, around which hundreds of community organizations as well as dozens of labor unions, houses of worship, and all four caucuses in City Council have rallied.

Rather than meeting the weight of this historic moment and engaging in an open and democratic debate about a bill that, at its heart, is about democracy and its extension to police accountability, the Mayor’s allies engaged in a shameful display of procedural manipulation in order to thwart the democratic process and prevent the ECPS bill from even being debated in committee.

“If it wasn’t clear enough that Mayor Lightfoot is against democratic police accountability for Chicago, her actions on Friday showed she is even willing to subvert our democratic process in order to make sure our rights to true police accountability don’t threaten her power,” said Jazmine Salas, co-chair of the Chicago Alliance Against Racist and Repression. “Lightfoot has shown, once again, that she is the single greatest obstacle to police reform in Chicago.”

The Mayor’s office has claimed it is close to reaching an agreement with the ECPS coalition on an ordinance. This is a lie. The ECPS coalition has met exactly once with members of the Mayor’s office – enough to make it clear to the coalition that Lightfoot does not believe communities have any role to play in the process of community oversight.

“Our previous talks with the Mayor broke down because of Lightfoot’s disregard for communities and their need to have a say in their own safety,” said Desmon Yancy, Director of Community Organizing at the Inner-City Muslim Action Network. “As a coalition, we have no doubt that Lightfoot is totally unwilling to lead this city in the direction it is demanding to go – a future in which our communities are in charge of public safety. The city of Chicago has come together around that vision and this ordinance and we won’t stop fighting as a coalition for our right to democratic police accountability,” he added.

Moving forward, the coalition has decided to split ECPS into two ordinances. One will create the Local District Councils and the Community Commission envisioned by the original bill to oversee police department policy and investigations of police misconduct through COPA. The other will place a referendum on the ballot to ask Chicagoans whether the Community Commission should be directly elected and include expanded powers.

“The Black Caucus, Latino Caucus, Progressive Caucus, and Democratic Socialist Caucus all voted to endorse an ordinance that includes a referendum to empower Chicagoans to make a democratic choice about the Commission and its powers,” said Alderperson Carlos Ramirez-Rosa of the 35th Ward, Chairperson of the Democratic Socialist Caucus. He added, “In the face of a committee that is unwilling to even consider the change Chicago needs, we split the referendum from the original ordinance to ensure we uphold the rights of Chicagoans to decide on their public safety in a fair and democratic manner. We will be presenting the referendum in a standalone ordinance soon.”

Alderman Roderick Sawyer of the 6th Ward, a lead sponsor of ECPS and a member of the Black Caucus, agreed. “Last Friday was a setback for the city of Chicago, but our coalition will go forward to ensure that our city’s Black and brown communities have police accountability and public safety that empowers them to become the solution to ending police misconduct.”

Redfin Reports Pending Sales Continue to Slow--Still Up 29% from 2020 The breakneck pace of the housing market is beginning to slow heading into June, according to a new report from Redfin (redfin.com), the technology-powered real estate brokerage.

Leading indicators of activity are now mostly cooling off instead of continuing to heat up.

Adjusted for seasonality, home purchase applications have been falling since late March and are now 7% below their average levels in January and February 2020, despite low mortgage rates and easing access to credit.

The cooling market is also reflected in a four-week decline in pending sales and a drop in Redfin’s demand index, which is down 12% from its late-March peak. Taken as a whole, the data paints a picture not of a bursting bubble, but a clear change from the overheated spring market.

“Homebuyers may have found a better way to spend Memorial Day weekend than touring homes, but

most have not exited the market entirely,” said Redfin Lead Economist Taylor Marr. “Buyers have faced a tough market this year and fewer feel it is a good time to buy as the allure of low rates has waned, so some are choosing to wait it out for now. With demand stabilizing, the housing market should become more balanced, allowing homebuyers to have a less stressful and challenging time finding and competing for a home.”

“While the market has not come to a full stop, we are seeing signs of yielding,” said Westchester County, NY Redfin real estate agent Candice Smith. “Buyers are winning bidding wars with offers that are $60,000 or less over asking prices; just a month ago in similar situations they had to go $100,000 or more over asking.

Bidding wars are still the norm, but

the number of competing offers have been cut in half from around 17 to about eight. Homebuyers still need to be strategically creative when submitting their highest and best offer, which involves methods like offering to cover an appraisal gap upfront, dropping the appraisal or mortgage contingency altogether or adding escalation clauses.”

Key housing market takeaways for 400+ U.S. metro areas: Unless otherwise noted, this data covers the four-week period ending June 6. Redfin’s housing market data goes back through 2012.

Data on homes listed and/or sold during the period: The median home-sale price increased 24% year over year to $358,749, a record high.

Asking prices of newly listed homes hit a new all-time high of $364,725, up 14% from the same time a year ago.

Pending home sales were up 29% year over year. Seasonally adjusted

pending sales are down 9.7% from their peak four weeks ago. The sudden slowdown in pending sales is likely due to more people opting to pause their home search and take advantage of the holiday weekend.

New listings of homes for sale were up 9% from a year earlier.

Active listings (the number of homes listed for sale at any point during the period) fell 37% from 2020, and have been relatively flat since late February.

56% of homes that went under contract had an accepted offer within the first two weeks on the market, well above the 43% rate during the same period a year ago.

Homes that sold were on the market for a median of 16 days, a new all-time low and down from 38 days a year earlier.

The average sale-to-list price ratio, which measures how close homes are selling to their asking prices, increased to 102.1%—3.7 percentage points higher than a year earlier and an all-time high.

Other leading indicators of homebuying activity: Mortgage purchase applications increased 0.3% week over week (seasonally adjusted) during the week ending June 4. For the week ending June 10, 30-year mortgage rates decreased to 2.96%.

(StatePoint) If you contribute a portion of your income to a 401(k), you may think you’re all set for a comfortable retirement. Experts say it’s important to take a closer look at these savings.

To help you get started, Lincoln Financial Group is breaking down three common misconceptions about saving for retirement revealed in a recent survey of U.S. employees by Lincoln Financial and CivicScience: • True or False: “Saving enough to meet the employer match is enough to keep me on track for a comfortable retirement.” This one is (most likely) false! An employer match (if offered) is a good place to start, but if you really want to make sure you have enough of a nest egg to retire when and how you want, a good rule of thumb is to save at least 10 to 15 percent of your salary.

• True or False: “Paying down my student loan debt as quickly as possible is more important than saving for my retirement.” This can be true…or false, depending on your situation. While you should not delay saving for retirement, it’s a good idea to speak with a financial professional to determine how to strategize paying off debt while also planning for your future. You can also use free tools like the debt calculator found at LincolnFinancial.com to help you make a plan for paying off debt.

• True or False: “I’ve thought about moving money from an old employer’s 401(k) into my current employer’s 401(k), but it seems like it would be too much of a hassle.” This one is false! While it is important to consider all options of your 401(k) platform prior to making a decision, the process for a rollover is typically very easy and brings multiple benefits. Instead of tracking investment selections, performance or statements for multiple accounts, for example, you’ll only have to monitor a single account.

“While there are certainly still some misconceptions when it comes to saving for the future, the majority of those surveyed understand the importance of not delaying saving for later in their careers,” said Aaron Moore, senior vice president, Retirement Plan Client Engagement, Lincoln Financial Group. “This is cause for celebration, as delaying saving for retirement can have a significant impact on future savings. This is another reason why we are focused on working with employers to educate their employees so they can achieve the retirement they envision.”

If you’re looking for more ways to help set yourself up for a financially secure future – here are three tips to keep in mind: 1. Check your account. It might sound simple, but logging in regularly (try for at least once a quarter) can help ensure you’re on track with your savings goal. Be sure to use the calculators and projection tools your retirement plan offers.

2. Update (or create) a goal. When you have a goal to work towards, research shows you’ll be more likely to increase your contributions, and therefore, increase your savings.

3. Meet with a professional. If your employer offers retirement consultants, schedule a meeting, or consider speaking with a financial professional, who can help you understand the full picture of your savings and where to focus your efforts.
