NOBLE CHARTER SCHOOL SOPHOMORES EXPERIENCE A SUMMER OF A LIFETIME On May 29, over 1,000 sophomores from 17 Noble high schools across Chicago converged on Chicago’s southwest side for a final preparation and celebration ceremony before traveling to 84 colleges across the country, including Ivy League schools, several Historically Black Colleges and Universities, Big Ten schools, and dozens of others. Like Noble’s general student population, the vast majority of these 1,000 sophomores are minority and low income.

The Summer of a Lifetime program was founded in 1996 and solidifies the belief that college is a reality, not just a dream, for Chicago’s students. With funding and support from private donors, Noble students have been able to experience college life firsthand for over twenty years.

RESEARCHERS FIND 28% OF 35­-50 YEAR OLD MEN STUDIED ARE AT-RISK FOR OSTEOPOROSIS Research published in The Journal of the American Osteopathic Association found 28 percent of men and 26 percent of women between 35 and 50 years of age had osteopenia, a precursor to osteoporosis.

The findings surprised the participants and researchers, who did not expect the condition to be more prevalent in men. Osteopenia occurs when bones are weaker than normal, but do not yet break easily.

Bone mineral density (BMD) is measured to determine bone health.

Nutrition, lifestyle, environment, physical activity and genetics all contribute to BMD. Peak BMD is believed to be established by 30 years of age.

SIMS INITIATIVES AIM TO LOWER ALARMING MATERNAL DEATH RATE Two bills sponsored by State Senator Elgie R. Sims Jr. (D-Chicago) to help lower the alarming maternal death rate in Illinois passed the General Assembly.

According to the Illinois Maternal Morbidity and Mortality Report released by the Illinois Department of Public Health (IDPH) in October 2018, an average of 73 women die annually within a year of giving birth, and black women are six times more likely than white women to be one of them because of a pregnancy-related condition.

HB 2896 was approved by the legislature recently and awaits the governor’s signature to become law. HB 2895 was sent back to the House for approval of Senate amendments. If they approve those amendments, the bill will then be sent to the governor.

Back 2 School Illinois, a nonprofit organization that provides free school supplies for low-income students, is currently accepting applications for their annual giveaway that will provide essential school supplies for all of the students at two Chicago schools.

The annual Win School Supplies for an Entire School contest is a nomination based giveaway and the winning schools are chosen because they have a proven need for free school supplies. Every single student from both of the winning schools will receive their own Back 2 School kit full of the core supplies they’ll need for a successful school year.

“There are tons of schools in the City of Chicago where the students are predominantly from low-income families that are obviously struggling and parents are having to make tough decisions about what they are going to pay for,” said Matthew Kurtzman, chief execu-

tive officer of Back 2 School Illinois.

While there are so many schools in Chicago that are deserving of free school supplies, the organization can only pick two and for that reason they put a school’s need at the top of the priority list when reviewing applications, according to Kurtzman.

“There are so many schools that could certainly use the school supplies so we make sure that need is the biggest factor that we consider. A lot of times the nominations will provide us with statistics about how many students are from low-income families or in some cases the student body will have extra challenges and the nomination will share that with us as well,” said Kurtzman.

Aside from the annual Win School Supplies for an Entire School contest, Back 2 School Illinois partners with community organizations like the YMCA and government agencies like the Department of Child and Family Services to connect with students in need and serve as distribution partners for the Back 2 School kits.

“The biggest part of what we do is our free

school supplies program, which is one piece of the puzzle that addresses the challenges we face here in Illinois with education,” said Kurtzman. “We provide these Back 2 School kits from pre-k all the way up to seniors in high school. There are four different kits and each one is grade appropriate and contains the core basic school supplies that a kid would need to succeed in the classroom.”

Nominations for the Win School Supplies for an Entire School contest can be made online or by mail and anyone can submit any school in Chicago to be considered. In order to qualify for the 2019 contest, online nominations must be submitted by August 1 and nominations sent by mail must be received by Back 2 School Illinois no later than August 1.

The two winning Chicago schools will be selected over the summer and notified by August 10.

Across the nation and throughout the world, millions of people are still morning the tragic and senseless killing of our Brother Nipsy Hustle. We are again reminded of the terrible sickness of violence in communities across the United States.

We should not wait for another one of our hero’s to be killed before we stand up to take action to prevent this plague of violence from continuing. Nipsy was a great example of what can happen when a young man from our community puts his head down and transcends the traps that are laid by the enemies of our youth in America.

Let me be clear: All those who have the capacity and opportunity to do their part to end the senseless spiral of violence but do nothing by their omission are aligned with the forces that are against our communities’ safety, resilience and progress. Complacency with violence directly contributes to its devastating continuance.

There are, however, very successful programs in nearly every hot pocket in our inner cities that are alarmingly underfunded. Those effective antiviolence

programs are in constant need of volunteers. I have personally witnessed and worked closely with so many extremely productive and amazing programs that in fact prevent violence.

Effective programs like Erica Ford’s “Life Camp” in Queens, New York or Captain Dennis Muhammed’s “Peace Keepers” efforts in over 20 cities are in need of additional funding and support from city, state and federal agencies. Of course, in addition, the private sector and local community support systems must also be summoned to help out. Now is the time to act to prevent future violence.

These two programs are shining examples of how much better and effective local interventions are than the police who

in many cases are disconnected, not trusted, brutal and too often fatal. But despite the results of current research studies on what works, city budgets in too many states are now being turned over to ineffective police containment strategies because of the undue influence of police unions and other conservative political forces. Violence cannot be contained.

It has to be prevented by trusted and effective community-based programs.

Are we prepared to sit back this summer and watch more than 50 of our kids get shot and killed every weekend in Chicago, New York, Los Angeles, Houston, Detroit, Miami, or in St. Louis? Because if we don’t act urgently now, that’s what is gonna happen!

Where is the national debate or priority about our children’s safety from violence? It appears that the

hip-hop community is the only authentic and caring voice that is speaking out effectively and consistently on this important issue and “Taking back responsibility.”

Most religious and political figures won’t bring it up publicly or earnestly unless we do it first. I will do my part. Will you?

No matter how big or small your impact might be, everyone’s input and support is needed now.

Even if you only will just write to your member of the U.S. Congress to urge more funding for community antiviolence programs, that will also be helpful.

The clock is ticking. The summer is coming. Are you prepared to lose a love one or a friend to violence in our communities?

Illinois General Assembly Passes Bill Requiring Civic Education In Middle Schools The Illinois State Senate approved House Bill (HB)2265 – legislation requiring all Illinois middle schools serving grades 6th, 7th, and 8th to provide a civics class – with strong bi-partisan support.

The bill previously passed the House, and now goes to Governor Pritzker for his signature. Representative Camille Lilly (D-78th District) and Senator Jacqueline Collins (D-16th District) championed the legislation in their respective chambers.

“This is truly an exciting time for civics and civic education in the state of Illinois,” says Representative Camille Lilly (D-78th District) and legislation sponsor. “The objective for this bill is clear, we want to create a better environment to empower tomorrow’s voters and residents.

“The affirmative vote is a testament to the commitment of both chambers to create a better environment for the citizens of tomorrow by enhancing civics education today,” said Senator Collins (D-16th District) one of the Senate chief sponsors of the legislation.

as citizens in our democracy. Only 23 percent of 8th graders tested proficiently in civics on the National Assessment of Educational Progress in 2014, and this comes at a time when nearly half of schools have cut

back on time devoted to civic learning and the social studies more generally.

School administrators agree: According to a 2018 Education Week survey, 57 percent of middle school leaders reported that their

schools spend too little time on civics, blaming its marginalization on other tested and required subjects.

“HB 2265 is a generational investment in the civic development of our youth. Learning about civics is more than reading about it in a textbook or taking a test. It’s about understanding the importance of our role as citizens in a democracy,” says Dr. Shawn Healy, chair of the Illinois Civic Mission Coalition. “Studies show that young people with strong school-based civic learning experiences develop into informed adults who are deeply engaged in their communities.”

In 2015, Illinois enacted a law to bring quality civic education to all public high schools. It has since been implemented by teachers, schools, and districts throughout the state with early evidence of strong student civic learning and engagement outcomes.

“This legislation will be another milestone in our mission to prepare the next generation of citizen leaders in Illinois,” said David Hiller, president and chief executive officer of the Robert R. McCormick Foundation.

U.S. Attorney’s Office Announces Continued Efforts to Combat Violent Crime With the summer months approaching, John R. Lausch, Jr., United States Attorney for the Northern District of Illinois, recently announced continued progress in combating violent crime through a series of targeted strategies as part of the revitalized Project Safe Neighborhoods (PSN) initiative.

The Department of Justice recently strengthened and enhanced PSN, an evidence-based program that serves as the centerpiece of the Department’s violent crime reduction strategy.

In the Northern District of Illinois, U.S. Attorney Lausch has deployed the enhanced PSN program to attack a broad range of violent crime issues facing the district.

Northern District of Illinois prosecutors target criminal organizations, leading to prosecutions of complex racketeering and drug trafficking enterprises, while also removing the most violent offenders from the community through prosecution of individual violent crime, drug, and firearm possession cases. PSN resources are also invested in local prevention and reentry programs that seek to im-

plement lasting reductions in crime through community engagement.

“Anyone thinking of engaging in gun violence or trafficking dangerous narcotics in Chicago this summer needs to know that a federal prosecution could await them,” said U.S. Attorney Lausch. “A primary goal of our office is to reduce violent crime, and we will continue to use every available federal law enforcement tool to keep people safe this summer and beyond.”

The PSN program has enabled the U.S. Attorney’s Office to sustain and expand upon significant increases in the prosecution of violent crime and gun offenders. For example, in the first seven months of the 2019 Fiscal Year (FY), the U.S. Attorney’s Office charged more federal firearm offenses than were charged in each of the entire fiscal years of 2004 through 2016. The number of charged firearm defendants in 2019 will likely substantially exceed the numbers charged in 2018 and 2017, which saw the most and second-most firearm defendants, respectively, in more than a decade.

Houston saw a 3% yearover-year increase in one-way U-Haul truck arrivals in 2018 to remain the busiest city for incoming traffic among do-ityourself movers.

U-Haul has 34 Companyowned stores and 155 independent neighborhood dealers currently operating in the Houston city limits.

Each year, U-Haul counts down its top 10 U.S. Destination Cities as a prelude to Memorial Day weekend, the unofficial start of the summer moving season.

About 45% of all moves each year occur between Memorial Day and Labor Day weekends.

Chicago, Las Vegas, San Antonio and Orlando round out the top five cities for the most arriving U-Haul trucks in 2018. Other Texas cities on the list include Austin (7),

Illinois Senate passes marijuana legalization bill Significant changes from initial draft helped bring on some GOP support

SPRINGFIELD – The state of Illinois is one step closer to legalizing recreational marijuana.

The Illinois Senate voted Wednesday to pass the bill, sending it to the House for consideration in the final two days of the session. The vote was 38-17, with two Republicans joining 36 Democrats in supporting it.

“This bill is going to set the model, I believe, the gold standard for how to approach social equity issues, relating (to) cannabis legalization,” Sen. Heather Steans, D-Chicago, the bill’s chief sponsor, said in her closing statement on the Senate floor.

The action Wednesday came just hours after a new, revised version of the bill was made public, and it is substantially different from the one Steans introduced on May 3, a proposal that sparked strong resistance from law enforcement, business groups and some local governments.

Like the original draft, the new bill, an amended version of House Bill 1438, provides that starting Jan. 1, 2020, Illinois residents could possess up to 30 grams, or roughly one ounce, of marijuana flower, five grams of THC concentrate and 5 grams of THC in a marijuana-infused product. It also authorizes the state to issue a limited number of licenses for cultivators, processors and retail dispensaries, and to charge excise taxes on the retail sale of marijuana products.

But other major provisions in the 622-page bill are substantially different from the original version, and those changes appeared to be key to gaining

support and diffusing some opposition.

For example, instead of enacting blanket, mass expungements of previous criminal records for minor marijuana-related violations, the new bill allows for expungement through the governor’s clemency process if the case involves less than 30 grams of marijuana. For cases involving amounts greater than that, up to 500 grams, individuals and state’s attorneys would be allowed to petition a court to vacate a conviction.

“I think what is proposed today is a significant shift from what was proposed, what, two or three weeks ago,” Sen. Jason Barickman, R-Bloomington, told reporters following a committee hearing on the bill Wednesday. “Moving that off the table, I think, paved the way for us to resolve a bunch of other issues that were very important that weren’t resolved initially.”

Among those other issues was a provision allowing people to grow up to five marijuana plants in their own homes, under certain conditions.

While the original bill would have extended that right to all adults, the new bill limits it only to people who have been approved to use marijuana for medical purposes.

The new bill also preserves the right of employers to maintain “zero tolerance” policies on drug use and to establish drug-free workplaces. And it allows local governments to prohibit

cannabis businesses in their communities, or to enact zoning regulations to control where they are located.

“We recognize there are shifts in social consensus,” Illinois Chamber of Commerce President Todd Maisch told the Senate Executive Committee. “And my board, after a lot of deliberation, said we aren’t really excited about this, but you know what, there are things that don’t shift, and that is the need for a safe workplace and a productive workplace. And I’m here to tell you that after a lot of work, and tremendous engagement from a lot of parties, … that we believe these are the strongest workplace protections in the nation.”

It also preserves the right of landlords to prohibit marijuana possession and use on their properties.

For many supporters of legalization, the most important issues other than expungement involved what they

called “social justice and equity” provisions. Among those are provisions that earmark 25 percent of the revenue generated to a grant program for reinvestment in low-income, high-minority neighborhoods.

It also gives preference in license applications to people who live in or have connections to neighborhoods characterized by high arrest rates for marijuana and other drug-related offenses.

Some opponents of the measure, however, said that provision was one of the reasons why they voted against the bill.

“There is a limited number of licenses and we’re going to give preference to vendors who are going to be in the poorest zip codes in Illinois,” said Sen. Chapin Rose, R-Mahomet. “We’re going to give preference to keeping poor people stoned.”

In addition to funding community

reinvestment grants, the bill calls for dedicating 35 percent of the revenue to the state general revenue fund; 20 percent for substance abuse prevention and mental health services; 10 percent to pay down the state’s backlog of unpaid bills; 8 percent for local law enforcement; and 2 percent for public education and safety campaigns.

“Illinois is poised to become the first state in the nation that put equity and criminal justice reform at the heart of its approach to legalizing cannabis, and I’m grateful that the Senate has taken this important step with a bipartisan vote,” Gov. J.B. Pritzker said in a statement released after the Senate vote.

“Senators Steans and (Toi) Hutchinson have done tremendous work to reach this point, and I encourage the House to take decisive action to make Illinois a national leader in equity and criminal justice reform.”

High-Speed Internet Access Critical for Students and Job Seekers
