NATIONAL BLACK CHILD DEVELOPMENT WEEK FOSTERS MORE EQUITY AROUND CRITICAL ISSUES FACING BLACK CHILDREN With one of the greatest civil rights issues of our time at the forefront – the preschool-to-prison pipeline among young Black students -- the NBCDI, Inc., recently hosted its annual National Black Child Development Week (NBCDW) from May 14 -18. Reaching communities across the nation, NBCDW 2018 raised national awareness, collective action and community mobilization against the most critical issues of the day for Black children.

Delivering on the Promise, NBCDI’s national campaign sought to address the rising rates of suspensions and expulsions in early childhood education. “National Black Child Development Week is always an important time for us,” said Tobeka G. Heart disease is the leading cause of death for women. With 1 in 4 women dying every year from heart disease, it is crucial to raise awareness and understand the differences between men and women when it comes to heart disease.

BLACK LEADERS HIGHLIGHT POLICIES TO IMPROVE COMMUNITY-POLICE RELATIONS To improve community-police relations, police should get out of the regulation business, be given greater training in identifying and dealing with those with autism and other cognitive disabilities, build stronger bonds with the communities they serve by offering gun safety training and be given greater recognition for the good deeds they do. These policy proposals and more are being offered by the Project 21 black leadership network as part of its “Blueprint for a Better Deal for Black America.” Project 21, a leading voice of black conservatives for over 25 years, is sponsored by the National Center for Public Policy Research.

Each Monday between now and July 7, Project 21 will release reform recommendations from its “Blueprint for a Better Deal for Black America” covering a specific subject area. Zoning Board Receives Comments on Proposed Tavern in Park Manor Continued from page 1

recent hearing held by the City of Chicago’s Zoning Board of Appeals sought to determine whether or not to issue a zoning variation to establish a public place of amusement (PPA) and approve a special use application to establish a tavern at 606 E. 75th St. in the Sixth Ward.

The building in question was purchased by Artrice Clark in Feb. 2017 and at the Zoning Board hearing, Clark stated that it is his intention to open a convenience store, which is already under construction, and open a tavern that will offer live music.

“I purchased the property and there was previously a tavern in the property. I need the special use permit because 18-months have elapsed since the property was active and to acquire a liquor license you have to apply for a special use permit. Along with that, I am seeking a PPA so that I can enhance the business and be able to offer live entertainment and other things of that nature,” said Clark at the hearing.

Several community members spoke in support of the proposed tavern saying that they would like to have a live music venue in their neighborhood and that they would like to see more active businesses on the 75th St. business corridor.

During the meeting, residents of Park Manor who live close to the building raised concerns over an increase in crime and stated that they do want to see more businesses in the

community, just not ones that promote the sale of alcohol and consumption.

“Although we desperately need new businesses for this community, the residents within 250ft. feet do not believe it is worth the future risk to any future shootings and history of gang security risks. After seeking the input from our community members; they have voted to deny this application after considering all factors for this key matter,” stated Darlene F. Tribue, president of the Park Manor Neighbors Community Council, in a letter to Blake Sercye, chairman of the Zoning Board of Appeals, that was presented as evidence for the opposition.

The letter to Sercye also stated that Clark and 6th Ward Alderman, Roderick Sawyer, have been cooperative with Park Manor Neighbors Community Council’s community due diligence.

Alderman Sawyer was present at the Zoning hearing and declared his support for Clark saying that he respects him for his effort to invest in the community.

“I am in support of Mr. Artrice Clark making the attempt to seek the zoning change, he still has to go through another process to apply for the license which will be a much more vigorous effort. I think that it is important for us to start finding young men, particularly young black men within our area to revitalize our corridors and I respect him for doing this and I’m going to support him and I think that he will run a good business on 75th street,” said Sawyer.

Legislation Introduced to Increase Transparency Associated with Pruitt’s Personnel Decisions

F

ollowing reports that Environmental Protection Agency (EPA) Administrator Scott Pruitt appears to have abused the Safe Drinking Water Act’s (SDWA) special hiring authority to reward his top aides with wasteful salary raises that even the Trump White House would reportedly not approve, Ranking Member of the Senate Environment and Public Works (EPW) Subcommittee on Fisheries, Water and Wildlife Tammy Duckworth (D-IL) and Ranking Member of the Senate EPW Committee Tom Carper (D-DE) introduced legislation to increase transparency associated with Pruitt’s personnel decisions made using SDWA authority. The DuckworthCarper EPA Special Hiring Authority Transparency Act would require the EPA Administrator to notify Congress within 30 days of any appointment under the SDWA special hiring authority. The EPA would be required to disclose the appointee’s name, title, salary and a detailed written justification explaining why the Administrator determined the appointment was necessary to carry out

the requirements of the SDWA. “EPA Administrator Pruitt’s abuse of the Safe Drinking Water Act to go around the White House to hand out lavish raises to his friends is one of the latest in a long string of scandals that underscore his complete lack of respect for Congressional oversight and ethical standards. I take my constitutional oversight duties as a Member of Congress seriously, which is why I’ve introduced legislation to help end abuses of the SDWA’s special hiring authority by making sure the actions of EPA Administrator Pruitt and any future EPA Administrator are transparent and automatically reported to Congress,” said Senator Duckworth.

“The special hiring authority granted in the Safe Drinking Water Act is designed to give the EPA administrator flexibility to bring in outside experts and professional staff to advance EPA’s core mission of protecting our environment and safeguarding public health,” said Senator Carper. “Scott Pruitt decided to abuse this hiring authority to evade proper channels and provide ridiculous

pay raises for two of his favored staffers – totaling nearly double the annual income of the average American family.

Although Congress for years has counted on EPA Administrators – Republican and Democrat – to use this authority responsibly, Mr. Pruitt violated this trust.

Our bill will ensure Mr. Pruitt and future EPA Administrators exercise this special authority ethically, transparently and within the spirit of the law.”

The Safe Drinking Water Act (SDWA) protects public drinking water supplies. Under SDWA, the EPA sets rules for drinking water quality and implements various programs to ensure utilities across the country are able to comply with our federal drinking water standards. The law also provides the Administrator of EPA with the authority to appoint up to 30 people without regard to civil service laws.

Administrator Pruitt violated the trust Congress conferred on him when he abused the authority to reward his top aides with dramatic pay raises, according to a press release issued from Senator Duckworth’s office.

Chicago Food Policy Action Council Applauds Cook County adoption of Good Food Purchasing Program CHICAGO, IL – The Chicago Food Policy

Action Council (CFPAC) applauded the Cook County Board of Commissioners recently for adopting public policy that will transform the way county agencies purchase food and will return millions of dollars to local food based businesses, urban farmers and entrepreneurs.

By adopting a resolution calling for the Good Food Purchasing Program (the Program), Cook County became the largest municipality in the nation to take a forward-thinking approach to the systems delivering healthy, local, fair, humane, and sustainable foods.

When fully implemented, the Program will set guidelines on how agencies such as Cook County Health and Hospitals System and Cook County Jail identify and purchase sources of healthy food. The bill was championed by Commissioner Jesus “Chuy” Garcia (D-7th) and co-sponsored

by Commissioners John Fritchey (D-12th), Richard Boykin (D-1st), and Stanley Moore (D-4th). Cook County spends $20.6 million on food across various agencies.

Cook County Good Food Purchasing Program Resolution #18-1650 also stands alone for supporting incentives and support for emerging and existing farmers combined with access to surplus and underutilized County-owned and -controlled land. Cook County’s resolution is a significant step forward in pushing local government’s food procurement contracts to benefit the residents, communities and enterprises who can gain the most and who have not had access to these resources in the past. The resolution does this through prioritizing incentives, support and preference for: •B usinesses hiring in low-to-moderate income communities and persons with prior arrests and/or prison records; •A ccess and control over Countyowned land for minority-owned/ controlled social enterprises and land trusts for farming; and, •F arms growing organically and using bio-intensive methods.

“The Social Capital Committee of the Cook County Commission on Social Innovation was delighted to recommend the adoption of a Good Food Purchasing Policy for Cook County. This policy will ensure that Cook County residents receive healthy foods and have greater participation in the economic and job opportunities generated by the food industry,” said Victor B. Dickson, president and chief executive officer of the Safer Foundation.

Attorney Marc J. Lane, vice-chair of the Cook County Commission on Social Innovation which incubated the policy, applauded the County’s prompt and positive action, “Cook County has once again exercised extraordinary leadership as the nation’s first county to adopt a comprehensive good food purchasing policy. May other government units soon follow its lead.”

In 2017, CFPAC successfully partnered with the City of Chicago and its sister agencies to adopt the Program. The policy was first adopted in 2012 by the City of Los Angeles and has emerged as a national model, with at least a dozen cities actively working on adopting the Program across the country. What makes the County policy unique is that it is the first municipal-adopted Good Food Purchasing Program to explicitly prioritize opportunities for businesses, entrepreneurs, employees, and workers that are from, directly support, or are located in low-income communities throughout Cook County.

Program functions under five core values that work to: • Strengthen regional food economies to create new, good-paying jobs, • Reduce the environmental impacts of food production, • Promote fair treatment for food system workers, • Ensure the humane treatment of animals, and, • Encourage healthy food procurement and preparation and a healthy food service environment.

The Center for Good Food Purchasing houses the national initiative and facilitates expansion and implementation efforts across the country. “The vision of the Good Food Purchasing Program is to build a more transparent and equitable food system,” noted Colleen McKinney, associate director of the Center for Good Food Purchasing headquartered in California, “The steps Cook County is taking to create opportunities for farmers and businesses that are typically shut out of institutional food supply chains is an exciting model for the dozens of school districts and municipal governments we work with throughout the country.

Imagine the change that is possible if every new adopter makes a similar commitment through the program.”

The legislation will also benefit food workers and local food enterprises throughout Chicago and the 29 townships that make up the municipality.

“Cook County’s Good Food Purchasing Program is not only expected to redirect millions of dollars to local producers, businesses, and communities, but also create the infrastructure to improve wages and working conditions for hundreds of thousands of Cook County food workers and their families,” said Jose Oliva, co-director of the Food Chain Workers Alliance and CFPAC Board member.

Added Erika Allen, co-founder and CEO of Urban Growers Collective and CFPAC Board president, “Cook County’s Good Food Purchasing Program resolution will help open doors for the emerging producers from the South and West sides in Chicago and Cook County to have access to land, resources and markets.”

Study: Retailers Seek Closer Connections to Chinese Consumers

O

ver 80% of surveyed U.S. and foreign retailers see China as a lucrative market, as affluent Chinese consumers seek quality products from overseas. However, only 20% of retailers feel confident in their capability to succeed in China’s e-commerce market, according to research report The Cross-border eCommerce (Haitao) Opportunity in China released recently by leading consulting firm Frost & Sullivan, in partnership with China retail strategy expert Azoya Consulting. The survey focused on mid-size and large retailers with annual revenue of over US$50 million; 36% of the retailers earn annual sales of more than US$1 billion.

“This is the first report globally to review the Chinese cross-border e-commerce market from both consumer and retailer perspectives,” said Mark Dougan, Consulting Director, Asia-Pacific, Frost & Sullivan. “By understanding consumers’ behavior and needs, and retailers’ current situation, the report provides new insights and strategy guidance for international retailers who want to succeed in the online shopping market in China.”

With 500 million online shoppers, China is on track to exceed US$1 trillion in online sales this year. In recent years, China has experienced a 40% annual growth rate in the value online shopping.

The report’s key takeaways include: • Why Chinese shop cross-border: To access higher quality, trusted products (67% of online shoppers) and lower the risk of counterfeits (45%) • Top categories: Fashion (bought by 22% of online shoppers), beauty and cosmetics (20%) and mom and baby (15%) • Preferred country of origin: Chinese online shoppers prefer to buy from companies in Japan (72%), South Korea (60%), the US (55%), Australia (37%), France and Germany (both 26%) and the UK (23%) • Gender differences: Women spend US$976 on average per year, 20% more than men. Men seek fast delivery; women seek Chinese language customer support, and relevant content on the supplier’s website. Women are more likely to use an overseas supplier’s standalone direct-to-consumer website (21% vs. 18% of men).

Factors influencing cross-border purchases include Chinese consumers’ expectations of a range of payment options and efficient website performance for a seamless customer experience.

Among retailers, only 37% currently feel satisfied with their online sales in China using a global e-commerce vendor, 31% feel satisfied with their standalone online store and 21% feel satisfied with sales through online marketplaces, such as those owned by Chinese giants Alibaba and JD.com. Marketplaces’ crowding, intense

price competition, margin-eroding commissions and high upfront costs have led more foreign retailers to create standalone Chinese websites to gain direct customer access, greater control and higher net margins.

As a result, retailers are looking beyond marketplaces as their only approach to consider, especially if these companies have a long-term sales strategy in China. “To build a brand that Chinese consumers trust, which commands a healthy profit margin and repeat buyers, retailers need to approach customers through multiple touchpoints.

The key channel should be within retailers’ control, accompanied by supplementary platforms,” said Don Zhao, Co-Founder of Azoya International. “More and more retailers are establishing standalone websites as the core of their strategies, as these sites directly connect retailers with Chinese consumers who desire foreign brands, while empowering retailers with flexibility and control over their business.”

To succeed in China, the report suggests international retailers should focus on basic e-commerce capabilities, including efficient digital marketing, local logistics networks, a range of payment options, Chinese language customer service and content. In addition, retailers need a robust social media strategy, including partnerships with influencers or key opinion leaders (KOLs), and understanding market trends to reach and engage Chinese consumers.

critical labor shortages across the country and especially in the Midwest, a new report focuses on the tens of thousands of young people in Illinois, not just young Black and Hispanic males in the state’s inner cities metropolitan areas, but also white youths in the state’s rural western and southern areas, who are out of school and out of work, and who, with an adequate investment of public funds, have the potential to fill those vacant positions.

The report, Industrial Restructuring and the Continuing Impact on Youth Employment in Illinois, which breaks down in detail out-of-work and out-of-school and out-of-work numbers for Illinois young people ages 16-24, was released at a May 14 news conference. Researched and written by the Great Cities Institute at the University of Illinois at Chicago (GCI), it is the latest in a series of studies commissioned by the Alternative Schools Network (ASN) and the first to drill down into the situation young people, not just those in metropolitan Chicago but across the state, are experiencing as they search for ways to support themselves.

The report finds the tragic and continuing repression of African-American communities that leaves young black males worse off than all of their contemporaries, even though their employment situation in Chicago and Cook County has improved in the last couple of years.

And, as roiling policy debates over immigration occur, the situation for Chicago’s young Hispanic or Latino youths, especially females, has gotten worse.

“We have not had a comprehensive youth employment program at the federal level in nearly two decades,” said U.S. Rep. Danny Davis, D-IL-7. “With the economy booming and employers looking for more workers than they can find, now is the time to bring those programs back. It would be a key piece of the anti-violence puzzle in our communities and it would help the economy grow.”

“Although racial disparities continue to be a profound factor, it is also the case that white residents of mid-size cities and rural areas in part of Illinois are severely affected,” the report’s authors say in the conclusion section. “Given the trends that we have described, we are likely to see exacerbated inequality and disparities in wealth, along with the associated social ills, that will extend far into the future if there are not interventions that reverse the trends.”

Michelle Obama recently hosted a roundtable discussion with eleven high school seniors to discuss their interest in pursuing higher education, their passions, interests and their personal experiences growing up on the South Side of Chicago.

ichelle Obama recently hosted a roundtable discussion with eleven high school seniors from South Shore International College Prep High School, Hyde Park Academy High School, and Bowen High School at the Stony Island Arts Bank.

Obama talked with the students about their interest in pursuing higher education, their passions and interests, and their personal experiences growing up on the South Side of Chicago.

These schools are the Obama Foundation’s future neighbors, and are working closely with the foundation on how to develop programs and initiatives to inspire and empower the next generation of civic leaders.

Secretary Arne Duncan, senior fellow at the University of Chicago Harris School of Public Policy, also participated in the roundtable.

Before the meeting with students, Obama met with the inaugural class of Obama Foundation Fellows. She participated in a conversation with Obama Foundation Fellows moderated by Michele Norris, director of The Bridge at The Aspen Institute.

The 2018 Fellows class includes 20 individuals representing 11 countries around the world. Two Fellows, Tiana Epps-Johnson and Dominique Jordan Turner, are based in Chicago.

Kizuna, the Japanese word for “bonds” or “connections” between people, is a singularly appropriate word to describe these images.

Twenty-seven panels of photographs and text are the result of interviews with individuals directly affected by events in Japan’s Tohoku region: an earthquake, tsunami and nuclear disaster.

Alan Labb, photographer, professor and curator of this exhibition, was instrumental in documenting relief efforts and services in the wake of the disaster. These photographs were taken during his travels to the affected areas in the summer and fall of 2017. Labb’s works attempt to replace a common collective consciousness of disaster and destruction with representations of reconstruction, innovation and progression. This exhibition is sponsored by several Japanese organizations, including the Consulate-General of Japan in Chicago and Chicago-Osaka Sister Cities.

City of Chicago Announces Music Lineup for 38th Annual Taste of Chicago
