briefly Governor Pritzker Announces Record-Setting $11.2 Million in Funding to Support Family Planning Services

CHICAGO — Governor Pritzker announced that the State of Illinois has received $5.4 in grant funding from the U.S. Department of Health and Human Services (HHS) that will support and expand access to equitable and affordable family planning services for low-income populations across Illinois. This federal grant, along with $5.8 million in state general revenue funds, means the Illinois Family Planning Program is providing approximately $11.2 million in funding in state Fiscal Year 2023 to 29 delegate agencies that operate 98 family planning clinics throughout the state.

The new HHS grant to the Illinois Department of Public Health (IDPH) will support access to Title X services under the Illinois Family Planning Program that were sharply restricted under the previous federal administration, which imposed a “gag rule” that blocked family planning clinics from referring patients to abortion providers.

Title X provides a holistic portfolio of critical preventive health services, including HIV prevention and testing, breast and cervical cancer screening and treatment, and reproductive health care for thousands of low-income, uninsured and under-insured Illinois residents and families each year. The news of the federal funding comes amidst Governor Pritzker’s call for federal lawmakers to protect women’s rights with Roe v. Wade under threat and his continued condemnation of the Supreme Court’s upcoming decision to limit abortions across the country.

Governor Pritzker announced in July 2019 that the State of Illinois would forgo federal Title X funding in response to the rule imposed by the Trump Administration that banned federal funding for contraceptives for low-income people, unless grant recipients pledged not to counsel on abortion options or refer to abortion services.

Artist Theaster Gates’ Rebuild Foundation Announced Free Summer Concert Series at Kenwood Gardens

Rebuild Foundation, artist Theaster Gates’s non-profit platform for art, cultural development and neighborhood transformation, announced the inaugural lineup for their free concert series at Kenwood Gardens. Rebuild Foundation will collaborate with local musicians and instrumental ensembles to bring free concerts to neighbors and friends at their outdoor oasis each month from June through October. This summer will mark the first time that the Foundation will activate the greenspace with a series of performances since officially opening to the public last Fall, continuing their support for local artists and providing free, world-class cultural programming on the South Side.

Program seeks to expand capacity of small businesses Continued from page 1

The World Business Chicago Black and Latino Excellence Investment Summit connects Black and Latino owned businesses to tech assistance and at the end of the program, those businesses have the opportunity to receive funding from banks and lenders to expand their businesses.

World Business Chicago is the city’s economic development arm. There are 15 business owners in the summit’s cohort, those businesses include a restaurant, a bridal shop and an auto shop. To participate, the business had to be in retail, professional services or light manufacturing, be in existence for three years and identify clear growth, and development opportunities that require capital.

“There’s a lot of programming that’s targeted toward startup businesses and helping them get off the ground, but there’s not a whole lot of support for existing businesses that have been around maybe for three, five or seven years and they need capital to grow and scale or to improve their offering and modernize and be relevant for today,” said LaForce Baker, Vice President of Community Impact for World Business Chicago.

The mission was to use the convening power of World Business Chicago to get together banks which include Bank of America, BMO Harris Bank, WinTrust, CIBC, JP Morgan Chase to make a commitment to fund the business in the summit.

The three-year requirement ensures the businesses have at least two years of tax returns, which Baker and his team found

is one of the core banking documents lenders need to make an underwriting decision. The businesses that are participating are amenities that are needed on the South and West sides of the city. The hope is as these businesses grow, they will create jobs in their communities, and it will create thriving commercial corridors. Also speed up the revitalization of the communities.

The businesses were chosen in March and they received technical assistance in late April. In June, the businesses will pitch to the banks and the banks will make the decision of what businesses it will fund. The banks had to commit to giving the businesses meaningful capital that would allow the businesses to grow. The banks had to commit to lend at least $25,000 to the businesses.

“The ultimate goal is to grow existing Black and Latino businesses. To help them add their second location, to help them expand their business offerings,” Baker said.

Baker knows what the business owners are going through.

He owned a business in the food space that he was able to grow and scale. He knew the challenges of going from one location to two locations to five locations to 10. He learned it was really hard to do business at scale. When businesses scale, they can be competitive.

World Business Chicago was seeing that retail, light manufacturing and professional services businesses were not getting as much capital as tech businesses are getting.

City and State Partner on New Program to Offer Immediate Treatment For Opioid Use Disorder Chicago Department of Public Health (CDPH) Commissioner Allison Arwady, M.D. and Illinois Department of Human Services Division of Substance Use Prevention and Recovery (IDHS/SUPR) Director Laura Garcia announced today the launch of a new pilot program to offer immediately available medication to Chicagoans to treat opioid use disorder (OUD). Medication-assisted recovery (MAR) involves the use of FDA-approved medications for the treatment of OUD and with the launch of the MAR NOW pilot program, a new hotline will make treatment more accessible than ever.

MAR NOW is a collaboration between CDPH, IDHS/ SUPR, and treatment provider Family Guidance Centers, Inc., which has been providing medication assisted recovery (MAR) in Chicago for over 50 years. MAR NOW operates through the existing 24/7 Illinois Helpline for Opioids and Other Substances.

Starting on May 19, when an individual in Chicago calls the Helpline looking for treatment for opioid use disorder, they can now be transferred directly to Family Guidance Centers to receive immediate MAR. MAR NOW will provide direct connection to a care coordinator and provider between 6 a.m. and 10 p.m. 7 days a week via the Illinois Helpline. After hours, individuals can leave a message with the MAR NOW care coordinators and receive a call back the next day. A Family Guidance care coordinator will help them determine the best treatment options and can connect them to a provider for an immediate telephone appointment and medication prescription. Care coordinators can also facilitate a same- or next-day in-person appointment. All patients are connected to ongoing treatment with a community provider that best meets their needs.

“Chicago is in the midst of an overdose crisis, as more people die each year in the City from opioid overdose than from gun-related homicides and traffic accidents combined,” said Chicago Mayor Lori E. Lightfoot. “Addressing this crisis requires

us to prioritize harm reduction, lower barriers to treatment and invest in innovative public health programs like MAR NOW, which will increase access to life-saving treatment for so many of our residents.”

Although MAR is the standard of care for opioid addiction, only 20-30% of people diagnosed with opioid use disorder nationwide receive this treatment. Traditionally, access to methadone, buprenorphine, or naltrexone, the medications used to treat opioid use disorder, were only available after an in-person appointment with a provider able to prescribe these medications.

Appointments, if they are available and affordable, often require a wait of several days to weeks. This can be an insurmountable barrier for someone ready to access treatment immediately. Moreover, strict federal regulations around the storage and prescription of these medications further restrict access, making it challenging for providers to offer low-barrier treatment.

MAR NOW changes all of this. The program takes advantage of COVID-induced changes to federal regulations that allow patients to begin treatment at home after an initial telephonic appointment with a provider. This will vastly expand access to opioid use disorder treatment by providing immediate, easy access to MAR: an individual can speak directly with a provider over the phone, immediately receive a prescription or same-day in-person appointment, and get transportation assistance to the pharmacy or clinic, all at the same time.

SPRINGFIELD – Illinois’ unclaimed property program reached another historic milestone this month when it paid its 1 millioNth claim since 2015, according to Illinois State Treasurer Michael Frerichs.

The achievement is even more noteworthy when considering only 500,000 claims were paid between 2003 and 2014.

Frerichs became state treasurer in 2015.

The dramatic increase is a result of a complete restructuring of the unclaimed property process, especially the addition of electronic claims, eliminating red-tape that slowed small-money claims, and leveraging technology to allow payments to be made without a claim even needing to be filed.

“This milestone was achieved because we reimagined the office and used common sense to make it more efficient,” Frerichs said. “As a result, we have returned a record-shattering $1.4 billion to Illinois taxpayers, who richly deserve to keep more of their own money.”

Unclaimed property, also known as I-Cash, refers to money or accounts within financial institutions or companies in which there has been no activity for several years. Unclaimed property includes forgotten bank accounts, unpaid life insurance benefits, the contents of safe deposit boxes and other items.

“Part of my job as State Treasurer is to safeguard unclaimed property and see that it is returned to the rightful owners or their heirs. I am honored to have this responsibility, and I take it seriously,” he added.

Illinois is a national leader in the unclaimed property space and is frequently consulted by others who are reforming their unclaimed property laws, rules and procedures.

Frerichs noted that he and his team work hard to inform people about un-

claimed property, using different types of approaches to spread the word. The Treasurer takes out newspaper ads across the state twice each year and sends letters to people who have newly reported unclaimed property valued at $100 or more.

He frequently encourages people to check the I-Cash website every six months to find out if there is unclaimed property that should be returned to them.

An estimated one-in-four adults in Illinois who search the I-Cash website find unclaimed property, with an average claim of $1,000.

Examples of the dramatic changes to a cumbersome, paper-bound system resulting in tripling the number of claims paid each year include: Fast Track – Simple, online claims up to $2,000 automatically are approved for payment. Started in 2018, Fast Track has paid more than 475,000 people more than $55 million.

Frerichs is working to raise this threshold to $5,000. eClaiming – Claimants can easily upload documents, or photos of documents, to the website rather than making copies and mailing them to Springfield at the claimant’s expense. eClaiming began in 2018 and dramatically reduced payment processing time.

Money Match – The Treasurer’s Office compares unclaimed property data with other state data and simply mails checks to taxpayers for properties up to $2,000.

No claim is necessary. Launched in 2018, more than 139,000 claims have been paid with an approximate value of $14 million.

Frerichs is working to raise this threshold to $5,000, also.

New Sims law requires FBI involvement in cases where bodies remain identified

Sims champions law after death of Jelani Day When Illinois State University student Jelani Day went missing, it took two weeks to find his body and another three weeks to identify his remains. This led State Senator Elgie R. Sims, Jr. (D-Chicago) to champion a law signed Friday to allow county coroners and medical examiners to receive federal assistance in identifying missing persons.

“When we hear pleas from a family for help, we should be using all the tools at our disposal to bring them the support that they need to help find or identify their loved ones,” Sims said. “Unfortunately, some smaller counties and police departments do not have access to the same technology and resources as larger cities, and this law will address that.”

The new law, formerly known as Senate Bill 3932, will require a coroner or medical examiner with custody of human remains that are not identified within 72 hours of discovery to immediately notify the Federal Bureau of Investigation for assistance in identification.

The measure was filed to address the death of Jelani Day, a 25-year-old graduate student at Illinois State University. Day was reported missing on Aug. 24, 2021, discovered on Sept. 4, 2021 and wasn’t identified by the LaSalle County coroner until Sept. 24, 2021.

“When you look at missing person cases, typically the first 72 hours are extremely important,” Sims said. “Getting those resources in place can be critical to overall success in solving cases and getting families the help that they need.”

Senate Bill 3932 was signed into law Friday.

Collins says goodbye to ghost guns with new law

State Senator Jacqueline Collins (D-Chicago) led the General Assembly to pass a measure that was signed into law by the governor recently banning the creation, sale and distribution of unserialized firearms to address the growing dangers of ghost guns and gun violence.

“Despite the adversity I faced to push this legislation through the General Assembly, I am extremely pleased to see the implementation of such instrumental legislation,” Collins said. “This new law will help protect our communities in all corners of the state, all of which can be subject to gun violence.”

Technology developments have encouraged the spread of assemble-to-shoot firearms, which pose extreme dangers to public safety. Ghost guns lack serialization and are able to skirt police investigations because of it, making their presence in communities a great threat to Illinois residents and businesses.

Though President Joe Biden has enacted a national policy that cracks down on the manufacturers of ghost guns, the language presented by Senator Collins will phase out these weapons by ensuring even individual possessors and distributors of ghost guns are held accountable to the law. This law will especially help Illinois’ vulnerable populations such as communities of color and low-income families, who often see higher rates of armed violence.

“Firearms are the most non-discriminating form of weaponry in our communities because their impact is not driven by race, status or background,” Collins said. “With the help of Cook County Sheriff Tom Dart and State Representative Kam Buckner, I was able to create and push a policy that will have lasting positive effects on the people who call this state home.”

Having taken effect immediately upon the governor’s signature, the new law requires every existing ghost gun to be serialized and imposes penalties for violations.

There are many free credit check tools available that work by doing a ‘soft pull’ that won’t affect your score. One example is Credit Journey by Chase. Know how your score is calculated. There are six key areas that make up a credit score: - your payment history - how much you owe on your debts or balances - new accounts or credit opened - credit checks

These factors determine your score and influence any changes, however the most important one is making payments on time, which accounts for about 40% of the score .

Build your credit. Scores can range from 300 to 850. According to the credit bureaus, a score of about 700 is considered “good” . To build your score, pay bills on time and consider setting up automatic payments. If possible, pay down any debt you can, and only apply for accounts you need.

Prepare for large purchases. If you are getting ready to make a large purchase and plan to apply for new credit, such as a home or car loan, review your credit report and score to help you apply with confidence. Credit scores and credit history help lenders determine how much credit they will offer and at what interest rate. Sometimes, scores also can be affected by inaccuracies on your report, so checking ahead of time will help you identify and resolve potential issues before a lender does a credit check.

Only apply for credit when you need to. When you apply for new credit, lenders do a “hard pull”—which means getting access to your full report—which may cause your score to decrease. However, if you use credit monitoring tools, it results in a “soft” pull of information and does not impact your score.

ILLINOIS TOLLWAY AWARDS NEARLY $31.5 MILLION IN CONTRACTS FOR CONSTRUCTION AND PROFESSIONAL SERVICES IN MAY The Illinois Tollway Board of Directors today approved seven construction and professional engineering services contracts totaling nearly $31.5 million at its May Board meeting.

Nearly $195.8 million in contracts has been approved by the Tollway Board in 2022, as part of the 11th year of the Tollway’s 15-year, $14 billion Move Illinois capital program. To date, more than $9.6 billion has been invested by the Illinois Tollway since the Move Illinois Program began in 2012, with more than $2.5 billion of that total committed to small, diverse and veteran-owned firms.

In addition, the capital program has created or sustained an estimated 108,400 total jobs as of April.

“Move Illinois is providing construction and professional services opportunities for a wide variety of work needed in rebuilding and strengthening the Tollway’s transportation infrastructure across Northern Illinois,” said Interim Executive Director Lanyea Griffin.

The contracts approved in May include five contractors and consultants and 10 subcontractors and subconsultants that are certified as disadvantaged, minority-and women-owned business enterprise (D/M/WBE) firms and six subcontractors and subconsultant that are certified veteran-owned firms. Commitments for D/M/WBE participation range from 16.37 to 87 percent per contract and commitments for veteran participation range from 2.31 percent to 6 percent per

•A $6.3 million contract to Sumit Construction Co., Chicago, IL, for concrete pavement repairs on the Jane Addams Memorial Tollway (I-90) between the Kishwaukee River and River Road.

• A $1.5 million contract to Foundation Mechanics, Chicago, IL, for drainage improvements on the Tri-State Tollway (I-94) between Half Day Road and Atkinson Road.

• A $275,808 contract to Vixen Construction, Bridgeview, IL, for bridge sealing on 15 bridges on the Tri-State Tollway (I-94) between the Canadian National Railway and U.S. Route 41.

May professional engineering services contract awarded includes: • A $4 million contract to Delta Engineering Group, Chicago, IL, for systemwide intelligent transportation system (ITS) design services upon request.

• A $3.3 million contract to HBM Engineering Group, Hillside, IL, for pavement and structural preservation and rehabilitation on the Illinois Route 390 Tollway between Lake Street and I-290.

• A $3 million contract to American Surveying & Engineering, Chicago, IL for systemwide land acquisition services upon request.

Illinois Tollway professional engineering services contracts are selected in accordance with the qualifications-based selection process (Illinois Public Act 87-673 (30 ILCS 535/1-535/80) Architectural, Engineering and Land Surveying Qualifications-Based Selection Act), which requires state agencies to select professional architects, engineers and surveyors based on demonstrated competence and professional qualifications. Construction contracts for Illinois Tollway projects are competitively bid under the rules of the Illinois Procurement Code. ComEd Awards $280,000 in College Scholarships to 56 Illinois Students Pursuing Futures in Energy Future of Energy Scholarship Fund launched this year to remove financial barriers, boost diversity and inclusion in STEM and energy careers

ComEd today announced it will award $279,500 in scholarships to 56 local students pursuing college coursework in science, technology, engineering and math (STEM) and related fields this fall. The new Future of Energy Scholarships are part of ComEd’s growing efforts to build a more diverse future energy workforce by removing obstacles for women and minority students pursuing STEM careers.

The 56 students selected to receive scholarships reflect the diversity of the communities that ComEd serves, with scholars hailing from 28 different community areas across northern Illinois.

More than 50 percent of the scholarship recipients are minorities and nearly two-thirds are women.

One fifth of the scholars are committed to attend an Historically Black College or University (HBCU) in the fall. A full list of the spring 2022 scholarship recipients can be found here.

Since announcing the program in February, ComEd expanded funding to provide additional support for qualifying students who met needs-based criteria.
