District 4 - As We Are Now “$7.9 Million Approval” OUR VOICES BY CAROLYN KING ARNOLD

Working to create and maintain affordable housing throughout Dallas, promote greater fair housing choices, overcome patterns of segregation and concentrations of poverty through incentives and requirements; that’s the city of Dallas Housing and Neighborhood Revitalization Board’s purpose and goal. However, the real question that must be answered is: What is the difference between neighborhood revitalization and neighborhood gentrification? When neighborhood gentrification takes place (most myimessenger.com

often) you’ll see a demographic shift and property values rise. Wealthier residents move in, rehab or build new homes and replace poorer residents. That happens because the current poorer residents (even though they owned their homes and property) can’t afford to pay the new higher tax rates. Neighborhood revitalization is a community-oriented approach to economic and demographic shifts. Its focus is not to displace people but to maintain the neighborhood's character while adding new residents from different racial backgrounds earning middle to higher income levels. Our focus this week in District 4 is Affordable Living Opportunities, specifi-

cally the Dallas City Council approval of more than $7.9 million in federal funds for a planned affordable housing community — The Terrace at Southern Oaks Project. The Terrace at Southern Oaks is estimated to take about 24 months to construct. This LDG development will include features such as a swimming pool, business and fitness center, and spacious floor plans. It also speaks highly of how the city of Dallas and the private sector can partner to create mixed-income housing. The facts remain, District 4 desperately needs high-quality housing that can meet the diverse needs of individuals and families living in this area. The Terrace at Southern Oaks” was

approved (thank you very much) by the City of Dallas because historically we did not fund infrastructure and housing development plans in low-income areas. The money for this project comes from the Community Development Block Grant ($4.4 million) and HOME investment funds ($3.5 million). The good news is this project, affordable units on Corinth and others under discussion signal District 4 is on its way to climbing out of the basement of affordable housing opportunities. Together we will transform today’s District 4 into a thriving district where jobs, community pride, respectable affordable housing and the essentials of quality of life are commonplace for all residents. When we think of the least of us! First we must get rid of all the misnomers and myths about the homeless. Everyone is not lazy, trifling and lacking ambition. We must also realize that for some, you take away two or three paychecks and it’s amazing how easy the realities of others can become aligned with you! Which brings me to my truth. Get ready because Austin Street Center is opening a State of the Art Facility and it’s a new home for the homeless. Regrettably it won’t be enough for ALL of the homeless men, women and children. We still have a problem and Austin Street can’t do it alone! Homelessness is a big issue across the country and especially in Dallas where according to a report released by the City of Dallas’ Office of Homeless Solutions, “of the 2,000 beds in Dallas Shelters, the majority are full every night.” Coupled with Dallas lacking an affordable housing market and the rapidly increasing number of people moving to the area; the importance of the philanthropic community, and agencies like Austin Street Center, is even more significant. John Howard Griffin, a native of Dallas, was born a White man in 1920. Like most DJ’s, I ain’t real crazy about playing requests. Most DJ’s have a system and strategy in mind to get the audience to dance upbeat, slow dance, and line dance at the appropriate moments. I’m no different, but my friend, Delton, asked me to do a piece on the 1961 bestseller “Black like Me.” He is concerned that so many young people of all races have no clue how astonishing the book is. So on the 40th anniversary of Griffin’s death (September 9, 1980), l acquiesced to a personal appeal in hopes that we could create some awareness and appetite for this book. Especially in light of so many Whites who are loyal to the Black Lives Matter cause! John Howard Griffin was remarkable. By the age of 39, he was so beleaguered and affixed with race in America that he embarked upon a personal mission of research and discovery. In the fall of 1959, a weathered and obscure Griffin made a visit to a dermatologist in New Orleans. Griffin was treated with large and June 17, 2022

accelerated doses of a skin darkening chemical Oxsolaren, sheared the straight hair from his head, and volunteered for Hell’s earthly litmus test; he became a Black man in the Jim Crow South. For most of us, that would have been enough. But Griffin went “Incog-Negro” for a year, pushing the limits of his personal curiosity and safety by posing as a brother among hostile whites in Mississippi, Alabama, and Georgia. He discovered

no real epiphany for Black folks, but he opened the eyes of White folks in America and throughout the world. Griffin wrote early on, “The transformation was total and shocking. I had expected to see myself disguised, but this was something else. I was imprisoned in the flesh of an utter stranger, an unsympathetic one with whom I felt no kinship.” And that was just the beginning. Griffin fully exposed himself by thumbing rides and asking favors of

unsuspecting people. He lived among Black people, which meant he lived below his White privilege. Griffin decried his experience, “an important part of my daily life was spent searching for the basic things that all White men took for granted.” Delton, a White brother in his mid70’s, is cool and an oddity among his contemporaries. He is puzzled that most Americans lack a sound historical knowledge of issues like slavery and Jim Crow was really about. Delton has moved from an avid reader of every bit of news he could consume to a virtual hermit. He had all he could stand of Donald Trump early on and admits that he cannot contain himself. He just will not watch. Delton praises his time in the military because it exposed him to Black people. After the book, John Howard Griffin became famous for his literary work and for his unfettered fight for social justice. After regaining his birth pigment and trying to go on with his life, he was haunted by Southern racists who scorned him and even burned an effigy in his likeness. He fled from his Texas home in Mansfield to Mexico and finally back to Fort Worth. Griffin was a journalist and musicologist. Unfortunately, he was blinded during his service to the military. Griffin died in 1980 at age 60, of diabetes. He continued to fight racism and ignorance. The BLM movement supported by fair minded Whites in Portland and throughout this nation mirror his spirit. John Howard Griffin was never “Black Like Me,” but he sacrificed a lot to try and understand. Vincent L. Hall is an author, activist, and award-winning columnist.

I was so honored at my book signing on Thursday to experience so much love and support. It’s a blessing to receive your flowers before you leave the planet. So often we wait or even fail to tell others how we feel about them. I try not to do that. I am grateful that God continues to remind me through my friends the power of love and friendship. I want others to know what they mean to me through my words and actions. Thursday night was God’s way of allowing me to witness reciprocity at work. We often assume that people know how we feel about them, or we are inconsistent in demonstrating our love. I remember as a kid, my grandparents were not super affectionate. It was the era they were raised in and showing emotions could be viewed as weakness. We’ve made that even more difficult for men to show their feelings and build strong relationships that support the many changes of June 17, 2022

life. Many friendships and even intimate relationships wither away because we do not invest time in showing our feelings, expressing our thoughts, and allowing ourselves to be vulnerable. While we have time, we should give words of encouragement and affirmation to build others up. We are sowing seeds daily by the way we pour into others. It’s not only necessary that we pay attention to how we receive love but how we give it to those around us. I think sometimes we assume we know what people need based on what’s important to us. Dr. Gary Chapman in his book, The 5 Love Languages®, reveals that each of us has a way in which we connect to others either through words of affirmation, quality time, receiving gifts, acts of service and physical touch. This is not only critical to explore for personal relationships with loved ones and friends but also being aware in the workplace that every person responds differently. Our job is to take the time to learn ourselves and others. Just as we each have a way in which we want to be treated, to be loved, respected and cared for

--so does God. We spend so much time making requests of God that we don’t take the time to seek what God wants from us in our relationship. We want words of affirmation and so does God. God desires our praise: • “Enter His gates with thanksgiving and His courts with praise” (Psalm 100:4) • “Let everything that has breath praise the Lord” (Psalm 150:6). He wants our praise…he doesn’t need it. God wants us to spend time in his presence through our prayer time and study. We want time with those we love and care about—and so does God. We must be willing to make the time and create the space: • “Be still and know that I am God” (Psalm 46:10). • “But when you pray, go into your room and shut the door and pray to your Father who is in secret. And your Father who sees in secret will reward you.” (Matthew 6:6) God wants us to serve. We serve God by serving and giving to others: • “He has told you, O mortal, what is good, and what does Yahweh ask from you but to do jus-

tice, and to love kindness, and to walk humbly with your God?” (Micah 6:8 LEB) • “Each one must give as he has decided in his heart, not reluctantly or under compulsion, for God loves a cheerful giver.” (2 Corinthians 9:7) • “…Jesus Christ laid down his life for us. And we ought to lay down our lives for our brothers and sisters. If anyone has material possessions and sees a brother or sister in need but has no pity on them, how can the love of God be in that person? Dear children, let us not love with words or speech but with actions and in truth.” (1 John 3:16-18) As we look to love others well, let’s make sure that we model that love after what God demonstrates to us. When we seek God first, know that everything else will be added (Matthew 6:33)—even in our relationships. Cedar Hill’s Braylon Thomas a Finalist for National Kindness Speech Contest

When factions are at war around the world, and Democrats and Republicans are showing the country how they deal with disagreements; children between the ages of 5 - 18 years old are focusing on kindness and in their 2-minute kindness speeches many could probably solve the problems of the world. They at least agree on one point, being kind has benefits and will make this world a better place. Just ask Braylon Thomas. An 11year old at Cedar Hill Collegiate Prep Elementary, he hopes to follow in the footsteps of Orion Jean, another Texan, who at nine-years-old captured the National Kindness Speech title in 2020. This year, Braylon is a finalist and he has made it to the top seven. Now it is up to the people, the voters, to determine the winner. Braylon’s speech was about suicide awareness and he said he wants to create a student-led organization to educate students on suicide prevention. The contest is judged by some of the top youth speakers from across the country, and then America picks the winner! The last day to vote is Friday, June 17, 2022. NOTICE OF DART PUBLIC HEARING Discontinuation of Parkland Hospital Shuttle Route 436 The DART Board of Directors has authorized a public hearing, preceded by a virtual pre-public hearing community meeting, on the proposed discontinuation of Parkland Hospital area shuttle Route 436. Since 2001, DART and Parkland Hospital have had an ongoing partnership to provide shuttle services to rail stations and transit centers adjacent to the Parkland campus to serve patients, staff, and visitors. In 2019, the Board approved an amendment to the site-specific shuttle agreement including Route 436 from Southwestern Medical District/Parkland Station to a group of off-site Parkland facilities. For a variety of reasons—including shifting of locations for Parkland employees during the pandemic plus related construction issues—the route has had limited usefulness and Parkland has chosen to discontinue funding for Route 436 when the agreement expires in August 2022. Pending approval by the Board, Route 436 would cease operation on August 24, 2022. Remaining shuttle Routes 434 and 435 would not be affected.

Applications for the 2022 Notice of Funding Availability (NOFA) for the South Dallas/Fair Park Opportunity Fund (SDFPOF) will be accepted through July 8, 2022. Black Buffalo is Hurting from More than the Massacre THE LAST WORD BY DR. JULIANNE MALVEAUX

I was invited to join folks from Black Lives Matter to meet some of the affected in Buffalo, New York, people who have been traumatized by the awful May 14 massacre of 10 Black people and the wounding of more. I joined Black Lives Matter leaders from all over the country, from Michigan, New York, Los Angeles, Texas and Florida. My BLM colleagues asked me to put the racist attack on Black folks just buying groceries in the context of white insanity and predatory capitalism. I was humbled to join these warriors, to be called to witness the pain that so many are feeling, and humbled to hug a sister, her name is Frangrance, who was in the Tops grocery store and running out when she heard the shots. She ran out and then tried to run back in because she’d left her daughter behind. Rev. Julian Cook, the pastor of Macedonia Baptist Church, opened his facility up to allow people to share how violence had affected them, and Black Lives Matter Grass Roots was there to support them. In addition to those connected to the Buffalo Massacre, I was blessed to have time to connect with Rev. Geneva ReedVeal, Sandra Bland’s mom, who sports a T-shirt that says “Sandy Speaks.” Devante Clark, whose June 17, 2022

brother Stephon Clark was shot dead in his grandmother’s backyard, was also there. So were Andrew and Deanna Joseph, whose son, Andrew Joseph, was executed by a police officer in Tampa, Florida, and Bianca Austin, a cousin of Breanna Taylor’s, killed by a rogue police officer in Louisville, Kentucky. The pain in Macedonia was palpable. It was so real that you could hold it in your hands. When you went to hug people, they held on, seeking comfort. It was also that they had

their responsibility for the killings. Why is there only one grocery store in the eastern part of Buffalo? Anybody who operates a monopoly can extract surplus value from its shoppers. The dozen or so people I talked to said that customer service at Tops was never great. Why would it be when the store has a monopoly? Without stopping at the East Buffalo Tops and another one in Buffalo, I can guarantee that prices in the ‘hood were higher than they were in other parts of town.

Black lives matter, and Black money matters, too. So all these corporate folks who are throwing dollars to assuage the pain of the massacres might make a difference by building more grocery stores in East Buffalo. I felt the pain in Buffalo, the sidewalks spilling over with flowers, stuffed animals, signs and more. The sidewalks are spilling over with pain. The Buffalo pain is the collective pain of African American people. Much of the pain is the absolute pain of the massacre, and there is also

experiences to share. More, those from Buffalo understand that the killings at Tops were not just killings at the Tops market. They were manifestations of vile racism and predatory capitalism that pervades Buffalo. The Tops market in the eastern part of Buffalo is the only grocery store there. Tops is one of the largest privately owned companies in Buffalo, and they own more than 150 stores in upstate New York, according to Wikipedia. They have started a fund to support victims of the massacre, but they have not owned

Tops management would likely say that costs are higher and profit margins lower. I’m not sure that that is the only reason. Predatory capitalists see communities like East Buffalo as profit centers. They isolate Black shoppers and consolidate their market to maximize their profits. Why is there only one grocery store in an area that serves as many as 100,000 people, many of whom are poor, carless or without options? Why, in our predatory capitalist space, are there no competitors to provide alternative grocery services?

Segregating us makes it possible for racist filth to isolate us. And yet, through the pain, we rise. Are there investors who would empower Black Buffalo? Relieve these survivors of their pain? After years of teaching, founding the Tarrant County Black Historical and Genealogical Society, and being a catalyst in the movement to make Juneteenth a federally–recognized holiday: 96-year-old Opal Lee remains a shining example of perseverance and commitment as she continues walking for freedom. Abraham Lincoln. The newly-recognized national holiday, a combination of the word June and the nineteenth day of the month, is a celebration of the end of slavery. Although the Emancipation Proclamation was signed in 1863, Texas didn’t find out about it until Union soldiers arrived in Galveston on June 19th in 1865. From this point on, the

date has been celebrated with prayer, feasting, singing and dancing. Lee’s historic commitment led her to walk over 1,400 miles from Texas to Washington, DC to make sure the holiday was not only recognized in Texas, but around the country. “I felt like if a little old lady in tennis shoes started walking to Washington DC, somebody would notice,” said Lee. Lee’s capitol crusade received national attention which garnered her over 1.5 million signatures to help declare Juneteenth as a national holiday. She started walking from Fort Worth, Texas in September of 2016. She reached Washington, DC in January of 2017. “We were still building momentum by the time we reached the White House.,” she said. “Can you imagine if we had three million people on the same page? Griner’s agent said, “While sporadic written communication from her wife, family, friends, and global sport community has been a source of comfort for BG during her wrongful detainment, going without real time, regular contact with loved ones is inhumane. It has been over 105 days since BG has heard her wife or family’s voice. It remains clear that

Tuesday was a fun day for all as the U.S. Army celebrated its 247th birthday on Flag Day and the staff of Operation Tiny House commemorated the day by honoring veterans at the Tiny Dining Ranch in Southern Dallas County. It was a time for fellowship, good food and memories as veterans, June 17, 2022

sponsors, representatives from the VA and community residents gathered at the Regular Fellows property to pay homage to veterans; those valiant men and women who served in the armed forces. Operation Tiny House’s Executive Director Valerie Ballard’s late grandmother, Joanna Webb Murria, inspired her to start the non-profit organization with the purpose of helping to house homeless veterans

Within this program, Cruz works to help “veterans and other civilian offenders become hardworking, law-abiding citizens.” He knows firsthand of the challenges and obstacles many face. “I attempted suicide in the military, and I could have gone two

paths: I could have still been suicidal or picked myself up like I did while in the military and choose a path of coming out, being productive, working hard, and doing what I do now,” Cruz said. Admittedly she is challenged every day as Dallas has the largest homeless population of veterans in the country and even if they get housing, they are always in need of items like food, clothing, personal hygiene, and furniture to help expedite the transition process for veterans. Dallas-based African American Filmmakers Bring Legacy Story To Life The hard-won legacy of the 1936 Hall of Negro Life is remembered in the film Rising: The Hall of Negro Life produced by the City of Dallas Office of Arts & Culture, Southroad Pictures, and Limeville Entertainment. Airing on KERA at 7:30 and 10:30 pm on June 17, 2022, the film is partially funded through Inspire Art Dallas, Fair Park First, and the National Park Service. In spring of 2020, the Office of Arts and Culture (OAC) received a $50,000 grant from the National Park Service (NPS) to research and interpret the historic legacy of the 1936 Hall of Negro Life. Given both the historical significance of the story, itself, and the importance of properly showcasing it, OAC commissioned two of Dallas’ prominent Black filmmakers. The film was directed by Lindell Singleton and King Hollis of Limeville Entertainment and Southroad Pictures. “The Hall of Negro Life was a watershed moment for African-Americans. What happened over that summer altered the trajectory of the push to obtain equity, recognition and social justice. It’s a story that had to be told and we’re pleased to bring it to life for this generation,” said Singleton. “It was an incredible discovery,” said Hollis. “To know about the city I grew up in, not knowing our contribution to civil rights, our contributions to the image June 17, 2022

For five months the federally funded exhibition was operational on the grounds of Fair Park during the Texas Centennial Exhibition then it mysteriously closed with no explanation. Out of the embers of destruction, a civil rights movement was born. Besides the catchy name, this dessert is made with pure banana puree and actual banana pudding. Most banana ice creams are just a vanilla base with artificial banana flavoring. Dallas Wings Honor Activist Opal Lee By Dorothy J. Gentry

The Grandmother of Juneteenth, Ms. Opal Lee of Fort Worth, was honored at Sunday’s WNBA Dallas Wings game at College Park Center in Arlington. The 95-year-old Lee, known for her walks across the country in an effort to get Juneteenth designated as a national holiday, sat courtside right next to the Wings bench. She was honored before the game against the Seattle Storm with a customized “Juneteenth” jersey emblazed with the No. 19 on the back. She also took photos with both the Wings and Storm players. Lee visited the Wings practice earlier in the week as well.
