“Everyone needs a place to live.” That philosophy is what has been guiding Chantal Perry, Program Manager, Homelessness Prevention, Employment & Social Services for Chatham-Kent over the past six years of the municipality’s homelessness initiative. The Chatham-Kent report on Housing and Homelessness, presented
by the CK Housing and Homelessness co-chaired by Polly Smith and Shelley Wilkins, showed progress in 2018, which was Year Five of the 10-year initiative. The committee determined the rising cost of housing, declining vacancy rates and decreasing household income is making it harder for people to find and keep affordable housing. Continued on page 2

Renters have options for housing support Continued from page 1
In a current situation in Chatham, tenants at a central Chatham apartment building are worried they will be evicted or unable to afford a jump in rent, as new owners clean up and renovate what one tenant calls the “last affordable place to live in Chatham.” In a call to The Chatham Voice, a tenant who works full time but would be considered one of the working poor, was concerned she would be evicted from her apartment or forced to pay $300 more in rent a month which she could not afford. While glad the new owner was cleaning up the problem with drug dealers in the building, the tenant feared the “good” tenants would be forced out as well, with nowhere else to go in the area that was affordable. Parry said people in those situations are exactly the people the municipal program is helping to keep their tenancy or find
a new place to live. “In 2018, in a partnership between Employment & Social Services and the Chatham-Kent Legal Clinic, a housing stability paralegal began assisting low-income residents with housing related legal issues,” Parry said in an e-mail. “The Chatham-Kent Legal Clinic provides referrals, legal advice, legal representation, Tenant Duty Counsel services, and public legal education and community outreach.” Referrals flooded in from community partners, and 64 tenancies were saved from September to December 2018, and Parry said the numbers over a one-year period are even more encouraging. Paralegal Jeff Wilkins has been helping people know their rights as a tenant, what is cause for eviction and what constitutes a legal eviction notice. The legal clinic hours are Monday to Thursday: 9 a.m. to noon, and 1 p.m. to 4:30 p.m., and Friday: 1 p.m. to 4:30 p.m. The areas of law covered are: • Tenant Rights (RTA) (Tenants only) • Ontario Works (OW)
• Ontario Disability Support Program (ODSP) • Canada Pension Plan (CPP) and CPP Disability • Disability Issues • Criminal Injuries Compensation Board (CICB) • Wills & Powers of Attorney • Employment Law • Human Rights in the Workplace Parry said tenants can reach out to the CKLC at 519-351-6771 to get help with any of the above issues or to speak with the housing paralegal. For any tenant or landlord that would like to learn more about their rights and responsibilities, there is also the RentSmart Education Certification Program. A piece of paradise in Ridgetown

It was always a dream of Thibault’s and she was very excited to add the café to bring the whole property and concept together. “I love hosting people, to make people feel good,” the business owner said. “I love to treat them like kings and queens and they know they can relax, so they can rest. I can do their hair and fill their belly all in one day.” Thibault makes all of her baked goods and canned goods from local produce and all by hand. “Everything is homemade. It is all French-style Canadian food,” she added. Born in Quebec, Thibault embraces her French heritage, incorporating that into her cooking style. She and Daniel travelled to Paris and she brought some of that tradition back with her to Ridgetown. “I wanted to bring a little Paris in here, so when we used to
go there, they had crepe stands, and this one we used to go to, the young man gave me the recipe. That’s where my husband proposed to me,” Thibault said, smiling at the memory. Married to Daniel for the past 15 years, Thibault said cooking and sharing food with people is the part she loves a great deal. As a very spiritual person, she said she believes God gave her the gift of making and sharing her food. Thibault credits a big part of her success to other business owners in Ridgetown who mentored and guided her as she worked to make her dream a reality, and she works to pay it forward by supporting the community, and, of course, feeding them. Promoting the community is also a priority of Thibault’s, who sells her goods at the Mindful Market Eco Hub in Blenheim. Besides baked goods and crepes, Thibault and Palmer

He helped us out so much and then we helped out by paying it forward. That is what community is all about,” she said.

Erie Shore Dr. to reopen as one-way road The Chatham Voice
In anticipation of future flooding along Erie Shore Drive, Public Works crews have been actively shoring up sections of the roadway in recent days. Work has included structural repair, the addition of rock chutes and concrete blocks, drainage clean out, road crack sealing, along with milling and paving the roadway to assist with drainage, according to municipal officials.
Work crews will be on site next week to install additional concrete blocks along the centerline of Erie Shore Drive from 1.2 km east of Bisnett Line to McGeachy Pond Conservation Area. This work is expected to take approximately 6 weeks to complete. As the concrete blocks will be placed along the center of the road, Erie Shore Drive will become a one-way road (eastbound traffic only) with entrance from Bisnett Line and
exit through Erieau Road. Traffic notification signage will be installed prior to the concrete blocks being installed. The Minister of Agriculture, Food and Rural Affairs and the Provincial Disaster Assessment Team (PDAT) have attended the site to assess the damage. The province will be advising on its recommendations in the near term. In addition, the municipality has recently provided a detailed update to the Province’s Special Advisor on

Flooding. The “Lake Erie Shoreline Study” has been underway over the past year and is intended to develop a long-term plan for properties and infrastructure located along Lake Erie. To date, seven public meetings have been held. Another series of public meetings will be scheduled in late October. The municipality will be presenting the findings of the study in March 2020.

Of drugs and crime Even it hasn’t happened to you, it most likely has happened to someone close to you – a break-in at your home, workplace or car. It’s the reality, and not just here in Chatham-Kent, that repeat offenders are resorting to theft to fund their addiction to opioids or other drugs. Locally, we are above the provincial and national average for non-violent crimes, mainly due to our stats on property crimes (see stories on pages 7 and 8). The problem, however, is more than just a policing issue, or court issue or mental health or health care issue – it is an issue for our society as a whole, and the solution needs to be one that comes from all the partners in our community. Police catch the offenders, charge them and then the courts let them go, only for them to re-offend time and time again. Why? Because they have an addiction that requires more than a night in jail to overcome. Police officers aren’t social workers, but more and more, they are being asked to help people with addiction, mental health problems, poverty and homelessness. They don’t have the resources or the skills to take on that entire problem. There needs to be a different approach to how we deal with addicts – from the prescription drugs they are prescribed, to their first arrest, to how the courts sort them out, to how they receive treatment, to their reintroduction to society clean and sober. It’s a problem Chatham-Kent is aware of and all community partners are committed to addressing. If addicts or people with mental health issues could be streamed through a separate court with officials – lawyers and judges – being advised by people with expertise in treatment options, it would make a huge difference to the lives of these people who are arrested. Instead of expecting them to somehow change overnight into law-abiding citizens, the courts could direct them to effective treatment programs and then to social workers who could help them set up a life free from past influences and people so they have a chance to turn their lives around. Addiction can affect anyone of any social standing, any age and any culture. The same with mental illness. If we could help police by helping these people get out of the cycle they are in, imagine the community we could become. Compassion and treatment, not anger and incarceration, are the answer.

No easy choice this election Sir: We live in critical times politically. Everywhere we look we see extremely worrisome trends, and they seem to be getting worse. To the south we see the bizarre spectacle of Donald Trump who has no boundaries when it comes to racism, misogyny and autocratic behaviour. Great Britain is looking increasingly chaotic under the leadership of the eccentric Boris Johnson. There are unsettling tendencies elsewhere in Central and Eastern Europe, South America and the Far East. And because we seem to be reticent to use the word fascism, we have resurrected a far less innocuous term for these troubling developments: populism. In recent conversations with European and American friends, they have expressed envy about Canada’s
apparent immunity from these trends. To them, from a distance, we seem exempt. But are we? One needs only to look at Doug Ford’s Ontario, and the tendencies of Jason Kenney’s government in Alberta to shake any complacency we might have. And on the Federal scene, the opaqueness of the Conservatives and their leader Andrew Scheer, and the disarray and loss of direction of the NDP, when added to the apparent lack of momentum of the Green Party, should give us pause. Personally, over the past decades, I have wavered in supporting alternatively the Liberal and NDP parties, but with the emergence a few years back of Jack Layton as leader of the Federal NDP, I found myself primarily in the NDP camp.
But recently that has changed. With the disturbing trends referred to above, and the seeming identity crisis of the NDP, I have decided to move again, more to the centre, with the Liberal Party. It is true that Trudeau’s Liberals have suffered setbacks in their handling of the SNC-Lavalin affair, and with such missteps as the Trudeau family’s trip to India for example. But the Liberals continue to follow environmental policies that make sense in our world today, and policies that don’t ignore the plight of the middle classes and those most challenged in our economy. And with the apparent weakness of the leadership of Andrew Scheer, one has to wonder who would really be making policy in a Conservative government.

Chatham-Kent may have one of the lowest crime rates in Canada – 43 out of 50 municipalities of 100,000 or more people for violent crimes– but there is still work to be done and the public can help. Chatham-Kent Mayor Darrin Canniff and Police Chief Gary Conn discussed the crime severity index report at a recent Police Services Board meeting which showed that non-violent crimes, specifically property crimes, while decreasing locally, are still above the provincial and national average, according to the 2018 National Crime Severity Index (CSI). In the CKPS business plan, property crime is top priority to address, and Conn said initiatives like the STOP program –
Strategic Targeting of Property Crime – by the Community Patrol Branch and Street Crimes units – are there to chip away at that number. The strategy includes increased compliance checks on repeat chronic breakand-enter-and theft offenders to make sure they are adhering to the court-ordered conditions of their release. The public can help the police, not by attempting to confront offenders themselves, but by calling police to report suspicious people or activity near their homes or businesses. “We want you to be our eyes and ears, not our hands and feet,” Conn said at the board meeting. “No call is to small for us to answer to if you see something suspicious. Citizens can help us prevent crime, and even if we don’t catch the perpetrator in the act, just seeing

Home sales in Chatham-Kent in August were down a mere eight from the same time last year, and remained above the 10-year average for the month. A total of 129 units changed hands, according to the Chatham-Kent Association of Realtors. This was down 5.8 per cent from August 2018. On a year-to-date basis, home sales totalled 899 units over the first eight months of the year, edging up 0.8 per cent (seven sales) from the same period in 2018. “August home sales remain strong, which is surprising given how low inventories are,” said Steve Carroll, president of the Chatham-Kent Association of Realtors, in a media release. “The in-
tense competition among buyers for limited listings this year continues to drive very strong price growth.” The average price of homes sold in August 2019 was $255,682, rising 14.1 per cent from August 2018. The more comprehensive year-to-date average price was $249,746, jumping nearly 20 per cent from the first eight months of 2018. There were 154 new residential listings in August 2019. This was a decrease of 11 per cent on a yearover-year basis. Active residential listings numbered just 253 units at the end of August, up 5.9 per cent (14 listings) from the end of August 2018 but below the same period in every other year.

A number of waste disposal and recycling firms in Ontario are telling clients they are dumping some recyclables into landfill sites, but local residential recyclables are staying out of landfills. That according to Chatham-Kent Recycling Inc., which handles all Blue Box recycling in the municipality, as well as a number of institutional contracts. Jacilyn Faubert, spokesperson for C-K Recycling, said the company has heard of other recyclers increasingly sending material to landfills in part due to increased costs for recycling or a lack of a market. An article in the Toronto Star said a major waste collector told clients some of their recyclable material is headed to landfill simply because Asian markets that once accepted the items have all but dried up. But that’s not the case for C-K Recycling.
“People are finding out their cardboard is being landfilled. Some find it is cheaper to landfill it than to recycle,” she said. “We’re just taking the hit (financially). Recycling – that’s what we’re here for.” Rick Kucera, manager of waste and recycling for Chatham-Kent, said the overseas markets are constantly evolving. “We’ve been fortunate to not have to do any (landfilling) with our residential acceptable material. It’s been a challenge. Some of the larger communities don’t necessarily have that luxury. They produce so much and their markets are overseas,” he said. “The markets are rebounding, but it will take several years to establish themselves.” Calls to Waste Connections Canada (WCC), the firm that runs the Ridge Landfill, were not returned by press time. AgMedica gets OK to expand The Chatham Voice
AgMedica Bioscience Inc., a licensed producer of cannabis for medicinal and adult-use consumers, announced recently that it has received approval from Health Canada to extend its existing cultivation and processing license to phase two of its Riverview facility expansion. This approval will allow AgMedica to add a further 12 flowering rooms and increase the cultiva-
tion capacity of the facility to between 26,000 and 30,000 kg per year, more than tripling its current capacity. Receipt of this approval represents another milestone in AgMedica’s path toward becoming a global leader in the development and commercialization of cannabis and cannabis-derived products designed to support client health and wellness. Since late 2017, the company has secured necessary approvals.

Ten rules for the safe use of tractors on farms Tractor safety practices should be rigorously upheld to prevent tragedies from occurring on your farm. Here are ten guidelines intended to keep workers — and everyone else — out of harm’s way. 1. Know your tractor. Be well acquainted with the owner’s manual and recommended daily maintenance checks. Mount and dismount only as specified by the manual.
Three cheers for local farmers! They wake up at the crack of dawn and work by the sweat of their brow to provide consumers with the freshest of foods. Who are these passionate hard workers? Local farmers, of course! GUARANTEED TASTE This summer, our proud local ranchers and agriculturalists have a host of products to offer us, fit for both everyday meals and celebratory feasts. Think of all those sun-baked vegetables, vitamin-rich fruit, creamy cheeses, savoury meats and delicious prepared goods (jams, marinades, desserts, pasta, etc.)! Hungry yet? And what better way to wash it all down than with a fresh pint of craft beer or a delicious glass of wine produced just kilometres from home?
2. Use tractors with rollover protection structures (ROPS) whenever possible. The majority of tractor fatalities are caused by overturns, but wearing a safety belt in conjunction with having an ROPS can prevent deaths.
UNMATCHED FRESHNESS It’s undeniable: local harvests will always taste fresher (and better!) than foods that have travelled several days by train, boat or truck to reach your kitchen table. Furthermore, opting for locally grown products means choosing superior quality foods that contain better — and fewer — ingredients than mass-produced goods. A SOCIETAL CHOICE Wouldn’t you like to contribute to job creation and economic prosperity in your area? The solution is quite simple: buy local at every opportunity! So, ready to try the best your region has to offer?
3. Drive safely. Avoid dangerous terrain (ditches, holes, embankments, steep slopes, etc.) or proceed only with extreme caution. Refrain from making sharp turns. When on public roads, avoid riding on the shoulder, follow safety protocols and be mindful of impatient drivers. 4. Never start a tractor in an unventilated, enclosed structure. Carbon monoxide is lethal in confined areas. 5. Use power take-off (PTO) shields. Replace before use if damaged or missing. 6. Only hitch loads to the drawbar. Hitching to anything else (axle, seat bracket, etc.) can cause the tractor to backflip. 7. Never leave an unattended tractor running. Be sure to also remove the keys from the ignition if there are children on the farm. 8. Only refuel when the engine is cool. Gasoline is both flammable and explosive in its vapor form. 9. No passengers! Most tractors only have one seat, meaning only the operator can safely ride the vehicle. 10. Operators should pace themselves and be cautious. Avoiding haste can prevent overturns. Taking regular breaks will allow operators to remain mentally alert. In addition, wearing appropriate footwear and clothes that won’t snag is a must.
