Meals on Wheels gets a boost By Sarah Schofield sarah@chathamvoice.com
Three days a week, Meals on Wheels volunteers are hard at work in the kitchen at St. Andrew’s Residence preparing and packing hot meals to be distributed.
Today, the program helps more than 371 clients by delivering balanced and affordable meals. As part of the March for Meals Campaign, volunteers got an extra hand on Monday with Mayor Darrin Canniff stopping by to help deliver some freshly
packed meals on Monday morning while raising awareness and support for the program. “The Meals on Wheels program is extremely important. We talked about the number of people they serve each and every week. It’s part of the
overall network within Chatham-Kent that is a critical piece of it,” said Canniff. Servicing Chatham-Kent, the program was established in 1971, and from 2007 onwards, has been operated from St. Andrew’s Residence in
Chatham. Melissa Bishop, volunteer and community services co-ordinator for St. Andrew’s Residence, said the program currently enlists the help of 70 community volunteers each week.

Tupperville’s Aidan Duchene, 15, may not like small spaces, but she likes big contests. Duchene recently won the Next Gen Junos contest, earning $1,000 in the process, for her song “I Don’t Like Small Spaces.” The CBC’s Afternoon Drive radio program oversaw the competition. Initially announced on Feb. 11 on Afternoon Drive, musicians aged 18 or younger in Southwestern Ontario were asked to submit original tunes. The winner – Duchene – got to perform her song before a live audience at the London Music Club two days prior to the Juno Awards. All this occurred in a very tight time frame, made even tighter by Duchene. She learned about the contest by listening to the CBC, and then fretted over what to submit, or even if she should take part. Fortunately, her friends intervened.

Municipal officials say they anticipate it will be a few weeks before they see a report from the integrity commissioner into an investigation of the conduct of a former councillor, something the commissioner has echoed. Derek Robertson, who served on council from 2010 to 2018, went public with the media on March 18, confirming he was the person under investigation by Paul Watson, Chatham-Kent’s integrity commissioner, over allegations he had breached the code of conduct. According to material related to the investigation, former Mayor Randy Hope filed the complaint in No-
vember. “An investigation by the integrity commissioner is ongoing,” the municipality’s chief legal officer, John Norton, said in a release. “In terms of process, I understand that on Monday (March 18) the integrity commissioner conducted an interview and is now finalizing his report. I expect it will take several more weeks before he finalizes his report and submits it for council’s consideration.” Watson, in an interim report that was to go before council on Monday night, said he anticipates it will be 30-45 days before he’s finished his investigation and report. The integrity commissioner also stated in his report to council that Robertson and his lawyer, Steve Pickard, committed a “serious breach of protocol” by releasing details of his “preliminary report” to the media. the municipality. He’s a local lawyer and a former municipal councillor. Watson has also recently been appointed as the integrity commissioner for Sarnia and Kingsville. “Municipal councils are required to appoint an integrity commissioner who is responsible for performing, in an independent manner, investigations into alleged breaches of the code of conduct,” Norton said. “The integrity commissioner does not report to, and is not accountable to, any member of the municipal staff.” As of March 1, the province required all municipalities to hire an integrity commissioner. Once Chatham-Kent’s municipal clerk receives Watson’s final report, it will be made available to the public as is required by provincial law, municipal officials said. The role of council, once the final investigative report is received, is to make final decisions based on recommendations, if any, contained in the final investigative report, according to the municipality. In a previous article in The Chatham Voice, Chatham-Kent CAO Don Shropshire said Watson had not provided a final investigative report to the municipality. Norton agreed. “In my opinion, it would be inappropriate for staff or members of council to make comments about this matter while the integrity commissioner continues his investigation,” he said. Municipal officials added that until the commissioner has provided his final report, senior staff would continue their arm’s length approach.

“That includes our drivers, our runners who actually go up to the door and deliver those, and we have kitchen volunteers,” said Bishop. Commending those volunteers who give up so much of their personal time for their community, Canniff emphasized the importance of giving them support and volunteering when able. “We lead by example, and if we want people each and everyday volunteering, you have to be a part of it,” said Canniff. Whether wanting to try the program once or longterm, a meal’s cost is $6.50 and includes a dinner roll, soup, entree consisting of a protein, vegetable, rice or potatoes, and a dessert. Bishop says seniors or those with a disability who are isolated can often be forgotten, and Meals on Wheels serves another important purpose. “Even though we are delivering a meal to someone, it’s also like a check-in point. Our volunteers get to know our clients and if they notice a change in their health, that’s a good thing too,” said Bishop.
Canniff agreed. “If these individuals are
at home by themselves and not getting anyone
interacting, that’s an important part of mental
health and socializing. We want to make sure there’s a great social network for seniors, particularly those who do not get out a lot. We need to connect with them as much as possible.”

“I debated whether or not I should send my song in. I recorded it the night before (the contest deadline of March 8),” she said. “I had written a few songs for the competition but couldn’t decide. And then I wrote the one the night before (“I Don’t Like Small Spaces”), but I couldn’t get the guitar to sound how I wanted.” That left Duchene thinking about not entering, but her friends would have none of that. They learned of her dilemma on March 8 and encouraged her to submit. She did so during school. Three days later, she received a call telling her she’d won. Four days after that, she was performing her song with a band at the London Music Club. Musicians Emm Gryner and Michael Hargreaves judged the submissions, according to an article on CBC.ca. Gryner, in commenting to CBC, said she liked Duchene’s lyrics and approach to her song. “I just felt like there was something real about it,” Gryner said to the CBC. Duchene said her song is about dealing with depression. “There are a lot of kids my age who struggle with sadness and depression. I was struggling this winter. I had switched schools and had to make new friends,” she said. “It was a bit out of char-

acter for me. It was a tough winter for me.” Duchene shifted from Ecole secondaire catholique de Pain Court to Ursuline College. She left behind people she’d known since kindergarten to make new friends in a much larger school. “I have a few really close friends who are really supportive of what I do. They are always encouraging me to do things. My best friend is who told me to start song writing. I just started in October,” she said. And now she has an award for her song writing mere months later. It’s part of Duchene’s whirlwind musical evolution. She said she started taking guitar lessons about three years ago, but didn’t like the structured format. “I wanted to learn songs I liked,” she said, so she stopped with the lessons. But about a year ago, she picked up the guitar again and taught herself to play the songs she enjoys. As for singing, Duchene admits she’s been doing that for most of her life.
“When I started talking is when I started singing,” she said. She’s had a number of vocal coaches over the years. Duchene is currently working with Kim Benoit, she said. “She encourages me to get out more and enter in competitions. She was really excited when I told her I entered this contest,” Duchene said. In terms of musical influences, Duchene admitted she’s all over the map, having an open mind, and ear. “I really like listening to older rock bands – Radiohead, Nirvana. I like how sometimes lyrics are more difficult to figure out, but when you do, you see the deeper meaning,” she said. Duchene also listens to performers such as Norah Jones and the late Etta James. And being Canadian, she admits to having some maple leaf influences such as The Tragically Hip. “I would have loved to meet Gord Downie. I was so sad when he passed,” she said of The Hip’s lead singer and primary songwriter, known for his lyrics. With such diverse influences, Duchene said she is in the right place, able to “take a little bit from every genre.” As for her future, with the Next Gen Junos win, Duchene plans to continue to write and perform her own songs. As of right now, she has three cover tunes posted to YouTube, but hopes to soon augment that with some of her own material. She dreams of having a career in music. “It is something I really enjoy. Everybody wants to do something they love,” Duchene said. In the meantime, her performance in London is one she’ll remember for a long time. “It was really a great experience; my best performance experience,” she said.

Health Coalitions across the province, led by the Ontario Health Coalition, are calling for the public’s help in fighting the government omnibus Bill 74 – The People’s Health Care Act, that proposes sweeping changes to how health care is administered in Ontario. At a town hall meeting recently hosted by the Chatham-Kent Health Coalition, Chair Shirley Roebuck talked to the 40 or so people in attendance about the need to speak up about the lack of public consultation into the omnibus bill, which she said will leave locals with no control over the health services they want and need in this community, and no funding for increased staffing. “Our purpose is to let the people of Ontario know what is in the new health care plan because there has been no public consultation,� Roebuck said at the meeting. “This bill is poorly thought out and we believe it will not serve the people of Ontario.� Through leaked government documents back in January, 2019, it was discovered the bill would create a new superagency called Ontario Health to replace the 14 Local Health Integration Network (LHIN) agencies and four government health agencies. Early in March, the appointments of the board members of all of the
14 LHIN boards across the province were revoked with only a day’s notice, before Bill 74, which is currently at the committee stage, had even been passed by the Legislature. LHINs and six agencies, including Cancer Care Ontario, the Trillium Gift of Life Network, and eHealth, have all been absorbed by the new Ontario Health. According to information obtained from the leaked documents, frontline health care will be delivered by between 30 and 50 health teams across the province. There are no details yet, Roebuck said, about how exactly these teams will be set up. Roebuck said Bill 74 pushes for mega-mergers to push hospitals together, and is the next step in the privatization of health care in Ontario. Chatham-Kent candidate for the NDP, Jordan McGrail, attended the meeting and said since the Bill documents were leaked three weeks ago, the NDP has been trying to get debate and input in the legislature. She is concerned that Chatham-Kent is going to take a hit as a small community that will force us to go down the road to Windsor or London to get services. Walk, don’t run With the government announcement dissolving Local Health Integration Network (LHIN) boards, ahead of the passing of Bill 74 – The People’s Health Care Act, there is a perception the government is moving too fast and with a lack of public consultation. Bill 74, currently at the committee stage before it goes to third reading and then Royal Assent in the Legislature, is an omnibus bill with several sections and many changes to how health care is delivered, monitored and accessed. With little consultation and no warning, the LHIN employees – including those at the Erie St. Clair LHIN that serves Chatham-Kent, Windsor and Essex County, as well as Sarnia and Lambton County – are now part of the superagency Ontario Health that has been set up, in advance of Bill 74 even being passed, to have control over the integration of existing LHINs and agencies such as Cancer Care Ontario, eHealth and Trillium Organ Donation. Improving our health-care system by reducing overlap and duplication and funneling the savings into front-line health care is a concept that is long overdue and much needed. But it is the way the Ontario government is pushing through Bill 74 without consultation or informing the public that is causing concern. The leaked documents that made the news in January regarding the contents of the Bill have people fearing forced mergers and a move to for-profit health care, a shift that tends to put profit for companies over patient care. Add the fact the province is going ahead with changes before the Bill even leaves the committee stage leaves the public thinking the Ford government doesn’t care what the citizens want. Bills go through the committee stage to ensure what comes out of it is the best possible legislation for the people of Ontario. Amendments, suggestions and playing the Devil’s advocate are all ways democratic societies ensure the people have been heard and their concerns addressed. There is nothing democratic about what the Ford government is currently doing. Yes, they have a majority, but the government must give the public more information and stop making changes before the Bill has even passed.

Community fund committee seeks volunteers The Chatham Voice
Individuals
are
being
sought to fill eight volunteer positions on the
municipality’s new Community Partnership Fund Citizen Review Committee. The committee, which will also include five municipal staff members, will be responsible for reviewing project applications and providing recommendations to council on distribution of municipal grant funding. Council allocates funds each year to assist groups to complete projects or hold events intended to benefit the community. Funds are distributed through the Community Partnership Fund (CPF)
– a competitive, application-based funding program that provides funds based on category and overall project cost. Volunteers are required to apply for a position on the committee. The application form can be found by visiting the municipal website chatham-kent.ca and searching “CPF review committee.” Successful applicants will hold the position for the term of council. Volunteers will need to be available for a minimum of 12 hours in April to come to meetings to
review Community Partnership Fund - Annual

Grammy nominee Victor Wainwright will play in Chatham this weekend. Wainwright and his band The Train, are set to play the Kent-Belgian-Dutch-Canadian Club on Saturday night. Nominated for a 2019 Grammy for Best Contemporary Blues Album, the “Piana from Savannah,” is playing at the invitation of the Canada South Blues Society. In addition to his Grammy nomination, Wainwright took home the Pinetop Perkins Piano Player Award at the 2018 Blues Music Awards in Memphis last May. The Chatham-Kent Chapter
of the Canada South Blues Society has been hosting live music since it was founded seven years ago. “We’ve been bringing world class blues and roots music to the community since our first show,” said Blues Society President Bob Christmas in a media release. “We had recent Grammy nominee Danielle Nicole at the KBD last October and now we’ve got Victor Wainwright. In the blues world, it doesn’t get any better than that.” The organization is entirely volunteer driven and operated and is a registered non-profit, working under the umbrella of the Canada South Blues Society in Wind-

Power outage planned for Thamesville The Chatham Voice
Thamesville residents will wake up with no power on March 30, a Sunday, but Entegrus said that’s by plan. The power company said there will be a planned outage from 5 a.m. to 9 a.m. in the East Kent community. The purpose of this outage is for Entegrus to perform system up-
grades to the electrical equipment that feeds Thamesville. The entire town of Thamesville will be affected. All affected customers are being notified by telephone. If you live in Thamesville and do not receive a phone call, Entegrus asks you to contact their customer service line at 1-866-804-7325 to update your contact information.

In a March 21 article in the Chatham Voice, “Name overlap concerns group,” it did not mention that Pet and Wildlife Rescue (PAWR) takes in surrendered animals. PAWR has the animal control and pound services contract for all of
Chatham-Kent, at a cost of $4.13 million over five years. It takes care of animal control and some rescue when funds and volunteers allow. But we neglected to mention PAWR took in more than 900 surrendered pets in 2018 alone. That work is part of PAWR’s contract with the municipality, according to PAWR board members.

Probable measles exposure in C-K The Chatham Voice
The Chatham-Kent Public Health Unit is advising that an individual with probable measles (awaiting lab confirmation) may have exposed community members to the virus. Results weren’t available by press time. The Health Unit is advising people to be aware of the signs and symptoms of measles, as this list may not include all possible exposures. According to health unit officials, measles is highly contagious and is spread through the air, close or direct contact with respiratory secretions, and through articles of clothing/ bedding with infectious discharge present. Complications of measles can include infections of the ear or brain, and in rare cases, death. Individuals who have received two doses of measles-containing vaccine, or who have been previously infected with measles,
or were born before 1970, are generally protected from infection. Locations and times of possible exposures are Taco Bell in Chatham on March 19 from 5:30 p.m. to 8:30 p.m.; Wal-Mart in Chatham on March 19 from 6 p.m. to 9:30 p.m.; and the Sydenham campus of the Chatham-Kent Health Alliance from 7 p.m. t0 12:30 a.m. on Sunday The Health Unit is contacting

The joint inquest into the deaths of John Janssens, Michael Maukonen and William Swan will take place in Chatham starting April 8.. Dr. Rick Mann, Regional Supervising Coroner for West Region, London Office, recently made the announcement. Janssens, 73, died on Jan. 15, 2016; Maukonen, 19, died on June 28, 2016; and Swan, 56, died on May 16, 2017, from injuries sustained from falls while working at various roof construction projects.

HUMAN TRAFFICKING 101
Human sex trafficking is one of Canada’s fastest growing crimes, and is a complex and often hidden crime that involves treating victims like possessions that can be bought and sold. And it’s happening here in our own community of Chatham-Kent, where pimps target vulnerable teens through luring, coercion, manipulation and exploitation – promising money, opportunity, love, stability and popularity. It is referred to as “The Game.” Traffickers move their victims along the busy Highway 401 corridor to avoid detection, and, according to the Chatham-Kent Police Service, the crime has been identified as an issue in this municipality. According to statistics compiled by Canadian police services, 71 per cent of sex trafficking victims in Canada are Canadian-born, 90 per cent of victims are female and 63 per cent of victims are between the age of 15 and 24 years old, some as young as 14.
Who can be trafficked?
Anyone. Human trafficking impacts people of all backgrounds, and risk factors to those vulnerable include people with addiction and mental health issues, body image issues, social isolation, learning disabilities and low self-esteem.
Who is a trafficker?
Traffickers are predators of opportunity and can be male or female, often looking for victims online or in social media chat rooms, at parties, group homes and shelters, schools and through friends.
What are some of the signs of a trafficking victim?
Victims may have unexplained cuts and bruises, fear for loved ones’ safety, have new tattoos or branding, have no ID or money, new expensive purses or clothes, suffer changes in behaviour such as depression or anxiety, get cryptic phone messages or texts, have a new boyfriend or friend no one knows about.
What can you do?
Raise awareness of the issue through education and discussion, keep your eyes and ears open, listen to friends, family and co-workers for signs of being trafficked, know who to call for help, and provide non-judgmental support.

Is human trafficking a crime?
Yes. It is a serious crime and is also a human rights violation that results in serious and long-term trauma for survivors. In Chatham-Kent, the Chatham-Kent Police Service, the OPP and Chatham-Kent Victims Services are all working to identify and rescue victims and catch the perpetrators, and the community can help.
