Municipal budget staff and councillors heard a diverse list of concerns from the public at the budget open house Jan. 24 in Chatham.

Residents expressed interest over a number of issues, including licensing fees for fundraisers, arena repairs, affordable housing, drug problems and support for the downtowns of Chatham-Kent.

Upwards of 75 people attended the session – about half of which were municipal staff. It was the final open house before council meets this week to start hammering out the 2019 budget. Municipal officials said the open houses, also held in outlying communities, were well attended overall.

At the Active Lifestyle Centre gathering in Chatham, Tom Heath expressed concerns over the cost of licensing non-profit fundraisers in Chatham-Kent.

“For hockey and non-profit groups that have to do bingos for ongoing fundraising, the municipality is allowed to charge up to three per

cent for licensing fees,” he said. “How much money does the municipality receive on the backs of community groups?”

Gord Quinton, municipal treasurer, said he didn’t have exact numbers, but estimated between $200,000 and $300,000 is collected annually through various licensing fees, which go well beyond the scope of just non-profit fundraising.

Heath also wondered why no improvements were being made to Memorial Arena.

Quinton said there is lifecycle funding in place to maintain the status quo at the rink.

Don Shropshire, CAO for Chatham-Kent, added until council decides whether or not to build a new arena complex, not much will be done.

Paul Shettel, co-chair of the Historic Downtown Chatham BIA, said he’d like to see the BIA have a bigger say in how tax dollars are spent.

“The BIA generates close to 1,000 jobs in our area and probably 0.6 per cent of our tax dollars,” he said.

Urology to return to CKHA in 2020

Hospital officials hope to have urology back in Chatham-Kent in just over a year’s time.

since 2015 when one urologist retired and another moved away.

Bluewater Health in Sarnia has been handling urology clinics locally, and surgical services at their facilities on the CKHA’s behalf.

Marshall said funding will be included in next year’s budget.

At this point, more needs to be done, however, including recruiting new urologists and preparing the facility to house the service.

Jerome Quenneville, vice-president and chief financial officer for the CKHA, said there is still space at the hospital dedicated for urology,

but the equipment is dated. He added that $1.7 million will be spent to upgrade equipment, expand services and reintroduce the surgical side of the department.

Innovation situation at CKHA

An investment of $50,000 is paying big dividends for the Chatham-Kent Health Alliance, according to its CEO and president.

Lori Marshall said innovation grants – four of $10,000 each and 10 of $1,000 each – led to about 100 submissions from CKHA personnel.

“We’re tapping into the wisdom of staff, physicians and

patient advisors,” Marshall said. “The goals were to make improvements to the quality of patient care, the patient experience or to improve the work environment.”

She said she was “overwhelmed, but not surprised” by the support, adding there was both quality and quantity.

“Less than 0.01 per cent of our budget is going towards this, but when I saw the enthusiasm in the room, it was tremendous,” she said.

Ideas that will receive funding from the grants include video conferencing through Ontario Telehealth, which will allow for expansion of services at the Wallaceburg hospital.

As well, investing in newer technology for enhanced nurse call screens will allow patients and family members to program items into the call. Marshall said specific requests, such as a glass of water, can be made. Staff can also program in reminders.

“For every $1 in grant money, there has been about $13 in private investment,” he said.

Shettel added improvements in marketing through tourism would be of great benefit as well.

The population density in Chatham-Kent is 43 people per square kilometre. For comparison, Windsor’s density is 1,561, London is 968 and Sarnia is 450.

Staff also discussed ongoing infrastructure in-

vestment. Bridges and culverts have received a boost in recent years, but another area of concern is storm sewer management.

Thomas Kelly, general manager of infrastructure, said some of the storm sewers are tied in with the sanitary sewers, and some of the infrastructure is more than a century old.

“It’s extremely expensive to replace as a lot of it is under the roads,” he said.

Kelly added municipal officials will be developing a storm water master plan, as the severity and frequency of violent storms is on the upswing.

Hospitals experience expected surge

When you hear the term “surge protection,” most of us think of a power bar that protects our electronic equipment

from unexpected power surges.

That’s not the case with the Chatham-Kent Health Alliance.

Surge protection in this case addresses patient surges,

which occur because of an uptick in illness.

The CKHA received additional funding to address expected seasonal surging, and it came into place over the holiday season.

“We budgeted for it and saw it happen,” Lori Marshall, president and CEO of the CKHA said. “Over the 12 days

The Erie-St. Clair LHIN – Local Health Integrated Network – allocated more than $300,000 to the CKHA to deal with the anticipated surge. In the past, the alliance has had to address the surge and then seek funding.

During the surge, Marshall said the emergency rooms saw increases in volumes, and 20 to 30 per cent of that volume was from people with influenza-like symptoms.

She added the surging may not be over.

“A second surge may still be coming,” she said. “The funding covers until the end of March.”

Local hospitals will be receiving more than $1.8 million from the province to help pay for upgrades.

MPP Monte McNaughton made the announcement last week.

“This is an important announcement,” said McNaughton, who is MPP for Lambton-Kent-Middlesex as well as Ontario’s Minister of Infrastructure. “Our hospitals need upgrades, repair

and maintenance. This funding will go a long way to improving care in Southwestern Ontario.”

Lori Marshall, president and CEO of the Chatham-Kent Health Alliance, said the money is funding the province normally provides to hospitals on an annual basis.

It will be used for improvements at the Chatham and Wallaceburg hospitals.

In Chatham, about 75 per cent of that funding will be used for improvements in the operating rooms.

“The operating room floors are about 20 years old,” Marshall said. “We’ll be improving the dehumidification system in the OR as well.”

In Wallaceburg, Marshall said funds will help pay for asbestos abatement, window replacement, and for a new public address system.

All the work must be completed by the end of March, she added.

“In the OR, we will do the work during off hours and scheduled down time,” she said.

Students get schooled on vaping The Chatham Voice

Over the past several weeks, Chatham-Kent Public Health has received complaints and referrals regarding the illegal use of vapour products and vaping on school properties in contravention of the SmokeFree Ontario Act (SFOA).

As a result, the health unit Tobacco Enforcement Officer has handed out fines to seven students and will be increasing inspections and enforcement in and around school properties.

In addition to complaints occurring on school properties, transportation officials have

also reported instances of students vaping on school buses and the health unit will be working with its school board partners in helping to prevent and address this behaviour as well.

As a reminder, the smoking or vaping of tobacco, cannabis, “e-vape juice” or “pods” is not permitted on school properties and the 20 metres surrounding the school. Smoking or vaping on a school bus, or in any enclosed public place or workplace, is prohibited under the SFOA. There are several fines associated with these types of violations that range from $305 for

Citizens of Chatham-Kent are being asked to weigh in on the possibility of municipal council meetings being held in locations other than the Civic Centre.

Mayor Darrin Canniff has made a notice of motion to hold two council meetings per year in locations outside of Chatham.

Council will consider the motion sometime in March.

As vapour products are becoming more available in retail environments and popular with certain audiences, most especially youth, the health unit would like to highlight the follow-

ing evidence from a recent report from Public Health Ontario: • The effectiveness of e-cigarettes as a cessation aid for smokers is unclear.

• E-cigarette and vaping use is associated with subsequent tobacco use among youth.

• While chemical levels of second-hand exposure

from e-cigarettes are lower than that of combustible tobacco cigarettes, this exposure could have the potential to lead to adverse health effects.

• Vaping is not recommended for those individuals who currently do not use tobacco.

Unrealistic pay hike When the federal government increases your tax rate, do you expect your rate of pay to go up as a result to offset that hike?

Or when your property taxes increase, does your pay change to offset that?

Um, no.

Forgive our sarcasm on this, but how then can Chatham-Kent council so easily justify increasing its own collective pay after the federal government removed a clause that considered a third of the income of municipal councillors as tax free?

Mayor Darrin Canniff will now receive an annual salary of $110,000, up from $93,605, and councillors will be paid $32,000, an increase from $27,700.

To councillors and the mayor, we appreciate you choosing to represent the people of Chatham-Kent and working on their behalf. We would think you all have their best interests at heart when you serve them.

This raise certainly does not have those interests front and centre. It’s a selfish move, plain and simple.

Yes, you would have otherwise been taking home less money than prior to the federal changes in taxation. But now you’ve added $97,000 a year (a number that includes additional labour burdens) onto the backs of local ratepayers.

It will take the taxes from about 32 average homes in Chatham-Kent to cover that pay hike. Those funds could better be utilized elsewhere.

And don’t bother comparing what other municipal politicians make in cities of similar population.

We are very unique here. We have a population of 100,000 people, but they are spread out over a larger area than all of Prince Edward Island.

Low population density of about 43 people per square kilometre puts pressure on our ratepayers to cover a host of services and needs. This affects our ability to pay, something that should be at the forefront of council decisions when it comes to increasing taxes and hiking pay.

Voting against the increase were new councillors Amy Finn and John Wright. Finn said she didn’t get into municipal politics for the money. We hope that’s the case for everyone who seeks municipal office. It’s a calling to serve the public.

Need we even mention the fact that C-K councillors, in their part-time jobs, now make thousands more annually than a person paid minimum wage working 40 hours a week?

Obey the rules of the road Sir: I found Maria Logan’s letter in The Chatham Voice Jan 10, “Simple solution for bike paths,” interesting, and I was extremely interested in Eric and Anne Hoffman’s letter Jan. 17 about turning a sidewalk into a bike path. It made me

scratch the old noggin and do some thinking.

I would like to express my opinion about bike paths which are painted on the side of many roads in Chatham.

I regard them as being

extremely dangerous when they suddenly stop, leaving the cyclist nowhere to go except perhaps on the sidewalk.

I was an ardent cyclist half a century ago but in those days vehicular traf-

fic was not as busy and there were no bike lanes.

I believe that if cyclists would always obey the rules of the road and motorists also respected cyclists, they would all be a lot safer.

Housing issue cannot be understated Sir: I appreciated you and your editor publishing that letter from Dan Kelly, regarding the abandoned and dangerous property on Chatham’s east end that used to house a number of businesses in that area, including the old Darlings plant, the CIL property and the longgone sand company.

These truly are eyesores in our community that should have been cleaned up long ago, if not by their owner, then by our municipality.

My only question is where will the homeless people and other so-called squatters that use that property go

if it is cleaned up and fenced off?

I don’t know if there is enough, if any, housing to accommodate these displaced people, that is if they want to live in any adequate housing provided to them?

Cleaning up one problem might create another it seems? I would guess

like everything else, cleaning up this property and housing those displaced by the clean up in these properties may take quite some time before this project would eventually be started and finished.

Councillors approve own pay hike

All but two new councillors voted for a substantial increase to the salaries of mayor and council, bringing the yearly amount to $110,000 for mayor and $32,000 for councilors.

In a report to council from management, the issue of upping council compensation was brought forward again due to the federal government removing the tax-exempt status of one-third of council remuneration.

The honorarium paid to the mayor was $93,605 and council members $27,700. The argument for the more-than-eightper-cent increase for the mayor and council was that the money would cover the loss to councilors, so they weren’t actually taking home less pay.

“On Jan. 15, 2018, adminis-

tration recommended that the (Citizens Review) Committee be reappointed to review council compensation in 2018 in light of the removal of the tax-exempt portion of remuneration and to set the council compensation for the next term of council. Coun. (Doug) Sulman moved, Coun. (Bob) Myers seconded and the motion carried 14 to 1,” the report from the Jan. 21 council meeting stated.

The idea of raises was voted down in 2016 by the previous council but they committed the new council to voting on the results of the review committee.

Voting against the increase were new councillors Amy Finn and John Wright. Finn said she couldn’t, in good conscience, vote for the increase because she didn’t run for council for the money.

In a video on social media,

Mayor Darrin Canniff explained the reason for the increase, saying the over $97,000 added to the budget for council compensation, including what is referred to as the labour burden of such items as payroll taxes, benefits and pension, is going straight to the government in taxes and the increase was to ensure council wasn’t taking home less money.

An argument used by previous council and the review committee was that the increase was in line with increases in other municipalities of similar size and “the purpose of the honorarium is to attract diverse, competent and civically minded indi-

Theatre Kent is presenting a classic Neil Simon comedy as the second production in its 40th anniversary season.

Barefoot in the Park will hit the Kiwanis Theatre stage Feb. 7 to 9, starting at 7:30 p.m. each evening.

The show tells the story newlyweds Corrie Bratter (Victoria Franks) and Paul Bratter (Cade Robinet), as they begin married life in a tiny, fifth-floor walk-up apartment in a Manhattan brownstone.

The show is being directed by JC Wright, who says the cast, “have been working hard since day one.”

“It’s a grammatic comedy,” Wright said in a media release. “It takes place in New York in 1963, and is a love story between two young people who have been married for six days and are just trying to figure out how to live together.”

Throw in an anxious mother (Robyn Brady) and an eccentric neighbour (Neil Wood) and anything can happen, including As Low As: a few tears and plenty of laughs.

The ensemble cast is rounded out by Dan White and Tony Erdelyi.

Barefoot in the Park is Theatre Kent’s entry in the annual Western Ontario Drama League Festival, and there will be a brief public adjudication following the performance on Feb. 7.

“Video on the web was exploding and I always liked short-form documentary the most. I really enjoy working in that medium so I wrote a business plan, applied for a loan and really started working on it hard,” he noted.

From that, Candlebox Productions was born in February, 2016 as a commercial video production company to do wedding videos, and he branched into commercial/ industrial video production.
