Province pushes through Bill 5

Bill 5 – the controversial legislation that allows Ontario to fast-track projects, including the York1 Dresden landfill, has passed.

But critics say the fight to repeal it has already begun.

Ontario’s First Nations peoples and a host of environmental agencies, including Environmental Defense Canada, are committed to the battle.

Grassroots groups such as Dresden Citizens Against Reckless Environmental Disposal (C.A.R.E.D.) are also on board, as is the Municipality of Cha-

tham-Kent.

Despite efforts by the opposition to stop it, Bill 5 passed on June 4 in a 77-44 vote. Neither Lambton-Kent-Middlesex MPP Steve Pinsonneault or Premier Doug Ford were present.

However, Chatham-Kent–Leamington MPP Trevor Jones and Sarnia-Lambton MPP Bob Bailey were. Both voted yes.

Dresden C.A.R.E.D. chair Stefan Premdas said the group is in it for the long haul.

“The fight will be in the courts and on the land,” Premdas said following the decision. “The nation is watching what we are

doing. This decision is constitutional overreach and guts environmental protections. The premier thinks he has rigged the game by passing a bill that overrides all laws, but we will not go down without a fight.”

Chatham-Kent is now looking at its options.

Council was expected to discuss the bill’s impact at the June 9 meeting.

In a statement released June 5, C-K officials said councillors and municipal staff “remain committed to continue working with our partners, both locally and provincially, to defend Dresden.”

North Kent Coun. Rhonda Jubenville said she too was “disheartened” to learn Bill 5 had passed.

“I am saddened that our elected MPPs didn’t stand against the portion of Bill 5 that threatened Dresden,” Jubenville said. “I am hopeful that they will still work with us to provide the best possible outcome in this unfortunate situation.”

North Kent Coun. Jamie McGrail also stated her dismay.

“I am deeply disappointed that Bill 5 has passed,” McGrail said. “This is a difficult moment, but also time to regroup” she said, noting she will “contin-

ue to engage in the fight alongside the community.”

But in Toronto, it’s a different story. Ford is on record saying he’s happy Bill 5 passed. Prior to the vote, Ford publicly stated that “only radical environmentalists” opposed it.

On the York1 side, company spokesperson Laryssa Waler said the firm is pleased to see Bill 5 pass.

“We are looking forward to moving forward with our plan to build a stateof-the-art regenerative recycling facility for construction and demolition waste in Southwestern Ontario,” Waler said in an email message.

No consultations; protests loom

A single meeting is not consultation.

That’s what Walpole Island First Nation Chief Leela Thomas has to say regarding York1’s claim the company consulted with the band about the Dresden landfill project.

“A short meeting is not consultation,” Thomas told The Voice in a recent interview.

“Consultation means we know everything that the project entails. This hasn’t happened and there’s been no attempt to reconcile our concerns.”

The chief’s comments were made public just prior to the Ontario government’s approval of Bill 5 on June 4. As part of the Unleashing the Economy to Protect Ontario Act 2025, the bill removes the environmental assessment designation for the York1 project, thereby fast tracking the controversial development located near the heart of Dresden.

According to Thomas, proper consultation with First Nations typically includes a notification from the government and the proponents of a project, in this case York1 Environmental Solutions Ltd. Normally, said Thomas, a capacity funding agreement would be discussed.

But Thomas said none of that happened.

“York1 never did that,” she said, noting WIFN had to reach out to York1 to find out what was going on.

Thomas, who was elected chief in September 2024, said a meeting was held with the previous administration on June 6, 2024, but no documents were signed and no official plan was ever presented.

There are no minutes from the meeting, she said.

“Normally with something like this, council needs to approve a resolution to accept the proposal. This never happened. York1 never offered any of this.”

Legal action by the band may be the next step. Thomas said WIFN will hire a lawyer and environmental specialists to determine the potential effects posed by the landfill.

“We have to make sure this does not impact our lives, our land and our livelihoods,” Thomas explained, noting she has never witnessed a legislative bill that specifically names a company.

WIFN Bkejwanong Territory, which in Ojibwe means “where the waters divide” is located near the mouth of the Sydenham River. Molly’s Creek, a small tributary that feeds the river, is located only steps from the York1 project. The Sydenham is a direct conduit into Lake St. Clair, part of the Great Lakes system. Millions of people on both sides of the border rely on the system for water.

When contacted by The Voice, the leader of Eelunaapeewi Lahkeewiit, the Delaware First Nation at Moraviantown near Bothwell, echoed Thomas, stating the band “has not been meaningfully consulted by York1” regarding the proposal.

In an email message, Chief Justin Logan said consultation is not about “being informed after the fact. It means being actively engaged from the beginning. That has not happened here.”

According to Logan, Bill 5 sets a dangerous precedent for all First Nations by fast-tracking projects without any input from First Nations people.

Top senior honoured

Dorothy Wright-Wallace has been named Chatham-Kent Senior of the Year 2025.

The Chatham resident, renowned for her dedication to

preserving C-K’s Black history, has been devoting her time to the effort for the past 12 years. The energetic 82-yearold served for more than a decade as president of the Chatham-Kent Black Historical Society and Black Mecca Museum.

Chatham’s Dorothy Wright-Wallace displays her Chatham-Kent Senior of the Year award. The 82-year-old was celebrated for her devotion to preserving and sharing C-K’s rich Black history.

Wright-Wallace joked that she didn’t set out to be so deeply involved.

“I was thinking I was just going to help, not to be at the helm of it,” she said of when she decided to volunteer.

But the life-long resident of Chatham’s east side said the people of the neighbourhood “have always been there for her” and she wanted to give back.

Wright-Wallace has taken on various roles with the historical society and museum, but her specialty is giving tours detailing the rich Black history of the city.

“This is my pride and my joy,” she added. “I am fortunate that I have a good memory. It just seems as I’m walking along, I have no problem with visualizing what was there and what is not there now.”

Wright-Wallace points out that she never learned much about Black history until well into adulthood. That’s another reason she stays true to the cause.

According to Wright-Wallace, the only thing she learned early on was the annual celebration of white abolitionist John Brown’s birthday in May.

Brown, who was immortalized by the folk song “John Brown’s Body,” is renowned for radical action against slavery.

“That was the sum of the Black history that I got,” Wright-Wallace said, adding she only received bits and pieces about the King settlement in North Buxton and little about Dresden’s Josiah Henson.

Wright-Wallace said she continues to be amazed by C-K’s Black history and its importance.

“You have to know whose shoulders you are standing on. For what they paid and the price they paid in order for you to make the choices that you have now in your life. The opportunities we have now weren’t always offered to us.

This is so serious.”

According to Wright-Wallace there were many Black heroes who called Chatham home.

She hopes their stories will continue to be shared.

“You can’t put a price on education,” she stressed. “Once you have the knowledge, you can’t take it away.”

Dorothy Wright-Wallace, Senior of the Year.

It sounds like a no brainer, and it is an excellent choice by the selection committee.

But we would be remiss if we didn’t mention that the other nominees make up a pretty impressive list.

That’s one of the amazing traits of Chatham-Kent: Our seniors don’t just hang around the house watching The Price is Right. They remain very involved in our community. In many cases, they deepen that involvement.

For Wright-Wallace, she spent a dozen years leading the Chatham-Kent Black Historical Society and Black Mecca Museum. Those years as president came mostly after her 70th birthday.

Educating residents and visitors on C-K’s incredible Black history is an accomplishment worth celebrating.

At 82, Wright-Wallace remains a proud resident of Chatham’s east side As previously stated, this year’s list of nominees. With the likes of Len Maynard of the Legion, arts and culture advocate James Snyder, Dr. John Mann and a host of others who have contributed in so many different ways to different causes, is impressive.

It’s sad to see such a hunk of legislation get pushed through. Conservation and the environment took a back seat. Heck, they were kicked to the curb.

Couched in supposed concerns over Trump tariffs, the wide-ranging bill removes the need for an environmental assessment on York1’s landfill project just outside Dresden, and frees up the Ring of Fire in Northern Ontario for exploitation.

Oh, sorry, Premier Doug Ford called the Ring a “special economic zone.”

Yeah, a special place for mining corporations to tear into the earth and mangle the ecosystem in the process.

And here in Chatham-Kent, York1 bosses and talking heads are ecstatic. It appears donating hundreds of thousands to a political party can pay off.

However, the fight isn’t over. Expect to see widespread protests over Bill 5 for some time to come. First Nations from around the province are outraged.

So too are the people of Dresden.

And deservedly so.

Give cyclists their space on our roads Editor: It’s cycling season once again, and once again, drivers need to be reminded to drive safely whenever they encounter cyclists, no matter where they are.

While most drivers I see when I’m out on the roads around Chatham-Kent do pass safely, giving more than the minimum one-metre clearance, there are some that either just don’t care or are just too stupid to realize the danger they’re putting us in.

I said “stupid” intentionally in the hope that it might knock some sense into these people.

Last summer. I had a dump truck driver pass within two feet of me.

One wobble or being pulled in by the side draft, well, I wouldn’t be writing this letter now, would I? I do have a video camera on my bike and was able to track down the owner of that truck and discuss the incident.

This year I personally have only been out a couple of times, but already I had one idiot pass me with another oncoming vehicle directly opposite.

In other words, for a split second, we were three abreast! That is unacceptable driving.

All the driver behind me had to do was just slow down for 10 seconds, but noooo, my life wasn’t

worth that much time to lose in his/ her rush to get nowhere.

The bottom line is cyclists are human beings, not objects in your way. Just like you, we have family and loved ones we want to get home to.

So, next time drivers encounter a cyclist, just remember one thing, What if I/we were one of your family members who just got killed by a selfish, uncaring driver?

Oh and by the way, to the idiot who passed me, I have your licence number.

Repairs underway in Tilbury

Clean-up and repair work continues in the heart of Tilbury.

Property owner representatives for 45 and 55 Queen St. N. have handed in work plans to the municipality to address structural issues identified during the demolition of 47 and 49 Queen

St. N., which are sandwiched by 45 and 55.

A large portion of the debris on 47 and 49 has been removed.

Building permits have been issued in co-ordination with structural work, which is expected to begin in the near future.

Chatham-Kent officials said the municipality

will continue its ongoing monitoring of conditions on these sites to ensure appropriate safety measures continue to be in place. For members of the public travelling through the area, the site will remain fenced and the sidewalk along Queen Street will remain open.

In 2022, Municipal Building Services received complaints of a collapsing building at 47 and 49 Queen St. N. The municipality retained a structural engineer who confirmed the presence of a partially collapsed roof and structural failures, determining that

The Ridge House Museum reopened for the 2025 season on the weekend with a fresh new look in time for the community’s 150th and its own 50th anniversary.

The exterior of the restored 1875 Victorian-style home has been repainted, and the pollinator garden

has been cleaned up in time for Ridgetown’s Sesquicentennial celebrations.

The museum had been on the Municipality of Chatham-Kent’s waiting list for an extended period for lifecycle projects.

Led by the Ridgetown & District Historical Society, the Ridge House Museum was established to collect and preserve artifacts and specimens significant to the area represented by Ridgetown and the former Howard Township.

The Discovery Den, an interactive creative space for children, will host activities tied to the museum’s 50th anniversary.

The museum will host “Escape the Ridge House: Happy Birthday Ridgetown” events on the July 19-20 and Aug. 16-17 weekends.

Other than these dates, the Ridge House Museum is open to drop-in visitors for the 2025 season on Wednesdays, Thursdays, Fridays, and Sundays from 11 a.m. to 4 p.m. and Saturdays from 10 a.m. to 6 p.m.

Visitors will be offered guided tours to see what middle-class life was like in 1875, and children can play in the Discovery Den. Visitors can walk around the grounds and enjoy the Pollinator Patch, a mix of Ontario native plants and heritage flowers developed in partnership with the Ridgetown & District Horticultural Society.

Admission is by donation.

The museum closes for the season on Aug. 31.

Newborn with measles dies in SW Ontario

Ontario’s chief medical officer of health announced recently that a newborn with measles died in southwestern Ontario.

“It is with deep sadness that I confirm that an infant, born prematurely and infected with measles, has tragically passed away in southwestern Ontario,” Dr. Kieran Moore said in a media release. “The infant contracted the virus before birth from their mother, who had not received the measles, mumps and rubella (MMR) vaccine.”

Moore said that while measles may have been a contributing factor in both the premature birth and death, the infant also faced other serious medi-

cal complications unrelated to the virus.

“Out of respect for the family’s privacy, no further personal or medical details will be shared,” he said.

Jacquie Cartwright, spokesperson for CK Public Health, said the local health unit has no other information on the matter.

“CK Public Health remains steadfast in highlighting the significance of receiving the MMR vaccine, as the vast majority of cases are among individuals who are unvaccinated or whose immunization status is unknown,” she told The Voice.

“Measles pose a serious risk to unvaccinated individuals and to infants in the early stages of life in particular,” Moore said.

“Measles is one of the

most contagious diseases and can lead to severe complications, including pneumonia, brain swelling, premature birth and in rare cases, death.”

According to CBC News, Southwestern Public Health, which covers Oxford and Elgin counties, confirmed the child was from a community in their coverage area.

Since late October of last year, Ontario has reported a total of 2,009 measles cases linked to an outbreak that began in New Brunswick. As of June 3, this includes 1,729 confirmed and 280 probable cases, with 140 hospitalizations, Moore said.

“The vast majority of cases are among individuals who are unvaccinated or whose immunization status is unknown,” he said.

‘It’s in her blood’ Alzheimer’s victim raises $2.2K to combat the disease

When Brenda Young had to be put into Meadow Park due to suffering from dementia and Alzheimer’s, she didn’t let it slow her community support mindset one bit.

In fact, that move may have kicked her into overdrive.

Brenda, 87, recently took part in the seniors’ care facility’s third annual Walk for Alzheimer’s, raising $2,200 in the process.

Her efforts, with support from her daughters Shari Lamore and Geri Young, helped Meadow Park raise more than $3,500 on walk day, June 4.

Participants conducted the walk in the facility’s main parking lot. Flanked by her daughters, Brenda, who normally uses a wheelchair to get around, circled the parking lot.

She wasn’t alone. Out of Meadow Park’s 73 residents, 61 completed the walk. Organizers accepted donations and held a barbecue.

All funds raised are going to the Alzheimer’s Society of Chatham-Kent.

Geri said her mother Brenda has always volunteered and helped fundraise for causes near and dear to her heart.

“She’s always been a fundraiser. It’s in her blood,” Geri said.

Brenda was diagnosed with dementia and Alzheimer’s, and Geri said she was a resident at Meadow Park a month later.

Shortly after that, she began fundraising for the 2024 walk. Brenda raised $700.

But she wasn’t done.

“Starting in December of last year, she made it very well known she’d be fundraising again for this year, and drove everybody crazy in January,” Geri joked.

Brenda set a goal of $800. Geri said she quickly reached that mark and then shot for $1,000.

When she passed that, she doubled the goal to $2,000.

A Tilbury woman with decades of volunteer service has been nationally recognized for her contributions to the community.

Katharine Smyth was among 64 recipients of the Governor General’s Sovereign’s Medal for Volunteers, which honours individuals who have made exceptional and sustained volunteer contributions in Canada and abroad.

Smyth, who runs Katharine’s Bed and Breakfast in Tilbury with her husband Doug, has long been a fixture in the community. The couple, married for decades, raised four children and are now grandparents

to nine.

She said she was overwhelmed with emotion upon learning she had received the honour. She encouraged others to recognize volunteers in their own communities.

“There are so many deserving people who help run our local organizations,” she said. “They deserve to be nominated too.”

Even while raising a young family, Smyth found time to give back. After a period at home with her children, she returned to the workforce as a medical laboratory technologist, beginning as a volunteer phlebotomist at St. Joseph’s Hospital before earning a full-time role.

In retirement, her commitment to service only grew. She served as treasurer of the Tilbury Chamber of Commerce and BIA for six years, joined the Chatham-Kent First Impressions Exchange program through OMAFRA, and worked on the Tilbury Revitalization Committee.

A passionate gardener, Smyth joined the local Horticultural Society – serving as a past president – and became a certified floral judge through the Ontario Horticultural Association (OHA). She eventually served as District 11 director, vice-president, and president of the OHA, and still sits on several of its committees. She was instrumental in producing the Garden Ontario Journal on Vegetables.

Smyth has also trained as a culinary judge, volunteering at numerous agricultural fairs.

Her work with Communities in Bloom began in 2008. As a judge for more than 10 years, she has helped evaluate communities across Canada and internationally based on criteria including tidiness, heritage conservation, urban forestry and floral displays. Chatham-Kent was named a national winner in 2010.

Smyth has served on boards for United Way of Chatham-Kent, St. Paul’s Congregational Church, and Chatham-Kent Tourism.

According to TAG program co-ordinator Irene MacCreadie, the volunteer-driven effort provides an opportunity for people interested in art to share with others.

“We’re looking for volunteers to help out,” MacCreadie said at recent welcoming event held at the gallery to generate interest, noting at least 10 people are needed for the multi-faceted effort.

Initially aimed at reducing isolation and loneliness for seniors, Spark Joy! 2025 will also reach children and youth. As part of a partnership with Boys & Girls Club Chatham-Kent, volunteers will be trained to offer digital drawing workshops to youngsters online.

“They (volunteers) are going to train to learn to draw with iPads,” said

MacCreadie. “It will be a big learning curve for some.”

Spark Joy! will again partner with the Alzheimer Society of Chatham-Kent to offer art workshops at day programs in both Chatham and Wallaceburg. Art therapist Krista Schneider, who also works with the Alzheimer Society,

will help facilitate the effort.

Other programs are in the works, MacCreadie said, with more information to be made available later this summer.

What to do if you’re being abused If you’re being abused, you should know: • you do not deserve to be abused • you are not to blame for the abuse • you have a right to live without fear • you have the right to a safe, healthy environment and healthy relationships • abuse often gets worse over time • you have the right to control your own life and make your own decisions • you are not alone - others have experienced abuse and many have found ways to deal with these situations You may or may not want to leave the situation or take action, but it is important to know your options and that help is available.

Tag-team effort on ship building The Chatham Voice

Hike Metal Products Ltd. in Wheatley, a leading Canadian ship builder, and ATMIS Protective Equipment Inc., an Indigenous advanced manufacturer of custom machined metal parts, fabrications and auto-

mated production systems with plants in Chatham and Windsor, are joining forces.

The two companies have signed an agreement to work together on mutually beneficial initiatives in Canada’s marine and defence sectors.

Both companies said the

deal is the only one of its kind in the country.

“This marks the first time an Indigenous manufacturer has ventured into the new vessel build market in support of the government and larger defence primes,” said ATMIS president Andy Valentine, explaining the

focus will be on small and medium-sized boats.

“We’re very excited to be working with Hike MetaI on Canadian maritime vessel builds and proud to think our high-quality work will one day be in the ships keeping our country safe.”

Valentine’s comments

were echoed by Hike Metal president Steve Ingram, who said his company’s decades-long track record of vessel construction will be complemented by ATMIS’ advanced manufacturing capabilities and defence industry experience.

“By leveraging our core

strengths, we believe we can strengthen both companies’ presence in the Canadian marine vessel market,” Ingram said.

“Combining our skill sets in advanced marine metal product manufacturing is a win, not only for our companies, but for our customers.”

Parking is nearby, with a shuttle bus that will take visitors to and from the airport.

Organizers encourage bringing your own lawn chair, but not food or drink, as those will be sold

on site.

“It is going to be exciting. I’m really hoping the crowds do come out for it,” Timmerman said.

If the event is a hit, he added they will consider running one every couple of years or so.

Timmerman said the success of the day is dependent on Mother Nature.

“The only thing that could hold us up is the weather,” he said.

Rain day for the event is June 22.

Loving mother of Patsy (Rolland) Sterling, David (Silva) Svehla and the late Janet Huffman. Cherished grandmother of Jennifer (Rosaire), Jeff (Melanie), David (Ailish), Andrew (Rachel), Scott (Beckey), Shawn (Tina), Brian (Jen), many great grandchildren and 2 great great grandchildren. Also sadly missed by her son-in-law Jerry Huffman, sister-in-law Rosemary Bartosek and many nieces and nephews. She is predeceased by all of her siblings and great great grandson Cody. The family wishes to thank the staff at the Chatham Retirement Resort and Copper Terrace for all of their compassion and care.
