“I am just not certain at this time how we can go ahead with a lot of these.

I want to make sure that we manage expectations for both ourselves and our residents and staff.”

Is the PUC on death row?

Council defers for more info: Stay of execution delayed until February

In a narrow 9-8 vote, council decided to press pause on a recommendation to dissolve the Chatham-Kent Public Utilities Commission and reinvent it as a new municipal department.

The decision came at the Dec. 15 council meeting, following a presentation by KPMG. Commissioned by council in 2024 to study the PUC’s governance, the consulting firm made the recommendation following an analysis of operations.

The study came up with three options: maintaining the status quo, creating a separate municipal service corporation, or bringing the PUC under Chatham-Kent council’s purview.

Wallaceburg Coun. Carmen McGregor, PUC board chair, said more time was needed to digest the large volume of information contained in the report. She brought forward a lengthy motion asking staff to clarify points and investigate water and wastewater governance in other municipalities.

“At the end of the day,

we are the ones who are going to be responsible,” McGregor told council, noting she’s concerned about costs and how the change would impact taxpayers.

“Before moving forward, it’s important that council fully understands the range of governance models used across the province for water and wastewater utilities, as well as the true and complete costs associated with such a change,” McGregor said.

Chatham Coun. Alysson Storey said she supported the deferral due to the significance of the

proposal, stressing she wanted to make it clear to the public the proposed changes are about governance, not cost savings.

In response, CAO Michael Duben said creating a new division will help Chatham-Kent achieve its goals, as forecasts indicate Chatham-Kent will need a $1.18-billion investment over the next 10 years due to rapid residential growth and greenhouse demand.

“We feel that if we have the most efficient model, we’ll be able to accomplish that,” Duben said, explaining there’s “overlap” in municipal depart-

“We are confident we will have more alignment with municipal priorities if we move towards this model,” he told council.

As the vote proved, some councillors disagreed with the postponement.

“I don’t think this will change our decision,” said West Kent’s Lauren Anderson.

Anderson, a member of the PUC board, said a new report will require additional resources to “come to the same decision.”

South Kent Coun. Ryan Doyle echoed Anderson.

He said council will likely come to the “same conclusion.”

Chief Financial Officer Gord Quinton emphasized that the importance of working together strategically would pay off.

“Looking far into the future, we expect to save millions and millions of taxpayer and ratepayer dollars,” Quinton said.

According to the report, dissolving the PUC would eliminate duplication of services, improve communication and allow Chatham-Kent to improve planning for future growth in water and wastewater infrastructure.

Council also learned the PUC needs to hire additional staff to the tune of

$2.2 million – regardless of what direction council takes.

Councillors heard it would take at least 12 months to dismantle the current PUC and create the new water and wastewater division.

Chatham-Kent’s executive management team and other officials – including CKPUC general manager Darren Galbraith – are on board with KPMG’s recommendation and provided input on the KPMG study.

“I see a lot of benefits of going the municipal department route because there will be more collaboration,” Galbraith said, adding that’s been his prerogative since becoming the PUC’s general manager in 2024.

The KPMG analysis is the first governance review undertaken since amalgamation in 1998.

The firm is also recommending council adopt a Skills-Based Advisory Committee for the new department to advise council. That committee would be comprised of technical, financial and sector-specific experts who would meet on a quarterly basis.

A public meeting on the matter will be held in January, followed by a special council meeting Feb. 2.

Utility company Entegrus delivered a pair of early Christmas presents recently.

The Foundation of the Children’s Treatment Centre of Chatham-Kent and the Blenheim Youth Centre were the recipients.

The treatment centre foundation received $200,000 in support of its new and expanded facility under construction on McNaughton Avenue West in Chatham.

“Our organization has proudly supported the Children’s Treatment Centre for many years,” said Jim Hogan, president and CEO of Entegrus.. “This donation reflects our continued belief in their mission, and we’re

proud to support a facility that will serve our community for generations to come.”

Virginia, your little friends are wrong. They have been affected by the skepticism of a skeptical age.

They do not believe except what they see. They think that nothing can be which is not comprehensible by their little minds. All minds, Virginia, whether they be men’s or children’s, are little. In this great universe of ours man is a mere insect, an ant, in his intellect, as compared with the boundless world about him, as measured by the intelligence capable of grasping the whole of truth and knowledge.

Yes, Virginia, there is a Santa Claus.

He exists as certainly as love and generosity and devotion exist, and you know that they abound and give to your life its highest beauty and joy. Alas, how dreary would be the world if there were no Santa Claus. It would be as dreary as if there were no Virginias. There would be no childlike faith then, no poetry, no romance to make tolerable this existence. We should have no enjoyment, except in sense and sight. The eternal light with which childhood fills the world would be extinguished.

Nobody sees Santa Claus, but that is no sign that there is no Santa Claus. The most real things in the world are those that neither children nor men can see. Did you ever see fairies dancing on the lawn?

Of course not, but that’s no proof that they are not there. Nobody can conceive or imagine all the wonders there are, unseen and unseeable, in the world.

You may tear apart the baby’s rattle and see what makes the noise inside, but there is a veil covering the unseen world which not the strongest man, nor even the united strength of all the strongest men that ever lived, could tear apart. Only faith, fancy, poetry, love, romance, can push aside that curtain and view and picture the supernal beauty and glory beyond. Is it all real? Ah, Virginia, in all this world there is nothing else real and abiding.

No Santa Claus? Thank God he lives, and he lives forever. A thousand years from now, Virginia, nay, 10 times 10,000 years from now, he will continue to make glad the heart of childhood.

Poor traffic planning bogs traffic on Queen Editor: So there I sat again. Me and the others.

Stuck on Queen Street heading north, waiting for the light at Park Avenue.

I think to myself, “I should have brought my birdhouse. I could have painted it by now.”

At long last the southbound traffic on Queen started moving again. But not us. We had to sit some more.

Some revved their engines. One even hit the horn.

An this is a daily occurrence for the last year or so. I don’t know why. It used to be better. Do the people who set up the traffic light times do any study? Do they even live in Chatham?

And by the time we finally get to go, everyone’s so fed up that it’s like the start of the Daytona 500.

So, whoever is in charge, please, please fix this ridiculous situation.

Here we go again Editor: I read another article on Coun. Rhonda Jubenville having her pay docked again. It was in the Dec. 11 Chatham Voice.

It looks like the municipality is ready to take her money, but seems she has not been paid the $20,000 the courts awarded her last time, as of yet.

To me, it seems the most she is guilty of is speaking up and saying what

she feels to be right.

It really all started in 2023 with the flags flown on municipal buildings.

She was right then and it should be so today. Not all kinds of flags should go up that pole.

Imagine to date, this has cost the municipality $188,622. If and when Rhonda Jubenville gets her money, it will be over

She has not yet confirmed if she will appeal the latest decision. If she was right the first time, she should be right.

The bands will be there to feed the ears, while patrons will help feed the hungry and support mental health at the annual Holiday Jam for Hunger.

This year, the event takes place Dec. 27 at Sons of Kent in Chatham.

Outreach for Hunger and Hope House – Mental Health Network of Chatham-Kent will benefit from the proceeds of the event.

This musical tradition started in 2004 and has continued every year since (online in 2020 and 2021 due to the pandemic).

For the past 14 years, local musician Alysson Storey has championed the cause.

While different community organizations have benefited from each concert, several years ago addressing food insecurity became the focus, as the need continues to grow every year.

“All of the participating musicians have strong connections to Chatham-Kent and generously share their talents

to benefit Chatham-Kent organizations,” Storey said in a media release.

Opening the evening will be Cole Pereira, a young solo guitarist and vocalist who is in high demand around the community.

The Dave Trinca Xperience (DTX) will be next up.

It took more than two years, but the Wheatley water treatment plant is back online.

Repairs had been underway since a fire damaged the facility in September of 2023.

Throughout the repair process, many components of the plant have been replaced with the newest available technology to ensure longevity and reliable production for years to come, officials said.

“This achievement reflects the dedication and hard work of our staff, contractors, and partners who worked tirelessly to restore the facility and ensure uninterrupted service to the community,” said Karen

Burgess, director of operations with the Public Utilities Commission, in a media release.

“I would like to thank the PUC staff for their diligence and commitment to Wheatley,” said West Kent Coun.

C-K council opposes conservation merger

Chatham-Kent has officially joined the chorus of voices opposed to sweeping changes on the way for Ontario’s conservation authorities.

Under Bill 68 – an omnibus bill passed by the province in November – Ontario’s 36 conservation authorities will be downsized into seven mega- conservation authorities. Under the legislation, the Lower Thames Valley Conservation Authority will become part of the Lake Erie Regional Conservation Authority – covering Southwestern Ontario from Hamilton to Windsor and Sarnia.

The St. Clair Conservation Authority, covering the Sydenham River in north C-K, will also become part of the Lake Erie authority.

All told, the new authority will blend eight conservation authorities and 81 municipalities in an area with a population of more than two-million people.

At the Dec. 15 meeting, council voted to push back against the government’s plan following a presen-

tation from LTVCA chief administrative officer Mark Peacock.

According to Peacock, the merger will remove local oversight, noting municipalities who fund the conservation authorities may have less say in matters affecting watersheds within their area.

“This is probably the most important thing to happen to conservation authorities in our 80 years of history,” Peacock told council, saying Bill 68 will create “massive organizations” as opposed to smaller authorities with local governance.

However, member municipalities will still be required to come up with much of the funding.

Another issue, said Peacock, is the fact that local people donate land to their local authorities – often in memory of a loved one.

According to a government website, the province plans to create the overarching Ontario Provincial Conservation Agency, saying it will centralize operations, streamline permitting and enhance front-line operations.

Public comments on the proposed changes on the Environmental Registry of Ontario closed Dec. 22.

Demand shows need for a new hotel: C-K officials

Might there be a new hotel on Richmond Street in Chatham?

Municipal officials are going to find out if that’s a possibility.

At its Dec. 15 meeting, Chatham-Kent council approved a request from C-K economic development services to put out a call for “expressions of interest” to see if a company would like to build a new hotel on the site of the John D. Bradley Centre’s parking lot.

According to a report from Economic Development, the process will determine if a “mid-scale to upper mid-scale branded, limited-service hotel” could be constructed.

According to Bruce McAllister, C-K’s general manager of community development, an independent accommoda-

tions assessment carried out earlier this year confirmed there’s a lack of licensed accommodations in Chatham-Kent.

McAllister said the study identified a demand in the municipality for a 100-to120-unit hotel in Chatham-Kent, noting the site adjacent to the Bradley Centre is a logical choice.

In response to a query from Chatham Coun. Alysson Storey, McAllister stressed the municipality is not looking to go into the hotel business, noting the expressions of interest are not binding.

“We’re just going out to see if there’s an interest,” McAllister said, adding the Richmond Street site would be ideal for people attending events at the Bradley Centre and for people visiting Cascades Casino.

McAllister said if interest is found, the matter will come back before council for further direction.

Wright asked administration to consult with Entegrus and the C-K police on ways to address the improper vehicle use and prevent damage along the trail at a recent council meeting.

One week prior, a representative of a citizens’ group in the Muirkirk area brought the ongoing problems to the attention of The Ridgetown Independent News, which ran a story in its Nov. 12 edition.

At that time, residents were concerned that the trail had become “quite dangerous,” with ATVs running up and down the path and riders at times verbally harassing people who were legally walking, running, or cycling.

In recent weeks, ATVs and snowmobiles using the trail illegally have caused deep ruts and

damage to the trail, posing a safety risk to walkers and cyclists.

Residents’ concerns about the ongoing issues on the trail, as well as unauthorized motorized vehicles, dumping and trespassing on private Entegrus property – the western portion of the former railroad from Communication Road to the Essex County border, which is not part of the Chatham-Kent Trail system – prompted the police and partners to take action.

“The initiative aims to address ongoing concerns reported along the trail and surrounding the Entegrus corridor, while educating residents about permitted activities and how to report issues,” police said in a media release. “Concerns such as these have highlighted the need to reinforce re-

sponsible trail use.

“As community partners, we are committed to preserving the safety, accessibility and enjoyment of the CASO Trail for everyone,” the police stated.

The campaign aims to help residents understand what is and isn’t permitted, and how to report concerns directly to the Chatham-Kent police.

Motorized vehicles (such as ATVs or snowmobiles) and dumping are not permitted on the trail.

“These activities can damage the gravel surface, cause erosion and create safety hazards for others,” stated the police.

Police added the Entegrus corridor from Communication Road to the Essex border is private property, and trespassers are not allowed.

People are urged to check signage and maps before visiting to confirm

Street Sales net $31K for Goodfellows The Chatham Voice

Volunteers hit the streets of Chatham and area recently for the Chatham Goodfellows, helping to bring in nearly $31,000 in donations for the “No Child Without a Christmas effort.

It was the 71st annual effort, and this year’s numbers fell just $200 short of last year’s campaign tally.

According to a media release from the organization, the Chatham Goodfellows board of directors is

very appreciative of the continued support and generosity of the volunteers, Chatham-Kent residents, media and businesses “Thank you. We can’t do this without you all. Thank you all from the bottom of our hearts,” the board said.

Last year, the Goodfellows spent well over $230,000 to purchase items needed to fill toy and food hampers that were distributed to families in and around Chatham.

New rules on CO detectors The Chatham Voice

Stricter rules regarding carbon monoxide monitoring are coming to Ontario in the new year.

Beginning Jan. 1, as part of an updated Ontario Fire Code, carbon monoxide alarms will be required in more locations within houses, apartment buildings, condominiums and rent units.

Officials say the action will help prevent injuries and fatalities from what is known as a “silent killer.”

Chatham-Kent Fire & Rescue Chief Chris Case said it’s called that for a reason.

Carbon monoxide is produced when fuels such as natural gas, propane or wood do not burn completely in appliances such as furnaces, stoves, water heaters and fireplaces.

According to provincial statistics, more than 65 per cent of carbon monoxide injuries and deaths occur in homes.

In houses, monitors must be installed if the

residence has a fuel-burning appliance, fireplace, attached garage, or is heated by air from a fuel-burning appliance outside the residence.

In apartments and condos, monitors are required if the unit has a fuel burning appliance or fireplace or if the building has a service room or garage and the unit is above, below, or beside these areas. Units heated by air from a fuel-burning appliance outside the unit also require alarms.

The monitors must be placed adjacent to each sleeping area and on every storey in the unit.

Public corridors heated by air from a fuel-burning appliance must also have alarms.

Residents are advised to check their dwelling for any of the requirements and install monitors as needed prior to Jan. 1.

Monitors in place should also be tested.
