ESDCTA STATEMENT OF PURPOSE
Eastern States Dressage and Combined Training Association (ESDCTA) was founded in June 1969 and incorporated in 1970 as a non-profit educational organization under the laws of the State of New Jersey.
ESDCTA, with membership open to all interested in dressage and combined training, has the following stated purpose:
ESDCTA's mission is to advance the development of the art and sport of dressage and eventing through educational and competitive opportunities, promote the welfare of the horse, and recognize the achievement of its members.
Its further purposes are to foster and stimulate interest in dressage and eventing in general, to educate, conduct clinics and hold dressage shows and combined training events.
ESDCTA is a founding member of the United States Dressage Federation and is a Group Member Organization (GMO).
ESDCTA is also an affiliate organization of the United States Eventing Association.
1. Riders under age 18 must wear protective headgear, as defined by DR120.5 and in compliance with GR801, at all times, while mounted, on the competition grounds. This includes non-competing riders as well as those competing at any level.
2. While on horses competing in national level tests (Fourth Level and below), riders must wear protective headgear as defined by DR120.5 and in compliance with GR801, at all times, while mounted, on the competition grounds. This includes non-competing riders on horses competing in national level tests.
3. While on horses competing in USEF or FEI Young Horse Tests and FEI Junior Tests, riders must wear protective headgear as defined by DR120.5 and in compliance with GR801, at all times, while mounted, on the competition grounds.
4. All riders competing in Para-Equestrian tests must wear protective headgear, at all times, while mounted, on the competition grounds. Riders who compete in PE tests must wear protective headgear on every horse they ride, no matter the level or test.
5. All riders of any age while on non-competing horses must wear protective headgear, at all times, while mounted, on the competition grounds.
6. All riders under age 18 and all riders while on horses competing in national level tests who choose to wear Armed Services or police uniform, must wear protective headgear as defined in DR120.5 and in compliance with GR801, at all times, while mounted, on the competition grounds.
7. Riders age 18 and over who wear Armed Services or police uniform on horses that are competing *only* in FEI levels and tests at the Prix St. Georges level and above must wear either protective headgear or the appropriate military or police cap or hat for their branch of service.
8. When a horse is competing in both national and FEI levels or tests (e.g., Fourth Level and PSG), the rider must wear protective headgear at all times when mounted on that horse on the competition grounds and during all tests.
9. While on horses that are competing *only* in FEI levels and tests at the Prix St. Georges level and above (including FEI Young Rider Tests, the USEF Developing Prix St. Georges Test and the USEF Brentina Cup Test), riders *age 18 and over* are not required to wear protective headgear in warm up or during competition. However, these riders may wear protective headgear without penalty from the judge.

11. All riders while on horses competing in national level classes such as Equitation, Materiale and DSHB Under Saddle are required to wear protective headgear, at all times, when mounted, on the competition grounds.
12. All riders at USEA events and schooling Horse Trials listed in this Omnibus must wear a properly fitted ASTM/SEI approved helmet, with the chin harness fastened, whenever mounted, on the competition grounds.
USDF STATEMENT ON ANIMAL WELFARE
The United States Dressage Federation, Inc. (USDF), a federation of over 125 independent organizations throughout the United States with a membership in excess of 33,000 members, supports the concept of ethical treatment of animals.
Dressage is a classical method of training horses, based upon the horse's natural responses, as carried out in a gradual, planned program during which the horse's athletic abilities are improved in a systematic manner. As a result, the horse becomes capable, comfortable, and responsive in partnership with the rider without the use of force. Dressage competition at various levels of achievement is the ultimate test of the training program to determine whether the desired harmony between horse and rider has been achieved.
The rules pertaining to dressage competition prohibit the use of artificial appliances, training aids, and drugs which would force the horse to submit. Instead, the emphasis is upon training and a cooperative partnership with the rider. Major competitions are carefully monitored to assure that there is no unnecessary force or harshness displayed.
Unlike other horse sports in which horses enter training at a relatively immature state, dressage training is usually not seriously begun until the horse is three or four. The top levels of achievement require five or more years of progressive training and it is not unusual to see horses in international competition in their late teens. This, in itself, places a premium on good care and soundness throughout the horse's life.
While supporting the concept of animal welfare in its broadest form, the United States Dressage Federation, Inc., also recognizes that it is unrealistic to ascribe human emotions and responses to the horse, which in its wild state is a creature of flight, living a hard and precarious existence. Under domestication, the horse is assured of ample food, water, and shelter, as well as protection against infectious diseases and damaging parasites, thus leading a longer and healthier life with a high rate of survival.
As an educational organization, USDF has numerous programs, which teach people how to pursue the accepted, humane training methods. A program of certifying instructors also emphasizes protecting the horse's welfare in pursuit of dressage training.

Divisions
The Divisions are the heart of the Youth Dressage Festival. Each Division consists of three Sections: Written Test (Friday la te afternoon) and Dressage/Equitation Class (Saturday). Each Section is worth 100 points for a total of 300 points. Total point s from the three sections determine placings. Ties are broken by using the Equitation score, then Dressage Test score and, if needed, th e Written. Rider must complete all 3 Sections to be eligible for Division Awards. For example, for Division #11, the rider will have a written test in their age group, ride in a group equitation class with other riders of their Division, and ride the First Level Test 2 dressa ge test. A rider entering one of the FEI Divisions rides the Team dressage test of that level. Classes and Divisions may be split or combined at management’s discretion.
