RCMP REPORT

Submitted by Sgt Barry Kennedy NCO i/c Chase Detachment On August 5, 2023, during the recent Adam’s Lake wildfire emergency, Chase RCMP were conducting boat patrols on Adam’s Lake to ensure compliance with the Evacuation Order that had been issued for the Lower Adam’s Lake area and to provide security for the neighbourhood that had been evacuated. Police spotted a suspicious boat, near the ferry route and intercepted the boat.

Police located 2 persons on the boat, one of them was Paul Vincent BINDER. BINDER had been released from custody on $10,000 bail and on conditions not to be in the Lower Adam’s Lake area, not to be away from his residence without written permission from his Bail Supervisor and not to be away from his residence without being in the presence of his Surety provider. All of these conditions were in relation to the 2020 murder of Scotch Creek resident John VANCE., in which BINDER is charged with VANCE’s murder. BINDER was not compliant with any of these conditions.

BINDER was subsequently arrested and remains in custody. BINDER’s next court date is October 2, 2023.

Recovered Stolen Vehicle: On August 21, 2023, Chase RCMP were advised that a person was following a stolen pick up truck that belonged to his friend.

The witness eventually located the vehicle in a ditch on the Chase Falkland Rd. Police recovered the vehicle and were subsequently able to identify the occupants of the vehicle.

Charges for Possession of Property Obtained by Crime Over $5000 have been recommended against a local Chase resident.

Recovered Stolen Motorcycle: On August 21, 2023, the Chase RCMP were called to the check stop on the Adam’s lake Indian Band, where a motorcycle had failed to stop for the check stop. Lake Security followed the motorcycle and the motorcycle eventually stopped. Police were able to identify the driver and when the motorcycle was checked, it was found to be stolen from Vernon.

Charges for Possession of Property Obtained by Crime are being sought against a 42 yr old Chase resident. First court appearance is scheduled for October 26, 2023.

Impaired Driver: On August 21, 2023, Chase RCMP were conducting patrols inside the evacuated area of Sorrento, when they noticed a vehicle driving in the area that did not appear to be an emergency vehicle. The vehicle was subsequently stopped and the driver claimed to be helping to fight the fires, in an unofficial capacity. Police noted that the driver appeared to be intoxicated and conducted sobriety tests on the self proclaimed firefighter. The 21 yr old driver from Lee Creek, failed the sobriety test and was issued a 90 day driving prohibition and his vehicle impounded for 30 days. He was also removed from the evacuation area.

Vehicle Arson: On August 22, 2023, Chase RCMP were called to 130 Aylmer Rd in Chase for a vehicle fire that was suspicious. The vehicle had been previously recovered as a stolen vehicle the day before on the Chase Falkland Rd and was parked in the local tow company’s storage compound.

The Chase Fire Dept was able to quickly extinguish the flames as the recent dry conditions made this fire particularly dangerous and could have quickly spread within the village of Chase. A suspect has been identified and the investigation is on going.

The Regular Meeting of Council was held on September 26, 2023 at the Village office and via Zoom. 22 people attended in-person, 3 via Zoom.

Comments from the public included: • Various people spoke in support of an Every Child Matters Crosswalk • One person spoke against the crosswalk because she stated land is being taken from us and given to Indigenous people • Several people spoke against the increase to water and sewer rates citing pressure on seniors on a fixed income Kukpi7 (Chief) Irvin Wai of Neskonlith Indian Band spoke to Council stating that an Every Child Matters crosswalk is a small task that will have big positive implications for the relationship between

the three local Indigenous communities and the Village of Chase. He stated that racism for Indigenous people is real and fighting racism is better done if all the communities work together. We have been building our relationship for some time now and it needs to continue to build.

Councillor Shelley Witzky of Adams Lake Indian Band spoke about projects that have been done collaboratively between the Adams Lake Indian Band and the Village of Chase including the Secwepemc Landmark project (Memorial Park) and the Chase Falls Trail and Landmark project. She noted the importance of us continuing our relationship building amongst the four communities.

Nakia Hill provided a summary of the 2023 Village Summer Recreation Program noting that on average there were 25 kids each day with 42 on the last day. Some days she had to turn children away due to limited number of play leaders. She urged Council to consider providing additional funding in 2024 for the program to be able to take more children and provide activities and learning opportunities similar to 2023. The Chase Lions were thanked for their generous support of $15,000 towards the 2023 program.

Every Child Matters Crosswalk A resolution was passed by Council to proceed with the installation of an Every Child Matters crosswalk with costs being share between the Village of Chase, Adams Lake Indian Band, Neskonlith Indian Band and Swlāx te SecwepemcúÍecw.

Fees and Charges Bylaw No. 930-2023 – Water and Sewer Rate Increases The bylaw was rescinded at third reading and the corrected bylaw was given third reading.

Development Permit #2023-5, 1225 Montgomery Place Development Permit #2023-5 which requires a geotechnical assessment be done of the property was approved.

Council Highlights

4-Year Permissive Tax Exemption Bylaw No. 9322023 Council gave first three readings to Bylaw No. 9322023 to exempt portions of local churches (parking lots and outbuildings) from municipal taxation.

Council heard from several members during the opportunity for public to speak on municipal matters: •

Fire Smart funding is available and Dan Stevens offered to assist the Village in applying for funding Council should take into consideration comments from the public regarding the water rate increases and not increase the rates so much all at once Council should consider enacting a bylaw that would require property owners to pick up fallen fruit from their yards to prevent bears being trapped and killed

There should be a better way for the parks to be watered to reduce water consumption

Thanks was given to the approval to proceed with an Every Child Matters crosswalk

Council was reminded of how much the 3 local Indigenous communities contribute to the economy of Chase and that the 3 local Indigenous communities want to continue fostering good relationships with the Village of Chase

The Adams Lake Indian Band plans to do some traditional controlled burns above their community in the Spring to reduce wildfire risk Complaint about inappropriate language spoken during the Council meeting which should not be allowed

RCMP REPORT

Theft of ATV and Tools: On August 22, 2023, Chase RCMP were notified of a theft of a Polaris ATV from the area of Squilax Angelmont Rd and Saratoga Rd. The ATV was equipped with firefighting

equipment and had been strategically placed in the area. A burnt out ATV was later recovered flipped over near the single lane bridge on Squilax Angelmont Rd but it was unclear if this was the same one or not.

Boat Accident: On August 22, 2023, Chase RCMP were advised of a boat collision that had occurred on Shuswap Lake at approximately 10:00 PM. Witnesses stated that a boat was travelling west bound near Angelmont, without any navigation lights and the boat struck another vessel that was moored on the water.

Witnesses shone lights at the suspect boat which then took off towards Magna Bay. Several police officers were in the area but could not locate the vessel.

Officers from the West Coast Marine Section were in the area and were able to locate the boat that was moored and the owner notified.

The suspect boat was described as having 4-6 people on board, with loud music and having a polished aluminum wakeboard over top of the vessel. This vessel would have sustained damage to the port side.

Anyone who may have seen a boat with this type of damage is asked to contact the Chase RCMP. Recovered Stolen Vehicle and Drive While Prohibited: On August 23, 2023 Chase RCMP responded

to a report of a stolen Ford F 350 that was just left abandoned on Anker Rd in Pritchard.

A witness was able to identify the male, who was the driver of the stolen vehicle. Police subsequently located and arrested a male nearby. The male, Daniel BLACKBURN from Sorrento, was a prohibited driver. On the way back to the police station, BLACKBURN repeatedly kicked at the rear door of the police vehicle, causing the door to bend and no longer operate properly. BLACKBURN was charged with Possession of Property Obtained

by Crime, Prohibited Driving, Mischief and Breach of Bail Conditions.

BLACKBURN was held for a Bail Hearing and has been remanded in custody with his next court date on September 28, 2023.

Recovered Stolen Fire Fighting Equipment: On August 24, 2023, Chase RCMP were investigating tips received regarding a property in 5800 blk of Squilax Angelmont Rd and the association of this property to a rash of stolen fire fighting equipment.

Police spoke with the tenants on the property who allowed police access the property. Police located a large water bladder and a water pump, both marked with BC Wildfire identifiers. These items were seized and returned to BC Wildfire. Several people were seen staying on the property and bringing various items to the property.

All subsequently vacated the property after police arrived. Linking who had brought which items to the property, was not possible as all involved pointed the finger at the others and there is a clear case of mass amnesia associated to the property.

Theft of Vehicle: On August 31, 2023 Chase RCMP were notified that a Dodge Journey had been stolen some time over night from Larch St in Chase.

The suspects had used the owner’s credit card, that had been left in the vehicle. Police were able to follow up with these transactions and were able to identify 2 suspects associated with the theft of the vehicle. Charges are now pending against one male and one female, both from Kamloops.
