Council Highlights for the May 9, 2023 submitted by Village of Chase

The Regular Meeting of Council was held on May 9, 2023 at the Village office and via Zoom. 19 people attended in-person and 7 people attended virtually.

Council heard from various gallery members regarding the Visitor Information Services, the demand notice for 229B Brooke Drive and the 2022 audited financial statements.

2023-2027 Financial Plan Bylaw No. 9272023. Council adopted the 2023 to 2027 Financial Plan Bylaw No. 927-2023, which sets out proposed expenditures, funding sources and transfers between funds.

There was a public hearing for Zoning Amendment Bylaw No. 926-2023 - Aylmer Road Storage – 230/234/238 Aylmer Road.

The proponent is seeking an amendment to the Zoning Bylaw to allow them to continue using shipping containers on the property as storage units, to expand their storage business. An amendment would be contrary to the Official Community Plan, and Council passed a resolution abandoning Zoning Amendment Bylaw No. 926-2023.

2022 Financial Statements. Council heard from Brent Ashby, Partner, KPMG regarding the 2022 financial statements. Mr. Ashby reviewed the Statement of Financial Position as at December 31, 2022 and also explained the Statement of Operations.

Willson Park Forest Garden. Ashton Sweetnam and Kristen From of the Chase and Area Young Learners Society outlined a proposal for planting a food forest garden in Willson Park, including edible plants, food for pollinators, habitat for birds and insects, nature play spaces and educational signage.

Council indicated their wish for this matter to be returned for formal consideration at an upcoming meeting.

Council members reported on their Council-related activities since the last regular meeting.

2022 Financial Statements. Council passed a resolution approving the 2022 audited financial statements, which are available NEW LISTING

2023 Tax Rates Bylaw No. 928-2023.

Council adopted the 2023 Tax Rates Bylaw No. 928-2023, which sets the tax rates required to generate revenue proposed to be raised for the year.

Secwépemc Landmark Project – Request for Letter of Support. Council heard from Libby Chisholm of the Territorial Resource Stewardship Department, Skwláx te Secwepemcúfecw about Phase 2 of the Secwépemc Landmark Project, which includes the upgrading of the Chase Creek Falls trail to address erosion issues and enhance accessibility. Council passed a resolution to provide a letter of support for the Skwláx Cultural Heritage Protection Department’s application to the First Peoples Cultural Council Heritage Infrastructure Program for Phase 2 of the Secwépemc Landmark Project.

Development Permit – 360 Shepherd Road.

Council approved a development permit for a multi-family development at 360 Shepherd Road, subject to the receipt of a landscaping security bond as per Section 21.1.1 of the OCP bylaw, which will include 7 short-term studio suites, 6 single family town house units and 3 offices. A variance was approved to reduce the parking requirement from 17 parking spaces to 16 for the development, which includes the installation of a dual EV charger for two stalls.

Council Meeting

Development Variance Permit – 303 Pine Street. Council accepted the application for 303 Pine Street and directed Administration to draft a Development Variance Permit and initiate the referral process. The applicant is seeking to vary the fence height along the side parcel line higher than what is permitted in the Zoning Bylaw for the purpose of containing dogs.

Demand Notice – 229B Brooke Drive.

Council approved the issuing of a Notice to the owner or occupier giving them twentyone (21) days to bring the property at 229B Brooke Drive into compliance with the Property Maintenance Bylaw 731-2010.

Sec. 57 Notice on Title – 229B Brooke Drive. Council passed a resolution declaring the property at 229B Brooke Drive as contravening the BC Building Code, the Village of Chase Building Bylaw 803-2014, and the Village’s Zoning Bylaw 683-2006, and registering a Notice on Title on the property’s title pursuant to section 57 of the Community Charter (SBC 2003).

Fee for Services Agreement – Visitor Information Services. Council ratified the Fee for Service Agreement between the Village of Chase and the Chase and

District Chamber of Commerce for Visitor Information Services for the balance of 2023.

Union of BC Municipalities Membership Renewal - Council received for information a letter from UBCM regarding membership renewal.

Fortis BC – Nominate a Charity. Council passed a resolution to nominate the Chase and District Health Services Foundation once a specific project is identified.

Council heard from members of the gallery regarding the Fee for Services for the Visitor Information Centre.

With no further business, the Council meeting concluded at 6:13 p.m.

A PASTORAL PERSPECTIVE : A season of hospitality

by Tyler Harper As I settle in to my favourite place to reflect and write this column as a village and region we sit on the cusp of our season of hospitality.

Chase is a great place to visit any time of the year, the Shuswap is stunning twelve months of the year, but it is our summers that put us on the map, it is summer that allows us to play host to so many, from so many places.

Looking out my front window, up to the highway, I know that in a few days that road will suddenly swell with weekend traffic and everything in our village will get instantly busier.

This is our chance to be host, to offer hospitality to thousands of people from near and far.

But hospitality is hard, hospitality is costly.

Hosting people means sacrifices. Hosting means that we might have to give up for others. The French philosopher Jacques Derrida reminds us that hospitality is an attitude of utter openness and a readiness to give. And so, as we welcome others, as we live out hospitality it might cost us, it might mean being willing to give up our usual table at the coffee shop, or our quiet roads and

highways, or it might mean we give up our time to welcome people, to greet them and extend friendship, knowing that we might not receive anything in return.

Hospitality might mean helping with directions or it might mean opening our homes. But ultimately hospitality is opening ourselves to another and may be best symbolised by the outstretched arms of a hug.

Extending hospitality is a risk, it is stepping out without knowing if you’ll get anything in return.

But receiving hospitality also has a cost.

Receiving hospitality isn’t free. When someone receives hospitality, it costs them the acknowledgement that they are in need.

Receiving hospitality means owning up that we don’t have everything we need, or we don’t have it all together.

Sometimes we will encounter people who refuse our hospitality— whether it is the way they drive on the highway or the way they treat our homes— these attitudes of entitlement are rooted in an inability or unwillingness to accept hospitality, to own

up to the fact that they don’t have all that they need.

But a rejection of hospitality doesn’t mean we should withhold hospitality.

Inability to perceive a need does not mean that need doesn’t exist.

As a Christian, hospitality is ultimately grounded in Jesus who engaged humanity in our deepest need. His arms out stretched on the cross, embracing humanity in our need for reconciliation, ready to give true life—life not as we know it, but life as we were created for— to all those who come to Him. So whether you are hosting and providing hospitality this season or you are visiting our wonderful region, remember there is a cost to hospitality. Hospitality isn’t free for anyone. But extending and receiving hospitality makes our world a little more human, life a little more worth living.

So make the most of this season of hospitality.

Highway through traffic

The traffic speed zone is currently in place at 60 km/hr through the site. Final Paving in progress. One lane in each direction maintained until project completion.

Barrier placement and final line painting anticipated near end of May.

Shuswap Ave West Intersection Highway through traffic Village Roads Coburn Street Access Chase Creek Bridge

Short duration closures required of up to 3 hours to facilitate final paving through intersection.

Blasting continues between 1300h – 1500h Expect closures of up to 20 mins in both directions along Hwy 1.

Utility installations will continue through May with significant disruptions on Mason & Shepherd and Shepherd & Cottonwood.

Coburn Street access closed. Notice to be provided when reopening will occur.

Chase Creek Bridge deck rehabilitation is ongoing and will continue through to early June.
