Send letters to info@chasesunflower.ca Letter to the Editor, I am writing in regards to the last Village of Chase meetings held: February 21/23 “THAT Administration be directed to bring forward bylaw modifications with water and sewer rate changes, to be effective July 1, 2023.” – carried The following rates & minimum water usage changes are recommended: - Implement a 60m3 minimum water consumption per billing (1/4ly) - Increase consumption rates to $0.98/m3 - Increase the water flat rates by 20% - SF $280 - Between 2024 and 2027 – rates are projected to increase 10% Users like billing consistency, 90% of the users use less than 60m3 & will not incur additional charges.

Many of our meters (150 of them) in Chase have failed and have to be replaced at tax-payers cost. These meters after 13 years (10-year warranty) are no longer available. Should we go back to the flat rate system for water which was working before. These communities, are using the flat rate system, 100 Mile House, Ashcroft, Clearwater, Clinton, Kimberly, Montrose, Princeton, and Revelstoke.

If nothing changes with minimum billing – the wastewater system can sustain itself on the accumulated surplus (Other assumptions include a 10% increase in rates from 2024 to 2027).

Taxpayers need to attend meetings and/or write letters to voice their option on these issues.

March 07/23 The Chief Financial Officer will present a status report on the remaining funds the Village received from the Ministry of Municipal Affairs & Housing’s $879,000 COVID-19 Safe Restart Grant.

Recommendation: “THAT the remaining Covid-19 Safe Restart Fund balance be allocated to information technology upgrades for the municipal office, and the fire hall.”

What would you recommend as another alternative?

Also, the Chief Financial Officer will present the proposed operational and capital budget for the various Village departments (check on the website for information).

To say the Chase & District Fish & Game Club, founded in 1913 by six members, has evolved is an understatement.

Over a century of the membership’s dedicated volunteerism, along with diligent development, has resulted in an organization of expanded mandates.

In addition to the camaraderie, mutual hunting and fishing interests, and target sports, club members commit to numerous ecological goals, along with the safe, licensed use of firearms and bows within set legal limits. These objectives are: • conservation and management of wildlife and its habitat • raising awareness of the dangers of air, land, and water pollution • acquisition and maintenance of public access to provincial forests, lakes, and recreational areas, including Crown lands • pursuit of better hunting and fishing for all sportspersons • promotion of positive relationships with landowners • respect for marine life • support of outdoor ethics, and • conservation education

reported by former club president and current Director Brian Lauzon, is that in the 1940’s, a train transporting such sheep was blocked by a landslide on the rail line for a considerable time. Eventually food for the animals ran out and they had to be released—ultimately adapting to the topography and ecosystem, and becoming distributed along the Rocky Mountains and Rocky Mountain Trench from the international border north to Golden and in scattered bands from Mount Robson to the Sukunka River.

An upcoming special club event is a 3D Archery Shoot to be held May 13 and 14, which will include a concession for breakfast or lunch, as well as a potluck dinner on Saturday evening to be enjoyed by a campfire.

Chase Fish & Game members regularly place salt blocks near water in areas the big horn sheep traverse in order to help keep them away from highways and traffic.

In addition to a rifle range, a pistol shed/ shooting range, and an archery range, the club’s rural location on Turtle Valley Road, not far from Chase, includes a dry camping area, horse shoe pits, a skeet field, and a single trap site.

The club has assisted with area mule deer and big horn sheep counts, the local salmon run and also convinced the provincial government to install highway signs cautioning about wildlife, such signage being important to their survival.

The Fish & Game group is no longer an “old boys club.” Lauzon advises that many women are members and it’s a family-oriented organization. Even if individuals do not own a pistol or rifle, they can access safety instructions. Many of the gals, as well as the fellows, are involved with archery, and with trap and skeet clay target shooting.

In addition, Chase Fish & Game will be hosting the Provincial Championships of the Traditional Bowhunters of BC, May 19th to 21st at their Turtle Valley Road site.

Except during July and August, club members meet the third Monday of each month at 7:00 pm in Chase. Trap and skeet target practices are held monthly on the second Sunday, with pistol practice on third Saturdays.

When any of its 225 members get together, the social aspects of the Chase & District Fish & Game Club, along with the information exchange, are as pleasurable as the “one that got away” fish stories told.

Salmon Arm “Shuswap Coffee House” Happenings

Wildwood Productions and the Gleneden Association are pleased to again present the popular Coffee House evenings—entertainment events that ran for ten years during the 1970’s and 80’s—to be held at Gleneden Hall located at 5151 49th Street NW, just west of Salmon Arm, running off TransCanada Highway opposite Pierre’s Point Road.

So, what is a “Coffee House?” The Oxford Canadian Dictionary defines it as a place serving coffee and refreshments, as well as (more significantly) live performances presented cabaret style. And that’s what will be re-staged at the Hall every third Saturday from January 21st to May 2023— next Coffee House March 18th.

Shows will be Open Mic format, with talented local singers and instrumentalists stepping up to

the microphone and delivering music sure to lighten the mood and set toes to tapping. As an added attraction, poets and raconteurs are invited to weave their stories with readings that take audiences to imagined places through word pictures.

In the interest of health safety, COVID protocols will be optional. Shuswap Coffee House doors will open at 6:30 pm for performer registrations and audience attendees, with the programme starting at 7:00 pm. Chase, CSRD to benefit from $1 billion provincial grant fund Village receiving $1,547,000 and the CSRD will get $3.8 million Release

Local governments are receiving a $1-billion boost through one-time funding to address the needs of their growing communities.

Grants will be distributed to municipalities and regional districts using a funding formula that reflects population size and growth.

“Our communities are growing and this puts more pressure on community centres, parks and swimming pools that families rely on. To help, we’re providing the single largest provincial investment in communities in B.C.’s history,” said Premier David Eby. “The new Growing Communities Fund will help local communities get building.

On Feb. 10, 2023, government announced the Growing Communities Fund, which provides a one-time total of $1 billion in grants to all 188 B.C. municipalities and regional districts.

Grants will be distributed using a formula that incorporates an initial $500,000 per municipality or district, and further adjustments for population size and percapita population growth between 2016 and 2021, based on BC Stats data. This method considers the impacts of service and amenity demands on smaller and rural communities and the additional pressures experienced by faster-growing communities. Grants will be distributed to local governments by the end of March 2023.

“I know that our local governments are working hard to keep up with the growing

demands of their communities. Through cross-government co-operation, we can address the unique needs in each community to ensure they can thrive into the future,” said Anne Kang, Minister of Municipal Affairs.

“These grants will support projects that each community needs the most, like new affordable housing and child care facilities, road improvements or recreation centres.”

“The transfer of these funds provides massive investments for every local government in the province,” said Jen Ford, president, Union of B.C. Municipalities. “This new funding will allow communities to accelerate the replacement of aging systems, and expansion to current services to better meet the demands of growing populations. The approach of providing funding upfront will ensure that these funds are directed to the most urgent priorities identified in each community.”
