Council Highlights for the February 27, 2024 Regular Meeting submitted by Village of Chase

The Regular Meeting of Council was held on February 27, 2024 at the Village office and via Zoom. 6 people attended in-person and 3 people attended virtually.

Brenda Jackson – Vertibles Edible Mushrooms. Brenda Jackson of Celista-based Vertibles Inc. spoke about food security in the Shuswap and her company’s efforts to enhance their production capacity of premium mushrooms, including the scaling up of a processing facility.

Tom Matajese – Mountain View Mobile Home. Tom Mataseje addressed Council regarding ongoing issues with traffic noise from Highway 1, questioned the averaging of noise testing results, expressed his dissatisfaction with the response from the provincial government, and urged Council to advocate for a solution.

LGDAP Application for Development Procedures.

Council passed a resolution approving the submission of a grant application to UBCM’s Local Government Development Approvals Program grant to fund 100 percent towards a Development Approvals Program up to a maximum of $150,000.

ANNUAL GENERAL MEETING The Board of Directors of the Chase Curling Club hereby convene an annual general meeting to be held on Friday, March 15, 2024 at 1:00 PM, at the Chase Curling Club.

Opportunity for Public to Speak on Municipal Matters. Members of the public expressed concerns about water and sewer rates and ongoing issues with water meters. Mayor Lepsoe encouraged members of the gallery and the public to attend the upcoming Budget Open House on March 6 at 6:30 p.m. at the Chase Community Hall. Councillor Connett read an email from a resident that expressed support for efforts to mitigate highway noise by restricting the use of jake brakes by large trucks.

With no further business, the Council meeting concluded at 4:42 p.m.

The on-call casual office assistant is required to provide occasional fill-in support to the Village administration.

Obituary

Jim “Jöhann” Bepple

December 18th, 1956 – February 6th, 2024

We regret to inform friends, family, and rockers of Kamloops area and beyond, that Jim has passed away.

His presence and legacy on this planet has been one of love and generosity. He always believed in an open-door policy, and everyone was welcome.

Jim and Sue created their own United Nations among the people invited into their lives. A cold drink and a hot meal (and plates) were the foundations of what they offered anyone who came into their home.

Jim (Dad) is survived, and lovingly remembered, by Sue – his wife of 47 years, and by his kids Angela (Brendan), Brent (Jenn), as well as the many dear family members and friends he leaves behind.

I’ll see you at the “End of the Line” - Travelling Wilburys Celebration of Life to be announced.

Chase & District Fish and Game Club News

Hello to spring and the new activities and projects the Chase Fish and Game has planned for 2024. Good news for our club, our membership continues to grow every year, not just locals but summer residents join. A reminder that your yearly membership fees are now due if you want to use the range this year, your old key will no longer work. You can download a membership off our website at cdfgc.ca or you can go to the Village Ubrew on 1st Ave. Chase and sign up there. There are individual, senior, and family memberships available.

The CDFGC continues to run our two practice clubs monthly at the range, 724 Turtle Valley Road. If you are interested in Trap or Skeet Clay shooting, we hold a practice the 2nd Sunday of the month as long as weather permits, and no other events pre-empt it. We also hold a pistol practice the 3rd Saturday of the month same conditions. Ammunition can be bought from the club at these practices, or you can bring your own. We have extra shotguns and pistols you can try out. If you don’t have a PAL, a supervisor with a PAL will be with you at all times so that you can try out one of these target sports. We also have an Archery club and are looking for someone who would be interested in running a once-a-month club for members to come practice archery. We have a nice archery target range and also run 3D shoots and events at our range.

The CDFGC is looking into turning our unused doubles trap area into lanes and arena to create an outdoor throwing field and targets for axes and knives. If you have knowledge about this sport or are interested in helping with this, please contact Secretary Helen Dalin at 250-679-8019 or email helendalin@hotmail.com.

Our club is also working on digging a new well this spring, so we have summer long access to water for the clubhouse.

This will be an expensive project, so be expecting the Big Fall 50/50 and Silent Auction to be on this Fall as we need to raise money for infrastructure. It was skipped last fall because the CDFGC community had gone through enough

with the fires and it did not seem appropriate.

Our club is also looking for a lake in our community to install another new dock for fishing and kayak access. The lake that has been suggested is Phillips Lake. We are now in the process of looking into who to contact for access and permissions to proceed. Your support of the Silent Auction and the 50/50 helps us complete these kinds of projects and support youth activities.

Good news. Leslie Koshynsky for Shuswap Area Firearms Education has approached the club to coordinate another Youth PAL Summer Camp at the Turtle Valley Fish and Game range in August. The CDFGC strongly supports youth activities and will support this project with donations of ammunition and use of the range and clubhouse. This camp was highly liked last year by kids who participated. Leslie also thought a day of shooting practice for the youth that came to camp last year would be also a great idea and also a women’s day or weekend. These would happen at a different time. These activities will be further discussed and advertised so keep a lookout for more information.

Our club continues to be part of a bigger community known as the BCWF. We work together to protect and conserve BC’s fish, wildlife, and habitats. If you are an outdoor enthusiast or perhaps just interested in target sports you may want to join our club.

Monthly meetings are held the 3rd Monday of the month, (every month except July and August), at Creekside Senior Center Chase on Shuswap Ave. at 7 pm. New ideas and new people are always welcome.

We moved to Chase 5 years ago and established UpHill Farm; truly a dream come true. We lived for 10 years on a 3-acre farm and orchard in the Barnhartvale area of Kamloops, and while we had a successful mini-farm selling mostly eggs, honey and garlic, we felt constrained by the urban environment and the size of our acreage. When many people our age aim to downsize, reduce commitments and travel, our goals were quite different: upsize our land so we could do more of the activities we love.

We have both been lifelong gardening enthusiasts. Bill grew up in a small town outside Ottawa where he picked strawberries on a local berry farm, enjoyed his uncles’ dairy farms, hunted squirrels (which he ate), and dreamt of a life as a self-sufficient farmer. Realizing that purchasing a farm was out of reach, he instead became a Professional Forester. Kate grew up on an acreage in Kelowna where from a very young age she learned from her Mom how to garden, preserve and sew. In fact, canning has been such a part of her life that she actually canned beans on her wedding day! After working for the provincial government for a decade, she returned to school and became a Foods teacher.

The Climate Action Committee is asking residents to fill out a short survey about organic waste collection and how their households manage food waste. The survey will take approximately two to three minutes to complete and will help staff prepare recommendations for Council.

NOTICE OF PUBLIC HEARING When?

Thompson-Nicola Regional District

Thursday, March 7th, 2024, at 1:30PM

The Board of Directors of the Thompson-Nicola Regional District gives notice that it will hold a Public Hearing in the TNRD Boardroom, 4th Floor - 465 Victoria Street, Kamloops, BC, to consider proposed Bylaw 2838, 2024.

What is Zoning Amendment Application No. BA 259, Bylaw 2838, 2024?

It would consider a site-specific amendment at 1585 Lance Road, in Prichard, BC (PID: 030-292-522), as shown outlined on the adjacent map, to enable a subdivision of the northeast corner of the subject property, creating a new 4900 sqm parcel, pursuant to s.514 of the Local Government Act (subdivision to provide a residence for a relative).

All persons who believe that their interest in property may be affected by the proposed bylaw shall be afforded a reasonable opportunity to provide input at the Public Hearing. Anyone who wishes to present at the Hearing virtually (via Zoom) must contact Legislative Services prior to noon on March 5th, 2024, to arrange virtual access. Anyone may also make written submissions on the matter of Bylaw 2838, 2024 (via the options below), which must be received at our office prior to noon on March 5th, 2024. The entire content of all submissions will be made public and form part of the public record for this matter.

Copies of the proposed Bylaw and all supporting information can be inspected from 8:30 a.m. to 4:30 p.m., Monday - Friday (except statutory holidays) at our office, from February 16th, 2024, until 1:30 p.m. on the day of the Hearing; or please contact us via any of the options below.
