Village of Chase Council Meetings May 28 submitted by Village of Chase

Please find below the Council Highlights for the May 28, 2024 Regular Meeting.

The Regular Meeting of Council was held on May 28, 2024 at the Village office and via Zoom. 15 people attended inperson and 10 people attended virtually.

Public Input on Agenda Items.

Members of the public discussed various agenda items, including SenseNet rapid wildfire detection, the proposed yard waste cleanup project and the replacement of water meters.

Fees & Charges Amendment Bylaw No. 940-2024. Council gave three readings to Fees & Charges Amendment Bylaw No. 940-2024, which reduces the water and sewer consumption minimum charges from 60m³ to 30m³ per quarter and increases the cubic meter rate for each to compensate for the revenue shortfall.

Wildfire Preparedness. Council passed a resolution directing Administration to develop a proposal for a pre-summer two- or three-day curbside yard waste pick-up service either provided by the Village’s staff or contracted to a private service contractor. The proposal is to include costs, potential timing, pickup and disposal logistics, advertising requirements and timing, sign-up considerations and any other associated aspect of this trial project and bring a report back to Council for consideration/ ratification as soon as is practicable.

Zoning Amendment Bylaw No. 937-2024. Council gave three readings to Zoning Amendment Bylaw No. 937-2024, which implements recent Provincial housing legislation termed ‘Small-Scale Multi-Unit Housing’. The changes would affect the zoning of approximately 900 low and medium

density residential properties across the Village, some development regulations and the density allowances. The intent is to allow additional dwelling units on all low and medium density residential properties to fulfill the ‘Homes for People’ plan priorities to aggressively close the gap between housing supply and demand in British Columbia.

Secwepemc Community Improvement Association. Council approved a donation of $2,000 to the Secwepemc Community Improvement Association to support their Secwepemc Lakes Indian Days from June 21 to 23, 2024.

Letter from Premier David Eby – Minister Meetings at 2024 UBCM. Council passed a resolution directing members to consider issues that may be relevant for Minister meetings at UBCM 2024 and if there are any matters, they be raised and discussed at the June 11, 2024 Council meeting. Additionally, Administration will provide some suggestions for Council to consider.

Opportunity to Speak on Municipal Matters. Members of the public discussed various municipal matters, including SenseNet rapid wildfire detection, tax rates, the Village’s grant-in-aid program, parking and unsightly premises.

With no further business, the Council meeting concluded at 6:08 p.m.

Letter to the Editor Letter to the Editor, Thank you Lee Finegan for bringing attention to Bob East. I had known Bob for years and always looked forward to seeing him and his beagle, Roxy on my daily walks with my dog, Grace. He was always such a friendly face to bump into and have a conversation with no matter what he was going through. He was always the same, regardless that he had lost his wife and Roxy, struggled to recover from Covid, and lived alone, refusing any assistance from outside agencies. Like you, I miss seeing him and have the greatest respect for him as well.

He was one of the good ones that we were lucky to have known.

A PASTORAL PERSPECTIVE: Memorable Graffiti.

by Tyler Harper Through my time in University, I lived in a historic neighbourhood in Winnipeg.

This community was home to a wide variety of residents: students and young families, rooming houses and mature mansions with a couple thousand apartments in-between. Walking those streets I constantly saw graffiti; on dumpsters, on stop signs, on bus stops.

But of all the graffiti I experienced, one piece has stuck with me. Stencilled onto the neighbourhood outdoor rink were the words: Life will ___ing Crush you.

These words hit me differently depending on what was going on in my life: whether it was socially, or romantically, or employment wise. I maybe wasn’t sure that life would crush me —after all, I was a privileged 20-something with seemingly endless possibilities before me—but at times I felt the weight of a failed relationship or a job loss.

Life for most of us has its challenges, but many of us have resources to support us through these challenges — support of family and friends, employment, public health care, etc. We have strength within ourselves to push against the weight of the world that bears down on us. We might not have the physique of the mythological Atlas — said to hold the earth on his back — but contemporary technology and personal abilities allow us to shoulder many challenges.

But what happens when the brokenness of life bares down on us? Where do we turn when that graffiti scrawled on ramshackle hockey boards turns out to be correct?

I think that we all have a sense deep down inside of us that life isn’t the way that it is supposed to be. Whether it is through economic hardship, the loss of loved ones, or simply the brokenness that we witness around us, there is something that grates at us — this isn’t how life is supposed to be. What do we do when life really does press down, when those block letters really seem to be coming true?

The reality is, even with all our technology and understanding, even with the greatest

of friends and the strongest of families — life can _____ing crush us. Even on the Starship Enterprise people still die.

So often social stigma only adds to this pressure. Instead of finding community through vulnerability, we curate an image of success. When we do this, we prevent ourselves from being truly seen and known — all the while comparing ourselves to others, those who appear to have it all together Even religion has piled extra weight on those already experiencing life induced compression, and this is particularly tragic because at the centre of Christianity is one who invited us in these exact moments to “Come to me, all you who are weary and burdened, and I will give you rest. Take my yoke upon you and learn from me, for I am gentle and humble in heart, and you will find rest for your souls. For my yoke is easy and my burden is light.”

While self-comparison, social isolation, and religious striving often amplify the force of life’s crushing, Jesus offers something different. Come and rest.

Trust if and when life crushes us, He’ll be right there with us — and one day He will set all things right.

This invitation isn’t just from someone slightly stronger than us. The one who beckons doesn’t just have a few more tricks or encouraging words. He’s not a start-up prodigy selling life hacks. The source of this summons is the one who holds all things together, who is greater than even space and time. If He created star systems and nanoparticles, can He not be trusted with the weight of our lives.

Years later I have learned that that graffiti — as crass as it may have been— was on to something. And the answer to this reality isn’t more of us or our creations — it is something or someone that is wholly beyond us, truly deserving of the title God. Otherwise life very well may just crush us in our frailty.

Food Coupon Program for Low Income, Seniors submitted by Chase Hamper Society The Chase Food Bank is pleased to announce that once again we have partnered with the BC Farmers Market Association and we will be your c om mu n it y p a r t n e r for the distribution of the farmers m a r k e t nutrition c o u p o n program.

This program provides food security to lower income families, pregnant people and seniors.

Coupons can be spent at all BCAFM member farmers’ markets that participate in the FMNCP,

and can be used to purchase vegetables, fruits, nuts, eggs, dairy, herbs, vegetable & fruit plants, honey, meat and fish.

To register for the program please contact the Chase Food Bank at 250-682-6155 or email chasehampers@telus.net.

Coupons will be mailed out to those requesting to participate in the program monthly.

Food bank clients will receive coupons in their food hampers when picked up.

Chase Amenities – Good for So Much, Good for So Many!

Beyond its beautiful location, the Village of Chase has significant facilities and services for those who live here—a small community with noteworthy assets. In addition to essential businesses, such as food stores and a large hardware outlet, its schools, c h u r c h e s , restaurants, retailers, library, medical clinics, retirement residences, fire/rescue department, legion, seniors centre, banks, veterinary service, bicycle sales/service—to name a few— provide convenience and important assistance to residents.

And then there is the village’s beautiful lake front for swimming and boating, along with its ice arena, tennis courts, bowling, golf, curling, fitness centre, local gyms, hiking trails, and sports fields—all inviting locals to get active, stay fit, and enjoy living here.

Inactivity is the single most detrimental condition for those past midlife. Cardiovascular fitness, muscle mass, and flexibility are lost with age.

And the only way to maintain all of these is to routinely get moving, load muscles, and do some stretching—keeping fit is a lifelong commitment. Research bears this out. The closest thing to a panacea, as time marches on, is regular exercise, which has been proven to lower blood pressure, reduce cholesterol levels, increase circulation, improve cardio-vascular function, maintain brain health, boost one’s mood, improve posture, strengthen

bones, and build lean muscle.

As well, the endorphins produced by regular exercise improve sleep, reduce stress, and increase energy levels.

And Chase offers so many options in this regard, given its wide variety of work-out choices. Deciding on the type of exercise involves various considerations: what physical activities do you enjoy - group or individual pursuits - what fits your schedule - physical conditions that may limit your choice - what goal(s) do you have: strengthening, weight loss, better flexibility, mood enhancement When embarking on a work-out routine, take it easy in the beginning. Exercising for at least 20 minutes, three times a week is recommended, eventually increasing to 30 minutes, (or perhaps somewhat longer) three times a week.

Choosing an enjoyable activity is important.

Training should be fun. Include workouts in your weekly schedule and calendar.

Vary your fitness routine somewhat, to avoid boredom.

And stick with it— consistent

exercise will soon be a regular part of your lifestyle.

Developing a fitness regime needn’t be overly expensive—a supportive pair of sports shoes and a challenging trail are all it takes to work up a sweat, increase one’s heart rate, and come home smiling. A bathing suit, a warm day at the lake, and an effective swim results in exerting the entire body.

Your journalist’s lifelong sport has been year-round tennis, an activity that works upper body, lower body, the cardio system, and the brain. And as I told my growingup children regarding their sport activities, “If you’ve had fun, you’ve won!”

Investing in one’s physical health through regular exercise is critical to enjoying the process of aging. And it’s great that the Village of Chase presents numerous opportunities to make that investment.

A study conducted a few years ago reported that there are four keys to successful retirement and happy seniors: • care of the body through exercise and good nutrition • taking on new challenges • keeping in touch with family and friends, as well as developing new friends of all ages through involvement with your community • being useful in a satisfying area of interest To that I might add, a decision to “flame out” rather than “rust out” is a healthy, life-changing choice—regardless of when or at what age it’s made.

An Extraordinary Local Garden

The Village of Chase has a new attraction, for locals and tourists alike.

The Riverstone Community Food Forest is a new, multi-faceted installation in Willson Park. Its garden area includes edible fruit trees and shrubs, food for pollinators, pathways, a habitat for birds and insects, natural play spaces, and educational signage.

Following permission to use the site from Chase Council, a major funder for the undertaking has been a United Way Food Infrastructure Grant, along with financial support from the Village of Chase, Destination B.C., Scotts Grow for Good, the Chase Literacy Program, and individual sponsors.

Regenerative Landscape Designer, Sheleigh Garsen, designed this special and creative area as well as providing project management in its early stages.

A series of volunteer-led work bees facilitated the planting and layout of the gardens. Plans are in the works to add more signage, art installations, and bird houses.

In addition to community collaboration, the goals of the Riverstone Food Forest are to provide a public space for education, enrichment, and connection to the natural world— together with some unique play areas for young folk.

Chase Legion - Poker Run Upcoming submitted by Chase Legion

Chase Legion is hosting a LEGION TO LEGION POKER RUN on Saturday, July 20th.

Legion members from Armstrong, Enderby, Salmon Arm, Sicamous will gather at the Chase Legion on Saturday, July 13th for a Meet & Greet @ 1pm to meet up with fellow riders, enjoy the Saturday meat draw at 2pm and indulge in a juicy pulled pork sandwich/coleslaw ($8.) or hot dogs $3 ea or 2 for $5. Music provided by John Pearson. Silent auction will run from the 13th – 20th. Proceeds to support Chase & District Health Services Foundation in their purchase of a Transducer for their ultrasound machine. Poker run: Saturday July 20th registration @ 9am in the Legion parking lot. 5 card poker hand $20. Prize for best hand. Boots up at 10:30am. Bar open & BBQ hamburgers and hot dogs available. Chase Environmental Action Society will be hosting a clean-up of a portion of the Chase Creek Road from the old garbage dump to the Turtle Valley turn-off on June 12th from 11am-1pm.

We’re hoping you can join us and thank you in advance. We will have signage to warn drivers of our presence and

also recommend that you wear a highvis vest or bright clothing, gloves, and bring a garbage picker-upper if possible.

2024 Alzheimer’s Walk a Great Success!!

submitted by Jane Herman Kennedy and Associates would like to thank the wonderful people in Chase and Area for supporting the 3rd annual IG Walk for Alzheimer’s in the Village of Chase on May 25. This year we walked to honor Judi Lans (Waugh) and the many other people who have been diagnosed with this devastating disease.

The weather was not great but those that braved the weather helped to raise a whopping $4700.00. This donation from our community will help caregivers and individuals living with Alzheimer’s and will also support ongoing research into this disease that affects so many.

A huge thanks goes to Safety Mart and their amazing staff for collecting donations and creating the amazing display of flowers in their windows.

Property Tax Notices have been mailed

2024 property tax notices have been mailed! If you have not received yours, contact the Village office right away – 250-679-3238.

Property taxes and Home Owner Grant applications are due on Tuesday, July 2, 2024. A 10% penalty for late payments or late grant applications will apply as of July 3.

Options for payment include: • At the Village office (open 9:00 am to 4:00 pm, Monday to Friday) or use the mail slot at the front door for cheque payments.

• Using your online banking platform • Visa or Mastercard (plus a service charge) online through OptionPay, see the Village website for a link.

• Sending cheque or money order in the mail (ensure time for delivery-has to be received by July 2, 2024) Please note that Village office will be closed on Monday, July 1, for the Canada Day holiday.

Residents should also remember that they must apply for their Home Owner Grants through the Province of BC. As of 2021, municipalities can no longer accept applications. Home Owner Grant applications are still due at the same time as property taxes, so it is encouraged that residents apply for their 2024 Home Owner Grants before July 2 to avoid a penalty. For more information and to apply, visit Gov.BC.ca/HomeOwnerGrant or call 1-888-355-2700.

Residents who are experiencing financial difficulties should note that Home Owner Grants can be applied for without making a tax payment, which will reduce the tax balance owing. Partial payments before the due date will also reduce the penalty incurred.
