Council Highlights submitted by Village of Chase

Mayor David Lepsoe marked the passing of the Village’s bylaw officer and community volunteer Richard Waugh and noted his unwavering kindness and dedication to the safety and well-being of the community.

Delegations – TRUE Engineering. Dave Underwood of TRUE Consulting provided a presentation to Council on the South Thompson/Little Shuswap Lake Flood Plain Mapping Report noting that the Chase Creek floodplain mapping information has been merged with the other mapping to create a comprehensive report for all of Chase in terms of potential flooding and what properties and infrastructure is at risk.

Council members reported on their activities since the last Council meeting. Staff reports were also received for information.

Hysop Lake Access. Council passed a resolution directing Administration to contact the Provincial Ministry of Forests to urge them to enforce the rules regarding private docks

Forest Garden. Council approved the use of 123’ x 38’ of space at Willson Park located between the existing community garden and Wilson Street for the Chase and Area Young Learners Society’s ‘Forest Garden’. Council also deferred funding of the “Installation of Water service to Willson Park” until the spring of 2024, when the estimated cost can be attributed.

845 Thompson – Request of Village to pay for sewer main extension. Council deferred the decision regarding the request to pay for sewer main extension to 845 Thompson Avenue until the next Regular Meeting to gather further information.

Visitor Information Services. Council passed a resolution that the Visitor Information Services for the Village of Chase remains at its current location at 400 Shuswap Avenue.

Council heard from various gallery members supporting the current location of Visitor Information Services, the request from the owner of 845 Thompson Avenue regarding his request for the Village to provide an extension to the sewer main to his property, two property owners near the Hysop Road lake access to keep it the way it is and to close it off to motorized boat launching, and two individuals who support the moorage of boats on the water lot associated with 724 Hysop Road as they have only water access to their homes on the north shore of Little Shuswap Lake.

It is with profound sadness that we announce the passing of Rowena Stevens (nee Schneider) on July 14th 2023 after a brief illness. Husband Dennis and family by her side.

Mom was born in Runnymede Saskatchewan on May 24, 1938.

Mom was always proud of growing up in Kamsack where our families had so many great early memories.

Mom was a strong and caring person and was always there for her family and friends both in good and in challenging times.

Mom always had a way to make light of every situation and the love of her family was paramount to who she was as a loving wife, mother, grandmother and great grandmother.

Mom was predeceased by her parents George and Martha Schneider, Sister Irma, brothers Alvin, Ken and brothers in law Floyd and Peter. She leaves to mourn, her loving husband, of 62 years, Dennis.

Sisters Joyce and Maxine (Cecil), sons Gordon, Craig (Charlene), daughter Cheryl Prince( Derek) and son Derek (Tara Jean) along with her life long friends Yvette Paulson and Flo Carrigan. So many cousins, nieces and nephews and brother and sister in laws will be greatly missed.

Row and Dennis have ten grandchildren, Rosanna(Tyrel), Dan(Kassie), Trevor(Teresa), Brian, John(Natasha), Rachel(Skylar), Scott, Jillian, Violet and Ozzy and God daughter Anna, along with four great grandchildren Henry, Francis, Remi and Lukas.

Mom started her career path nursing in Saskatchewan and later working at Prince Rupert Regional Hospital in the Admitting department.

She also worked downtown for the City of Prince Rupert where she made so many more friends and acquaintances.

Mom and Dad retired to Chase BC in 1994 and spent several winters in Arizona and Palm Springs making great friends wherever they happened to go.

Mom enjoyed many things in life. She loved attending Church, golfing, curling, playing cards, watching her beloved Blue Jays and Lions and of course socializing at the Legion with Dad. Mom was a member of the ladies auxiliary there for so many years.

Many special memories were made and Mom loved sharing the stories of her and Dad’s adventures with all her family and friends.

We will miss Mom dearly and her memory will live on forever in our hearts, she had a full and rewarding life.

Funeral services in Chase, BC will be announced at a later date.

Richard loved music, it was not uncommon for him to be heard singing aloud to his loved ones. He was also an avid sports fan, often to be seen and heard at the ball field or the hockey arena cheering on his favourite team. He was so proud of his children and grandchildren, never hesitating to express his love for them on a regular basis. And of course wherever he went his beloved dog Misty was always with him. There are no words for how much Richard will be dearly missed by many and the void it leaves in our hearts to have him leave us so suddenly is immense.

The World Health Organization claims outdoor air pollution is estimated to have caused 4.2 million premature deaths worldwide in 2019.

As the heat continues and air quality worsens from wildfire smoke, industry and people driving vehicles, one would think that we would do whatever we could to protect the air we breathe.

But that’s not the case. When it’s hot outside, some of us run our vehicles and AC to keep our vehicle cool while we text, wait for a train to pass or just sit. Some even do this while shopping and aren’t even in the vehicle. It’s a personal choice, but unfortunately, the unnecessary toxic fumes we release are shared with everyone else.

There are those that suffer from asthma, COPD, and lung issues. There are newborns and little people who are still developing their lungs. And there are seniors and vulnerable people who

find they are safer staying indoors and become temporary shut-ins.

So if you’re going to run your engine longer than 60 seconds, consider turning off your motor, rolling down the window, and toughing it out for a few minutes. Idling for just 10 seconds wastes more gas than restarting your engine, thereby saving money.

Even the government of Canada reports, if we avoided idling every day of the year, C02 emissions could be reduced by 1.4 million tons annually, which would be equivalent to taking 320,000 cars off the road for an entire year.

Being aware of health effects caused by idling, the money that would be saved and the reduction of GHGs being emitted into the atmosphere, provides us with an opportunity to be a good neighbour and to do our part for the planet. Please don’t sit idle(ing)!

The Village of Chase is inviting the submission of applications for the contracted position of a part-time Bylaw Enforcement Officer.

Under the direction of the Director of Corporate Services, the contractor Bylaw Enforcement Officer is required to: • Attend to and investigates complaints of alleged municipal bylaw infractions • Speak with business owners/operators regarding business licensing requirements • Issue notices and letters of infraction • Issue infraction tickets • Provide information either verbally or in writing to persuade individuals to comply with the Village’s bylaws • Respond to public enquires while in the field • Liaise with the Fire Chief and local RCMP on occasion • Attend court or other adjudication with the Director of Corporate Operations proceedings to provide evidence relating to unresolved infractions The Contractor is required to provide his/ her own cell phone, his/her own vehicle, log book, invoicing forms and all other documents required to operate as a contractor to the Village of Chase.
