Council heard from Paul Demenok, Electoral Area C Director with the Columbia Shuswap Regional District. Director Demenok explained the Regional Economic Development proposal CSRD’s Electoral Areas C, D and F (South Shuswap, North Shuswap and Falkland), asking if the Village of Chase might be interested in participating. There would be an annual cost of approximately 45 cents per thousand assessed values. The intention is to hire an Economic Development Officer to support the efforts of the participating areas to build capacity and to attract and promote business. Council will obtain additional information regarding actual costs and benefits and will review the issue at an upcoming meeting. Council then heard from Councillor Gina Johnny of the Adams Lake Indian Band, who proposed a collaboration

Council discussed the Zoning Amendment Bylaw that will, once adopted, regulate shipping containers on land within Chase. Council agreed to include in the draft bylaw language that would permit a company that sells, leases or rents shipping containers to operate in Chase. The bylaw will come back to Council in August for a public hearing. Council discussed the highways works that will affect the number of access and egress points along the corridor between Petro-Canada and the bridge over Chase Creek. Council is concerned that there will be restrictions to accesses into Chase and emergency vehicles will be restricted when having to travel eastbound along the new highway. Council directed Administration to organize a meeting with MOTI staff, and that the public needs to have an opportunity to provide input into the design. Council discussed a request from the Creekside Seniors to utilize the Community Hall for some of their activities during the Covid-19 pandemic as the Creekside Seniors building is too small for physical distancing to be respected. Council approved the use of the Community Hall by the Seniors exercise group and the wood carvers. Hard surface chairs will be lent to the Seniors for the quilters group to meet at the Creekside seniors as there are no more than 10 of them at any one time.

Village of Chase Council Highlights

Council considered a letter from Brian Lauzon asking that Council consider instituting a pesticide bylaw in Chase. Council directed Administration to research what other small communities are doing and bring back a report later in 2020. Council received a letter from the owner of the Village Green Mobile Home Park asking that Council consider paving the roadway in the park, such road being owned by the Village of Chase. Council directed Administration to include the roadway in the upcoming asset management assessment project for which funding has been requested through the Federation of Canadian municipalities. Council approved provided a letter of support for the Skmana Ski and Snowshoe Club for their application for funding for new grooming equipment. Council passed a resolution to proceed with the Annual Property Tax Sale set for September 28, 2020. Council approved an increase to the Utility Rates for this current billing period. Council deferred the purchase of a new Firetruck to October 2020. The reasoning is due to reduced property tax revenue to date and the extension of the penalty on unpaid property taxes for 2020 to October 1, 2020.

Council directed Administration to research soil removal and deposit bylaws and bring a report back to Council at a future meeting. The following motions were released to the public from in camera discussions: • That a letter of support be provided to the Chase Hamper Society for their application for funding to provide improvements to the Community Hall to support a ‘community kitchen’ • That Shuswap Tourism be invited to attend a meeting of council as a delegation to report on their 2019 activities and what they are working on in 2020 and how Chase benefits from a partnership with Shuswap Tourism • That CSRD Electoral Area C Director Paul Demenok be invited to speak to Council regarding the proposed regional Economic Development Society for CSRD Areas C, D and F • That the municipal office resume normal operating hours and staffing levels starting June 29, 2020 The meeting concluded at 6:11 p.m. The next regular meeting of Council will be held at the Community Hall on Tuesday, August 11, 2020 starting at 4:00 p.m.

When my family and I arrived in Chase last October, the very first thing I noticed was all of the mullein!! There they stood, tall and proud, last season's flower spikes like tiny black saguaro cactus's against the backdrop of blue skies and evergreen trees! What a welcome sight! To some, these may be just another annoying weed, but to me it is important and useful medicine! All parts of the mullein plant are medicinal, the flowers can help quell discomfort from earaches, the root, both diuretic and astringent, can help with prostate or urethral inflammation, as well as issues related to bladder-muscle weakness. The leaves on the other hand, are the first thing I reach for whenever there's an issue with the lungs. Bronchitis, colds, coughs, pneumonia, asthma, even smokers cough, can all be improved with the aid of mullein leaf. It is considered generally safe for use by all, and in conjunction with other lung herbs such as elecampane or grindelia, it can be exactly what the doctor (or herbalist) ordered! The easiest way to use mullein leaf is to make a tea or an infusion. For a tea the rule

of thumb is usually a tsp of herb to 1 cup of hot water. for the maximum effect allow to steep for 20 minutes. An infusion is like a tea, only it is much stronger as it has been allowed to steep for a minimum of 8 hours. To prepare an infusion, you will need a litre size canning jar, 28 grams of dried herb, and boiling water. Place the herb in the jar, fill to the top with the boiling water, cap it, and let it sit on your counter for 8-12 hours. I like to prepare my infusions before bed, so when I wake up the next morning I need only to strain and enjoy! Be sure to use a fine mesh strainer, or muslin tea bag to strain out your mullein leaf as the leaves are quite hairy and can be irritating to the throat. It should be noted that while mullein is considered safe, it does have some lookalikes, like foxglove, which if ingested will surely be fatal. As a rule, you should always be 110% sure of your identification before consuming any herb. The information provided is not intended to diagnose, treat, cure, or prevent any disease. They have been hit hard by the COVID-19 pandemic, and we want to support their recovery in the same way they have supported our community time and again. Getting to the ‘Root’ of your weed problem Your plants are talking to you!

Healthy soils are your first line of defense against noxious weeds and invasive plants in your garden. Soil houses the resources that plants need to be healthy and happy. When your plants are happy they provide the first line of defense against weeds and invasive plants. Severely unhealthy plants are easily recognized when we see small, yellow, shriveled plants that look sick in our garden/pasture/ native range. But, how do we diagnose what our plants need before they become so sick that they are no longer able to recover? The soil contains nutrients – both macro and micronutrients. Macronutrients are the nutrients that a plant needs a lot of (nitrogen, potassium and phosphorus are the main three). Micronutrients, such as copper, boron, and zinc are also critical but are required in very small amounts. This article will focus on macronutrients as they are easily manipulated through fertilizing. Nitrogen is critical for plant growth; it forms the foundation of chlorophyll, the compound famous for capturing sunlight’s energy and converting it to sugar, or ‘plant food’. Both potassium and phosphorus affect the overall health of the plant; they are essential to nearly all processes, from root development to flower formation. How can you tell if your plants need more nitrogen? You can’t open up a leaf and count chlorophyll! Luckily, plants show you through their leaves! When a plant needs more nitrogen you will typically see the lower leaves turn yellow-green. When a plant needs more potassium you will see what is called ‘scorching’ along the leaf margins. Scorching starts as yellow but turns to crispy dead margins and tips as the deficiency persists. Lastly, if your plants suddenly stop growing, this could be a sign of phosphorus deficiency. If growth stagnation is accompanied by dark green, red or purpling in the older leaves, you may need to add more phosphorus. Compacted soils also limit growth of desirable plants. Within healthy soils,

there are ample tiny gaps that provide room for roots to grow, and spaces for oxygen, water, and nutrients to collect. If your soil is compacted, all the fertilizer in the world will not help; it simply will not be able to get to the roots and your plants will continue to exhibit poor growth. Proper soil structure, with lots of little gaps, is the foundation for healthy plant growth and improving any soil nutrient deficiencies through soil amendment practices, such as fertilizing. A great way to improve soil structure is adding organic matter such as compost and mulch. Organics feed the organisms – and these tiny, and not so tiny, animals will burrow, dig and tunnel through the soil; loosening the compaction. Unfortunately, not all plants suffer under poor growing conditions! Some weeds are adapted to survive, and flourish under limited nutrients, water, and/or compacted soils. For example, orange hawkweed, a garden escapee, is often found on sites deficient in sulphur. Field bindweed and prostrate knotweed are often found growing in compacted soils. In your lawn, black medic will tend to dominate in areas where the soil has compacted and depleted of nutrients. Understanding what your plants need, before the weeds take over, will limit the amount of weeding and hoeing you do this summer. The more you understand about your community of plants, both desirable plants and weeds, the more likely you will win the war against weeds in your garden. 2020 SCHOLARSHIP APPLICATION

The Chase & District Chamber of Commerce Scholarship is awarded to high school graduates pursuing further education. This year’s award is $500. To qualify, applicants must have completed a minimum of grade 12 or equivalent, and must be enrolled in or will be undertaking a full time or part time post-secondary degree or full time or part time program at a post-secondary institution such as a university, community college, private institution or school of trade where tuition is payable by the student in 2020. As the Chase Heat prepare for the upcoming season one thing we know for sure is we need billet homes! The Player’s will be arriving in September to start their 2020-2021 hockey season. Once the team has been selected the out of town players will need a place to live for the hockey season (September 2020-March 2021). The boys come from all areas of British Columbia and beyond and vary from 16 to 20 years in age. Some boys are still in school (these players attend Chase Secondary during their stay in Chase) and some have already graduated. What they all have in common is their love for the sport and their desire to provide Chase

with many hours of exciting hockey. Being a billet family is a rewarding experience and adds a whole new dimension to the otherwise dreary Chase winter. It is important that you are able to welcome these boy/boys into your home and provide him/ them with healthy meals and a safe environment. This ’home away from home’ is important to enable the boys to be successful on the ice and in everyday life. Providing a smoke free living area is essential.
