Council Meeting Highlights Submitted by Village of Chase

The Regular Meeting of Council was held on January 24, 2023 at the Village office and via Zoom. 15 people attended in-person and 6 people attended virtually.

Input on Items on the Agenda Mitch Amies of 113-455 VLA Road spoke about Item 8.5 and said that he and his wife Shelley were in attendance to answer any questions. Mr. Amies added that their storage containers are all properly vented and no combustible materials are stored at their facility.

Bev Iglesias of 621 3rd Avenue spoke about Item 8.3 and asked if the Village pays to have firefighters trained for wildfire fighting, what happens when those firefighters leave Chase? She stated that if firefighters want to participate in wildfire fighting they should arrange for their own training.

James Mintz of 813 Okanagan Avenue reminded Council that he had written a letter two weeks ago about how the sale of the surplus fire truck was handled, that a decision such as that needs to be based on facts. He added that he is of the understanding that the members from Chase that would be deployed for BCWS work are already trained so why would it cost extra to train? And he is also of the understanding that the fire hoses and ladder required for the truck are already in the department’s inventory. He added that he would like to see the Fire Chief respond as he is the expert in this area.

Zilly Palamar of 141 Shuswap Avenue stated that there is a market for the Fire truck to other communities who require a truck – why not help other communities

by selling them a good truck that we can no longer use? The expenses are enormous just to get the truck and firefighters ready to go to a wildfire and when they leave our community they are not here if we need them – it is not prudent to take firefighters out of Chase.

Brian Lauzon, Chase Fire Chief stated that training is already done because we can use wildfire training close to home if a wildfire comes close to the community.

He added that the fire department already had the hoses and ladder required for the truck, that neighbouring fire departments would help us as a back up if without depleting our resources, and all 23 of our firefighters will be Exterior Operations trained by the start of this years’ wildfire season.

Delegations Village of Chase Cemetery Plan – LEES + Associates. Josh Bernsen of LEES + Associates provided an overview of the Cremation Garden plan, which shows a design for an area of the cemetery to hold columbaria, a scatter garden and memorial wall.

Rural and Northern Immigration Pilot – Jennifer Kucy. Jennifer Kucy provided an explanation of the Rural and Northern Immigration Pilot (RNIP) program, which provides a path to permanent residence for skilled foreign workers who want to work and live in one of the participating communities through meaningful longterm employment in businesses that are looking for employees.

In Loving Memory of William (Bill) Urquhart March 1, 1941 - January 15, 2023 It is with great sadness we announce Bill’s sudden passing in Royal Inland Hospital.

He leaves behind to mourn his wife Darlene (Monteith) of 59 years, daughter Diana Arnold, and granddaugther Meghan Arnold, sister Anne Irving, and brothers and sister in laws, nieces, nephews and great friends.

Bill was predeceased by his mother Ida, grandson Tyler, brothers Jack, Derrick, and Kenneth, sisters Joyce and Eileen.

Bill lived 53 of his 81 years in Vanderhoof, ranching and logging. They retired to Chase in 2003. In his spare time he volunteered for the Elks, Lions, K of C, COP and the Alzheimer’s Society or in his workshop making a piece of wood or leather into something beautiful.

Special thanks to all the doctors, nurses, and staff in Chase, Kamloops and Salmon Arm for always giving him the best possible care. Also our thanks to Fischers Funeral Services for their kind and compassionate care.

Council Meeting Highlights

Proposed Pump Track - Tyler Harper (Youth Action). Tyler Harper who has been coordinating the Youth Action Committee, provided a presentation on a proposed pump track for younger and older kids to learn and hone their mountain biking skills. Mr. Harper explained that the preferred location for such an amenity is near Willson Park between Chase Creek and the medical buildings. He is asking Council for support for the location, for liability insurance coverage, signage and a donation of equipment to place dirt.

Council Procedures Amendment Bylaw No. 925-2023. Council adopted Council Procedures Amendment Bylaw No. 925-2023, which establishes a deadline for the submission of agenda items and sets the Friday before regular meetings as the deadline for distribution to both Council and the public.

Cemetery Plan. Council passed a resolution to receive for information the report on the Village’s cemetery prepared by Joshua Bernsen of LEES + Associates and defer cemetery implementations to the budget process.

Council passed a resolution approving the closure to vehicular traffic of Shuswap Avenue between Haldane Street and Chase Street between 9:00 a.m. and 4:00 p.m. and the closure to vehicular traffic of Haldane Street between 1st Avenue and Shuswap Avenue, from 1:00 p.m. to 3:00 p.m. both on February 18, 2023 for the purposes of Winterfest 2023.

Hanging Baskets – Claudette Carlsen. Claudette Carlsen sent a letter to Council in support of the hanging baskets and hopes that Council will continue with them in the downtown core.

RCMP REPORT

UNSECURED SHEDS On January 7th, 2023, Chase RCMP investigated a report of a break and enter to a seasonal residence in Magna Bay. The investigation determined that a hidden key had been used to gain access to the structure. Footprints in the snow led to several neighbouring properties. Police discovered that a number of unlocked outbuildings had been accessed but nothing of value appeared to be missing.

Evidence was collected from the scene to be examined for fingerprints.

Neighbours reported seeing a suspicious vehicle and a male wearing a green jacket earlier that morning. Two suspects have been identified and the investigation is ongoing.

FRAUD On January 8th, 2023, Chase RCMP were advised of a theft. The complainant reported that her credit card was stolen from her unlocked vehicle while it was parked in Chase. The credit card was later used for a purchase at a local business.

Video surveillance was obtained from the business and the suspect has been identified.

BREAK AND ENTER On January 9th, 2023 at 8:16 pm, Chase RCMP responded to a report of a break and enter at a seasonal residence at Neskonlith Lake. The complainant told Police that he arrived at his cabin to find the door to his storage area had been destroyed and items were missing from inside. He was then alerted to a vehicle which was stuck in the snow nearby. The male and female in the vehicle denied any involvement with the break and enter; however, the complainant observed several of his belongings inside the truck. He was able to identify his belongings as they were clearly labelled with his name. Police were called, but the male and female fled before Police arrived, leaving their stuck vehicle behind. It appeared that the thieves first broke into a garden shed and used the tools they found inside to gain access to the storage area, which housed the more expensive items.

Footprints in the snow indicated that the pair checked doors and windows of every

cabin, likely looking for an easy target.

Investigation determined that vehicle had been stolen from a business in Chase. Based on witness observations, both the male and female suspects have been identified.

2023-130 FIREARMS OFFENCES On January 18th, 2023 at approximately 1:20 pm, Chase RCMP officers on patrol noted a black Ford SUV being operated by a known prohibited driver. In addition, the SUV was determined to have been reported stolen from the Enderby area.

Police conducted a traffic stop with the vehicle on Chase Falkland Road. The driver was removed from the vehicle and arrested. Police then observed an illegally modified, loaded firearm wedged between the driver’s seat and the centre console.

The firearm was positioned so that it was easily accessible by the driver. Police expect to recommend multiple firearms related charges.

IMPAIRED DRIVER On January 18th, 2023, Chase RCMP were advised of a possible impaired driver on the Trans-Canada Highway. The caller reported a red Dodge pickup with a matching canopy speeding and driving erratically. At approximately 3:00 pm, Police observed a similar vehicle at a local gas station. Breath samples were obtained from the driver which determined her ability to drive was impaired by alcohol. She was prohibited from driving for 90 days and her vehicle was impounded for 30 days.

RECOVERED STOLEN VEHICLE On January 19th, 2023, Chase RCMP officers on routine patrol noted a suspicious vehicle parked near a residence on First Avenue in Chase. Further investigation revealed that the vehicle had been reported stolen from Kamloops several weeks earlier. A passenger in the vehicle was briefly detained by Police before being released without charges. The vehicle was towed to a local impound lot to be returned to the registered owner.

Recipe: Easy fried rice 1 cup white long-grain rice 2 tsp vegetable oil 2 eggs, lightly whisked 2 bacon rashers, chopped 1 carrot, peeled and grated 2 shallots, trimmed, finely sliced 1/2 cup frozen peas, thawed (see notes for Low FODMAP substitution) 1 tbsp soy sauce Sesame seeds, to serve Shallots, sliced, extra, to serve Select all ingredients We are temporarily pausing click-to-cart functionality due to a technical issue. Step 1 Cook the rice in a large saucepan of boiling water for 12 minutes or until tender. Drain and leave to cool.

Step 2 Heat oil in non-stick wok or large frying pan over medium heat. Add eggs.

Swirl over base to form an omelette.

Cook for 2 minutes or until set. Transfer to a chopping board. Set aside to cool slightly. Cut into short strips.

Step 3 Add bacon to wok. Cook 4 minutes until light golden. Add carrot. Stir fry 1 minute. Add shallots, peas and rice.

Cook, stirring, 3-4 minutes. Add egg and soy sauce. Stir until heated through.

Sprinkle with sesame seeds and top with extra shallots. Serve immediately.

After a missed week of weekly updates due to brain cramps there is a lot of catching up to do.

Way back on Friday January 13th our Heat took their coaches by coach to the East Kootenays to first face off versus the Fernie Ghostriders. After 40 days and forty nights of travel the passengers may well of stayed seated in the pavement pounder. Young Cohen Kallin from Mikkel Hrechka in the 2nd staved off a goose egg in a 12-1 pounding by the hosts. Next up in this costly team trip were the Creston Valley Thundercats, Saturday night entertainment that Jalen Davidson ruined a shutout bid on the man advantage from Maddex Bignell and Hrechka mid 3rd period. The end a 7-1 spanking with our lads not getting enough shots on goal to keep pace with the opponents.

On Wednesday the 18th the Heat headed to 100 Mile House to meet the Wranglers in a postponed earlier date matchup. Braeden Huth scored the only counter in the 1st on a man advantage from Trevor Kennedy and Bignell. In the 2nd the hosts scored twice with Bignell popping in a powerplay tally in between with help from Huth and Hrechka. No scoring in the 3rd the teams finished this contest in overtime, Wranglers doing the scoring in a 3-2 overtime loss good for a single point in the standings.

This past weekend saw the Kamloops Storm arrive at the Art Holding Memorial Arena on Friday the 20th. Another single goal game for the Heat as Huth in the 2nd from Davidson and Hudson Ketsa broke the goose egg. The conclusion a 4-1 loss.

Saturday the 21st the Heat hit the road to play the Revelstoke Grizzlies. The hosts scored twice in the 1st, a 3rd time in the 2nd and then the Heat turned up the heat. Hrechka from Kennedy with a blast on the man advantage and then Davidson on a rebound from Bignell and Kennedy on another powerplay. The mad bears were reeling and back on their heels, however they came out in the 3rd and dispatched the Heat 5-2 in the end.

Not much to cheer about or get excited about, except the stepping up and starring of Mikkel Hrechka over this 5 game stretch. His efforts are hard not to notice as on many occasions he takes matters into his own hands and runs with it. An example which others should be following.

The Heat face the Storm from Kamloops once again on the 24th and then leave town for contests versus Princeton Posse on the 27th and Osoyoos Coyotes on the 28th. Next home game at our Chilly Arena is Friday February 3rd versus those same Coyotes.
