Council Highlights for the December 12, 2023 Regular Meeting submitted by Village of Chase

The Regular Meeting of Council was held on December 12, 2023 at the Village office and via Zoom. 1 person attended in-person and 2 members of the public attended virtually.

Zoning Amendment – 607 3rd Avenue. Council passed first and second reading of Zoning Amendment Bylaw No. 933-2023 and submitted the bylaw to a Public Hearing. The proposed zoning amendment would facilitate the sale of the Village-owned property by adding the zoning designation of R-1, Low Density Residential. The proceeds from the sale are earmarked to pay for the acquisition of lands needed to complete the Shepherd Road thoroughfare.

Zoning Amendment – 743 Cedar Avenue. Council passed a resolution directing Administration to process a zoning amendment application for 743 Cedar Avenue to permit the addition of a secondary suite. The proposed zoning amendment would change the zoning designation of the property from R-1,

Low Density Residential to R-1SS, Low Density Residential with Secondary Suite.

2024 Council Meeting Schedule.

Council approved the 2024 meeting schedule, which includes 21 regular meetings held on the second and fourth Tuesday of each month except for July, August and December, which each have one meeting.

Council received a question from a member of the public regarding repairs to recreational facilities and financial reporting for non-profit organizations that receive Village funding.

Obituary Zinck (Alice) Marie Isabel (nee Todd) March 7, 1943 - November 30, 2023

Marie was born in Kamloops, BC in 1943. She passed away peacefully at home in Scotch Creek, BC at the at the age of 80.

Predeceased by her daughter Lora Zinck and husband Roger Zinck.

She is survived by her loving children; son Terry (Emily) Zinck, and daughter Teresa (Dan) Sexton; grandchildren Tanner (Courtney) Zinck, Sydney Zinck, Blake and Nicholas Sexton, and her beloved pet Daisy. Marie is survived by many close relatives.

Marie enjoyed playing bingo and was a member of the North Shuswap Historical Society. Special thank you to Dr. Aitchison.

Memorial will be held in the Spring of 2024.

by Brenda Patterson, Chase Hamper Society It is a very busy time around town for the Chase Hamper Society’s Food Bank and all the volunteers and donors working so hard to provide a Merry Christmas for so many! The Christmas Hamper boxes are being set up to be filled next week with cans and cartons of food, turkeys or chickens, fresh vegetables, and gifts, and then delivered or picked up on Wednesday, Dec. 20. Such an exciting time!

On Saturday, Dec. 16, the mitts, toques etc. on the Knitten Mitten tree at the Credit Union will be picked up and ready to go in the hamper boxes! On Saturday afternoon, the amazing Holiday Train will pull into town with lights, music and a wonderful performance by a roster of talented stars! Meet us at their venue across from the Police Station and bring the family to enjoy the Show! The Food Bank van and another vehicle will be on site to collect food and monetary donations for the Food Bank! Your generosity will help to carry us through Christmas and into January with much

needed food on our shelves!

Throughout the year, the Food Bank is very fortunate to have many local farmers and gardeners who donate fresh fruit and vegetables, along with the Farmer’s Market with their Coupon Program, which we are able to distribute to Food Bank clients and members of the Community. This past summer we connected with the Stoney Flats Market at Pritchard, who have been generously donating fruits and vegetables on Food Bank days so there is always a variety of colorful and healthy food to include in our hampers. Huge thanks to the Market for their many donations during the year!

Resident Electors: If you are not on the list of electors, you may register at the time of voting by completing the application form available at the voting place and making a declaration that you meet the requirements to be registered as set out below: To register as a resident elector you must:  be 18 years of age or older on general voting day January 20, 2024;  be a Canadian citizen;  be a resident of British Columbia for at least 6 months immediately before the day of registration (at time of voting);  be a resident of the Village of Chase on the day of registration (at time of voting); and  not be disqualified under the Local Government Act or any other enactment from voting in an election or assent voting and not otherwise disqualified by law.

Non-Resident Property Electors: To register as a non-resident property elector you must:  be 18 years of age or older on general voting day January 20, 2024;  be a Canadian citizen;  be a resident of British Columbia for at least 6 months immediately before the day of registration (at time of voting);  be a registered owner of real property in the Village of Chase for at least 30 days immediately before the day of registration (at time of voting);  not be entitled to register as a resident elector; and  not be disqualified under the Local Government Act or any other enactment from voting in an election or assent voting and not otherwise disqualified by law.

In addition, for non-resident property electors:  The only persons who are registered owners of the property, either as joint tenants or tenants in

common, are individuals who are not holding the property in trust for a corporation or another trust.  If more than one individual is registered owner of the property, only one of those individuals may, with the written consent of the majority of the individual owners, register as a non-resident property elector.

In addition, at the time of voting: Resident electors must produce 2 pieces of identification (at least one with a signature). Picture identification is not necessary. The identification must prove both residency and identity.

Slow Christmas Benefits By some incredible miracle, our humble, two-acre heavilytreed property in Lee Creek was spared. While we are extremely grateful for our good fortune, we grieve for those of our Shuswap neighbours who were not so lucky and for whose misfortune goes so far beyond and so much deeper than that which is strictly structural.

This holiday season and throughout the coming year, let’s try to be more mindful of practicing gratitude, especially for those in our community who work tirelessly and selflessly on our behalf: our heroic firefighters and firstresponders, our healthcare providers, the many volunteers in our community, our city council, Little Shuswap, Adams Lake, and Neskonlith Band councils and the invaluable teachings of the Elders in their respective communities, other elected officials, teachers and support workers, local tradespeople, small business owners, farmers, ranchers, and artisans.

When we accept the invitation to slow things down – to rest – we also create the opportunity to experience and nurture peace. Peace is very much at the forefront of the thoughts of so many throughout the world today.

And while we may feel woefully helpless to positively address this tragic ordeal, we can

create peace in our home, with members of our community, and with our friends and family.

Before we can influence Peace on the outside, we need to first of all create an island of Peace inside ourselves and within our personal relationships. Gandhi invited us to adopt this very attitude when he said – “We but mirror the world. All the tendencies present in the outer world are to be found in the world of our body. If we could change ourselves, the tendencies in the world would also change.

As a man changes his own nature, so does the attitude of the world change towards him.”

In other words: “Be the change in the world you wish to see.”

And let’s not forget the importance of creating and honoring peace and harmony with nature. If we are to truly appreciate and successfully foster an authentic and reciprocal connection with nature, we should be mindful about minimizing our human footprint - taking no more than we need and generously giving back whenever we can.

Over the holiday season, I encourage you to explore ways in which you can have a more sustainable Christmas – thus reducing the negative impact on this small blue-dot in the universe; this beautiful-butfragile place that we call home.
